Andreas Karitzis

The impact of the strategic defeat of last year is still very strongly shaping various reactions within the Greek left. Some people seem content with superficial explanations of what happened and return to habitual ways of thinking and acting; others sense the strategic depth of the defeat and turn inward to disappointment and demoralization. Still others are trying to learn from the ‘SYRIZA experience’ in order to make themselves more useful to people in the future. All of us sense the dangers lurking in front of us but we are far from having a common and feasible strategy.

In a situation like this, political priorities change and ‘novel’ tasks emerge. For example, people far beyond those affiliated with the traditional left are scattered and in disarray, but also full of energy, determination and skills. What should they do? Another urgent task is how to transmit the ‘SYRIZA experience’ abroad, facilitating the left in other countries in the fight against neoliberalism and increased hostility of the elites. ‘Novel’ tasks require a different mentality and operational qualities from the ones we used to deploy through traditional political action.

But first we need: (i) a thorough understanding of the positive and negative aspects of the ‘SYRIZA experience’, and (ii) an open, bold and innovative process of arriving at the new conditions of doing politics. These are some preliminary thoughts in this direction.

The Failure

SYRIZA failed to stop austerity and neoliberal transformation in Greece. One could argue that SYRIZA also betrayed the hopes and aspirations of the popular classes and those fighting against financial despotism. It chose to remain in power, thereby ‘normalizing’ the coup we witnessed last summer and accepting neoliberal coordinates that shape governmentality today in Europe.

SYRIZA’s choice deprived the people of a crucial ‘tool’ in this fight by its painful defeat: the political representation of non-compliance with financial despotism. SYRIZA eliminated the chance of a ‘tactical withdrawal’, a collective process of reassembling our forces that could take into account the escalation of the fight provoked by elites – and forming a more effective and resilient ‘popular front’ that would build its resources to challenge neoliberal orthodoxy in the future.

The experience of the SYRIZA government in the months after the agreement, shows that there is no middle ground between financial despotism and democracy and dignity; if you try to reach such middle ground, you are quickly converted into an organic component of the biopolitical machine aimed at dehumanizing our societies. Arguing that the implementation of the agreement is the only way out of the present situation is just a reformulation of the neoliberal core-argument that There Is No Alternative; no strategy for continuing the fightback against financial despotism.

However, there is a danger of underestimating the brutal strategic defeat that we all suffered in 2015, hiding from ourselves the extent of our current impotence as regards any serious challenge to financial despotism. We must dare to perform an extensive reassessment of our methodology and tools if we want to be relevant in these new conditions. And to do so, we should not preoccupy ourselves with the self-evident negative nature of SYRIZA’s choice and comfort ourselves that this is the source of our problems. The choice SYRIZA made is – among other things – a symptom of the deeper, structural weaknesses of the left.

Today in Greece a ‘Left government’ is implementing austerity, leftwing people are confused and ‘The Left’ is turning into a pro-memorandum political force in people’s minds. Nationalists and fascists have remained the only ‘natural hosts’ of popular rage and resentment, the expected emotional outcomes of the burial of hope we witnessed last summer. Greeks are sensing that the future of their society is severely compromised.

The majority of Greeks have been sentenced to misery and despair through the imposition of newer harder austerity measures without any real hope for the future. If we add to the economic and social disaster that austerity is inflicting on us the huge waves of refugees that are entering Greece – especially the complex and contradictory ways in which their drama impacts on the abused psychic economy of the Greek population – and add also the fear of increased geopolitical instability in the region, then it seems certain that prosperity, stability and peace has left Greece for the identifiable future.

These are exactly the suffocating conditions that prevail in a society before it explodes – due to a random incident – deepening even further the decline, and plunging existential depths. It is like we are walking on thin ice from now on in Greece. In moments like this we have to remain calm and think clearly if we want to arrive at what is needed to adapt and to be effective.

The Sad Case of Europe

The neoliberal EU and Eurozone has transferred a bundle of important policies and powers that once appeared to belong to the nation state out of the reach of the people. At the same time, a vast array of neoliberal regulations and norms govern the function of the state. In the EU and Eurozone today, the elected government is no longer the major bearer of political power. In the case of Greece, democratically electing a government is like electing a junior partner in a wider government in which the lenders are the major partners.

The junior partner is not allowed to intervene and disturb decisions on such crucial economic and social issues as fiscal policy, banks, privatizations, pensions etc. If it does intervene and demand a say on these issues, then the people who appoint it are going to suffer the consequences. The elites – by extracting important powers and decisions on crucial issues from the democratically structured institutions of the bourgeois state – have managed to gain unchecked control over the basic functions of the society. It is up to their anti-democratic institutions to decide whether a society will have a functional banking system and sufficient liquidity to run or not.

That’s what happened to Greece; that’s the core argument of the president of Portugal behind his initial decision to appoint a pro-austerity minority government: I am preventing unnecessary pain. Pain that will be caused by the naivety and dangerous ignorance of the people and political powers that still insist on people’s right to have access to crucial decisions, while at the same time they do not have the power to shape these decisions.

It is evident today that the EU is an openly anti-democratic institutional structure. The left must embrace the crude reality: in Europe a new kind of despotism is emerging fast.

The Time Lag of the Left

In western societies, the left, but not only the left, of a robust democratic constitution has been trained to do politics within the coordinates of a post-war institutional configuration. We assumed that the elites were committed to accepting the democratically shaped mandate of an elected government. If they did not like the policies that it promoted, they had to engage in a political fight; opposition parties must convince the people that this policy is neither desirable nor successful and use the democratic processes for a new government of their preference to be elected.

But was this ever truly the case even for western societies after the Great War? This is surely a debatable issue. However, it is sufficient to assume that this was at least the dominant conception of political functioning that shaped the methodology and strategy of political agency over the last decades, even if it does not correspond fully to reality.

According to this conception, the post-war global balance of forces inscribed in state institutions a considerable amount of popular power, so that people without considerable economic power nevertheless have access to crucial decisions. Of course, the quality and the range of the access was a constant issue of class struggle. The elites were obliged to fight according to the rules (or at least to appear to do so) and at the same time they were working deliberately to diffuse a kind of institutional configuration contaminated by popular power. In recent decades (not accidentally after the fall of the Soviet Union) they made decisive steps toward diffusing this kind of power and hence limiting the ability of the popular classes to influence crucial decisions. Today the elites feel confident enough to openly defy democracy. Democracy is no longer a sine qua non.

Based on the premise that the framework in which politics is being performed hasn’t changed significantly, SYRIZA did what the traditional way of doing politics dictates: supported social movements, built alliances, won a majority in the parliament, formed a government. We all know the results of such a strategy now. The real outcome was totally different. There was virtually no change of policy.

Prepare for Landing

A strategy that wishes to be relevant to the new conditions must take on the duty of acquiring the necessary power to run basic social functions. No matter how difficult or strange this may sound in light of the traditional ways of doing politics, it is the only way to acquire the necessary power to defy the elites’ control over our societies.

Is this feasible? My hypothesis is that literally every day human activity – both intellectual and practical – is producing experiences, know-how, criteria and methods, innovations etc. that inherently contradict the parasitic logic of profit and competition. Moreover, for the first time in our evolutionary history, we have so many embodied capacities and values from different cultures within our reach that we are bound to progress our collective intelligence in this regard if we put our minds to it.

