The Quick Estimates of Index of Industrial Production (IIP) with base 2004-05 for the month of December 2015 have been released by the Central Statistics Office of the Ministry of Statistics and Programme Implementation. IIP is compiled using data received from 15 source agencies viz. Department of Industrial Policy & Promotion (DIPP); Indian Bureau of Mines; Central Electricity Authority; Joint Plant Committee, Ministry of Steel; Ministry of Petroleum & Natural Gas; Office of Textile Commissioner; Department of Chemicals & Petrochemicals; Directorate of Sugar & Vegetable Oils; Department of Fertilizers; Tea Board; Office of Jute Commissioner; Office of Coal Controller; Railway Board; Office of Salt Commissioner and Coffee Board.

  1. The General Index for the month of December 2015 stands at 183.4, which is 1.3 percent lower as compared to the level in the month of December 2014. The cumulative growth for the period April-December 2015 over the corresponding period of the previous year stands at 3.1 percent.
  2. The Indices of Industrial Production for the Mining, Manufacturing and Electricity sectors for the month of December 2015 stand at 137.5, 192.0 and 183.2 respectively, with the corresponding growth rates of 2.9 percent, (-) 2.4 percent and 3.2 percent as compared to December 2014 (Statement I). The cumulative growth in three sectors during April-December 2015 over the corresponding period of 2014 has been 2.3 percent, 3.1 percent and 4.5 percent respectively.
  3. In terms of industries, ten out of the twenty two industry groups (as per 2-digit NIC-2004) in the manufacturing sector have shown negative growth during the month of December 2015 as compared to the corresponding month of the previous year (Statement II). The industry group ‘Electrical machinery & apparatus n.e.c.’ has shown the highest negative growth of (-) 44.9 percent, followed by (-) 10.7 percent in ‘Publishing, printing & reproduction of recorded media’ and (-) 8.2 percent in ‘Tobacco Products’. On the other hand, the industry group ‘Radio, TV and communication equipment & apparatus’ has shown the highest positive growth of 82.0 percent, followed by 17.5 percent in ‘Office, accounting & computing machinery’ and 16.6 percent in ‘Furniture; manufacturing n.e.c.’.
  4. As per Use-based classification, the growth rates in December 2015 over December 2014 are 0.5 percent in Basic goods, (-) 19.7 percent in Capital goods and 0.9 percent in Intermediate goods (Statement III).  The Consumer durables and Consumer non-durables have recorded growth of 16.5 percent and (-) 3.2 percent respectively, with the overall growth in Consumer goods being 2.8 percent.
  5. Some important items showing high negative growth during the current month over the same month in previous year include ‘Cable, Rubber Insulated’            [(-) 85.2%], ‘Heat Exchangers’ [(-) 68.8%], ‘Cement Machinery’ [(-) 60.2%], ‘Soyabean oil’ [(-) 59.0%], ‘Polythene Bags including HDPE & LDPE Bags’          [(-) 53.9%], ‘Grinding Wheels’ [(-) 37.4%], ‘Ayurvedic Medicaments’ [(-) 24.4%], ‘Boilers’ [(-) 22.7%] and ‘Sponge Iron’ [(-) 22.5%].
  6. Some other important items that have registered high positive growth include ‘Woollen Carpets’ (184.1%), ‘Telephone Instruments including Mobile Phone and Accessories’ (141.1%), ‘Di Ammonium Phosphate (DAP)’ (46.8%), ‘Transformers (small)’ (38.8%), ‘Wood Furniture’ (36.9%), ‘Paraxylene’ (32.3%), ‘Commercial Vehicles’ (28.7%), ‘Gems and Jewellery’ (27.1%), ‘PVC Pipes and Tubes’ (24.6%) and  ‘Polypropylene (including co-polymer)’ (22.2%).
  7. However, growth rates in respect of individual items may not reflect their actual contribution in the overall growth rate of IIP. Taking into account the weights of different items, the overall growth rate of IIP can be decomposed into positive and negative contributions of different items. Such contributions of top five items with positive contribution and top five items with negative contribution are given below:

  1. Along with the Quick Estimates of IIP for the month of December 2015, the indices for November 2015 have undergone the first revision and those for September 2015 have undergone the final revision in the light of the updated data received from the source agencies. It may be noted that these revised indices (first revision) in respect of November 2015 may undergo final (second) revision along with the release of IIP for the month of February 2016.
  2. Statements giving Quick Estimates of the Index of Industrial Production at Sectoral, 2-digit level of National Industrial Classification (NIC-2004) and by Use-based classification for the month of December 2015, along with the growth rates over the corresponding month of the previous year including the cumulative indices and growth rates are enclosed.

Consumer Price Index Numbers on base 2012=100 for Rural, Urban and Combined for the Month of January 2016

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of January 2016. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for January 2016. Inflation rates (on point to point basis i.e. January 2016 over January 2015), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of January 2016 and also the final indices for December 2015 are being released with this note for all-India and for State/UTs. All-India provisional General (all- groups), Group and Sub-group level CPI and CFPI numbers for January 2016 for Rural, Urban and Combined are given in Annexure I. The General Indices (Provisional) for the month of January 2016 for Rural, Urban and Combined are 128.1, 124.2 and 126.3 respectively.  The CFPI for Rural, Urban and Combined for the same month are 131.1, 131.0 and 131.1 respectively. The inflation rates of important categories of items are given in Annexure II.
  2. State/UT-wise General provisional CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (www.mospi.gov.in).
  3. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  14th March 2016 (Monday) for February 2016

100% digitisation of ration cards done, a major step towards leak-proof PDS in the country

Over 54 crore people benefiting with Rs 2/wheat and Rs3/kg rice after the implementation of Food Security Act in 27 States.

Record procurement of paddy made extending MSP benefit to more farmers

 The Government has achieved significant mile stones in the reforms of PDS. Almost 100 % (99.9%) ration cards have been digitised across the country. Over 42 % ration cards have been even linked with Aadhaar cards and Point of Sale Devices, to keep electronic record of allocation to the beneficiaries, have been installed in over 77,000 ration shops. These measures will help making PDS more transparent and leak proof. This was stated by Union Minister of Consumer Affairs, Food and Public Distribution, Shri Ram Vilas Paswan while addressing media in Bhubaneswar yesterday.

Highlighting the initiatives taken by his Ministries during last 20 months, Shri Paswan said that number of states implementing National Food Security Act has now increased to 27, benefiting over 54 crore people with Rs 2/kg wheat and Rs3/kg rice. Now all the States 36 States/UTs have and online  redressal of PDS grievances and toll free number for beneficiaries. Online allocation of foodgrains is being made in 20 states.

Shri Paswan said huge paddy procurement has been made during on-going Kharif season ensuring reach of MSP operations to more farmers. 261.37 lakh tonnes paddy has been procured till February 11, 2016 while during last kharif season it was 215.49 lakh tonnes. Even in Odisha procurement till date is 16.07 Lakh tonnes while during last season it was 15.06 lakh tonnes.

Highlights of other initiatives of Union Ministry of Consumer Affairs, Food and Public Distribution are:

  • NFSA implementation likely in all the States/UTs by April this year. National Food Security Act (NFSA) which came into force in July, 2014, now being implementing in 27 States/UTs.  By April it is likely to be implemented in all remaining States/ UTs.
  • In order to check leakage and diversions and to facilitate Direct Cash Transfer of food subsidy to the beneficiaries has been launched in Chandigarh and Puducherry in September, 2015, Under the scheme, in lieu of foodgrains subsidy component is credited directly into the bank accounts of beneficiaries who will be free to buy foodgrains from anywhere in the market.
  • The Central Government also decided to share 50% (75%  in the case of Hilly and difficult areas) of the cost of handling & transportation of foodgrains incurred by the states and the dealers’ margin so that it is not passed on to the beneficiaries and they get coarse grains Rs1/kg, wheat at Rs2/kg and rice at Rs 3/kg.
  • To ensure that beneficiaries of the National Food Security Act get entitled foodgrains positively, rules for payment of food security allowance to the beneficiary in the case of non-delivery of foodgrains have been notified.
  • In order to provide nutritional security to the economically vulnerable sections of society and to have better targeting of “other welfare schemes’ for poor, a Committee of Ministers set up under the chairmanship of Minister for Consumer Affairs, Food and Public Distribution has decided continuation of foodgrain allocation for Other Welfare Schemes and also has recommended for providing milk and eggs – pulses etc. under the schemes.

Improving foodgrain management

 Sustained efforts have resulted in significant reforms in TPDS. As a result so far-

 99.9 % ration cards digitized. 42% ration cards have been seeded with Aadhaar, Online allocation of foodgrains implemented in 20 states/UTs. 77,631 FPS automated by installing ‘Point of Sale’ device.Online grievance redressal implemented and Toll free help lines installed in all the 36 States/UTs  Transparency portal to display all operations of TPDS launched in 27 States/UTs

Relief to farmers

In order to give relief to the farmers affected by the unprecedented rains & hailstorms last year, Government relaxed Quality norms for the wheat procurement and also decided to reimburse amount of value cut on such relaxation to the States so that farmers get full Minimum Support Price (MSP). Such a farmer’s centric step has been taken for the first time by any Central Government.

 In a bid to increase reach of minimum support price (MSP) operations to more farmers and increase procurement of paddy, the procurement policy has been modified and private firms have been allowed to procure paddy from farmers in a cluster, identified by the respective state government in the states of Assam, Bihar, Eastern Uttar Pradesh, Jharkhand and West Bengal. These states lack necessary infrastructure and experience in large scale procurement operations and the Food Corporation of India (FCI), too, does not have a robust procurement mechanism which often forces farmers to go for distress sale. Private firms would deliver custom milled rice (CMR) at the FCI or state government-owned agency godowns.

  • For creation of 1.5 LMT Buffer Stock of Pulses, FCI started procurement pulses from farmers at market price or MSP whichever is higher. FCI has targeted the procurement of 20,000 MT of Arhar, 2,500 MT of Urad (Total 22,500 MT) during Kharif Marketing Season 2015-16. Similarly, target has been fixed for procurement of 40,000 MT Chana and 10,000 MT of Masur (Total 50,000 MT) during Rabi Marketing Season 2015-16.
  • The drop in international prices of imported oils was affecting the prices of domestically produced edible oils consequent upon which farmers’ interests were affected. Department of Food and Public Distribution had recommended an increase in the import duty. Accordingly, the import duty on Crude oils has been increased from existing 7.5% to 12.5% and the import duty on refined oils from existing 15% to 20%. on 17.09.2015

 Reforms in FCI

 To bring all operations of FCI Godowns online and to check reported leakage, “Depot Online” system initiated in 30 sensitive depots. Depot Online System will be rolled out in all the FCI-Owned Depots by May this year and in all other hired depots by year end.

