Global crude oil price of Indian Basket was US$ 45.07 per bbl on 06.11.2015

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 45.07 per barrel (bbl) on 06.11.2015. This was lower than the price of US$ 45.66 per bbl on previous publishing day of 05.11.2015.

In rupee terms, the price of Indian Basket decreased to Rs 2965.20 per bbl on 06.11.2015 as compared to Rs 2998.62 per bbl on 05.11.2015. Rupee closed weaker at Rs 65.79 per US$ on 06.11.2015 as against Rs 65.68 per US$ on 05.11.2015.

From butter beans to pigeon peas: UN launches International Year of Pulses
2016 will promote protein power, health benefits of dried legumes

10 November 2015, Rome – Pulses, including all kinds of dried beans and peas, are a cheap, delicious and highly nutritious source of protein and vital micronutrients that can greatly benefit people’s health and livelihoods, particularly in developing countries — that was the UN’s message at the launch of the International Year of Pulses 2016 today.

“Pulses are important food crops for the food security of large proportions of populations, particularly in Latin America, Africa and Asia, where pulses are part of traditional diets and often grown by small farmers,” said FAO Director-General José Graziano da Silva.
“They have been an essential part of the human diet for centuries,” he added, “Yet, their nutritional value is not generally recognised and is frequently under-appreciated.”
“Pulses can contribute significantly in addressing hunger, food security, malnutrition, environmental challenges and human health,” UN Secretary-General Ban Ki-moon added in a written statement delivered on his behalf at the launch ceremony.
Running under the slogan “nutritious seeds for a sustainable future”, the UN General Assembly declared 2016 the International Year of Pulses to raise awareness of the many benefits of pulses, boost their production and trade, and encourage new and smarter uses throughout the food chain.
In a symbolic gesture following his address, the FAO Director General planted a number of fava beans in a planter full of soil as he proclaimed the International Year opened.
Untapped potential
Pulses are part of the food culture and standard diet in most parts in the world and a key ingredient in many signature national and regional dishes, from falafel to dahl to chilli and baked beans.
There are hundreds of varieties of pulses grown throughout the world. Popular ones include all varieties of dried beans, such as kidney beans, lima beans, butter beans and broad beans. But also chickpeas, cowpeas, black-eyed peas and pigeon peas (learn more: What are pulses).
They are an affordable alternative to more expensive animal-based protein, which makes them ideal for improving diets in poorer parts of the world. Protein sourced from milk, for example, is five times more expensive than protein that can be sourced from pulses.
Because pulses yield two to three times higher prices than cereals, they also offer great potential to lift farmers out of rural poverty, and processing provides additional economic opportunities, especially for women.
Health benefits
While small, pulses are packed with proteins – double that found in wheat and three times that of rice.
They are also rich in micronutrients, amino acids and b-vitamins, which, the FAO Director-General underlined, are vital parts of a healthy diet.
Low in fat and rich in nutrients and soluble fibre, pulses are also excellent for managing cholesterol and digestive health, and their high iron and zinc content makes them a potent food for combating anemia in women and children. They are a key ingredient in healthy diets to address obesity and to prevent and manage chronic diseases such as diabetes, coronary conditions and cancer.
Because of their high nutritional content, pulses are a staple in emergency food baskets and since they do not contain gluten, they are also suitable for celiac patients.
Benefits for animals and the environment
But pulses don’t just benefit human health – they also improve animal and soil health and support biodiversity.
Crop residues from pulses can be used as animal fodder to increase nitrogen concentration in the diet, which improves animal health and growth.
The FAO Director-General particularly highlighted how the nitrogen-fixing properties of pulses can improve soil fertility, which extends the productivity of farmland, and eliminates dependency on synthetic fertilizers. The latter leads to a smaller carbon footprint and indirectly reduces greenhouse gas emissions.
What’s more, by improving soil health overall, pulses promote below-the-surface biodiversity, too, as they create a rich home for germs, bugs and bacteria of various kinds.
Because pulses as a group are very genetically diverse, they also hold a great potential for climate adaptation, as they enable farmers to select new varieties to adjust their production to changing climate conditions.
Finally, using pulses as cover crops and in intercropping systems – planting them in between other crops or as part of crop rotations — can reduce soil erosion and help control pests and diseases.
The co-chairs of the steering committee of the International Year of Pulses, Aydin Adnan Sezgin and Nadeem Riyaz, Permanent Representatives of Turkey and Pakistan to FAO, made opening and closing remarks at today’s ceremony, which also included a presentation by Mahmoud Solh, Director-General of the International Center for Agricultural Research in the Dry Areas (ICARDA).
Other recent international years have focused on soils, family farming, and quinoa.

**MARKET OUTLOOK**

India & International Market Highlights:
• With the conclusion of Trans-Pacific Partnership agreement, the apparel produced in Vietnam for the United States market will be tariff-free.
• Cotton prices were unchanged as demand from mills and exporters were limited due to festivals.
North Zone:

Cotton traded easy tone across major spot markets of north India on Monday. Prices were down Rs 20-30 per maund. In Punjab, ready delivery cotton traded at Rs 3455-3465 a maund. In Haryana, it offered at Rs 3,400-3,410 while in Rajasthan, ready delivery new cotton quoted at Rs 3,350-3,420 a maund.