Of course we are talking about elements that are not developed sufficiently yet. Elements that may indeed have been nurtured in liberal or apolitical contexts often functionally connected to the standard economic orthodoxy. However, the support of their further development, their gradual absorption in an alternative, coherent paradigm governed by a different logic and values, and finally their functional articulation in alternative patterns of performing the basic functions of our societies is just a short description of the duty of any left that wishes to take up a clear, systematic and strategically broadbased orientation.

Based on people’s capacities, proper alignment, connection and coordination it is possible to acquire the necessary power to at least be in a position to assume the basic functions if needed. We can do this by ‘extracting’ the embodied capacities of the people and putting them into use for the liberation of society.

For those who are frankly skeptical of the possibility of laying the groundwork for such a process, let’s see the potential in the stark case of Greece.

SYRIZA at its peak had approximately 35,000 members, the various solidarity networks included thousands of people and from experience we know that plenty of people were available to help SYRIZA with their expertise if there had been suitable processes to ‘extract’ their embodied capacities in an efficient way (which was not the case). Furthermore, massive unemployment provides us with huge numbers of people who would be willing to participate in networks of a different nature as long as we can build and expand processes of this kind in a systematic way. So, it is possible to pursue such a path as long as we apply the proper methodological and organizational principles in our way of doing politics.

In the worst case scenario, we will achieve some degree of resilience; people will be more empowered to defend themselves and hold their ground. In the best case, we will be able to regain the hegemony needed: people could mobilize positively, creatively and massively, even decisively to reclaim their autonomy.

Redesign the ‘Operating System’ of the Left

We know that the popular power once inscribed in various democratic institutions is exhausted. We do not have enough power to make the elites accept and tolerate our participation in crucial decisions. More of the same won’t do it. If the ground of the battle has shifted, undermining our strategy, then it’s not enough to be more competent on the shaky battleground; we need to reshape the ground. And to do that we have to expand the solution space by shifting priorities: from political representation to setting up an autonomous network of production of economic and social power (NESP).

We must modify the balance between representing people’s beliefs and demands and coordinating, facilitating, connecting, supporting and nurturing people’s actions. Instead of being mainly the political representative of the popular classes in a toxic anti-democratic European political environment designed to be intolerant to people’s needs, we must contribute heavily to the formation of a strong ‘backbone’ for resilient and dynamic networks of social economy and co-operative productive activities, alternative financial tools, local cells of self-governance, democratically functioning digital communities, community control over functions such as infrastructure facilities, energy systems and distribution networks. These are ways of gaining the degree of autonomy necessary to defy the control of elites over the basic functions of our society.

It is not only in Greece that there is a growing exclusion of people from having a job or a bank account, having a ‘normal life’. Modern society in general is in decline. From history we know that societies in decline tend to react in order to survive. It is up to us to grasp this and start building networks that can perform basic social functions in a different way – one that is democratic, decentralized and based on the liberation of people’s capacities. First, this would allow people who are being excluded today to survive. Second, this could begin a transition toward a better and more mature society. And last but not least, there are no empty spaces in history, so if we do not do this, the nationalists and the fascists – with their own militarized ways of performing these basic functions – may step in to conclude the decline.

Shifting the Battlefield

Our opponents have already spotted the shifting nature of the battlefield and have moved to new unclassified ways of organizing and acting. They develop new kinds of institutions (a Greek example www.corallia.org) compatible with the emerging environment of fast flows of information, digital frameworks of action and production etc. They also explore new methods and models; for example, “open innovation” models have emerged in the last few years to enable the R&D departments of big multinational companies to cope with the current distributed nature of knowledge and expertise that exceeds past means of control and usurpation of human intellectual creativity and innovation.

We have to create new popular power if we want to bring about substantial change or make ourselves resilient instead of just handling the remaining, seriously depleted if not already exhausted popular power inscribed in the traditional institutions. The question is what does it look like to do politics in order to produce popular power without presupposing traditional democratic functioning – to restore it by newly transforming it? In other words, what are the modifications needed in our political practice for the constitution and expansion of NESPs?

These modifications may be classified in three categories: political imagination, methodology and organizing principles. From my experience, the very same people who energetically claim that we need to be more innovative, better adapted and more efficient, when they actually do politics, reproduce priorities, mental pictures, methods and organizational habits that they already know are insufficient or inadequate. There are ingrained norms in terms of methodological guidelines that decisively shape the range of our collective actions, rhetoric, decisions and eventually strategy. In the same vein, we believe in and fight for the promotion of the logic of cooperation and democracy against the logic of competition, but in practice our organizations suffer severely in terms of cooperation and democracy on the operational/organizational level. We need to recognize these blind spots and set up a process of identifying best practices, methods and regulations – both from the experience of our collectivities and from expertise in management, leadership, organizational complexity and network systems theory etc. – in order to operationally upgrade our forces.

Furthermore, our actions and initiatives are not properly connected up, but fragmented and isolated, destined to face the same difficulties again and again. We need to upgrade our operational capacities through appropriate nodes of connection, facilitating smooth flows of know-how and information, transferring best practices, building databases and accumulating knowledge and expertise in an easily retrievable and useful way. Actually, this is the advantage of multinational and large corporations in general, in comparison to others: they have a vast social network and powerful databases that gives them the necessary tools to plan and pursue their goals while their smaller competitors seem in disarray in a global environment of rapid changes. We need these qualities if we want to be really useful today.

What About Political Representation?

The function of political representation is a fundamental one in complex societies. It’s the function that political parties mostly perform and that shapes everyday thinking regarding what ‘politics’ is about. The task here is not to revive neglected aspects of politics – like building popular power – or to reinvent collective and individual qualities; the aim is to explore novel ways of performing the function of political representation in order to upgrade significantly the political leverage of the people.

Of course, building popular power will also invigorate and possibly transform the institutional framework, giving substantial meaning back to political representation. But, the expansion of a network of the sort we are discussing here and the changes it could generate at various levels of the social configuration must be reflected on the function of political representation itself. We need to evaluate and explore concepts like the ‘commons’. Advancing a project to shape political representation as ‘commons’ could give us valuable insights into new ways of performing vital functions that transcend the traditional, institutional framework of representative democracy.

Democratizing the State?

The left talks too much about the democratic transformation of the state. In practice, the driving concept is the restoration of state functions as they were before the neoliberal transformation. But the expansion of a network of economic and social power under people’s control could unlock our imagination toward more advanced and better targeted reforms of state institutions. In theory this is an old idea: the transformation of the state is a complementary move to the self-organized collectivities of the people outside it, driven by these forms of self-governance.

Actually, this is exactly what our opponents did consistently and persistently during the last decades: they were designing and implementing reforms in various levels of state institutions based on the methods, the criteria and the functioning of their own ‘social agents‘, namely the corporations and their own understanding of the nature of public space, namely the market. This is exactly the ‘mechanics’ of transformation that various intellectuals and leaders of the left described in detail a long time ago. Perhaps, by shifting our priorities we will be able to revive old but useful ideas that have been forgotten in practice.

Mind the Gap

The ‘SYRIZA experience‘ will be worthless if we do not resist the temptation to replace one mistake with another. The failure of SYRIZA – the failure of focusing solely on traditional electoral politics to radically change the dominant neoliberal framework – creates favorable conditions for notions like ‘self-referential alternativism‘ and ‘vanguard isolationism‘ to emerge and preoccupy the minds and hearts of those who are willing to continue fighting.

But choices like these just repeat what SYRIZA did, justifying fully the threat of our opponents: either you will be marginal or you will become like us! The existential threats and crucial questions regarding their future that our societies face today have nothing to do with a strategy of building ‘arcs‘ that aim to safeguard the ‘Left‘ or any other identity.