  • The FCI has been asked to take up construction modern silos for storage of total 100 lakh MT capacity at different locations in the country under PPP mode which will help in maintaining the quality of foodgrains, minimize losses and ensure rapid bulk movement of foodgrains.
  • Time bound construction plan is:
  • 2015-16- completion of 5 LMT capacity,
  • 2016-17-completion of 15 LMT capacity,
  • 2017-18- completion of 30 LMT capacity
  • 2018-19- completion of 30 LMT capacity
  • 2019-20- completion of 20 LMT capacity
  • The Government of India approved sale of wheat and rice available in central pool above the stocking norms in the beginning the quarter of 2015-16 under Open Market Sale Scheme (OMSS), 53.62 lakh MT of wheat and 0.84 lakh MT of Grade-A rice has been sold up to 9nd January 2016. Open Market Sale at reasonable rates is made to check inflation.
  • Despite last two years having been monsoon deficit years, due to robust procurement arrangement made by FCI, there is more than adequate foodgrain stock available with the Government under Central Pool. As on 1st January, 2016, there is 237.88 lakh MT of issuable wheat stock under Central Pool. Similarly, on 1st January, 2016 there is a stock of 126.89 lakh MT of rice under Central Pool, which is 50.79 lakh MT more than stocking norms. This excess quantity will help in meeting any contingencies arising due to monsoon deficit or natural calamities.
  • Government revised the buffer norms in January, 2015 for better management of foodgrain storage. During 2015-16 both storage and transit losses have been reduced to (-) 0.03% due to storage gain in wheat and 0.39% against MoU target of 0.15% and 0.42% respectively.
  • Storage capacity for central pool stocks of food grains increased to 796.08 lakh MT. New godowns having capacity of 10 lakh MT under Private Entrepreneur Guarantee Scheme (PEG) constructed in 20 States. Besides this storage capacity of 62,650 MT in North East under Plan Scheme and 1.78 lakh MT in 12 States added through CWC.
  • 610.50 lakh MT of foodgrains were allocated to States/UTs for distribution under TPDS and other Welfare Schemes during 2015-16 (upto 18.01.2016).
  • The Central Warehousing Corporation (CWC) also achieved all time high turnover of Rs. 1562 crore in 2014-15.
  • A transformation plan for the Warehousing Development and Regulatory Authority (WDRA) has been initiated to streamline the warehousing sector. The work on for creation of IT platform and rewriting of rules and procedures has been initiated.

 Steps taken to liquidate cane price arrears of farmers –

The Government took several measures to facilitate payment of cane price arrears by infusing liquidity into the sector.

 A scheme for extending soft loans to the extent of Rs. 6000 crore to the sugar industry was notified on 23.6.2015. Rs 4152crore have been disbursed under the scheme. The government also extended period by one year for achieving eligibility under the soft loan scheme and decided to bear the interest subvention cost to the extent of Rs. 600 crore for the extended period.

  • Direct Subsidy to farmers, Government decided to pay a production linked subsidy of Rs 4.50 per quintal cane in 2015-16 season, to sugar mills to offset the cost of cane and facilitate timely payment of cane price dues of farmers for sugar season 2015-16. A notification in this regard issued on 2.12.2015. Funds released under the scheme shall be directly credited into farmers’ accounts.
  • The export incentive on raw sugar has been increased from Rs 3200/MT to Rs. 4000/MT. Funds have been allocated to support 14 lac MT (LMT) of raw sugar exports as against 7.5 LMT achieved last year. In September 2015 Government also announced quotas for mills and co-operatives for mandatory exports of four million tonne of sugar in 2015-16.
  • The Government has enhanced import duty on sugar from 25% to 40% to discourage imports. Also, to prevent leakages of sugar in the domestic markets, the export obligation period has been reduced from 18 months to 6 months under the Advanced Authorization Scheme.
  • Blending targets under Ethanol Blending Programme scaled up from 5% to 10%.
  • Remunerative prices for Ethanol supplied for blending have been substantially increased and excise duty on ethanol supplied for blending in the next sugar season has been waived. As a result, the supplies of ethanol for blending have increased from about 32 crore liters per year to 83 crore liters per annum. It is also noteworthy that the sugar industry is now active in the Ethanol Blending Program, by supplying 6.82 cr ltrs of ethanol to Oil Marketing Companies during the current sugar season (since October, 2015) as against mere 1.92 cr ltrs supplied during the corresponding period in the last season. Furthermore, the contracted quantity under EBP is at an unprecedented 120 cr ltrs in the current season which a historic high.
  • As a result of  these sustained efforts, the cane price arrears which were Rs. 21,000 crore in peak in April 2015 in sugar season of 2014-15 have came down to Rs. 2,700 crore as on 12.1.2016.

 New provisions to promote quality of consumer products and services

  • In order to ensure quality of products and services for common consumer, the Government introduced Bureau of Indian Standards Bill, 2015 in Parliament to replace 29 years- old BIS Act. The new Bill has been approved by the Lok Sabha. In the new Bill provisions have been made for simpler self-certification mechanism, mandatory hallmarking, and product recall and product liability for better compliance to standards.
  • To improve “ ease of doing business”, simplified conformity assessment schemes, including self- certification and market surveillance instead of inspectors visiting factories introduced, thereby ending the inspector raj on standards.
  • New provisions proposed will promote harmonious development of standardisation activities, enabling GoI to bring mandatory certifications regime for goods or service considered vital from viewpoint of health, safety, environment, and prevention of deceptive practices. Provision to prevent import of below par products, providingmandatory hallmarking of precious metal articles, increased scope of conformity assessment, and enhancement of penalties and implication are the important provisions in the Act. The new Bill has also made increased penal provisions for better and more effective compliance and compounding of offence for violations
  • New Bill provides for recall, including product liability of products not conforming to relevant Indian Standards
  • Registration for manufacturers of electronic products to safeguard consumer / industry against sub-standard imports provided.
  • Under the Swacch Bharat Abhiyan, steps taken to formulate/upgrade standards on potable water, street food and garbage disposal.

Boost to consumer protection 

  • Consumer Protection Bill 2015 that seeks to simplify and strengthen consumer grievance redressal procedure introduced in the Parliament this year. Setting up of a Central Protection Authority which will have powers torecall products and initiate class suit against defaulting companies, including e-retailers proposed. E-filing and time bound admission of complaints in consumer courts is another important provision made in the Bill.

The Government adopted six points joint action plan for consumer awareness and protection. This will include:

(i) Jointly developing and implementing industry standard for grievance redressal
(ii) All Members of the Industry Associations to partner with the National Consumer Helpline and State Consumer Helplines

(iii) Launching of joint awareness campaigns

(iv) Earmarking of CSR funds for consumer welfare activities

(v) Developing a self-regulation code

(vi) Action against fake, sub-standard, counterfeit products

It would be launched on the World Consumer rights day on March 15 this year.

  • Joint campaign organised with Heath, Financial Services and other departments for greater consumer awareness.  During the year the Department of Consumer Affairs intensified its multimedia campaign under the banner of Jago Grahak Jago, with special emphasis on rural area.
  • An Inter-Ministerial Monitoring Committee constituted for key sectors that matters to consumers viz Agriculture, Food, Healthcare, Housing, Financial Services and Transport, to facilitate policy coherence and coordinated action on consumer.
  • To tackle the menace of misleading advertisement, a dedicated portal www.gama.gov launched. It enables consumers to register their grievances against misleading advertisements in six key sectors viz. food and agriculture, heath, education, real estate, transport and financial services. The complaints lodged are taken up with the relevant authorities or the sector regulators and the consumer is informed after the action taken.

 

  • To provide a host of consumer services under one roof, GrahakSuvidhaKendras launched in six locations: Ahmadabad, Bangalore, Jaipur, Kolkata, Patna and Delhi on March 18, 2015. Such centres will be set up in every State in a phased manner.  .

 

Measures to ensure availability of Essential food items at reasonable prices

In order to ensure availability of essential food items at reasonable prices the Government took flowing decisions recently:

  • Advance action plan drawn to ensure availability of Essential Commodities and weekly monitoring meeting of an inter-ministerial committee chaired by the Secretary Consumer Affairs.
  • Decision taken to procure 1.50 lakh MT of pulses for creating buffer stock. Decision to import of 10,000 MT pulses already taken.
  • MSP increased for kharif pulse by Rs 275 per qtl for Tur&Urad, and by Rs 250 per qtl for Moong.
  • Ban on export of all pulses, except Kabuli Chana; and Organic Pulses & lentils up to 10,000 MTs. Zero import duty on pulses extended upto Sept, 2016.
  • Zero import duty extended till 30th September 2016.
  • States/UTs empowered to impose stock limits, on Onions and Pulses to check hoarding and black marketing under EC Act, 1955.
  • Other edible oil in branded consumer pack of up to 5 kgs is permitted with MEP of USD 900 per MT w.e.f. 6.2.2015

     ఇటీవలి కాలంలో సామాజిక మీడియాలో రిజర్వేషన్లు,సామాజిక వివక్షపై జరుగుతున్న చర్చలలో రెండు రకాల ధోరణులు వ్యక్తం అవుతున్నాయి. భాష, భావం తీరుతెన్నులు చూస్తే వుభయులూ తీవ్ర స్ధాయిలోనే వున్నట్లు కనిపిస్తోంది. ఒకటి వేల సంవత్సరాల అణచివేత, అమానుష వివక్షపై ఎందుకీ సహనం అన్న ఆగ్రహంతో కూడిన జ్వాల. రెండవది దీనికి బాధ్యత తమది కానపుడు దాని పర్యవసానాలను తామెందుకు అనుభవించాలన్న ఆక్రోశం, దాని నుంచే దళితులు, గిరిజనులు, ఓబిసిలకు రిజర్వేషన్లు ఎంతకాలం కొనసాగిస్తారు అనే తీవ్ర అసహనం వ్యక్తం అవుతోంది. పుట్టుక అన్నది యాదృచ్చికం. కానీ ఒక చోట పుట్టిన వారికి ఒక ముద్రవేసి ఒక విధంగానూ, మరొక చోట పుట్టిన వారికి మరో తోక తగిలించి వేరే విధంగా చూడటం అన్నది కాదనలేని వాస్తవం. రిజర్వేషన్ల వయస్సు ఏడు పదులు, మరి అమానుష వివక్ష, అణచివేత ఎంత కాలం నుంచి కొనసాగుతోంది, ఇంకా ఎంతకాలం కొనసాగుతుంది, చెప్పేవారెవరు ?