Central Zone:

Cotton spot prices steady tone across west India market on Monday. Gujarat Sankar-6 new cotton traded at Rs 32100-32400 per candy and Sankar-6 old variety was traded at Rs 32200-32700 per candy of 356 kg for best quality cotton. while B-Grade Cotton traded flat at Rs 31700-32000 per candy. V 797 cotton offered at Rs 24000-24500 a candy. While in Maharashtra, New Crop cotton quoted at Rs 31800-32300 a candy.

South Zone:

Cotton spot price was steady tone across the major trading centers of south India.
US Cotton Futures :
Cotton ends higher on contract roll, ahead of USDA report: November 10, 2015 – ICE cotton futures rebounded to settle higher on Monday after hitting 3-1/2-week lows in the prior session amid heavy volume as investors rolled contracts from the December contract to March ahead of the US Department of Agriculture’s supply and demand report. “There’s some concern the USDA may not lower exports,” said Louis Rose, independent cotton trader and consultant with Risk Analytics in Memphis, Tennessee, said referring to Tuesday’s report. He noted that a strong export sales report in the prior week may have changed the market’s sentiment on the likelihood the agency would reduce its forecast for US exports. The March contract on ICE Futures US rose by 0.38 cent, or 0.6 percent, to settle at 62.12 cents per lb. December cotton settled up 0.24 cent, or 0.4 percent, at 61.90 cents per lb. December’s discount to March widened to as much as 0.22 cent, the highest level since mid-June. Total futures market volume rose by 190 to 38,943 lots. Data showed total open interest fell 315 to 194,650 contracts in the previous session. Certificated cotton stocks deliverable as of November 6 totalled 45,596 480-lb bales, up from 42,322 in the previous session. The dollar index was down 0.21 percent. The Thomson Reuters CoreCommodity CRB Index, which tracks 19 commodities, was down 1.00 percent. The Relative Strength Index in the most-active contract rose to 47.757. Copyright Reuters, 2015
Pakistan :
Seed cotton prices slip further on falling demand: November 10, 2015 – Seed cotton (Phutti) prices came down on the cotton market on Monday in the process of modest trading, dealers said. The official spot rate was unchanged at Rs 5300, dealers said. In Sindh, seed cotton prices were down by Rs 100 to Rs 2400 and Rs 2800 and in the Punjab rates were at Rs 2500 and Rs 3000, they said. In the ready business, nearly 10,000 of deals were finalised between Rs 4900 and Rs 5550, they said. Market sources said that both growers and ginners were not busy in panic selling but despite of this volume of business is not picking up. They said that devaluation of the Indian rupee last week, had propelled local importers to continue import and this factor is causing a concern among the sellers of cotton. Cotton analyst, Naseem Usman said that the country would have to import nearly 2.5 million bales to meet the local demand. He said that prices may show softness in the coming days or stay with no change. The following deals reported: 400 bales from Tando Adam at Rs 4900, 2000 bales from Mehrabpur at Rs 5300, 400 bales from Rasoolabad at Rs 5300, 800 bales from Sui at Rs 5300, 600 bales from Setharaja at Rs 5300-5350, 800 bales from Rohri at Rs 5400, 600 bales from Salehpat at Rs 5400, 400 bales from Fort Abbas at Rs 5500, 600 bales from Haroonabad at Rs 5500, 400 bales from Alipur at Rs 5500, 800 bales from Rahim Yar Khan at Rs 5550, 400 bales from Khanpur at Rs 5550 and 400 bales from Layyah at Rs 5400, dealers said.
China :
Chinese textile firms expanding overseas: Nov 9 2015 – Textile firms of China are expanding overseas and Vietnam is becoming the favourite destination to set up new facilities for textile manufacturers of China. The reasons behind the shift are increase production and labour costs in the country. Another reason is that the apparels produced in the Southeast Asian country for the United States market will be tariff-free post the last month’s Trans-Pacific Partnership agreement. One of the textile manufacturing firms of China, Huafang Co. — a textile business in Shandong Province, is planning to set up its first overseas unit, which will be engaged in producing high-end fabrics factory, in Vietnam with a US $ 110 million investment. Around 150 million yuan will be invested into a research and development centre to explore new technologies covering the whole gamut of industry chain, including cotton, spinning, weaving and dyeing. Recently, China-based textile manufacturer Keer also set up its facility in Lancaster County, USA and reported that the cost of land is reasonable there and even the workers are ready to get trained at nominal wages. Keer’s mill spins yarn from raw cotton to sell to textile makers across Asia. But it still spins much of its yarn in China, importing the raw cotton from America. Zhu Shanqing, Chairman of the company said that Keer has moved to the US because of land, incentives, workers and best suited business environment here, as in China, yarn manufacturing sector is losing money. Luen Thai International Group, which is Hong Kong’s largest clothing company, Sanshui Jialida TextileCo, based in Guangdong Province, and Vietnam’s Vinatex Co. are planning to establish a textile industrial park.

మద్దతు ధరలు రైతులకా వ్యాపారులకా ?