Entering the ominous battlefield of the twenty-first century, the left will either be relevant and useful for the defense of human societies, or it will be obsolete. •

WHY I SPEAK OUT AGAINST ISLAMISM

AGAINST ISLAMISM, criticism of religion, demonisation of Muslims, Islam, ISLAMISM, RELIGION

by Maryam Namazie
=========================================
(The Guardian – 13 October 2015)

Criticism of Islamism is much needed. It’s time for the left to support the many who, like me, refuse and resist

Warwick University Student Union’s reversal of its initial decision to bar me from speaking about Islam and Islamism on campus, at the invitation of Warwick Atheists, Secularists and Humanists Society, has been widely celebrated as a small win for free speech. But it has also ruffled the feathers of Islamists and their apologists.

Historically, criticism of religion has been a crucial aspect of free expression and intrinsically linked with anti-clericalism and the dismantling of that which is deemed taboo and sacred by the gatekeepers of power. Such criticism has been key for social progress. It is also a matter of life and death for many living under Islamist rule, such as in those areas where Isis has seized power, Saudi Arabia, or in Iran where criticism of religion and the state are analogous. There, anything from demanding women’s equality or trade union rights to condemning sexual jihad and the “Islamic cultural revolution” (which banned books and “purified” higher education) can be met with arrest, imprisonment and even the death penalty.

Where Islamists are not in power but have influence – I include Britain here – critics face accusations of racism and Islamophobia to deflect legitimate outrage against Islamism, which I regard as a killing machine and a network with global reach. Atheist bloggers have been hacked to death by Islamists in Bangladesh while UK-based Bangladeshi bloggers have been placed on death lists.

The labelling of much-needed criticism of Islamism as antisocial, even dangerous by left apologists sees dissent through the eyes of Islamists and not the many who refuse and resist. How else are we to show real solidarity with those who struggle against the theocracies we have fled from – if not through criticism? The fight against Islamism and the need for international solidarity apparently does not enter into their calculation.

Even their paternalistic “concern” for British Muslims is incoherent. After all, aren’t many critics of Islamism Muslims too? In fact, Muslims or those labelled as such are often the first victims of Islamism and are at the forefront of resistance. Also, not everyone in what’s referred to as the Muslim “community” is a Muslim, and even if they are, religion is not the only characteristic that defines them. Moreover, the rise of Islamism has brought with it a corresponding rise in the demand for atheism, secularism and women’s liberation.

At its core, this is a global fight between theocrats and the religious right on the one hand, and secularists and those fighting for social justice on the other. It’s a fight taking place within and across communities and borders. Notwithstanding, the “concern” of this “left” only encompasses the “authentic Muslim”, which to them is the Islamist. It has become their go-to catchphrase to deflect all criticism by dishonestly conflating condemnation of Islamists with the demonisation of ordinary Muslims, so as to justify siding with the religious right at the expense of dissenters. In fact, conflating ordinary Muslims with Islamists does nothing to challenge anti-Muslim bigotry but in fact reinforces it.

In their “anti-colonialist” worldview, which unsurprisingly coincides with that of the ruling classes in the “Islamic world” or “Muslim community”, dissenters are either “native informants” or contributing to the “demonisation of Muslims”.

For those who have bought into the Islamist narrative, there are no social and political movements, class politics, dissenters, women’s rights campaigners, socialists – just homogenised “Muslims” (read Islamists) who face “intimidation” and “discrimination” if an ex-Muslim woman speaks on a university campus.

This politics of betrayal ends up denying universalism, seeing rights, equality and secularism as “western”, justifying the suppression of women, apostates and blasphemers under the guise of respect for other “cultures” – imputing on innumerable people the most reactionary elements of culture and religion, which is that of the religious right. According to this view, the oppressor is victim, the oppressed “incite hatred”, and any criticism is bigotry.

Ironically, these postmodernist “leftists” have one set of progressive politics for themselves (they rightly want gay marriage, women’s equality and the right to criticise the pope and Christian right) and another for us. We are merely allowed to make demands within the confines of Islam and identity politics and only after taking note of the “power imbalance”. (By the way, an ex-Muslim migrant woman like me is a minority within a minority but that “power imbalance” does not concern them.)

Islamism must be challenged by an enlightenment, not a reformation. (Some would argue that Isis is Islam’s reformation.) For this, the right to criticise religions and the religious right (including the Christian right, Buddhist right, Hindu right and Jewish right) is crucial, as is international solidarity and an unequivocal defence of migrant rights, secularism, equality and citizenship.

Those in the business of defending Islamism make a mockery of traditional left values and are incapable of fighting for social justice on multiple fronts – these include fighting against the religious right, racism and xenophobia, fascism of all stripes, the UK government’s restrictions on civil liberties, as well as for free expression.

Now is the time to reclaim the left and the values it represents for us all – irrespective of “community”, beliefs and borders. In the age of Isis, this is an historical task and necessity.

Pakistan religious leaders slam women’s protection acthttp://www.aljazeera.com/news/2016/03/religious-leaders-slam-women-protection-act-pakistan-160303160705361.html

Standing up to the clerics

by Ghazi Salahuddin

When they sat together on a Mansoora table in Lahore on Tuesday, the religious leaders of Pakistan had women on their mind. They deliberated on the Punjab Protection of Women against Violence Act and demanded that the law be withdrawn before March 27; otherwise, they would launch a nation-wide movement against the government.

Times have certainly changed, but there are intimations of the massive agitation that was mounted against Zulfikar Ali Bhutto in 1977. The Pakistan National Alliance (PNA) movement was largely religiously motivated. Its slogan was the establishment of the Nizam-e-Mustafa, though political parties were also a part of the nine-party alliance.

And the irony is that Nawaz Sharif, though he had not yet emerged on the political horizon in 1977, would spiritually have belonged to that Islamist group. After all, his was the most prominent face in another Islamist alliance (an electoral one this time) that was formed in 1988 to confront Z A Bhutto’s daughter Benazir. The Islami Jamhoori Ittehad (IJI) also had nine parties. Throughout his political career, Nawaz Sharif has basked in the glory of conservative, even Islamist politics.

Now, however, the religious parties have ganged up against their former ally. Is this an omen of some kind, indicating a shift in the ideological alignments of our political parties? Can we hope that the veto power that clerics had held over our politics is about to be curtailed?

We need to look carefully at this emerging confrontation between the government and a united front of the religious groups in the context of the ongoing campaign against terrorism and extremism. This means that we can safely set aside an analogy between the PNA movement and the present stirrings. No mainstream political party is marching with the clerics and the establishment has obviously not nudged them into this defiance.

While the immediate provocation is the ‘un-Islamic’ law on women’s rights, it is instructive to scan the joint declaration that was approved by around 30 religious outfits. There has been some discussion lately about a shift in the government’s ideological sense of direction. First, the prime minister invoked a ‘liberal’ vision of Pakistan. Then, Mumtaz Qadri was executed. There have been some other signs of this shift.

The declaration said that “the religious leadership stands united to safeguard Namoos-e-Risalat and the Muslim family system”. It is interesting that these religious parties are not ashamed to insist that the measures taken by the government that they deem to be secular and liberal in nature “are a revolt against the constitution and betrayal of the founding fathers of the country”.

Imagine in your mind the sight of the leaders that represent the entire spectrum of our religious constituency and ask yourselves if they could be the successors of the founding fathers of Pakistan. This, in a way, is a more sinister usurpation of what they call the ideology of Pakistan than any military intervention or imposition of martial law. This is one measure of how we, in a collective sense, relate to our history. This confusion has left us wandering in the wilderness.