      రిజర్వేషన్ల గురించి రానున్న రోజుల్లో మరోసారి తీవ్ర చర్చకు తెరలేవ నుంది.ప్రయివేటు రంగంలో కూడా వుద్యోగాలలో రిజర్వేషన్‌ విధానాలను పాటించాలని వెనుకబడిన తరగతుల జాతీయ కమిషన్‌ (ఎన్‌సిబిసి) కేంద్ర ప్రభుత్వానికి ఫిబ్రవరి తొమ్మిదవ తేదీన సిఫార్సు చేసింది. ప్రభుత్వ రంగంలో వున్న రిజర్వేషన్లనే తొలగించాలని తాము కోరుతుంటే ప్రయివేటు రంగంలో కూడా అమలు జరపాలని సిఫారసు చేయటం ఏమిటని రిజర్వేషన్‌ వ్యతిరేకులు మండిపడుతున్నారు. 1991లో ప్రారంభమైన సరళీకరణ విధానాల కారణంగా అప్పటి నుంచి క్రమంగా ప్రభుత్వరంగంలో పెట్టుబడులు నిలిచిపోయాయి. అటు కేంద్రం లేదా రాష్ట్ర ప్రభుత్వాల నుంచి గానీ కొత్త పరిశ్రమ ఒక్కటంటే ఒక్కటి రాలేదు. హెచ్‌ఎంటి, ఐడిపిఎల్‌ , భెల్‌ వంటి కొన్నింటిని ఒక పధకం ప్రకారం మూతపడేట్లు చేశారు. అవి పోగా వున్నవాటిలో యాంత్రీకరణ, పాక్షిక ప్రయివేటీకరణ వంటి చర్యల ద్వారా 2006 -12 మధ్య కాలంలో ప్రభుత్వ రంగంలో 3.3శాతం వుద్యోగాలు తగ్గిపోగా, ఇదే సమయంలో ప్రయివేటు రంగంలో 35.7శాతం పెరిగాయి. ప్రయివేటు రంగం అందరికీ గౌరవ ప్రదమైన జీవనానికి వుపాధి కల్పించి వుంటే అసలు ఈ రిజర్వేషన్ల అనుకూలం లేదా వ్యతిరేకత సమస్య తలెత్తి వుండేది కాదు. ఈనేపధ్యంలోనే ఈ రంగంలో కూడా రిజర్వేషన్లు అమలు జరపాలనే డిమాండ్‌ ముందుకు వచ్చింది. దానికి అనుగుణ్యంగానే ఎన్‌సిబిసి సిఫారసు వెలువడింది. ఇప్పటికే ఈ డిమాండ్‌పై పలు చోట్ల ప్రచార ఆందోళన చేపట్టిన వామపక్షాలు, అవి పనిచేసే ప్రజాసంఘాలు సహజంగానే ఈ పరిణా న్ని హర్షిస్తాయి. తమ వుద్యమాలను మరో మెట్టు ముందుకు తీసుకుపోతాయి.

     ప్రస్తుతం అధికారంలో వున్న కేంద్ర ప్రభుత్వం ఈ సిఫారస్‌ను తిరస్కరిస్తుందా? ఆమోదిస్తుందా? ఆమోదిసే,్త అమలు జరుపుతుందా? ఎప్పటి నుంచి? ఎంత కాలం అమలు జరుపుతుంది వంటి అనేక ప్రశ్నలు ముందుకు వస్తాయి. ఇవన్నీ చర్చకు తెరలేపుతాయి. బిజెపి, కాంగ్రెస్‌, తెలుగుదేశం, టిఆర్‌ఎస్‌, డిఎంకె, అన్నాడిఎంకె వంటి ప్రాంతీయ పార్టీలన్నీ పాలకవర్గ పార్టీలే. అధికారంలో లేనపుడు సామాన్య జనం పట్ల కడవల కొద్దీ కన్నీరు కార్చి, అధికారం రాగానే వారిని మర్చిపోయి పెట్టుబడిదారులు, భూస్వాముల సేవలో తరిస్తూ వారి ప్రయోజనాలను కాపాడే వారిని పాలకవర్గ పార్టీలు అంటారు.మిగతావాటిలో సిపిఎం, సిపిఐ వంటి వామపక్ష పార్టీలు కొన్ని సందర్బాలలో అక్కడక్కడా అధికారానికి వచ్చినప్పటికీ వాటిని పాలకవర్గ పార్టీలుగా పరిగణించటం లేదు. అమెరికా, బ్రిటన్‌ వంటి దేశాలలో డెమోక్రటిక్‌, లేబర్‌, సోషలిస్టు పార్టీల పేరుతో వున్నవి కూడా ప్రతిపక్షంలో వుండగా ఏమి చెప్పినా సామాజికాంశాలలో తరతమ తేడాలు తప్ప ఆర్ధిక విషయాలలో మిగతా పార్టీలకు ఏమాత్రం తీసిపోవు కనుక వాటిని కూడా పాలకవర్గ పార్టీలే అంటున్నారు.

       ప్రయివేటు రంగంలో రిజర్వేషన్ల విషయానికి వస్తే ఎన్‌సిబిసి సిఫార్సును బిజెపి స్వాగతించింది. అయితే సాధ్వీ సావిత్రీ అదియును నీ పతిప్రాణంబు దక్క అని యముడు షరతు పెట్టినట్లు ఒక చిన్న మెలిక పెట్టింది. ప్రయివేటు రంగంలో రిజర్వేషన్లు అమలు జరపటానికి అనువైన పరిస్ధితులు వచ్చినపుడు మాత్రమే అమలు జరపాలి తప్ప బలవంతంగా చేయకూడదు అని బిజెపి ప్రతినిధి విజయ్‌ సోంకార్‌ శాస్త్రి ముక్తాయింపు ఇచ్చారు. కాంగ్రెస్‌ నాయకత్వంలోని యుడిఏ ప్రభుత్వం ఈ దిశగా ఏమీ చేయలేదని కూడా విమర్శించారు. అమలుకు అనుకూలమైన పరిస్ధితులంటే ఏమిటో, అవి ఎప్పుడు వస్తాయో మాత్రం చెప్పలేదు. ప్రతి పక్ష కాంగ్రెస్‌ కూడా స్పందించింది.’ ఎల్లవేళలా సమాజంలో సమానత్వాన్ని ప్రోత్సహించేందుకు తాము చర్యలు తీసుకున్నామని,అందుకోసం ఎస్‌సి,ఎస్‌టి మరియు ఓబిసిల రిజర్వేషన్లు అమలు జరిపేందుకు తాము చట్టాలు తెచ్చామని, ప్రయివేటు రంగంలో కూడా రిజర్వేషన్ల గురించి తమ ఎన్నికల ప్రణాళికలో పేర్కొన్నామని కాంగ్రెస్‌ గుర్తు చేసింది.

       ఈ సమస్యపై ప్రతిపక్షాలు దెబ్బలాటలకు కవ్వించే అవకాశం వున్నందున బిజెపి జాగ్రత్తగా వ్యవహరించాలని ఆ పార్టీ మేథావులు అప్పుడే ముందస్తు హెచ్చరికలు చేస్తున్నారు.ఈ సవాలును తేలికగా తీసుకోవద్దంటూ రిజర్వేషన్ల ఫలాలు దిగువకు సక్రమంగా అందాల్సిన వారికి అందనందున వాటిని సమీక్షించాలని ఆర్‌ఎస్‌ఎస్‌ అధినేత మోహన్‌ భగత్‌ చేసిన వ్యాఖ్యలు వాస్తవమే అయినా బీహార్‌ ఎన్నికలలో బిజెపి భారీ మూల్యం చెల్లించించిందని వారు గుర్తుకు తెచ్చారు. రాజ్యాంగం ఆర్టికల్‌ 16లో ప్రభుత్వరంగంలో రిజర్వేషన్ల గురించి మాత్రమే వుందని ప్రయివేటు రంగం గురించి ఏ కోశానా ప్రస్తావన లేదని, అయితే రాజ్యాంగ సవరణ ద్వారా ఆ పని చేయవచ్చని, దీని వలన తాత్కాలికంగా బిజెపి రాజకీయ ప్రయోజనం పొందినప్పటికీ మండల్‌ తరహా ఘర్షణలు చోటు చేసుకోవచ్చని, ఓబిసిల తరువాత మతపరమైన మైనారిటీలు కూడా తమకూ అమలు జరపాలని కోరతారని, ఆర్ధిక వ్యవస్ధకు ఎంతో నష్టం కలిగిస్తుందని కాషాయ మేథావులు హెచ్చరిస్తున్నారు. యుపిఏ-2 హయాంలో పారిశ్రామికవేత్తలు బయటి దేశాలలో పరిశ్రమలు నెలకొల్పేందుకు ప్రాధాన్యత ఇవ్వటంతో పెట్టుబడులు బయటకు పోయాయని, ఇప్పుడు ప్రయివేటు రంగంలో రిజర్వేషన్లు కల్పిస్తే మేథావులు కూడా వలస పోతారని బెదిరిస్తున్నారు. సామాజికంగా వెనుక బడిన తరగతుల వారికి కావాలంటే వుచిత విద్య, విద్యా రుణాల సౌకర్యం వంటివి కలిగించాలని ఎంతో వుదారంగా సలహాలు ఇస్తున్నారు.