అన్నపూర్ణ వంటి ఆంధ్రప్రదేశ్‌లో ధాన్య రైతుల పరిస్థితి గురించి చూద్దాం. కనీస మద్దతు ధరలు రైతాంగానికి వుపయోగపడుతున్నాయా లేక వ్యాపారులకు ప్రయోజనం కలిగిస్తున్నాయా అన్న అనుమానం వస్తోంది. వుదాహరణకు 2004-05 నుంచి 2014-15 వరకు పరిశీలిస్తే ప్రకటించిన మద్దతు ధర క్వింటాలకు సగటున రు.979.79లుగా వుంది. వ్యవసాయ మార్కెట్‌ కమిటీలు అందచేసిన సమాచారం ఆధారంగా కేంద్ర ప్రభుత్వం నిర్వహించే అగ్‌మార్క్‌నెట్‌ పేర్కొన్న సంవత్సరాలలో డిసెంబరు, జనవరి మాసాలలో ఆంధ్రప్రదేశ్‌లోని మార్కెట్లలో ధాన్య రైతులు పొందిన సగటు ధరలు, దేశం మొత్తంగా రైతులు పొందిన ధరల వివరాలను దిగువ పట్టికలో చూడవచ్చు.స్ధలా భావం కారణంగా ప్రతి ఏడు డిసెంబరు, జనవరి మాసాల ధరలను మాత్రమే ఇక్కడ ఇవ్వటమైంది. దాని ప్ర కారం మన రాష్ట్రంలో ఈ కాలంలో ప్రతి ఏటా డిసెంబరులో రైతు పొందిన సగటు ధర రు.953.70, జనవరిలో 997.15 గా నమోదైంది. అదే దేశవ్యాపితంగా రు.1200.76, రు.1157.57 గా వున్నాయి. ఒక ఏడాది కనీస మద్దతు ధర కంటే ఎక్కువ వున్నా, మరొక ఏడాది తక్కువ వున్నా భరించాల్సింది రైతు మాత్రమే. 2005లో వున్న కనీస మద్దతు సగటు ధర 575తో 2015లో వున్న సగటు ధర 1430తో(సూపర్‌ ఫైన్‌, ఫైన్‌ రెండింటి సగటు) పోల్చితే మద్దతు ధర 147శాతం పెరిగింది. ఇదే సమయంలో 2005 జనవరిలో మార్కెట్‌లో రైతుకు లభించిన 634తో 2015లో వున్న 1363 రు.లను పోల్చితే పెరుగుదల 114శాతమే. ఆ విధంగా చూసినపుడు ఏం జరిగిందనేది వ్యాఖ్యానించాల్సిన అవసరం లేదు. అధికారిక అంకెలే పరిస్ధితిని వివరిస్తున్నాయి.

1990 నుంచి మన దేశం నూతన ఆర్ధిక విధానాలను ప్రవేశపెట్టింది. ప్రభుత్వాలు శాంతి భద్రతలు, కరెన్సీ, సరిహద్దుల రక్షణ,సైన్యం వంటి వాటికి మాత్రమే పరిమితమై మిగతా రంగాల నుంచి తప్పుకొని మార్కెట్‌ శక్తులకు వాటిని వదలి వేయాలి. అప్పుడే జనానికి మెరుగైన సేవలు అందుతాయి.అని చెప్పారు. దానికి అనుగుణంగానే ఒక్కొక్క బాధ్యత నుంచి ప్రభుత్వాలు తప్పుకొంటున్నాయి. వాటి మంచి చెడ్డలు, విమర్శలు, ప్రశంసల గురించి ఇక్కడ చర్చించబోవటం లేదు. కనీస మద్దతు ధరలు ప్రకటించిన మాత్రాన్నే అవి రైతులకు గిట్టుబాటు కలిగిస్తాయా ? నిజానికి అవి వాస్తవ పెట్టుబడులను ప్రతిబింబిస్తున్నాయా ?

ధాన్యానికి ఆంధ్రప్రదేశ్‌లోని మార్కెట్లలో గత సంవత్సరాలలో లభించిన ధరల వివరాలు ఇలా వున్నాయి. మొదటి కాలంలో ఆ ఏడాది జనవరిలో లభించిన ధర అయితే రెండవ కాలంలో అంతకు ముందు ఏడాది డిసెంబరులో లభించిన ధర, మూడవ కాలంలో అంతకు ముందు సంవత్సరం జనవరి ధర పోలిస్తే మార్పు, నాలుగవ కాలంలో ఏడాదిలో వచ్చిన మార్పుగా గమనించాలి. వుదాహరణకు 2005 జనవరిలో వచ్చిన ధర పక్కనే 2004డిసెంబరులో వచ్చిన ధరగా తరువాత కాలంలో 2004 జనవరి ధర అని గమనించాలి.