According to published reports, Jamaat-e-Islami chief Sirajul Haq, who presided over the meeting, said that “the women protection law is an attack on the Muslim family system and the rulers have been tasked to break it”. He argued that along with such measures as the execution of Mumtaz Qadri, the law was part of an international agenda and proved that the West had unleashed a cultural attack on the Muslim world.

There is no denying that Pakistani society is very vulnerable to religions passions. Even when the Islamists are unable to win an electoral majority, their capacity to mobilise the streets on an emotional issue is considerable. Besides, this power becomes larger than what it actually is when the government loses its nerve or when some high functionaries play a collaborative role. That is how a Lal Masjid becomes possible.

Have things changed since the Army Public School in Peshawar to an extent that the government can take on the clerics this time? The very reasons that the religious alliance has given for its exasperation are justification for not moving back. And if this is the resolve of the authorities, they should be grateful to the religious leaders for getting together and setting the stage for a decisive encounter.

But we cannot be sure that Nawaz Sharif’s administration would be able to muster the courage of its convictions. It is difficult to visualise a change of heart of such proportions in a short time. The PML-N, after all, has always been a right of centre, conservative party, and its affiliations with the militants in southern Punjab have been widely suspected.

So, why did Nawaz Sharif step out of this shadow in November last year to perceive Pakistan’s future in a ‘liberal’ and democratic dispensation? Why was he so enthusiastic in applauding the Oscar awarded to Sharmeen Obaild-Chinoy’s short documentary on honour killing, when the Islamists were condemning it as a Western conspiracy to damage Pakistan’s image? How did he find the courage to execute Mumtaz Qadri? And how was the landmark women’s rights law possible in Punjab?

It seems rational to believe that this is a new game plan, devised in collaboration with the military establishment. The logic for this shift has been present for a long time. It would be a national tragedy if these initiatives were abandoned prematurely. Incidentally, the religious leaders also expressed their concern that the rulers were keen to improve ties with India. There has been some good news on that front too, and this process should also be protected.

The fact that the law to protect women against violence has become the rallying point for all factions of Islamists and radicals, as well as moderates, is understandable. They resist the emancipation of women with full force. They know that the education of little girls and the freedom of women will effectively obliterate their kingdom of fear and obscurantism. It is for this reason that they so venomously disparage Western values and ideas. One reason for Islamophobia in Western countries, apart from violent extremism, is the status of women in Muslim countries.

I read an article about a prominent French intellectual, Alain Finkielkraut, in The New York Times who argues that Islam and the French society are incompatible. He is obviously an anti-Muslim rightist. But I think that he has a point when he says that the main problem is the oppression of women in Muslim culture. “We’ve got to help the Muslims resolve this question”, he said. In Pakistan, we should not need anyone’s help to liberate our women.

Editorial: Fantastical fears

The degree of frenzy stirred up by the Protection of Women Law passed unanimously by the Punjab Assembly last month is unexpected and rather alarming. Under pressure from religious parties, the Punjab government has stopped the notification of the law while its top brass contemplates what to do. What is unclear is whether the religious right has the political power to force the government into changing the law. The claims of religious parties, led by the JUI-F and the Jamaat-e-Islami, are widely exaggerated. The law has been labelled an ‘attack on the Muslim family system’, a promotion of ‘Western immorality’, an attempt at ‘secularising’ Pakistan and an attack on the ‘rights of men’. The Punjab Protection of Women Law aims to protect women against domestic abuse and harassment in public spaces. Both are systemic issues prevalent in Pakistani society. This is as such not different from other laws passed to protect women against physical harm at both the federal and provincial levels. The Protection of Women Bill of 2006 is an example, with religious parties apparently un-threatened by the Musharraf-era legislation which amended Hudood Ordinance provisions. Even the most narrow-minded of critics of the recent law have shied away from arguing that husbands have a right to beat their wives or that men have a right to harass women.

So the question is: if it is acknowledged that these practices are not desired in society, then why are the religious parties protesting a law that aims to put an end to them? The answer is simple: political expediency. The religious parties appear to have decided to construct an issue out of a non-issue simply to gain political mileage. One must remember that the law to regulate marriage in the Ayub Khan period was also opposed while religious parties attempted to thwart the rise of Zulfikar Ali Bhutto’s PPP by using the rhetoric of a ‘threat to Islam’. The fact is that the law to protect women poses no threat to Islam. There appears to be nothing in the law that is either un-Islamic or violates cultural practices. After all, no culture and no religion – especially not Islam – sanctions violence of any kind against women. It seems the religious right is trying to remain relevant to the country’s politics by raising the slogan that somehow Islam is in danger because of this law. In a post-NAP Pakistan, religious parties have not been able to raise support in favour of their usual causes. That the execution of Mumtaz Qadri and passage of the women’s protection law are being condemned in the same line of argument suggests that our religious parties are trying to counter their own irrelevance to the politics of Pakistan. The Punjab government deserves praise for tabling the law and defending it as well. It must not give in to these demands. Otherwise, it will open itself to being held hostage over and over again. It would be unfortunate if a measure aimed at safeguarding a large proportion of the population had to be altered on the basis of whims expressed by the right wing.

Activists come out against religious parties’ furore over pro-women law

Karachi

Often seen to have taken hard stances against each other, mainstream religious parties and scholars belonging to all schools of thought appear to be standing in unison against the pro-women bill recently passed by the Punjab Assembly. However, voices condemning the scholars’ demand to withdraw the ‘un-Islamic’ Punjab Protection of Women Against Violence Act-2015, by March 27, have also been raised as civil society activists on Wednesday gathered outside the Karachi Press Club and urged the Punjab government not to succumb to the parties’ pressure.

The protest was organised under the banner of Joint Action Committee (JAC) – a coalition including organisations such as the Human Rights Organisation of Pakistan, Urban Resource Centre, Peoples’ Labour Bureau, Aurat Foundation, Pakistan Medical Association, Pakistan Institute for Labour Education and Research and others.

The JAC, welcoming the Punjab government’s step, called for implementing the bill in letter and spirit. A representative of the National Organisation for Working Communities, Farhat Parveen, said, “In a country where ‘honour’ killings and acid attack remain common, the passage of the bill in Punjab is a good omen and must be appreciated.”

The Sindh government had already passed a law pertaining to providing protection to women from domestic violence in 2013 but was yet to implement it, she added. “We strongly condemn the religious parties which have not only been mocking a serious bill protecting women from violence but also using the issue to pressure the government to gain personal benefits,” opined vice chairperson of HRCP’s Sindh chapter, Asaid Iqbal Butt.

The protestors also called for the legislation to be taken as a bench mark by the federal government as well as other provincial governments while also criticised the religious parties’ practice of doing politics in the name of women.

Representatives of over 35 religious parties on the call of Jamaat-e-Islami (JI) had, on Tuesday, gathered in Lahore to warn the Punjab government of launching a mass protest movement if the bill was not withdrawn by March 27.

This bill introduces, for the first time, an in-built implementation mechanism through the establishing centres in all districts for victims, court orders pertaining to provision of residence, protection as well as monetary compensation and introduction of GPS tracked electronic bracelets-anklets for perpetrators.

Who gave these religious scholars the right to speak on behalf of women?

by Shamila Ghyas

People who have never raised their voice for child brides, for raped women, for the women who killed themselves due to a lack of justice, are in no position to have a say over women rights

A lot has been said about the Women’s Protection Act of Punjab and one would have thought the topic would have been done and dusted by now. The Act consists of 31 clauses which provide a proper system for complaint registration as well as penalties for offenders.