     ప్రయివేటు రంగంలో రిజర్వేషన్లను వ్యతిరేకించే వారు వుద్రేకాలను తగ్గించుకొని ఆలోచించటం అవసరం. సమాజంలోని మెజారిటీ ఎస్‌సి,ఎస్‌టి,ఓబిసి సామాజిక తరగతుల శ్రమ స్వేదంతో సృష్టించబడేదే సంపద. ప్రపంచంలో ఎక్కడా లేని విధంగా శ్రమలో ఏ మాత్రం పాత్రలేని కొన్ని సామాజిక తరగతులు వునికిలో వుండటం మన సమాజ ప్రత్యేకత. దానికి కూడా తమకు అనుకూలమైన నియమనిబంధనలను రూపొందించారు. సామాజిక పరిణామ క్రమంలో వివిధ రూపాలలో అధికారిక వ్యవస్ధలు వునికిలోకి వచ్చాయి.అవి సమాజ పురోభివృకి ఆటంకంగా మారినపుడు వాటిని తొలగించి మెరుగైన కొత్త వ్యవస్ధలను ఏర్పాటు చేసుకుంది సమాజం. భూస్వామిక వ్యవస్ధ తమకు ఆటంకం అని భావించినపుడు ఐరోపా దేశాలలో పెట్టుబడిదారులు ఆ భూస్వామిక వ్యవస్ధను నామరూపాలు లేకుండా నాశనం చేశారు. ఫ్రెంచి విప్లవం అంటే అదే. అటువంటిది మన మన దేశంలో జరగలేదు. బ్రిటీష్‌ వారు మన దేశాన్ని ఆక్రమించి తమకు అవసరమైన కొన్ని పరిశ్ర మలను ప్రోత్సహించారు తప్ప మన దేశాన్ని తమకు అవసరమైన ముడిసరకులను అందచేసే దేశంగానే వుంచారు. అందుకే భూస్వాములతో రాజీపడి వారిని కూడా కొనసాగించారు. ఈ కారణంగానే ప్రస్తుతం మన దేశంలో పెట్టుబడిదారుల నాయకత్వంలో భూస్వాములు కూడా అధికార వ్యవస్ధలో పెత్తనం సాగిస్తున్నారు. ఇటువంటి ప్రత్యేక పరిస్ధితి ప్రపంచంలో మరోచోట కనపడదు.అందువలననే మన సమాజంలో కూడా భూస్వామిక, పెట్టుబడిదారీ లక్షణాలు రెండూ జంటగా కనిపిస్తున్నాయి. పెట్టుబడిదారీ వ్యవస్ధ ప్రభావంతో కొన్ని అంశాలో పురోగామి వైఖరిని ప్రదర్శించేవారు మరికొన్ని విషయాలలో తిరోగామి భావజాలానికి లొంగిపోతున్నారు. సామాజిక వివక్ష చట్ట ప్రకారం నేరం అని అంగీకరిస్తూనే తమదాకా వచ్చేసరికి సాంప్రదాయం, ఎప్పటి నుంచో వుంది, ఆ మనోభావాలను కూడా మనం అంగీకరించాలి కదా అనే వాదనలతో చట్ట వ్యతిరేకమైన తాతగారి నాన్నగారి భావాలను ముందుకు పెడుతున్నారు. అది సమాజంలో ఘర్షణకు దారితీస్తోంది.

     ప్రయివేటు రంగ రిజర్వేషన్ల విషయంలో కూడా దీన్ని చూడవచ్చు. ప్రయివేటు రంగంలో ఏ చిన్న పరిశ్రమ పెట్టాలన్నా, అందుకు అవసరమైన మౌలిక సదుపాయాలు కావాలన్నా చేయాల్సింది ఎవరు ? ప్రభుత్వమే. పెట్టుబడి ఇవ్వాల్సింది ఎవరు ప్రభుత్వరంగంలోని బ్యాంకులు, ఆర్ధిక సంస్ధలే. అంటే ప్రయివేటు రంగం గాలిపీల్చి మనుగడ సాగించాలంటే ప్రభుత్వం లేకుండా ఒక్క క్షణం నడవదు. ప్రభుత్వమంటే ప్రజలు తప్ప మరొకటి కాదు. అందువలన ప్రభుత్వ రంగం పాటిస్తున్న విధానాలను ప్రయివేటు రంగం అమలు జరపాలని కోరటం ప్రజల హక్కు తప్ప దయాదాక్షిణ్యం కాదు. ఎవరైనా తమకు అందుకు మినహాయింపు ఇవ్వాలని కోరుకుంటే ప్రభుత్వంతో నిమిత్తం లేకుండా తమ స్వంత పెట్టుబడులు, విద్యుత్‌, నీరు, భూమి, రోడ్ల వంటి మౌలిక సదుపాయాలను స్వంతంగా సమకూర్చుకోమనండి. అది సాధ్యం కాదు కనుకనే 2004 నవంబరు 18న దేశంలోని 218 అగ్రశ్రేణి సంస్ధలు సామాజికంగా, విద్యాపరంగా వెనుకబడిన తరగతులకు సాధికారత కలిగించేందుకు మనసా వాచా కర్మణా తాము చేయాల్సిందంతా చేస్తామని రాతపూర్వంగా నాటి ప్రధాని మన్మోహన్‌ సింగ్‌కు నివేదించాయి. అంటే అర్ధం ఏమిటి స్వచ్చందంగా ఆ తరగతుల వారికి తగు స్ధానం కల్పిస్తామని చెప్పటమే కదా? ఆ వాగ్దానాన్ని ఎన్ని సంస్ధలు ఎంత మేరకు అమలు జరిపాయి? రాజ్యాంగంలో హక్కులు కాకుండా ఆదేశిక సూత్రాల పేరుతో అనేక పురోగామి భావాలను అమలు జరపాలని చెప్పారు. కానీ వాటిని హక్కుగా అమలు జరిపే పరిస్ధితి ఇంకా మనకు రాలేదనే పేరుతో మన పాలకులు ఎగవేస్తున్నారు. పారిశ్రామికవేత్తలకు ఎటా ఐదారు లక్షల కోట్ల రూపాయలను రాయితీలుగా ఇస్తున్న ప్రభుత్వాలు స్కూళ్లలో పిల్లలకు అవసరమైన తరగతి గదులు, మరుగుదొడ్లు కట్టించాలంటే డబ్బు లేదంటూ ఇంతకాలం వాయిదా వేశాయా లేదా ? కనుకనే ప్రయివేటు రంగంలో వుద్యోగాల రిజర్వేషన్లు చట్టబద్దంగా అమలు జరపాలనే డిమాండ్‌ ముందుకు వచ్చింది.

     రాజ్యాంగం ప్రకారం రిజర్వేషన్లు అమలు జరపాల్సింది పది సంవత్సరాలే కదా, అయినా డెబ్బయి సంవత్సరాలుగా అమలు జరుపుతున్నారు, ఇంకా ఎంతకాలం ఇలా అని అనేక మంది ‘అసహనం’ వ్యక్తం చేస్తున్నారు. నిజమే దానిని అర్ధం చేసుకోవాల్సిందే, మనది ప్రజాస్వామ్యం కనుక ఆ భావాల వ్యక్తీకరణను ‘సహించాల్సిందే’, ఎలాంటి మినహాయింపులు లేవు. ఎలాంటి చట్టాలు లేకుండానే వేల సంవత్సరాల పాటు కుల వివక్ష, అణచివేతను సమాజం అమలు జరిపింది. చట్టబద్దంగా రద్దు చేసిన తరువాత కూడా అమలు జరిపేందుకు అనేక మంది ప్రయత్నిస్తున్నారు. దళితులు దేవాలయ ప్రవేశ ం చేస్తే అవి మలిన పడ్డాయనే పేరుతో శుద్ధి చేయటం నేరం. దానికి ఎవరినైనా ఇంతవరకు శిక్షించారా ? వివక్షను ఇంకా రూపు మాపలేదెందుకన్న ‘అసహనం’ ఎందుకు వ్యక్తం చేయరు? అసలు రిజర్వేషన్లకు మూలం ఆ సామాజిక వివక్షే కదా ? దాన్ని నిర్మూలించకుండా దాని పర్యవసానాలను వ్యతిరేకించటం, అసహనం వ్యక్తం చేస్తే ప్రయోజనం వుంటుందా ?

     కుల వివక్షకు వ్యతిరేకంగా ఆరువందల సంవత్సరాల నాడే వేమనతో ప్రారంభించి అంబేద్కర్‌ వరకు ఎందరో సంస్కర్తలు తమ పరిధులు, పద్దతులలో వాటిని నిరసించి వ్యతిరేకించారే మరి సమాజం మొత్తంగా దానిని ఎందుకు నిరసించటంలేదు? ఎక్కడైనా వ్యతిరేకిస్తే సామూహిక దాడులకు పాల్పడటాన్ని ఏమనాలి? ఎక్కడో దక్షిణాఫ్రికాలో, అమెరికాలో నల్లజాతీయుల పట్ల వివక్షను ఖండించే మనం మన చుట్టుపక్కల మానవత్వానికే మాయని మచ్చగా వున్న వివక్ష పట్ల ఎక్కడలేని ‘సహనం ‘ ఎందుకు వహిస్తున్నట్లు? ఆ వివక్షను ఎదుర్కొనే వారి ఆక్రోశానికి ఎవరు సమాధానం చెబుతారు ?

     ఏదేశంలోనూ లేని రిజర్వేషన్లు మన దేశంలోనే ఎందుకు అని ప్రశ్నించే వారు ఎక్కడా లేని వివక్ష, కుల వ్యవస్ధ ఇక్కడ ఎందుకో చెప్పాల్సిన అవసరం లేదా ? అదంతా పూర్వజన్మ సుకృతం ఎవరు ఎంత చేసుకుంటే అంత అనుభవించాలి అని చెబుతారా ? అయితే రిజర్వేషన్లు కూడా అలాంటివే అనుకోవాలి. వేదాలలోనే విజ్ఞానం అంతా నిక్షిప్తమై వుందని ఎప్పటి నుంచో చెబుతున్నారు. తిరోగమన శక్తులు అధికార కేంద్రాలలో తిష్టవేయటంతో ఇటీవలి కాలంలో మరోసారి చెప్పటం ఎక్కువైంది. అదెంత నిజమో ? వాస్తవాలేమిటో కాసేపు పక్కన పెడదాం. ఆ వేదాలను బ్రహ్మ ముఖంలోంచి పుట్టుకు వచ్చారని చెప్పుకొనే బ్రాహ్మణులు మాత్రమే చదవాలని,చెప్పాలన్న రిజర్వేషన్లు అవి పుట్టినప్పటి నుంచి కొనసాగుతున్నాయి కదా ? బ్రాహ్మణులు తప్ప వేరే కులాల వారు చదవకూడదన్న నిషేధం ఇప్పటికీ కొనసాగుతున్నదా లేదా ? వేదాలు, పురాణాలలో చెప్పినట్లు బ్రాహ్మణులు తిరిపెమొత్తుకుని తినాలి తప్ప వుద్యోగాలు చేయకూడదనే నిషేధాలు ఇప్పుడు లేవే ? రిజర్వేషన్లు కూడా జనాభా ప్రాతిపదికగా దామాషా పద్దతి ప్రకారం అమలు చేస్తున్నారు తప్ప మరొకటి కాదే. వేద పఠనంపై కొనసాగిన రిజర్వేషన్లతో పోల్చితే నేటి వుద్యోగ, విద్యా రిజర్వేషన్ల వ్యవధి ఎంత ? అన్నింటినీ మన ఖర్మ అనుకొని సహిస్తున్నవారు రిజర్వేషన్ల విషయంలో కూడా అలా అనుకోకుండా వ్యతిరేకంగా వీధులకు ఎందుకు ఎక్కుతున్నట్లు ? హింసాకాండకు ఎందుకు పాల్పడుతున్నట్లు ?