పత్తి రైతులు గతంలో విచక్షణా రహితంగా సింథటిక్‌ పైరిత్రాయిడ్స్‌ వాడిన కారణంగా పర్యావరణ సమతూకం దెబ్బతిని తెల్లదోమ, పచ్చపురుగు ప్రబలి పంట దెబ్బతిని ప్రకాశం, గుంటూరు జిల్లాలో రైతులు ఆత్మహత్యలకు పాల్పడ్డారు. తరువాత రైతుల పాలిట కల్పతరువుగా బిటి పత్తి వచ్చిందన్నారు. అయినా దేశంలో అనేక చోట్ల పత్తి రైతులు ముఖ్యంగా మహారాష్ట్ర వంటి చోట్ల ఆత్మహత్యలు ఆగలేదు. ఆ బీటీ పత్తే కారణమని విశ్లేషకులు ఇప్పుడు చెబుతున్నారు. పైన పేర్కొన్న పట్టిక ప్రకారం ఆంధ్రప్రదేశ్‌లో జనవరి నెలలో పత్తి సగటు ధర రు.2,973.48, అదే దేశ సగటు రు3,498.84 వుంది. ఈ కాలంలో పత్తి సగటు కనీస మద్దతు ధర రు.3017.50 వుంది. పొడవు పింజ పత్తి మద్దతు ధర ఈ కాలంలో రు.1960 నుంచి రు.4050కి 106 శాతమే పెరిగింది.ఈ కాలంలో ప్రయివేటు మార్కెట్‌లో 2005జనవరి ధరతో 2015జనవరి ధరతో పోల్చితే పెరుగుదల 118శాతం వుంది. గమనించాల్సిందేమంటే అప్పుడూ ఇప్పుడూ పత్తి కనీస మద్దతు ధరల కంటే తక్కువే రు.1815-3972 మధ్యవుంది. మధ్యలో కొన్ని సంవత్సరాలు కనీస మద్దతు ధర కంటే బహిరంగ మార్కెట్‌లో ఎక్కువ పలికినప్పటికీ దాని వలన రైతులకు పెద్దగా ఒరిగింది లేదు.సగటున ఎంత దక్కిందన్నదే ముఖ్యం.

The Indian textile and garment companies facing duty disadvantage at home, some have already prompted to expand outside India in recent years. రైతులపై ఎరువుల భారం-సబ్సిడీల అసలు కధ

2010 ఏప్రిల్‌లో డిఎపి మార్కెట్‌ ధర టన్నుకు రు.20,736లు వుండగా నాటి విధానం ప్రకారం కేంద్ర ప్రభుత్వం రు.16,228 రూపాయలు సబ్సిడీగా ఇచ్చింది. అంటే రైతు రు.4,508లు చెల్లించాడు. అదే ఎరువు 2011 ఏప్రిల్‌లో రు.27,391లకు పెరిగింది. కేంద్రం సబ్సిడీని రు.19763 చెల్లించింది. రైతు రు.7,628 చెల్లించాడు. …….2015 ఏప్రిల్‌లో రు.29,117లకు ధర పెరగ్గా ప్రభుత్వం  12350 సబ్సిడీగా చెల్లించగా రైతు భారం రు. 16,767కు చేరింది.

రైతాంగానికి ఇచ్చే రాయితీలలో భాగంగా కేంద్ర ప్రభుత్వం వ్యవసాయానికి అవసరమైన ఎరువులకు సబ్సిడీని ఇస్తున్నది. ఇది రైతుల వుద్దరణకు అని చెబుతారు. ఎరువుల ధరల వుత్పాదక లేదా దిగుమతి ధరలకు రైతులు కొని సాగు చేయటం జరిగేది కాదు. ఒక వేళ మరొక పని లేని కారణంగా సాగు చేసినా పంటల ధరలు ఆకాశానికి లేస్తాయి. అంత ధరలతో వాటిని కొని తినే స్తోమత మన జనానికి లేదు. అందువలన జనానికి అందుబాటులో వుండాలంటే రైతాంగానికి సబ్సిడీ ఇవ్వాలి. అందుకే ఆ విధానాన్ని ప్రవేశ పెట్టారు. రైతుల కంటే దీన్ని ప్రయివేటు కంపెనీలు ఎక్కువగా వినియోగించుకున్నాయనే అభిప్రాయం బలంగా వుంది. అసలు ఖర్చులను ఎక్కువగా చూపి దొడ్డిదారిన సబ్సిడీ సొమ్మును పొందాయన్నది విమర్శ. ఈ సబ్సిడీల పరిస్ధితి ఎలా వుందంటే కేంద్ర ఎరువుల మంత్రిత్వ శాఖ రూపొందించిన నివేదికల సమాచారం ప్రకారం 2008-09 నుంచి 2012-13 సంవత్సరాల మధ్య ఎరువులపై ఇస్తున్న సబ్సిడీ మొత్తం 99,495 కోట్ల నుంచి 70,592 కోట్ల రూపాయలకు తగ్గి పోయింది.దీన్నే మరో విధంగా చెప్పుకుందాం. అదే మంత్రిత్వశాఖ సబ్సిడీ విధానాన్ని మార్చింది.మిశ్రమ ఎరువుల్లో ఏ పోషకము ఎంత( నూట్రియంట్‌ ) అన్న ప్రాతిపదికన ఇప్పుడు సబ్సిడీ ఇస్తున్నారు. సంస్కరణల పేరుతో 2010 ఏప్రిల్‌ నుంచి కేంద్ర ప్రభుత్వం యూరియా మినహా మిగిలిన ఎరువులపై ధరల అదుపును ఎత్తివేసింది. అంటే సబ్సిడీ విధానాన్ని మరోసారి మార్చింది. ఫలితంగా ఎరువుల ధరలు డిఎపి టన్నుకు రు.9350 నుంచి రు.2300కు ఎంఒపి(పొటాష్‌) రు.4,450 నుంచి 16,650కి పెరిగాయి. ధరలను నిర్ణయించుకొనే అధికారం ఎరువుల కంపెనీలకు వదలి పెట్టింది. రానున్న రోజుల్లో వాటిపై నిర్ణీత సబ్సిడీని ఇచ్చే విధానాన్ని ప్రవేశపెట్టే విధంగా గత మూడు సంవత్సరాల తీరు తెన్నులు స్పష్టం చేశాయి. గత రెండు సంవత్సరాలలో ఇచ్చిన సబ్సిడీ మొత్తాలనే ఈ ఏడాది కూడా చెల్లించాలని కేంద్ర ప్రభుత్వం మే నెలలో ఖరారు చేసింది. వుదాహరణకు డిఎపి టన్నుకు రు.12350, ఎంఓపి రు.9,300 గా పరిమితం చేసింది. మార్కెట్‌లో వ్యాపారులు డిమాండ్‌ను బట్టి ఎంత ధరకైనా అమ్ముకోవచ్చు. ప్రభుత్వం ఇచ్చే సబ్సిడీ మారదు.ఎరువుల తయారీకి అవసరమైన వాటిని విదేశాల నుంచి దిగుమతి చేసుకోవాల్సివస్తున్నందున డాలరుతో మన రూపాయి మారకపు విలువ కూడా ధరలను ప్రభావితం చేస్తోంది. వుదాహరణకు 2010 ఏప్రిల్‌లో డిఎపి మార్కెట్‌ ధర టన్నుకు రు.20,736లు వుండగా నాటి విధానం ప్రకారం కేంద్ర ప్రభుత్వం రు.16,228 రూపాయలు సబ్సిడీగా ఇచ్చింది. అంటే రైతు రు.4,508లు చెల్లించాడు. అదే ఎరువు 2011 ఏప్రిల్‌లో రు.27,391లకు పెరిగింది. కేంద్రం సబ్సిడీని రు.19763 చెల్లించింది. రైతు రు.7,628 చెల్లించాడు. 2012 ఏప్రిల్‌లో ధర రు 26,840 వుంటే కేంద్రం రు 14350 చెల్లించగా రైతు రు.12,490 పెట్టి కొన్నాడు. 2013 ఏప్రిల్‌లో రు.27,636కు గాను కేంద్రం రు.12350 చెల్లించగా రైతు రు.15,286 తన జేబు నుంచి ఖర్చు చేశాడు. 2014 ఏప్రిల్‌లో రు.28,405 రులకు గాను కేంద్రం రు 12350 సబ్సిడీ ఇవ్వగా రైతు ఖర్చు రు.16055కు పెరిగింది, 2015 ఏప్రిల్‌లో రు.29,117లకు ధర పెరగ్గా ప్రభుత్వం అదే 12350 సబ్సిడీగా చెల్లించగా రైతు భారం రు. 16,767కు చేరింది.