Women being protected from all forms of violence, what could be wrong in that?

Apparently, a lot.

All the religious parties in Pakistan have demanded that the government withdraw the bill. On the one hand, they term it un-Islamic while on the other, they say Islam does not allow violence on women. So if there is no violence allowed then why be against something that goes even further and protects the woman?

Maulana Fazlur Rehman even went far enough to say the law has poison in it. He said that many of the clauses contradict Sunnah. This still very much counters their statement saying Islam does not allow violence against women.

Mufti Naeem commented earlier that the law is not needed since just a mere 1% of women go through domestic violence. Does he know how many women exist in Pakistan and what a huge number, the (supposed) 1% he is dismissing actually amounts to? If the number of women abused does not reach 10,000,000 the violence should be swept under the carpet and be ignored? And let’s not even get to the cases which go unreported and unrecorded.

A lot of the complaints revolve around the man who assaults his wife being told to leave the home instead of the woman. He is also required to wear a GPS so his movements can be tracked.

They say that is an insult to the dignity of a man to leave and to wear such a thing.

I think it would rather be a humongous insult to the man’s dignity IF he assaults his wife. But then that is just me and not the Maulanas teaching us about dignified behavior.

There can be no arguments in favor of a man being allowed to assault and beat his wife or women in general. None.

A man who does not intend on beating his wife would not have any problems with the bill. It does not affect him or his wife or his family. He should welcome it, for the people who do this will be the ones punished, not him.

As for marriages breaking up, should a woman who is regularly beaten by her husband stay in such an abusive marriage in the first place?

And no, since people will bring up children, they are equally affected by such marriages as are by broken ones. Perhaps even more.

If the wife is so desperate and has nowhere to go, or is pushed down by the social stigma of “what will people say” and “bringing shame to the family,” the poor woman will probably not even report the violence to the police in the first place – leaving her marriage quite ‘intact.’

There will be women who will abuse the law too; but even that has been taken into consideration. There is a fine as well as jail time in place.

And putting all that aside, people who have never raised their voice for a raped woman, for the woman who killed herself due to lack of justice, are in no position to have a say over women rights.

They never showed this much uproar for when an 11-year-old child was married off to a 50-yea-old man and died a week later due to internal injuries.

They conveniently turned deaf and dumb when a man threw acid on the face of a woman who said no to marrying him.

They secretly smiled at the brother who killed his sister because he saw her talking to a boy he did not like.

What gives them the right to have a say in this when they have been quiet all along regarding every other atrocity that has taken place against women? Who makes them the experts? Just because they are scholars?

Here, they are openly going against a law that is there to protect women. What is the point of such scholars when they are only encouraging violence with their stance?

“Islam does not allow violence against women and we shall support every law that backs this up.” THIS is what they should be saying.

THIS! No ifs and buts. There are no gray areas here.

Think about the times when families pressurize daughters-in-law to get dowry from their respective families and this continues well into the marriage too. How many cases are there of families abusing them (daughters-in-law) to the point they actually die?

Countless.

Are we just supposed to express our grief when we read about such cases by shaking our heads and then moving on the to the next news? Is it not better to prevent such things from taking place entirely?

Won’t the woman have been better off had the family/husband been punished before it got to the point where she didn’t exist anymore? What about the children she left behind then? Suddenly, nobody is thinking of them anymore.

Every single person who wants the Women’s Protection Act in Punjab to be withdrawn is nothing more than a person with a severe inferiority complex who doesn’t want to be punished by law when he beats, rapes, abuses, harasses, throws acid on women, etc.

They come equipped with a mentality that man is superior to a woman and thus holds power over her. That includes the right to hit her when he wishes to.

This also goes for the women who agree to be violated against and think it as being completely acceptable behavior. There are many women out there who support the weak, spineless characters who abuse and use religion to further their own agenda.

If you are against the Act, it simply means you are saying it is okay to beat and rape women.

Mullahs on the warpath

by Maheen Usmani

Perhaps nothing unites our clerics more than women’s issues.

The Council of Islamic Ideology deliberates on burning issues like underage marriage (the younger the better), can a woman object to her husband’s second, third and fourth marriages (no), can DNA be used as primary evidence in rape cases (of course not…duh), the interpretation of veil for women, is co-education kosher (no, such an unhealthy practice for society), should female judges be obliged to wear niqab (naturally, yes).

Nowadays, the clerics have a new rallying cry.

Mullahs — who seal their lips and eyes when women are raped, assaulted, burnt, murdered, humiliated, thrown out of houses, used as barter or traded to compensate for “insults” to ghairatmand (so-called honourable) men — are finally up in arms.

What has got their goat this time?

The Punjab Assembly has taken the unforgivable step of passing the Women’s Protection Act, which seeks to give legal protection to women from domestic, psychological and sexual violence.

How ridiculous is that, shout the clerics. This is “an un-Islamic law!” they thunder from their pulpits.

Maulana Fazlur Rehman and his coterie are so incensed that they are racing to hold rallies to protest such a draconian move which will grant protection to women from their oppressors.

How can this happen in Pakistan, they scream.

Yes, they are the very same people who have decided that they are the stakeholders of a country whose very existence they not only campaigned against and denounced but whose founder they termed “Kafir-e-Azam.”

Now they have positioned themselves as the standard bearers of Pakistan and its ideology. In fact, they are corrupting its ideology to suit their ends.

And the supine, pathetic so-called silent majority has let them.

Examine: It took my mother 30 years to walk out of an abusive marriage and an ’honest’ infidelity

In Punjab, violence is a way of life in many homes.

Recently, I met a woman from the province who worked as a maid and was widowed at an early age and had struggled to raise her kids.

One day when I said, “How sad that your husband died so young…” she interrupted me with a wave of her hand.

“Baji, no, no, I am not sorry. He used to hit me so much. At least now no one can raise a hand to me. It’s difficult yes, but now, I live life on my own terms.”

Surprised that this spirited tall woman had once been battered, I asked: “But why did you take it? Why did you not tell him to stop?”

“Because Baji, that is the way our men are, They beat us and we get beaten. That is our life.”

And this is exactly the kind of mindset the mullahs in Pakistan want to perpetuate: powerless women getting abused endlessly and accepting it as their due.

Sanders and the Left After Super Tuesday

Why there is still hope and why the Left should rejoice and push forward

Brad A. Bauerly and Ingar Solty

While some have become skeptical, there are those – fromThe Nation
viaPolitico and Tom Cahill (U.S. Uncut) to Robert Reich – who are now saying that this is not the end of the line for Bernie Sanders U.S. presidential bid.

Not Me, Us!

And it is indeed true that we should remind ourselves that ever since the 1980s the Democratic party leadership has scheduled the primary season in ways that voters in more conservative states would go to the polls first in order to prevent leftist grassroots candidates from challenging the neoliberal party establishment. Keeping that in mind, it’s also true that pretty much all the upcoming states are way more favorable to Sanders than most of the ones that have already voted.

And it’s also true that only those will now despair who had somewhat unrealistic hopes with regard to what was actually possible Tuesday night. After all, despite all the Sanders momentum etc., another historic upset like the one in Michigan was unlikely.