    సామాజిక అంశాలలో కొనసాగుతున్న వివక్ష గురించి ఎక్కడలేని ‘సహనం’ వ్యక్తం అవుతోంది. రిజర్వేషన్లపై వెల్లడిస్తున్న వ్యతిరేకత, ఇతర సామాజిక వివక్షపై వ్యక్తం చేయటం లేదంటే అర్ధం దాన్ని సహిస్తున్నట్లే. సమాజంలో ఈ వైఖరి కొనసాగినంత కాలం ఏదో ఒక రూపంలో దాని పర్యవసానాలు సంభవిస్తూనే వుంటాయి. రిజర్వేషన్లు కొనసాగుతూనే వుంటాయి. అయితే రిజర్వేషన్లే అణచివేతకు గురైన సామాజిక వర్గాలకు ఆశించిన మేలు చేకూర్చలేవని కూడా ఈ కాలంలో రుజువైంది. అందువలన పరిమితంగా వున్న అవకాశాలను చేజిక్కించుకొనేందుకు కొట్లాడుకోవటం కాకుండా అందరికీ అన్ని అవకాశాలు కల్పించే ప్రత్యామ్నాయ విధానాల వైపు దృష్టి సారించాల్సిన అవసరం లేదా ? ఆలోచించండి !

    వడ్డీ రేట్ల తగ్గింపు గురించి మన దేశంలో ఇప్పటికీ పెద్ద చర్చే జరుగుతోంది. వడ్డీ రేట్లు తగ్గించండి మా తడాఖా ఏమిటో చూపుతామని పారిశ్రామిక, వాణిజ్య వేత్తలు విధాన నిర్ణేతలను సవాలు చేస్తుంటారు.అది నిజమా ? అయితే జపాన్‌తో సహా అనేక ధనిక దేశాలు అసలు వడ్డీ లేకుండా రుణాలు ఇస్తున్నప్పటికీ ఆ దేశాలు తీవ్ర ఆర్ధిక మాంద్యాన్ని ఎందుకు ఎదుర్కొంటున్నాయి. బ్యాంక్‌ ఆఫ్‌ జపాన్‌ ప్రతికూల వడ్డీరేటు విధానాన్ని ఎందుకు అమలులోకి తెచ్చింది? ఆ దేశాలలోని ధనికులు ముఖ్యంగా ద్రవ్య పెట్టుబడిదారులు బయటి దేశాలకు పెట్టుబడులు తరలించాలని ఎందుకు ఆలోచిస్తున్నారు? ఎక్కడకు తరలిస్తారు ?

    ఈనెల మొదటి వారంలో ప్రపంచ ధనిక దేశాలలో మూడవ స్ధానంలో వున్న జపాన్‌ సెంట్రల్‌ బ్యాంక్‌(మన రిజర్వు బ్యాంకు వంటిది) వడ్డీ రేేటును మైనస్‌ 0.1శాతానికి తగ్గించింది. అంటే ఒక పుల్లయ్య అనే ఒక బ్యాంకు జపాన్‌ రిజర్వు బ్యాంకులో డిపాజిట్‌ రూపంలో డబ్బు దాచుకుంటే జపాన్‌ ఎలాంటి వడ్డీ చెల్లించకపోగా డబ్బు దాచుకున్నందుకు పుల్లయ్య నుంచే వడ్డీ వసూలు చేస్తుంది. దీనినే ప్రతి కూల వడ్డీ అంటారు. ప్రస్తుతానికి అనేక దేశాలలో ఇది రిజర్వు బ్యాంకులు-వాణిజ్య బ్యాంకుల మధ్యలావాదేవీలకు పరిమితం అయినప్పటికీ రాబోయే రోజుల్లో మదుపుదార్ల నుంచి కూడా ఇలాంటి ఎదురు వడ్డీ వసూలు చేసినా ఆశ్చర్యం లేదనే వ్యాఖ్యలు వెల్లడవుతున్నాయి. ఇలాంటి పరిస్ధితి మన దేశంలో అర్ధం చేసుకోవటం కష్టం. అసలు ఇలాంటిది జరుగుతుందని అంటే నమ్మటం కూడా కష్టం. చైనాలో ఆర్ధిక వ్యవస్ధ మందగిస్తున్న కారణంగా అంతర్గత ఆర్ధిక వ్యవస్ధ బలహీనపడుతున్నదని అందువలన అవసరమైతే ప్రతి కూల వడ్డీ రేటును మరింతగా పెంచాల్సి వస్తుందని కూడా బ్యాంక్‌ ఆఫ్‌ జపాన్‌ హెచ్చరించింది. సరిగ్గా అంతకు ముందు ఎనిమిది రోజుల ముందు బ్యాంకు గవర్నర్‌ పార్లమెంట్‌కు నివేదిస్తూ ప్రతికూల వడ్డీ రేటు గురించి తీవ్రంగా పరిశీలించటం లేదని చెప్పిన పెద్ద మనిషి అందరినీ ఆశ్చర్య పరిచాడు.

     జపాన్‌లో ప్రతికూల వడ్డీ రేటు ప్రకటన చేయగానే అమెరికా స్టాక్‌మార్కెట్‌లో సూచీలు పెరిగాయి. జపాన్‌ ఈ చర్య తీసుకున్నదంటే నాల్గవ ఆర్ధిక త్రైమాసికంలో దాదాపు స్ధంభనలో అమెరికా ఆర్ధిక వ్యవస్ధ కొనసాగుతున్న పూర్వరంగంలో మార్చి నెల వరకు తమ దేశ ఫెడరల్‌ రిజర్వు వడ్డీ రేట్లను పెంచ (మార్చ)బోదని స్పెక్యులేటర్లు అంచనాకు వచ్చారు.అంతే కాదు ఐరోపా యూనియన్‌లో కూడా వడ్డీ రేటును తగ్గించారు. ప్రపంచంలో ఇటు వంటి స్ధితి ఏర్పడటం గతంలో ఎన్నడూ సంభవించలేదని, 2008లో ప్రారంభమైన ఆర్ధిక మాంద్యం మరింత తీవ్రం అవుతున్నదనటానికి ఇదొక సూచిక అని కొందరు హెచ్చరిస్తున్నారు. ప్రతికూల వడ్డీ రేటు నిర్ణయం జపాన్‌లో అంత తేలికగా జరగలేదు. బ్యాంకు బోర్టులోని తొమ్మిది మంది డైరెక్టర్లలో విబేధాలు రావటంతో ఓటింగ్‌ జరిగి 5-4 ఓట్లతో తగ్గింపు నిర్ణయం తీసుకున్నారు. అంటే ఈ చర్య ఫలితాలను ఇవ్వదనే అభిప్రాయం కూడా బలంగా వున్నదన్నది స్పష్టం. ఇప్పటికే జపాన్‌ వంటి ధనిక దేశాల ప్రభుత్వాలు ద్రవ్య పెట్టుబడిదారుల దగ్గర ఎక్కువ వడ్డీలకు అప్పులు తీసుకొని కార్పొరేట్‌ కంపెనీలకు దాదాపు వుచితంగా రుణాలు ఇస్తున్నాయి. అయినా ఫలితం వుండటం లేదు ఎగుమతులు పెద్దగా పెరగటం లేదు. ఈ స్ధితిలో ప్రపంచంలోనే అధిక మొత్తంలో వున్న ప్రభుత్వ అప్పును తగ్గించాలంటే బ్యాంకుల వడ్డీ రేట్లతో పాటు ప్రభుత్వ బాండ్ల వడ్డీ రేట్లను తగ్గించి నిరుత్సాహపరచాలని కొందరు సాంప్రదాయ ఆర్ధిక వేత్తలు ప్రతిపాదిస్తున్నారు.

      జపాన్‌లో కొత్త నిబంధనల ప్రకారం ఏదైనా వాణిజ్య బ్యాంకు అక్కడి సెంట్రల్‌ బ్యాంకులో డిపాజిట్‌ చేయాలంటే 0.1శాతం ఎదురు వడ్డీ చెల్లించాలి. ఇది గతంలో చేసిన డిపాజిట్లకు కూడా వర్తిస్తుంది. అంటే ఏమిటి మీరు మీ డిపాజిట్లను వెనక్కు తీసుకోండి అని చెప్పటమే. ఎందుకయ్యా ఇలాంటి చర్య తీసుకున్నారంటే అంతర్గతంగా మా పరిస్ధితి బానే వుంది, చమురు మార్కెట్లో ధరలు తగ్గటం, చైనా ఆర్ధిక వ్యవస్ధ మందగించటంతో ఈ చర్య తీసుకున్నామని బ్యాంక్‌ ఆఫ్‌ జపాన్‌ చెబుతోంది. నిజానికి జపాన్‌ పరిస్ధితి దిగజారుతోంది. పారిశ్రామిక వుత్పత్తి అంచనాలు దిగజారుతున్నాయి, ఏడాది క్రితంతో పోల్చితే 0.3శాతం ధరలు తగ్గుతాయని అంచనా వేస్తే 0.2శాతం జనవరిలో పెరిగాయి. ఇదే ఏడాది క్రితంతో పోల్చితే గృహస్తులు చేసే ఖర్చు 2.2 శాతం తగ్గుతుందని మార్కెట్‌ అంచనా వేస్తే డిసెంబరులో 4.4శాతం తగ్గింది. వరుసగా నాలుగు నెలల నుంచి తగ్గుతూనే వుంది. ఒకవైపు ఈ చర్య తీసుకున్నప్పటికీ మరోవైపు బ్యాంక్‌ ఆఫ్‌ జపాన్‌ కార్పొరేట్లను ఆదుకొనేందుకు ఆస్తుల కొనుగోలు కార్యక్రమంలో ఎలాంటి మార్పు లేదని ప్రకటించింది. ఈ చర్య స్పెక్యులేషన్‌ పెరుగుదలకు దారితీస్తుంది.