2010-11 నుంచి 2014-15 మధ్య ప్రతి ఏటా ఒక రైతు వివిధ రకాల ఎరువులను 20 టన్నులచొప్పున కొన్నాడను కుందాం. అందుకుగాను 2010-11లో రు.3,08,694 రూపాయలు సబ్సిడీగా పొందితే క్రమంగా తగ్గి అది 2014-15 నాటికి రు.1,65,378లకు పడిపోయింది. అంటే క్రమంగా రైతుపై పెట్టుబడి భారం పెరుగుతున్నట్లా తరుగుతున్నట్లా ?

 

గత కొద్ది సంవత్సరాలుగా విధానాలలో చేసిన మార్పులు రైతులను ఎలా ప్రభావితం చేస్తున్నాయో చూస్తే ఒక్క డిఎపి విషయంలోనే 2010-15 మధ్య రైతులపై అదనపు ఖర్చు రు.4,508 నుంచి రు.16,667కు పెరిగింది. అసలే మాత్రం ప్రభుత్వ అదుపు, సబ్సిడీ లేని పురుగులు, తెగుళ్ల నివారణ మందులపై ఏటా కనీసం పదిశాతం చొప్పున ధరలు పెరుగుతున్నాయి, పెట్రోలు, డీజిల్‌పై సబ్సిడీ ఎత్తివేసిన తరువాత ట్రాక్టర్లు, వరికోత,నూర్పిడి, ఇతర యంత్రాల ఖర్చు ఇవన్నీ రైతులపై భారాన్ని పెంచేవే తప్ప తగ్గించేవి కాదు. దీనికి తోడు రూపాయి విలువ పడిపోవటంతో దిగుమతి చేసుకొనే వాటిపై పడే అదనపు భారాన్ని కూడా రైతులే భరించాలి. వుదాహరణకు అంతర్జాతీయ మార్కెట్‌లో చమురు ధరలు తగ్గిన కారణంగా తమ ఆదాయం పడిపోకుండా వుండేందుకు కేంద్రం, కొన్ని రాష్ట్ర ప్రభుత్వాలు పెట్రోలు, డీజిల్‌పై పన్ను మొత్తాలను పెంచిన విషయం తెలిసిందే. అందువలన వీటి ఖర్చు పెరిగినంతగా కనీస మద్దతు ధరల పెంపుదల లేదా మార్కెట్‌లో లభిస్తున్న ధర వుందా అంటే లేదన్నది సుష్పష్టం. పరిస్ధితి ఇలా వుంటే రైతులు రుణ వూబిలో కూరుకు పోక ఏం చేస్తారు ? 2010-11 నుంచి 2014-15 మధ్య ప్రతి ఏటా ఒక రైతు వివిధ రకాల ఎరువులను 20 టన్నులచొప్పున కొన్నాడను కుందాం. అందుకుగాను 2010-11లో రు.3,08,694 రూపాయలు సబ్సిడీగా పొందితే క్రమంగా తగ్గి అది 2014-15 నాటికి రు.1,65,378లకు పడిపోయింది. అంటే క్రమంగా రైతుపై పెట్టుబడి భారం పెరుగుతున్నట్లా తరుగుతున్నట్లా ? కొన్ని ఎరువులకు ఇస్తున్న సబ్సిడీలను పూర్తిగా ఎత్తివేస్తే కొన్నింటికి పాక్షికంగా ఇచ్చారు. ఈ వివరాలను ఎరువుల మంత్రిత్వశాఖ పట్టికలో చూడవచ్చు.