Regardless of how critical one is of how the corporate media prefers to talk about polls and electability instead of about actual political issues, regardless of how the 2016 U.S. presidential election is taking place in a highly dynamic and ultimately unpredictable “populist moment” and regardless also of how incredibly wrong therefore FiveThirtyEight and other influential polling institutions were when it came to predicting Michigan, one must admit that the FiveThirtyEight predictions have been quite accurate in most of the previous states so far. And despite the come-from-behind momentum resulting from the Michigan boost, one could simply not expect another upset in the states that voted Tuesday night.[1] FiveThirtyEight’s predictions of Sanders victories, just based on their polls, were <1% in Florida, <10% in Illinois, <1% in North Carolina, only 3% in Ohio and 46% in Missouri. So in a way, it was rather surprising that Sanders even came so close to winning Illinois and Missouri, beating the delegate goals of the Clinton campaign.

End of the Firewall?

All in all, Sanders’ lost by big margins only in the two states where everyone knew he would. And although those two states increase Clintons’ lead by more than 70 delegates, Reich and others are correct when they note that the Democratic primary scheduling “firewall” for Clinton has now come to an end. In the upcoming states the situation looks much better for Sanders withFiveThirtyEight suggesting a Sanders win probability – based on the previous primary elections – of 40% in Arizona, 75% in Idaho, 82% in Utah (March 22), 91% in Alaska, 81% in Hawaii and 85% in Washington (March 26), 61% in Wisconsin (April 5), 80% in Wyoming (April 9) etc.

In other words, unless the corporate media message according to which the presidential bid of the leftist candidate – against whom both theNew York Times
and theWashington Posthave been fighting tooth and nail all along – ended last night leads to disillusionment, even lower millennial and working class voter turnout in the upcoming states etc., a Sanders comeback, which equals a continued presence of his extremely popular left social-democratic message, is not that unlikely and can and should be fought for. And Reich and others are right to point out that the majority of delegates are still in play – with big prizes like California (548 delegates) and Wisconsin (96 delegates) still to come. And if the momentum is back and the movement behind Sanders continues to further effectively deconstruct Clinton’s faux progressivism, “faux feminism”[2] and her zombie-ish electability myth (polls show that the probability of a Donald Trump or Ted Cruz presidency is much higher with a Clinton nomination), etc. then also the super-delegates will find it harder to support Clinton against the popular vote. And the left may find comfort in the fact that Sanders is actually still doing better than he ought to be doing according to at least one of the comprehensive three Sanders victory scenarios outlined byDailyKoslast month.

Nevertheless, yesterday obviously made things more difficult. Sanders’ come-from-behind momentum appears to have taken a brunt. And gone is the message that Clinton can only win the solid South (which – with maybe a few exceptions like Florida, Virginia and North Carolina – Democrats are bound to lose in the federal election anyway…) but hardly anywhere else, especially not in the Midwest/rust belt hard-hit by the highly unpopular free-trade agreements like NAFTA, CAFTA and TPP which Clinton embraced until she suddenly and without further explanation changed her mind on the trade issue in a blog post(!). So a successful Sanders nomination as the Democratic candidate in the 2016 presidential elections has become even more unlikely last night, for sure.

However, here’s why beyond this type of reasoning leftists should not be disillusioned. In the very narrow sense of success, i.e. a successful Democratic nomination, a Sanders victory was extremely unlikely from the get-go. No one, not even the wildest optimists among us, expected Sanders to even get this far last year. And this also appears to have been one of the reasons why many of his radical left-wing supporters today were initially very critical of his campaign when it started, not just because of some controversial foreign-policy stances or because of real “social-democratic illusions” (especially with regard to finance and banking reform) but especially because he was considered a catalyst of left-wing, anti-neoliberal grassroots mobilization for an eventual neoliberal Clinton presidential bid.

And even when the campaign developed what Loren Balhorn would have called Sanders’ “WTF?! dynamism” (if only the German publisher had let him get away with that), only the boldest (or most clueless) leftist observers ended up saying last week that they would once and for all declare Sanders to become the Democratic party nominee. Of course, we all have hopes and dreams. We would not be leftists if we didn’t believe in the possibility of sudden unexpected change. If history was left to the pollsters and ‘pundits,’ theOctober Revolution would never have happened. Still, we must remember that only an incredible mass movement can/could bring Sanders even close to winning the Democratic nomination.

Why Should the Left Rejoice?

First of all, in terms of the narrow question of a presidential bid, there is the fact that because of the far-reaching popularity of his unique left-wing social-democratic message there’s still hope to be generated from the fact that, as the polls show, Sanders still has the capability of building majorities both within the Democratic primary as well as in the federal elections in November. And even though he has commented that he wouldn’t run as an independent candidate because of how it would split the vote and possibly hand the election to the GOP, it is still a possibility. A possibility which presumably would depend on a mixture of how the dynamism plays out in both parties’ primary elections over the course of the next months and maybe also who is pushing Sanders in which direction. Generally speaking, with Trump having moved one step further in the direction of a Republican nomination Tuesday night by winning Florida (albeit losing in Ohio against the establishment’s new favorite candidate, John Kasich, as opposed to the tea party government shutdown leader Ted Cruz…) and with the Republican party establishment apparently being dead set on preventing Trump at whatever political cost, we might even see four presidential candidates in November. And obviously such a split in both parties would be highly beneficial to such a Sanders presidential bid, because otherwise the Ralph Nader 2000 trauma would be reawakened and it would be all Clinton vs. Trump.

“

The American left … has won by how the Sanders campaign politicized the usually completely depoliticized American presidential elections of neoliberal candidates of various shades vaguely promising ‘hope’ and ‘change’ and ‘conservative values’.”

However, the point why the global left should rejoice is, secondly, that all of these ifs-and-buts questions are really not even the most important ones. The main reason why the global left should rejoice is because the left in the U.S. will not only have won in case Sanders eventually wins, against all odds, the nomination and the 2016 presidential election (which, given the popularity of his message and the widespread hatred of Trump, he then probably would). The American left has already won no matter what happens next! It has won by how the Sanders campaign politicized the usually completely depoliticized American presidential elections of neoliberal candidates of various shades vaguely promising ‘hope’ and ‘change’ and ‘conservative values’. It has won by enforcing a debate about capitalism and its surface symptomology income and wealth inequality. It has won by pulling it out into the open how this obscene inequality is corrupting liberal democracy, how it has created an oligarchic power structure and how only a comprehensive strategy of conflict-oriented social movements at all levels – the workplace, the street, and the political/parliamentary system, i.e. a revolutionary realpolitik (Rosa Luxemburg) inside and against the state, which is aimed at shifting the balance of forces between capital and labour, can undo it. And it has won by clearly demarcating the divide between the left in the U.S. and the neoliberal wing of the Democratic Party.

Despite Sanders’ recent claim that he ran as a Democrat because it would give him greater media exposure and because they had an existing institutional structure, he clearly also did so to drive home just how neoliberal Clinton was and to reveal how a left Democrat could run. A very strong reason to keep hope alive in the Sanders camp is because of how he will continue to reveal this divide in the party. It is a real victory of this campaign in exposing what Sanders, based on decades of dealings with the party knows: that the DP is the main barrier to leftward movement in the U.S. and the true source of the neoliberal hegemony. By showing that it is possible to run as a socialist Democratic candidate and have a chance, Bernie has opened up future possibilities by exposing the rift in the party. In fact, we quite possibly will look back at this as the moment of the break with neoliberalism of the party. And Sanders’ run has also put the left on solid footing of attack if Hillary becomes the president. Again, this will take future work but it will be much harder to pass off future rightward drift as inevitable or just Democratic party business-as-usual with the divide in the party exposed. The background noise of future politics will always be: we had another path but chose this one. Conversely if Trump wins the left will also have a solid foundation to argue that his victory was due to the neoliberal drift of the Democratic Party and only a left Democrat could’ve/can stop the hard right in the future.