       ఐరోపాలో కూడా సెంట్రల్‌ బ్యాంకులు వడ్డీ రేట్లను తగ్గిస్తున్నాయి. దీంతో కారుచౌకగా డబ్బు దొరకనుందని అమెరికా మార్కెట్‌ పండుగ చేసుకోంటోంది. డిసెంబరు నెలలో 0.25 వడ్డీ రేటు పెంచినందుకు అమెరికా ఫెడరల్‌ రిజర్వు చర్యను అనేక మంది తప్పు పడుతున్నారు.అయితే ఎదురు వడ్డీ రేటు విధానం వలన కలిగే లాభాల కంటే జరిగే నష్టమే ఎక్కువని అనేక మంది ఆందోళన వ్యక్తం చేస్తున్నారు. ప్రతికూల వడ్డీ రేటు విధానాన్ని ప్రవేశ పెట్టటానికి అన్ని దేశాలకూ కారణాలు ఒకటిగానే వుంటున్నాయి. ద్రవ్యోల్బణం తగ్గింపు ప్రధాన అంశం. విదేశాల నుంచి పెట్టుబడులు ప్రవేశించకుండా చూసేందుకు స్విడ్జర్లాండ్‌ ప్రతికూల వడ్డీ రేటు పద్దతిని ఎంచుకుంది.దీని వలన స్విస్‌ కరెన్సీ విలువ పడిపోతుంది. కరెన్సీ విలువ పడిపోతే ఎగుమతిదారులు సంతోషిస్తారు, దిగుమతి ఖర్చు పెరగటంతో దిగుమతిదారులు విచారిస్తారు.(ఈ కారణంతోనే మన రూపాయి విలువ పతనమౌతున్నా ప్రభుత్వం ప్రేక్షకపాత్ర వహిస్తోందన్నది దిగుమతి దార్ల విమర్శ అయితే , ఎగుమతులను పెంచేందుకు ప్రభుత్వమే విలువ తగ్గింపు చర్యలకు పాల్పడుతోందని ఎగుమతిదార్ల సంతోషం). అయితే ఈ సాధారణ సూత్రం అన్ని సందర్బాలలో అన్ని దేశాలకూ వర్తించదని అనేక అనుభవాలు వెల్లడించాయి. మన దేశమే అందుకు వుదాహరణ. మనరూపాయివిలువ పతనంతో పాటు మన ఎగుమతులూ పతనమౌతున్నాయి. తన ఎగుమతులు ఖరీదైనవిగా మారినప్పటికీ అమెరికా తన డాలరు విలువ తగ్గకుండా చూస్తోంది. అయితే ఇతర ధనిక దేశాలన్నీ ప్రతికూల వడ్డీ రేటు విధానాలను అమలు జరిపితే అమెరికాపై కూడా ఆ వత్తిడి పెరుగుతుంది. ఒక ఆర్ధిక వ్యవస్ధను గాడిలో పెట్టేందుకు చేసిన అన్ని ప్రయత్నాలూ విఫలమైన తరువాతే తెగింపుతో ప్రతికూల వడ్డీ రేటు విధానాన్ని అమలు జరుపుతారన్నది ఒక అభిప్రాయం. ఈ పద్దతి వర్తమాన తరాలకు కొత్తగా కనిపించినా గతంలో మరో రూపంలో ఈ ప్రతిపాదన వచ్చింది. జర్మన్‌ ఆర్ధిక వేత్త సిల్వియో గీసెల్‌(1862-1930) కరెన్సీ నోట్లు విలువను కోల్పోయినపుడు పోస్టాఫీసుల్లో వాటి విలువ ఎంతో ప్రతినెలా నోట్లపై ముద్ర వేయించాలని ప్రతిపాదించాడు. అందుకు గాను కొంత చార్జీ వసూలు చేయాలని పేర్కొన్నాడు. దాన్నే స్టాంపడ్‌ మనీ అన్నారు.అయితే ఇది ఆచరణలో సాధ్యం కానప్పటికీ అది మంచి సూచనే అని ఆర్ధికవేత్త జాన్‌మేనార్డ్‌ కీన్స్‌ తనపుస్తకంలో ప్రస్తావించారు.

    ప్రతి కూల వడ్డీ రేట్లు బ్యాంకుల లాభదాయకతను దెబ్బతీస్తాయని, ఆర్ధిక అస్థిరతకు దారితీస్తాయని కొందరు హెచ్చరిస్తున్నారు. ప్రస్తుతం అమలులో వున్న చర వడ్డీ రేట్ల ఒప్పందాలపై ప్రభావం చూపుతాయని చెబుతున్నారు. పెట్టుబడిదారీ ప్రపంచంలో పెరుగుతున్న సమస్యలకు, వాటిని పరిష్కరించటంలో వైఫల్యానికి ఈ పరిణామం దర్పణం.

     ‘తాను అభివృద్ధి చేశానని చెప్పుకున్న హైదరాబాదు నగరం తన పార్టీకి ఒక్కటంటే ఒక్కటే కార్పారేటర్‌ సీటు కట్టబెట్టిందంటే ఆయన చెప్పింది అవాస్తవమైనా అయి వుండాలి లేదా చంద్రబాబును నమ్ముకుంటే కుక్కతోకను బట్టి గోదావరిని ఈదినట్లే అని జనం నిర్ధారణకు వచ్చి వుండాలి.’ అని హైదరాబాద్‌ మున్సిపల్‌ ఎన్నికల పర్యవసానాల గురించిన వ్యాఖ్యలో పేర్కొన్నాను. జనమే కాదు, తెలుగుదేశం నేతలు కూడా అదే నిర్ధారణకు వచ్చారని తాజా పరిణామాలు రుజువు చేస్తున్నాయి. తెలుగుదేశంలో ఇంకే మాత్రం కొనసాగినా తమకు భవిష్యత్‌ లేదని ఇంతకాలం దాన్ని వుపయోగించుకొని లబ్ది పొందిన వారంతా భావిస్తున్నారు. అందుకే తట్టాబుట్టా సర్ధుకుంటున్నారు. ఇంకా మేయర్‌ ఎన్నికలు జరగక ముందే ఏకంగా తెలుగుదేశం శాసనసభాపక్ష నేత ఎర్రబెల్లి దయాకరరావు తెరాస కారు ఎక్కేశారు. తిమ్మినిబమ్మిని చేయటంలో, చాణక్య నీతిని ప్రదర్శించటంలో తెలుగుదేశం నేతలు తిరుగులేని చంద్రబాబు నాయుడిని చూసి ఎంతో నేర్చుకొని ఆయనకే పాఠాలు చెబుతున్నారంటే అతిశయోక్తికాదు. పార్టీలు మారటం సాకులు చెప్పటం ఇప్పుడు ఎంత సులభమైందో. ఎందుకంటే ఎప్పుడైనా ఎవరైనా ఏ పార్టీలో అయినా చేరవచ్చు. అందుకు మారేవారికే కాదు, చేర్చుకొనే వారికి కూడా సిగ్గు ఎగ్గులు లేవు.ఎక్కడ ఎలా కట్టిందా అని కాదు మా దొడ్లో ఈనిందా లేదా అన్నదే ప్రాతిపదిక. ఇంతకాలం కాంగ్రెస్‌లో వున్నా తెలుగుదేశంలో వున్నా వారు జ నానికి చెప్పిందేమిటి తమ నియోజకవర్గాలను, ప్రజలను తామెంతో అభివృద్ధి చేశామనే కదా ! అలాంటి వారు పార్టీ మారటానికి చెబుతున్న తొలిసాకు నియోజకవర్గాల అభివృద్ధి, ప్రజల ఆకాంక్షలు తీర్చటం కోసమే అని కదా చెబుతోంది. ఎంత ఆత్మవంచన. అయినా సరే జనం అలాంటి వారికి పట్టం కడుతున్నారు. ఇదింకా సామూహిక ఆత్మవంచన.

     హైదరాబాదు ఎన్నికలలో అనూహ్యంగా మట్టి కరచిన తెలుగుదేశం నేతలు కింద పడ్డా మాదే పైచేయి అన్నట్లుగా మాట్లాడుతున్నారు. గత ఎన్నికలతో పోల్చితే ఈ ఎన్నికలలో తమకు హైదరాబాదులో లక్షన్నర ఓట్లు అధికంగా వచ్చాయని, తెలుగుదేశం జాతీయ కార్యదర్శి నారా లోకేష్‌ చెబుతున్నారు. ఇంకా నయం గత ఎన్నికల కంటే నా వయస్సు ఐదేళ్లు పెరిగింది అని చెప్పలా. తాను తెలంగాణా తెలుగు దేశం నాయకులతో మాట్లాడానని ఇంకెవరూ పార్టీ నుంచి బయటకు పోరని చెప్పిన మాటలు ఇంకా టీవీలలో మోగుతుండగానే ఏకంగా పార్టీ శాసనసభా పక్షనేతే ఫిరాయించటాన్ని లోకేష్‌ బాబు పసిగట్టలేకపోయారు. ఒకే ఒక్కడు కార్పొరేటర్‌గా ఎన్నికయ్యాడెందుకు అంటే దానికి కారణాలు చెప్పకుండా తాము వేసిన ఎత్తుగడలో తెరాస చిక్కుకు పోయి జనానికి అమలు జరపలేని 60వేల కోట్ల రూపాయల వాగ్దానాలు చేసిందని లోకేష్‌ చంకలు కొట్టుకుంటున్నారు. అదీ ఎక్కడా ? విజయవాడ నడి గడ్డ మీద ! అమరావతితో కూడిన ఆంధ్రప్రదేశ్‌ను సింగపూర్‌లా మారుస్తానని వాగ్దానం చేసిన చోట. కాపులకు రిజర్వేషన్లు, రైతులతో సహా అన్ని తరగతుల రుణమాఫీ, రాష్ట్రానికి ప్రత్యేక హోదా, లక్షల కోట్లతో రాజధాని నిర్మాణం, బాబొస్తే ఇంటికో జాబు ఇలా ఎన్నిలక్షల కోట్లో తెలియని వాగ్దానాలను తెలుగుదేశం ఎవరి వలలో చిక్కుకొని చేసినట్లో లోకేష్‌ చెప్పగలరా ? తెరాస అమలు జరపలేని వాగ్దానాలు చేసి ఇరుక్కు పోయిందని సంతోష పడుతున్న లోకేష్‌ ఆంధ్రప్రదేశ్‌లో తాను, తన తండ్రి చేసిన వాగ్దానాలతో ముందుంది ముసళ్ల పండుగ అని గుర్తించినట్లు లేదు. తెలంగాణాలో తగిలిన ఎదురు దెబ్బలతో జనం దృష్టిని మరల్చటానికి ఆంధ్రప్రదేశ్‌లో మరోసారి ఫిరాయింపులను ప్రోత్సహించటానికి తెలుగుదేశం ప్రయత్నించవచ్చు. ఈ రోజుల్లో అత్యంత సులభమైన చౌకబారు వ్యవహారమది. కోట్ల రూపాయలలో పెట్టుబడి పెట్టి ఎన్నికలలో గెలిచిన వారు వాటితో పాటు లాభాలను కూడా రాబట్టుకొనేందుకు అధికారం ఎక్కడ వుంటే అక్కడ చేరతారు. అందులో తెలియనిదేముంది?