2010-11 నుంచి ప్రభుత్వం మిశ్రమ ఎరువులపై పోషకాన్ని బట్టి ఒక్కొక్క టన్నుకు ఇస్తున్న సబ్సిడీ ఏ ఎరువుపై ఎంత ఇస్తున్నది, వాటిలో వచ్చిన మార్పులను గమనించవచ్చు.(టన్నుకు రూపాయలలో)

అంతర్జాతీయ మార్కెట్‌లో వచ్చిన మార్పుల కారణంగా డిఎపి ధరలలో వచ్చిన తీవ్ర ఎగుడు దిగుడుల కారణంగా కొన్ని సంవత్సరాలలో రైతులు డిఎపి ఎరువులకు దూరం కావాల్సి వచ్చింది. ఒక దశలో గరిష్టంగా టన్నుకు 50వేల రూపాయలు పలికిన సందర్భాలు కూడా వున్నాయి. దిగువ పట్టికలో వివరాలు చూడవచ్చు.

నిజానికి ఇది నేటిదా ! కానే కాదు, స్వాతంత్య్రానికి ముందు 1925లో పంజాబ్‌ రైతుల దుస్థితి గురించి విశ్లేషించిన మాల్కమ్‌ డార్లింగ్‌ భారత రైతు అప్పుల్లో పుట్టి, అప్పులో పెరిగి, అప్పులతో మరణిస్తున్నాడని వ్యాఖ్యానించారు. ఆ నాటికే ధనికులుగా పరిగణించబడే పంజాబ్‌ రైతుల పరిస్ధితే అలా వుంటే నాటి నుంచి నేటి వరకు దేశంలో ఏ మూల చూసినా రైతాంగం రుణ వూబిలో దిగిపోవటం గురించే చర్చ జరుగుతోంది.

రైతు మిత్ర

వ్యవసాయం గిట్టుబాటు కావటం లేదు, రైతు కంటే కూలీ బతుకే నయం. కూరగాయలు పండించేవారి కంటే వాటిని అమ్మేవారే సుఖంగా వున్నారు. భూములమ్ముకొని పరిశ్రమలు, వ్యాపారాల్లో పెట్టిన వారి పరిస్ధితే బాగుంది. వ్యవసాయం గురించి ఎవరిని కదిలించినా వ్యక్తమయ్యే వ్యధ, బాధ ఇది.

నిజానికి ఇది నేటిదా ! కానే కాదు, స్వాతంత్య్రానికి ముందు 1925లో పంజాబ్‌ రైతుల దుస్థితి గురించి విశ్లేషించిన మాల్కమ్‌ డార్లింగ్‌ భారత రైతు అప్పుల్లో పుట్టి, అప్పులో పెరిగి, అప్పులతో మరణిస్తున్నాడని వ్యాఖ్యానించారు. ఆ నాటికే ధనికులుగా పరిగణించబడే పంజాబ్‌ రైతుల పరిస్ధితే అలా వుంటే నాటి నుంచి నేటి వరకు దేశంలో ఏ మూల చూసినా రైతాంగం రుణ వూబిలో దిగిపోవటం గురించే చర్చ జరుగుతోంది. గతంలో రెండు సార్లు కేంద్ర ప్రభుత్వం రైతాంగానికి రుణ భారం నుంచి కొంత వుపశమనం కలిగించేందుకు కొన్ని రుణాలను రద్దు చేసింది. అయినా తరువాత కూడా అదే సమస్య ముందుకు వచ్చింది. ఆ కారణంగానే రైతులు ఆత్మహత్యలు చేసుకుంటున్నారనే అభిప్రాయం సర్వత్రా వ్యక్తం అవుతోంది. ఈ పూర్వరంగంలో రైతాంగ రుణాల రద్దు గురించి గత అసెంబ్లీ ఎన్నికలలో తెలుగుదేశం పార్టీ వాగ్దానం చేసింది. దాన్ని అమలు జరిపేందుకు గత ఏడాది కాలంలో కొన్ని చర్యలు తీసుకుంది. రాబోయే సంవత్సరాలలో కూడా తీసుకుంటామని ప్రకటించింది. అసలు స్వాతంత్య్రం ముందు నాటి నుంచి వున్న ఈ సమస్య పదే పదే ఎందుకు పునరావృతం అవుతోంది. కొన్ని కారణాల గురించిన పరిశీలన ఇది.

ఆంగ్లేయులు వలస పాలకులు. తమ పరిశ్రమలకు అవసరమైన ముడి సరకులను సరఫరా చేసేందుకు, తమ పారిశ్రామిక వుత్పత్తులకు అవసరమైన మార్కెట్లుగా మార్చుకొనేందుకు వలస దేశాలను వుపయోగించుకున్నారన్నది నిర్వివివాదాంశం. అందుకే ఎందరో త్యాగధనులు తమ ప్రాణాలను సైతం అప్పగించి స్వాతంత్య్రం కోసం పోరాడారు. ఎన్నో త్యాగాలతో చివరికి సాధించుకున్నాం. తెల్లజాతీయులు పోయి అధికారానికి వచ్చిన మన వారు రైతే రాజు, దేశానికి వెన్నెముక, జై కిసాస్‌-జై జవాన్‌ ఇలా ఎన్నో నినాదాలు ఇచ్చారు. ఎన్నో కార్యక్రమాలు చేపట్టినట్లు ప్రకటించారు.