And finally, and this may be the most remarkable achievement, the American left has won by establishing Sanders’ concrete left-wing social-democratic and/or transformative transition demands in the American political landscape and imagination: single-payer health care, free public education, a federal living wage of $15/hour, the Workplace Democracy Act facilitating unionization, fundamental banking reform (even if focused on dismantling instead of socialization…). Hence, the American populace is now much more aware about the real tertium-non-datur alternative: A left-wing Social Green New Deal as a general, inclusive and solidarity-based high-road exit strategy from the crisis, which would re-shift the relationship of forces between capital and labour and could function as the most coherent entrance project to a post-capitalist future, or the global neoliberal unity coalition’s low-road exit strategy of austerity with further immiseration, nationalist exclusion and destruction of the public good.

All of this will not go away. Or rather, beyond carrying on the Sanders presidential campaign, the American left now has the opportunity (and, we think, obligation) to not let the Sanders mobilization eventually dissolve but integrate the millions of enthused, but often – not least because of their extremely young age – politically inexperienced Sanders supporters into (the already existing) social movements mobilizing around those concrete demands of “Medicare for all,” “Fight for 15 and a union” etc.

And in all of that, the Sanders movement is also a historic victory not only for the American left. Rather, the American left has given the world the greatest gift. And that is that, because of U.S. hegemony, the entire world has been watching how the anti-neoliberal left is now suddenly capable of building majorities around transformative transition programs. We cannot overestimate and should take pleasure in how this fact would send shivers down the spines of current and former third way social-democratic party leaders all across the core capitalist countries if only the Clintons, Blairs, Schroeders, Jospins, Zapateros, Hollandes, Gabriels, Renzis and Sánchez’ had spines. Yes, the entire world is watching how the anti-neoliberal left is now suddenly even moving into the direction of once again and realistically posing the question of (political) power – and not only in the “imperialist chain’s weakest links,” i.e. economically devastated peripheries with very, very little room for maneuvering such as Greece, but also in the very heart of the core capitalist countries and the American Empire.

Thus, the SYRIZA-Corbyn-Sanders freedom train continues zooming down the tracks. Its path is bumpy. To every up-hill there’s a down-hill. But it’s moving forward, and, despite it all, it’s moving forward fast. •

Endnotes:

1. It is also unclear what impact the recent violence at Trump rallies had in the primaries outcomes. While those on the left would like to believe that seeing protesters take on and challenge the xenophobic and racist atmosphere of those events we should also be mindful that many would see that violence and the potential for more in the future and run back into the arms of the neoliberal Democrats who they see as able to protect them.

Agreement on Agriculture, Agriculture, Doha Development Agenda, Liberalisation, Nairobi MinisterialConference, The Uruguay Round WTO, WTO

The outcomes in the area of agriculture in the Nairobi MinisterialConference are results of the demands of developing countries including India. Among these, the Decision on Public Stockholding for Food Security Purposes and a Special Safeguard Mechanism for the developing countries acknowledge the special requirements of the developing countries to protect the livelihood and food security of their farmers. India was at the forefront of negotiating these outcomes in Nairobi. In trade negotiations, including multilateral trade negotiations in the World Trade Organization (WTO), India has always taken a consistent stand to protect the interest of the country and its farmers.

The mandate of the Doha round of trade negotiations in the WTO envisaged the reductions of, with a view to phasing out, all forms of export subsidies. The Uruguay Round WTO Agreement on Agriculture (AOA) permits use of export subsidies to the Members that used them during the base year 1986-88. Mostly developed countries like the US, EU, Norway, Australia, Canada, New Zealand, Switzerland, Liechtenstein and some developing countries like Brazil, Columbia etc. are entitled to provide export subsidies as per Agreement on Agriculture (AoA). India could use only a special and differential provision of AoA that allows developing countries to use subsidies aimed at reducing the cost of marketing including internal and external transport as well as handling and processing costs provided that these are not applied in a manner that would circumvent export subsidy reduction commitments. As per the Ministerial Decision adopted in Nairobi, developed countries will immediately remove export subsidies, except for a few agriculture products, and developing countries will do so by 2018, with a longer time-frame in some limited cases. Developing countries will retain the flexibility of covering marketing and transport costs for agriculture exports until the end of 2023, while the poorest and food-importing developing countries will enjoy additional time to cut export subsidies. This Decision ensures that countries will not resort to trade-distorting export subsidies.

India remains committed to the Doha Development Agenda, which has development at its core. If it is concluded as per its mandate, it will result in better integration of developing countries in the global trading system.

A POLITICAL REVOLUTION FOR THE U.S. LEFT

Bernie Sanders, communist, Democratic party, MARXIST, POLITICAL REVOLUTION, Socialist, The Left’s, THE U.S. LEFT

Ethan Young – March 2016

The U.S. Left is in the process of emerging from decades of decline. It entered the Obama years in terrible shape: politically incoherent, cut off from its historical continuity, and organizationally and socially fragmented. Yet in the last years there have been signs of awakening, and in the past few months a new progressive insurgency has appeared, piercing public consciousness in a way not seen in generations.

The most distinctive form this insurgency takes is the Bernie Sanders campaign for the Democratic Party nomination for president in 2016. Sanders is the first self-proclaimed socialist to win a national audience since Eugene V. Debs ran as the Socialist Party’s presidential candidate in the early 20th century, and the size of his base is arguably greater than that of any socialist leader in U.S. history.

This is primarily a political movement with social overtones—in particular, its embrace by students and young people, mainly white, who are responding to an anti-austerity message presented clearly, forcefully and repeatedly. The racial composition is significant because African American and Latino constituencies, in most cases, comprise the most left-leaning sectors of the electorate and of the working class nationally.

Social movements have also appeared (or re-appeared) in response to social issues stimulated by neoliberalism, and by the rise of the nativist, religious, and armed far Right. Black Lives Matter is a network of young Black activists responding to an epidemic of deadly racist police violence. Fight for $15 is a labor-initiated campaign of mostly non-union, low-wage workers demanding a higher minimum wage. DREAMers demand an end to deportation and mass imprisonment of immigrants without papers. There are many more.

Social Movements and their Repression

The current political moment will be discussed in further detail below, but first some particularities about U.S. social movements must be understood before we can make sense of the concept of a “U.S. Left.” Repeated attempts to introduce a social democratic or labor party that could eclipse the Democratic/Republican duopoly have never succeeded. From 1900 to 1946, the political Left was largely embodied in two parties: Socialist and Communist. Both of these parties fell to the background during the years of the New Deal and World War II. After the war, the purge of leftists from government, unions and civil service marginalized both the SP and the CP. From that time on, the majority of those identifying with socialism were either former party members or never-affiliated independents. Higher education was the only public arena where a few could express support for socialism without severe ostracism.

The U.S. state, the FBI in particular, spent millions to spy on and disrupt left social movements. This was logical, since that area in society was the most unpredictable, and the hardest for the insular, conformist culture of capitalism to comprehend. Nevertheless, such movements had a tendency to spring into action and threaten the status quo, generally considered impregnable during the national economy’s Golden Age. In every case, some of those in the movements engaging in protest and street action turned to organized political action, and began to shift the direction of national and local politics. Many turned to Marxist study and cadre groups of various persuasions, in the absence of a central political organization for the broader Left after the 1969 collapse of SDS, the largest radical student group in the nation’s history.