     చంద్రబాబు నాయుడు డబ్బుతో కూడుకున్న వాగ్దానాలు అమలు జరపకుండా కాలక్షేపం చేస్తున్నారంటే కొంత వరకు అర్ధం చేసుకోవచ్చు. తెలుగుదేశం చేసిన కాపురిజర్వేషన్ల వాగ్దానం వలన ప్రభుత్వంపై అదనపు ఆర్ధిక భారం పడేదేముంది. అయినా ఇరవై నెలల పాటు పట్టించుకోలేదు. ఇప్పుడు ఒక కమిషన్‌ వేసి ఏడు నెలలు, తొమ్మిది నెలల్లోనో ఫలితం చూపాలని హడావుడి చేస్తున్నారు. ఇది కొత్త సమస్యలు, సమీకరణాలకు దారి తీయటం అనివార్యంగా కనిపిస్తోంది. ఆ గందరగోళం కారణంగానే బుర్ర ఖరాబై గత వారంలో చంద్రబాబు నాయుడు వివాదాస్పద వ్యాఖ్యలు చేశారా అని పిస్తోంది.

     అసెంబ్లీ ఎన్నికలకు ముందు తెలంగాణాలో తమ ముఖ్యమంత్రి అభ్యర్ధి ఆర్‌ కృష్ణయ్య అని చంద్రబాబు నాయుడు ప్రకటించి వెనుకబడిన తరగతులలో ఒక బలమైన తరగతి ఓట్ల కోసం గాలం వేశారు. ఎవరినైనా వాడుకో, వుపయోగించుకో, అవసరం తీరిన తరువాత వదిలెయ్‌ అన్న ఆధునిక నీతి చంద్రబాబు నాయుడికి తెలిసినంతగా మరొకరికి తెలియదు.ఎన్నికలు ముగిసిన తరువాత ముఖ్యమంత్రి అభ్యర్ధి కృష్ణయ్యను కనీసం శాసనసభా పక్ష నేతగా కూడా చేయలేదు. గత ఎన్నికలలో ఎల్‌బి నగర్‌ నియోజకవర్గంలో కృష్ణయ్యను నిలిపిన కారణంగా అపుడు తమకు రావాల్సిన మెజారిటీ తగ్గిపోయిందని హైదరాబాద్‌ మున్సిపల్‌ ఎన్నికలలో అక్కడ ఒక్కటంటే ఒక్క కార్పొరేటర్‌ స్ధానమైనా దక్కించుకోలేకపోయిన తరువాత చంద్రబాబు మాట్లాడుతున్నారు. బోడిగుండుకు మోకాలికీ ముడి పెట్టటం అంటే ఇదే. ఎంతో అనుభవం కలిగిన రాజకీయ నేత చంద్రబాబు నోటి నుంచి ఇలాంటి మాటలు రావటం అంటే మున్సిపల్‌ ఎన్నికలు ఆయన బుర్రను ఎంతగా ఆందోళనకు గురిచేశాయో అర్ధం చేసుకోవచ్చు. అదే విధంగా ఎస్సీలలో ఎవరూ పుట్టాలని కోరుకోరు అని ఒక అసందర్భ ప్రేలాపన దాని పర్యవసానమే.తనకు కుల పట్టింపులు లేవని చంద్రబాబు నాయుడు నమ్మబలుకుతారు. అమ్మ పుట్టిల్లు మేనమామ దగ్గరా అని తిరుపతి ఎస్‌వి యూనివర్సిటీ చరిత్ర విప్పితే కులాన్ని వుపయోగించుకొని పైకి వచ్చిన పెద్ద మనుషులెవరో బహిరంగ రహస్యం. విశ్వవిద్యాలయాలలో కుల జాడ్యం అక్కడి నుంచే వ్యాపించిందన్నది దాచినా దాగని సత్యం .

     కుల రాజకీయాలు చేయటం, దాని వలన పొందేలబ్ది ఏమిటో ఈ రోజుల్లో కమ్యూనిస్టు పార్టీలకు తప్ప మిగతా పార్టీలన్నింటికీ వెన్నతో పెట్టిన విద్య.ఎవరు దీనికి కారకులు అని తర్కించుకోవటం అంటే గొంగట్లో అన్నం తింటూ వెంట్రుల గురించి మాట్లాడుకోవటం వంటిదే. ఎవరు వాటి నుంచి బయట పడ్డారన్నదే నేడు గీటురాయిగా వుండాలి. రిజర్వేషన్లు సమస్యల పరిష్కారానికి మార్గాలు కావన్నది చరిత్ర చెబుతున్నది. అసలు ప్రభుత్వ రంగమే అంతరిస్తున్న తరువాత ప్రభుత్వ వుద్యోగాలకు మాత్రమే రిజర్వేషన్లు పరిమితం అవుతున్నాయి. రిజర్వేషన్లు కుల నిర్మూలనకు ఒక మార్గంగా అంబేద్కర్‌ భావించారు. ఇప్పుడు ప్రయివేటీకరణ పర్యవసానంగా ప్రభుత్వ వుద్యోగాలు తగ్గిపోతూ దానికి అనుగుణంగా రిజర్వేషన్లు కూడా తగ్గిపోతున్నాయి. దీనికి తోడు తగిన అభ్యర్ధులు లేని కారణంగా ఎస్‌సిఎస్‌టి బ్యాక్‌లాగ్‌ పోస్టులు పెరుగుతున్నాయి. కొన్ని సందర్బాలలో వుద్యోగ ప్రకటనలు చేసినపుడు అవే ఎక్కువగా వుండటంతో మిగిలిన వారు అపార్ధం చేసుకోవటం కూడా జరుగుతోంది. ఈ పూర్వరంగంలోనే రిజర్వేషన్ల పరిధిలోకి తమనుకూడా తీసుకురావాలని కొత్త వారు డిమాండ్‌ చేయటం, కొత్త వారిని తీసుకువచ్చి తమ అవకాశాలను దెబ్బతీయ వద్దని ఇప్పటికే రిజర్వుడు తరగతులుగా వున్నవారు ప్రతిఘటించటం దేశమంతటా జరుగుతోంది.ఏది సమర్ధనీయం ఏది కాదు కాదు అంటే తిరిగి చర్చ విత్తు ముందా చెట్టుముందా అన్నదగ్గరకు చేరుతోంది.

     అందరికీ విద్య, వుద్యోగ అవకాశాలు వుంటే ఇలాంటి సమస్యలు అంతగా ముందుకు రావు. మన దేశంలో ఈ సమస్యలతో పాటు ప్రపంచంలో ఎక్కడాలేని సామాజిక విభజన, వివక్ష సమస్యలు కూడా జనానికి తోడయ్యాయి. ముందుగా వర్గదోపిడీ అంతమైతే కుల సమస్య అంతరిస్తుందని కమ్యూనిస్టులు చాలా కాలంగా నమ్మారు. ముందు కుల సమస్య అంతరించిన తరువాతే వర్గ సమస్య సంగతి చూడాలని అంబేద్కరిస్టులు నమ్మారు. భారత్‌లో వున్న సంక్లిష్టతల కారణంగా రెండు వైఖరులను పునరాలోచించుకోవాల్సి వచ్చింది. వర్గ సమస్యలతో పాటు కుల వివక్ష సమస్యను కూడా తక్కువగా చూడరాదని కమ్యూనిస్టులు చాలా కాలం క్రితమే గుర్తించారు. దానిలో భాగంగానే అనేక రాష్ట్రాలలో కుల వివక్ష వ్యతిరేక సంఘాలను ఏర్పాటు చేసి ఆ సమస్యపై పని చేస్తున్నారు. తాము కలలు కన్న కుల నిర్మూలన ఇప్పట్లో జరిగేది కాదని అంబేద్కరిస్టులు అంతర్గతంగా ఆలోచిస్తున్నా అంగీకరించటానికి ముందుకు రావటం లేదు.ఈ వైఖరి అటు వర్గ, కుల నిర్మూలన పోరాటాలు రెండిండికీ హాని కలిగిస్తుందని గుర్తించటం అవసరం. ఎవరి అభిప్రాయాలు వారు కలిగి వుండవచ్చు, అదే సమయంలో ఎక్కడ ఏ సమస్య ముందుకు వస్తే దానిని, రెండు సమస్యలపై ఐక్యంగా పని చేయవచ్చు. కావాల్సింది చిత్త శుద్ధి.

ఎత్తిన జెండా దించమోయ్‌ అరుణ పతాకకు జై ! అంటున్నారు, గత నాలుగు దశాబ్దాలుగా పోర్చుగల్‌లోని అవిస్‌ మున్సిపాలిటీ ఓటర్లు. పోర్చుగీసు నియంతకు వ్యతిరేకంగా సాగించిన పోరాటం విజయవంతమైన తరువాత 1974 నుంచి కమ్యూనిస్టు పార్టీపై నిషేధం ఎత్తివేశారు.అప్పటి నుంచి అవిస్‌ మున్సిపాలిటీ అధికారాన్ని అక్కడి ఓటర్లు కమ్యూనిస్టులకు, వారితో కలసి వున్న వామపక్ష శక్తులకు అప్పగిస్తున్నారు. మూడు దశాబ్దాలపాటు కమ్యూనిస్టుపార్టీలో పనిచేసిన స్ధానిక కార్యకర్త గ్జేవియర్‌ లియోనర్‌లో వుత్సాహం చెక్కు చెదరలేదు. ప్రపంచ కమ్యూనిస్టు వుద్యమానికి ఎన్ని ఎదురు దెబ్బలు తగిలినా జనంతో వుండి మార్క్సిజం-లెనినిజానికి కట్టుబడి వున్న అతి కొద్ది పార్టీలలో పోర్చుగీసు కమ్యూనిస్టుపార్టీ ఒకటి.తన ఇంటి అరుణ పతాకాలు, లెనిన్‌ చిత్రాలతో అలంకరించిన ఆమె ‘పార్టీ భవిష్యత్‌ గురించి నేనెంతో ఆశాభావంతో వున్నా, కార్మికులు ఐక్యమైతే ఈ దేశంతో సహా ఇతర దేశాలలో ధనికవర్గాన్ని నిలువరించగలం, మాలాంటి వారందరూ అరవైకి పైబడ్డాం, ఈ కర్తవ్యాన్ని యువతరానికి అందించాలి అందించాలి’ అన్నారు.ప్రస్తుతం కమ్యూనిస్టు పార్టీ, వామపక్ష శక్తులతో కూడిన మరొక సంఘటన సోషలిస్టుపార్టీతో కలసి సంకీర్ణ ప్రభుత్వంలో భాగస్వామిగా వున్నాయి. పాత పద్దతులను కమ్యూనిస్టు పార్టీలు మార్చుకోవటం లేదంటూ కొంత మంది కమ్యూనిస్టు పార్టీ నుంచి చీలి వామపక్ష సంఘటన పేరుతో ఎన్నికలలో పోటీ చేస్తున్నారు. పోర్చుగీసు కమ్యూనిస్టు పార్టీ మాత్రం ఎర్రజెండాను వదిలి పెట్టలేదు. ఎలియనార్‌ వంటి వారెందరో ఆ జెండాను మోస్తూనే ఎంతో విశ్వాసంతో కొనసాగుతున్నారు. తమ పార్టీ అన్ని వేళలా జనంతో నిలబడి వుందని ఆమె అన్నారు. గ్రీసులో సిరిజా, స్పెయిన్లో పోడెమాస్‌ మాదిరి పోర్చుగీసు వామపక్ష శక్తులు కొన్ని మ్యూనిస్టులతో విబేధించి వామపక్ష సంఘటనగా ఏర్పడ్డారు. వారికి కమ్యూనిస్టుల కంటే ఎక్కువ ఓట్లు వచ్చినప్పటికీ అధికారంలోకి రాలేదు.