మన స్వాతంత్య్రానికి త్వరలో ఏడు పదులు నిండబోతున్నాయి.మొత్తం మీద రైతుల పరిస్థితి ఎక్కడ వేసిన గొంగళి అక్కడే వేసిన మాదిరిగా వుంది. రుణ భారం ఒక తీవ్ర సమస్యగా మారి రైతాంగాన్ని ఆత్మహత్యలకు పురికొల్పేదిగా వుంది. రైతుల స్థితి పెనం మీద నుంచి పొయ్యిలో పడినట్లుగా వుంది. అందుకే రైతులను ఎప్పుడు కదిలించినా నిర్వేదం ప్రకటిస్తుంటారు. అయితే వ్యవసాయం మీద బాగు పడిన వారు లేరా ? అనేక మంది మన కళ్ళ ముందు కనిపిస్తుంటే లేరని ఎలా అంటాం. బిడ్డ పుట్టిన తరువాత పెరగటం ఆగదు. అయితే అది ఆరోగ్యంగానా ముక్కుతూ, మూల్గుతూనా ఆంటే అది వేరే విషయం. రోగిష్టి బిడ్డ కూడా అప్పుడప్పుడూ నవ్వినట్లే బాగుపడిన రైతులు వున్నారు. ఇక్కడ చూడాల్సింది కొందరికే వ్యవసాయం ఎందుకు గిట్టుబాటు అవుతోంది? మొత్తం మీద ముల్లు ఎటు చూపుతోంది అన్నది ముఖ్యం.

అమెరికాలో కమతాలు వేల ఎకరాలుగా వుంటాయి. చిన్న రైతులన్నా వందలు,వేల ఎకరాల్లోనే పొలం వుంటుంది. అయినా అక్కడ కూడా ప్రభుత్వాలు రైతాంగానికి రాయితీలు, సబ్సిడీలు ఇస్తున్నాయి, చిన్న రైతాంగానికి వ్యవసాయం గిట్టుబాటు కావటం లేదన్న గొడవ వుండనే వుంది. ఫ్రాన్స్‌, బ్రిటన్‌ రైతులు రోడ్డెక్కి ఆందోళనలు చేస్తున్న వార్తలు చూస్తున్నాము.

 

అది పరతంత్రమైనా, స్వాతంత్య్రమైనా అనుసరించిన విధానాలే గీటు రాయి. దానితో వ్యవసాయం గిట్టుబాటు అవుతోందా కావటం లేదా అన్నది చూడాల్సి వుంది.కర్ణుడి చావుకు కారణాలు అనేక అన్నట్లు వ్యవసాయం గిట్టుబాటు కాకపోవటానికి కారణాలు కూడా అనేకం. పూసలు అనేక రంగులు, పరిమాణం, వివిధ రకాల ఆకృతుల్లో వున్నప్పటికీ వాటన్నింటిని ఒకటిగా కూర్చేందుకు వుపయోగించే దారం మాత్రం ఒకటిగానే వుంటుంది.అలాగే కారణాలు అనేక అయినప్పటికీ అవన్నీ విధాన పర్యవసానాలు అని గుర్తించటం అవసరం.

వ్యవసాయం మీద ఆధారపడే వారు మితిమీరి వుండటం, కమతాలు చిన్నవి కావటం, ఆధునిక వ్యవసాయ పద్దతులు,పరికరాలు అందుబాటులో లేకపోవటం వంటి కారణాల గురించి కొందరు బల్లగుద్ది చెబుతారు. వారి వాదనలోనూ నిజం లేకపోలేదు. అయితే ప్రతి దానికీ మినహాయింపులుంటాయి. వుదాహరణకు అమెరికాలో కమతాలు వేల ఎకరాలుగా వుంటాయి. చిన్న రైతులన్నా వందలు,వేల ఎకరాల్లోనే పొలం వుంటుంది. అయినా అక్కడ కూడా ప్రభుత్వాలు రైతాంగానికి రాయితీలు, సబ్సిడీలు ఇస్తున్నాయి, చిన్న రైతాంగానికి వ్యవసాయం గిట్టుబాటు కావటం లేదన్న గొడవ వుండనే వుంది. ఫ్రాన్స్‌, బ్రిటన్‌ రైతులు రోడ్డెక్కి ఆందోళనలు చేస్తున్న వార్తలు చూస్తున్నాము. ఏ సమస్యలు ఎన్ని వున్నా రైతుకు కావాల్సింది రక్షణ, గిట్టుబాటు. ఒక పారిశ్రామికవేత్త తన వుత్పత్తి, మార్కెటింగ్‌ వంటి ఖర్చులపై లాభం వేసుకొని తన వుత్పత్తులను విక్రయిస్తున్నాడు. అటువంటి అవకాశం రైతులకు వున్నదా ?