With limited contributions from marginal political parties and unions, in a stable economy, and coming out of a period of intense repression in the 1950s, social movements achieved astonishing results during the Johnson and Nixon administrations. The civil rights movement eliminated de jure racial segregation and discrimination, and broke through the violent abrogation of voting rights for African Americans in the South. The women’s movement broke through society-wide restrictions on gender equality. Legal breakthroughs have marked the years since, leading to the Right directly attacking the goals and gains of social movements, as a central pillar of their strategy.

The dramatic turn in public opinion against the Vietnam War changed politics to an unprecedented extent. By the early 1970s the mood had shifted from unquestioning acceptance of militarism and imperial crusades, to outright hostility towards the pro-war stances of both parties. This largely arose from the student movement’s efforts to oppose the war under Johnson and Nixon, which sparked the broader peace movement and provided hundreds of thousands of activists.

These movements were constantly subjected to state repression, from infiltration to imprisonment to murder. Internal tensions also contributed to their inability to cohere politically. Subsequent events that indicated mass opposition to neoliberalism—the Jesse Jackson campaigns of 1984 and 1988, the altermondialiste Battle of Seattle at the WTO in 1999, Occupy Wall Street—all emerged with little or no backing or direction from any traditional form of the political Left.

From Bush to Obama

The fragmentation of the Left mirrored the increasing fragmentation of society under neoliberalism, to an extent. The gulfs between the intellectual sector of the Left, the political Left, and the social movements had debilitating effects on all three. In the academy, cultural studies diverted the discussion of the ideas generated by social movements into apolitical hairsplitting. This phenomenon, generated by the increased precariousness of careers in higher education (“publish or perish”) continues to influence discussions in social movements and the political Left.

The Left’s prospects grew even dimmer in 2000. Rightist influence in the judicial branch of government forced through an otherwise illegitimate seating of George W. Bush as president. This was simultaneously an abrogation of electoral democracy; an effective coup d’etat by one party and one governmental branch, upending the separation of powers; and another in a series of capitulations made by the Democratic Party to the rightward-moving private sector and the Pentagon.

This was almost immediately followed by the attacks of September 11, 2001, which led to a wave of xenophobia and militarist jingoism that still holds sway in large popular segments. The most dangerous result was the PATRIOT Act, which eased restrictions on domestic repression and military intervention. This in turn was followed by the misbegotten Iraq war. The inability of mass protest to head off the bombing and invasion essentially broke the peace movement.

The Obama election and re-election (2008 and 2012), then, came as a surprise for supporters and opponents alike. Obama was a center-leftist, running on his opposition to the Iraq war and mild criticism of neoliberalism. This distinction from his rival Hillary Clinton was minor compared to the unexpected success of an African American candidate in a period of relative ebb in Black social movement activity. The role of race in the formation of capital in the U.S. is fundamental, and the idea of a Black president was virtually unthinkable until the 1980s. Obama’s rise highlighted the rise of a Black political class in cities and states which had consolidated since the Jackson campaigns. It also flagged the growing non-white demographic, poised to outnumber whites in a matter of decades.

Obama’s critics on the Left decried his incrementalism and his continuation of the Bush administration’s role in the Mideast. But Obama was no neoconservative, and he kept a critical stance toward extremely powerful sectors, including oil, pharmaceuticals, private insurance, the gun lobby, and pro-Likud hawks. On some occasions these criticisms were backed by action—for example, he took on the Religious Right—and overall this yielded space for more left, anti-neoliberal political motion at the Democratic Party’s electoral base.

Bernie Sanders’ Campaign

This manifested in the whirlwind rise of the Bernie Sanders campaign. In some ways this was as unprecedented and as unexpected as Obama’s ascent. Sanders has always been an anomaly in U.S. politics. His views since his early years of activism as a student in the early 60s were consistently New Left: socialist but not pro-Soviet, and framed by the social movements he encountered. Like many others, he moved towards electoral politics, but saw the Democratic Party as a quagmire. He saw the efforts of socialist electoral campaigns: the largest at the time, the Socialist Workers Party, was concerned with spreading their Trotskyist program rather than winning.

Sanders’ pragmatism chafed at this approach. He moved to Vermont, a rural, mostly white New England state where many East Coast liberals and radicals were migrating. He worked in local third-party efforts, and won election after election as an independent—as mayor of Burlington, congressional representative, and finally senator from Vermont—the only elected independent in the U.S. Senate. His successes were based on careful coalition-building and keeping campaign promises. Throughout, he never backtracked on his identification with socialism.

The anti-neoliberal wing of the Democrats and Occupy veterans originally stumped for Massachusetts Senator Elizabeth Warren. When it became clear that Warren would not run, attention turned to Sanders. He was viewed as a risky choice, both for his socialism and for his independence from the Democrats. Progressive Democrats of America, a rump group active in several states, convinced Sanders to run for the Democratic nomination against the assumed frontrunner Hillary Clinton. Online activists from Occupy began consolidating data for a Sanders campaign.

No one in the Democratic Party had high expectations for the Sanders campaign. Left critics urged Sanders to run as an independent or Green candidate. He made clear that all his hopes rested on winning a following for an anti-neoliberal platform. To avoid the stigma of splitting the Democratic vote and ensuring a Republican victory, Sanders pledged to support whomever won the party’s nominated candidate if he lost the primaries or was squeezed out in the national convention. (Ralph Nader’s run as a Green in 2000 may or may not have led to a tie vote between George W. Bush and Al Gore, and still sits badly with Democratic leftists. Donald Trump made a similar pledge to the Republicans, then took it back when his lead was challenged by another rightist demagogue, Rafael “Ted” Cruz.)

Sanders’ straightforward attacks on Wall Street, big money in politics, and racism won approval first with aging leftists, and then, unexpectedly, with Millennials. The word spread through sharing and networking on social media, rather than through unions and nongovernmental organizations with large “get out the vote” operations. This led to the largest influx of small donations to an electoral campaign in history. The Democratic Party leadership was completely taken off guard—to the initial delight of the Republicans—until they realized that a socialist was drawing the biggest crowds of any candidate.

The “Political Revolution”

The most significant feature of the campaign is the agreement between Sanders and his volunteers that only a coordinated mass political movement (a “political revolution”) could enable a president elected by any margin to effectively oppose the “billionaire class.” Moreover, he may prove unable to win the nomination. An organized, politically coherent Left, inside and outside the party duopoly, is the first order of business, whether the centrist Clinton or one of the far right Republican contenders wins the election in November.

Part of the emerging, reconstructed Left will likely take the form of an anti-neoliberal “Sanders Democrats” wing of the Democratic Party. This could directly challenge party centrists in every state, and change the direction of policy battles in Congress and in state and city governments. It would also further challenge the view on the Left that holds to a purist stance of permanently attacking the Democrats as a class enemy. This tendency, which sees the formation of a third party as always the immediate priority in electoral politics, claims that its opponents are careerists or naive liberals. However, the most widely held view among independent leftists is an “inside/outside” strategy, favoring independent candidates where the power of the party machine excludes progressive reformers. Some die-hards of the other camp have been swayed by the upsurge for Sanders.

Sanders’ campaign promotes policies that run counter to neoliberalism and anti-government conservatism, but despite the socialist banner he flies, they don’t undermine capitalism per se. Sanders is more feared for his emphasis on mass mobilization—strengthening democracy under attack by the private sector and quasi-fascist elements. His campaign has made the word “socialist” acceptable in ways that it never was heretofore in the U.S. Now the tiny socialist movement has a chance to crawl out of the rubble and join a new generation, fueled by disgust for the capitalist system and a growing determination to replace it with something just, sustainable, and beautiful.