ఈ పూర్వరంగంలో కొన్ని అంశాల గురించి చెప్పుకుందాం. ప్రపంచ వాణిజ్య సంస్థ అవగాహన ప్రకారం కనీస మద్దతు ధరలు కూడా వుండకూడదు, ప్రభుత్వాలు సేకరణ బాధ్యతలు నిర్వహించకూడదు, మార్కెట్‌ శక్తులకే వదలి వేయాలి. ప్రభుత్వాలు రైతాంగానికి రాయితీలు ఇవ్వకూడదు. ఈ సమస్యపై వివాదం తెగని కారణంగానే దోహా చర్చలు 2001లో ప్రారంభమై ఇంకా కొనసాగుతూనే వున్నాయి. ధనిక దేశాలు తమలో తాము కొట్టుకుంటూనే ఏదో ఒక పేరు,సాకుతో వ్యవసాయ సబ్సిడీలు ఇస్తూ మన వంటి వర్ధమాన దేశాలలో వాటిని ఎత్తివేయాలని డిమాండ్‌ చేస్తున్నాయి.

అయిన వారికి ఆకుల్లో కాని వారికి కంచాల్లో, వడ్డించేవాడు మన వాడైతే కడబంతిలో వున్నా ఇబ్బంది లేదు అన్న లోకోక్తులను తరచూ వినే వుంటారు. అధికారంలో ఎవరు వున్నప్పటికీ పారిశ్రామికవేత్తలు, వాణిజ్యవేత్తలకు ఇస్తున్న ప్రాధాన్యత రైతాంగానికి లేదన్నది నిష్ఠుర సత్యం. వారికి ఇస్తున్న రాయితీలు, మినహాయింపులతో పోల్చితే రైతాంగానికి ఇస్తున్నది ఎంత అన్నది సమస్య. బడ్జెట్‌ అంటే ఆదాయ పంపిణీ కసరత్తు తప్ప మరొకటి కాదు. పరిశ్రమలు, వ్యాపారులకు ఇస్తున్న రాయితీల గురించి 2006-07 సంవత్సరం నుంచి ప్రతి ఏటా బడ్జెట్‌ పత్రాలలో ప్రభుత్వం కోల్పోయిన ఆదాయం ఆధ్యాయంలో వివరాలు ఇస్తున్నారు. ఇప్పటి వరకు(2014-15) ఆ మొత్తం దాదాపు 40 లక్షల కోట్ల రూపాయల వరకు వుందంటే అతిశయోక్తి కాదు. ఈ రాయితీలపై తీవ్ర విమర్శలు రావటంతో నరేంద్రమోడీ నాయకత్వంలోని ఎన్‌డిఏ ప్రభుత్వం ఆ అధ్యాయానికి పేరు మార్చింది. పన్నుల వ్యవస్థపై ఆదాయ ప్రభావం అని పెట్టింది. పేరులో నేమున్నది పెన్నిధి అన్నట్లుగా గతం నుంచి ఇస్తున్న రాయితీలను అదే మాదిరి కొనసాగించారు.

ఈ రాయితీలపై విమర్శలకు కొన్ని కారణాలు ఇలా వున్నాయి. విదేశాలకు ఎగుమతి చేసేందుకు మాత్రమే ఏర్పాటు చేసిన పరిశ్రమలకు ఇచ్చే రాయితీలు మన వినియోగదారులకు లబ్ది చేకూర్చేవి కావు. విదేశీ కంపెనీలు, వ్యాపారులకు లబ్ది చేకూర్చేందుకు మనం పన్నులను మినహాయింపు ఇవ్వాల్సిన అవసరం లేదు. స్వదేశీ కంపెనీలు పొందిన రాయితీల మేరకు స్ధానిక వినియోగదారులకు వాటిని బదిలీ చేయటం లేదు. వీటిని సమర్ధించేవారి వాదనలు ఇలా వున్నాయి. కార్పొరేట్‌ రంగమే ఎక్కువ పన్నులు చెల్లిస్తున్నందున వారికి రాయితీలు ఇవ్వటం తప్పుకాదు. ఈ రాయితీల కారణంగా పరోక్షంగా వుపాధి కలుగుతోంది, వినియోగదారులకు కొంత మేరకు వుపశమనం కలుగుతోంది. అందువలన వీటిని రాయితీలుగా చూడరాదు, వీటికి విలువ కట్టరాదు. అయినా క్రమంగా ఈ రాయితీలు తగ్గిపోతున్నాయి. గతంలో జిడిపిలో 7.5శాతంగా వున్న రాయితీలు 2013-14 నాటికి ఐదుశాతానికి పడిపోయాయి. జిడిపి శాతం లెక్కల్లో చూస్తే తగ్గినప్పటికీ ఏడాది కేడాది మొత్తాలు పెరుగుతున్నాయి. ఇదే సమయంలో వ్యవసాయ రంగానికి ఇస్తున్న రాయితీలకు ఎంతో ప్రాధాన్యత వున్నది. విలాస వస్తువులను అందరూ వుపయోగించకపోవచ్చు గానీ తిండి గింజలు వుపయోగించని వారెవరు?బంగారు కంచాల్లో తినే వారు కూడా బియ్యమో,గోధుమలో, కూరగాయలు తినాల్సిందే కదా ! అందువలన వ్యవసాయానికి ఇచ్చే రాయితీలు గాలి, నీరు, వెలుగు మాదిరి సర్వజనులకూ వుపయోగపడతాయి.