పోర్చుగల్‌లో గతేడాది నవంబరులో జరిగిన ఎన్నికలలో మితవాద శక్తులు అతి పెద్ద పక్షంగా అవతరించారు. సోషలిస్టు పార్టీతో కొన్ని విబేధాలు వున్నప్పటికీ కమ్యూనిస్టులు, వామపక్ష పకక్షూటమి సోషలిస్టు పార్టీతో ఒక వుమ్మడి కార్యక్రమం ప్రాతిపదికగా సంకీర్ణ ప్రభుత్వాన్ని ఏర్పాటు చేసి జనాభిప్రాయానికి అనుగుణంగా మితవాద శక్తులను దూరంగా వుంచారు. ఆ మేరకు కొత్త ప్రభుత్వం సామాన్యజానికి వుపశమనం కలిగించే పెన్షన్‌ కోతలు, ప్రయివేటీకరణల నిలిపివేత, ఇతర ప్రజావ్యతిరేక ఆర్ధిక చర్యలను అడ్డుకోవటం వంటి చర్యలు తీసుకున్నది. సామాజిక రంగంలో అబార్షన్‌ చట్టాలను సరళీకరించటం, బిడ్డల దత్తత హక్కుల సరళీకరణ వంటి చర్యలు తీసుకుంది. దీంతో ఐరోపా యూనియన్‌ కన్నెర్ర చేస్తూ యూనియన్‌ నిబంధనలకు వ్యతిరేకంగా ప్రభుత్వ చర్యలు వున్నాయని, ఇలాగే కొనసాగితే 2016 బడ్జెట్‌ను ఆమోదించేది లేదని బెదిరింపులకు దిగింది. ఆర్ధిక రేటింగ్‌ను తగ్గిస్తామని రేటింగ్‌ సంస్ధల ద్వారా వత్తిడి తెస్తున్నది. వాటికి లొంగరాదని కమ్యూనిస్టు పార్టీ స్పష్టం చేసింది. ప్రభుత్వ చర్యలకు మద్దతుగా ఒక ప్రదర్శన నిర్వహించి పొదుపు పేరుతో ప్రజావ్యతిరేకచర్యలకు ఐరోపా యూనియన్‌ పాల్పడుతోందని ద్రవ్య,బడా పెట్టుబడిదారుల ప్రయోజనాలకు పెద్ద పీట వేస్తోందని ప్రభుత్వం వెనక్కు తగ్గరాదని హెచ్చరించింది.

జనానికి మేము అవసరమైన మాటలు చెబుతాం తప్ప ఆకర్షణీయ నినాదాలు ఇవ్వం, గత ప్రభుత్వం ప్రజల ఆరోగ్య, విద్యా హక్కులను హరించివేసింది, కమ్యూనిస్టు పార్టీ మంచి రోజుల్లోనూ చెడురోజుల్లోనే ఎల్ల వేళలా జనంతో నిలబడింది అని ఎలియనోరా వ్యాఖ్యానించారు.ఆమె నియంతల పాలనా కాలంలో వ్యవసాయ కార్మికురాలిగా పనిచేస్తూ కమ్యూనిస్టులు సాగించిన కృషిని, పోలీసుల దురాగతాలకు గురై జైలు జీవితాలను అనుభవించటాన్ని ఆమె ప్రత్యక్షంగా చూశారు. ఆ తరువాత కమ్యూనిస్టు పార్టీ నిర్వహించిన సహకార వ్యవసాయ క్షేత్ర నిర్వహణలో భాగస్వామి అయ్యారు. 1980 దశకంలో కమ్యూనిస్టుపార్టీకి 20శాతం వరకు వున్న ఓటింగ్‌ తరువాత అనేక కారణాలతో తగ్గిపోయింది. సోవియట్‌ యూనియన్‌ పతనం కావటం, దాంతో పార్టీ భవిష్యత్‌ను ప్రశ్నిస్తూ అనేక మంది పార్టీకి దూరం కావటం, పార్టీలో సంస్కరణల పేరుతో మితవాదానికి గురికావటం వంటి పరిణామాలు జరిగాయి.

గతేడాది అక్టోబరులో జరిగిన పార్లమెంట్‌ ఎన్నికలలో కమ్యూనిస్టు పార్టీకి 8.3శాతం ఓట్లు వచ్చాయి. అయితే కమ్యూనిస్టు పార్టీ వెలుపల వున్న వామపక్ష శక్తులతో 1999లో ప్రారంభమైన వామపక్ష కూటమి 10.2శాతం ఓట్లు తెచ్చుకుంది. ఈ రెండింటి మధ్యకొన్ని అభిప్రాయ విబేధాలు వున్నాయి. వుదాహరణకు వుత్తర కొరియా సోషలిస్టు ప్రభుత్వాన్ని నియంతగా వర్ణించేందుకు కమ్యూనిస్టుపార్టీ తిరస్కరించగా వామపక్ష కూటమి నియంత అని పేర్కొన్నది. పోర్చుగీసు మీడియా కమ్యూనిస్టు పార్టీ పట్ల పక్షపాతంతో వ్యవహరించి మార్పులేని పాత పార్టీగా యువతరాన్ని తప్పుదారి పట్టించే ప్రయత్నం కూడా చేస్తోంది.అయితే కమ్యూనిస్టు పార్టీ శతృవులు కూడా దాని నిజాయితీని తప్పు పట్టలేరు. అవిస్‌ వంటి స్ధానిక సంస్ధలలో అధికారం వున్న చోట ఎలాంటి అక్రమాలకు తావివ్వని కారణంగానే అనేక చోట్ల కమ్యూనిస్టులను జనం ఆదరిస్తున్నారు.

Is a “Socialist” Really Unelectable? The Potential Significance of the Sanders Campaign

According to a survey taken by Pew Research Center in late 2011, 49% of 18 to 29 year-olds in this country had at that time a positive view of socialism, whereas only 43% viewed it negatively. (For older people, the negative figure was 60%.) The same poll showed that this age group was more inclined to view capitalism negatively (47%) than positively (46%).

I have not seen an updated poll but doubt that many youth have become more supportive of the existing system in the several years since.

These figures surprised the researchers, but they should not be so hard to explain. The main reason is surely the failure of capitalism to better young people’s lives or give them hope. The collapse of manufacturing, the scarcity of good jobs, the high costs of education and crippling college loan debts, poverty that keeps them at home with their parents—that’s what capitalism means to them.

The Occupy Movement (beginning three months before this poll was released) drew dramatic attention to income inequality; its most enduring legacy is the popularization of the awareness of that staggering statistic Bernie Sanders keeps repeating: one-tenth of the top 1% controls 90% of the country’s wealth. Views are surely also affected by the receding impact of Cold War brainwashing, the sort inflicted on people of my generation from childhood via such insidious anti-Soviet propaganda as the Rocky and Bullwinkle cartoons.

(I’m quite sure my first exposure to words like “capitalism” and “imperialism” were in those conversations between the animated trench coat-wearing spies Boris and Natasha. In those days, in this country, the very term “capitalism” was avoided due to its use by communist critics; “free market economy” was the preferred euphemism.)

Post-Cold War Revival of Interest

Then (when I was in my 30s) the Cold War ended, suddenly, unexpectedly, with the fall of the Berlin Wall, the collapse of Soviet client regimes in Eastern Europe, the dissolution of the Warsaw Pact and dissolution of the Soviet Union. This complex series of events was, in this country, generally depicted as an “inevitable” collapse of a “system that failed.” Neocon theorist Francis Fukuyama crowed that capitalism had decisively triumphed; he even pronounced “the End of History.”

This was of course a response to the Marxist conception of capitalism as one mode of production, with an origin in time, and a terminus in time, just like other antiquated modes of production including slavery and feudal serfdom. A system that produces the basis for collective ownership of the means of production and for state planning designed to serve the needs of the masses. Marx did not think socialism would be the “end of history,” but that it would—over an indeterminate span of time—produce ever greater equality and ultimately lead to a classless society (communism). He (echoed by Lenin) envisioned the ultimate “withering away of the state” and was perhaps optimistic about the prospects of attaining that end within a century or so.

Mao Zedong more realistically suggested that the transition from socialism (in which, he emphasized, classes and class struggle continue to exist) to communism would be a tortuous path with ups and downs, including periods of capitalist restoration. In any case, in the Marxist view, the “end of history” is anything but the triumph of capitalism. It is the end of the human record as a chronicle of class struggle, which began with the emergence of class division in the Neolithic period (following at least 100,000 years in which modern humans were not divided into classes and lived in a state of “primitive communism”). It is the beginning of (and return to) classless society.

If that long-term ideal and prognosis seems unrealistic, so in Marx’s time television, nuclear weapons, space travel, the mapping of the genome, would all have seemed hard to imagine. The human mind is capable of spectacular achievements. Surely the construction of an egalitarian society is among them, and in the short term, at least, the construction of a society far less unequal, less unfair and less misery-producing than capitalism.

The cocky declarations of capitalism’s triumph have, post-2008, given way to more sober evaluations of the contradictions within the system, and at least tacit recognition that is will be crisis-prone for the foreseeable future. Youth need not be steeped in Marx or his vision of historical change to at least be attracted by this much-vilified “socialism” (of some stripe) as an alternative. As the World Social Forum organizers say: another world is possible.

The Sanders Phenomenon

Perhaps Sen. Bernie Sanders read about the Pew poll in 2011 and began to think that it might be feasible to run for president a few years later, specifically as an unapologetic “democratic socialist.” Perhaps he projected that he’d have the youth on his side. (Indeed, of the voters in the Iowa caucuses he received over 80% of the 18-29 year-olds’ votes.)

When Sanders announced his campaign for the Democratic Party presidential nomination last April, the pundits raised their eyebrows. A socialist? Interesting, they thought, mildly amused. They could not deny that Sanders was a popular senator, and for the most part mainstream politician serving in Congress for a quarter of a century; he had to be indulged, treated with a modicum of respect.

Clinton supporters in the Democratic Party however, including Rep. Alcee Hastings (D-Fla.), Rep. Steny Hoyer (Md.), and Rep. Lloyd Doggett (D-Texas), by September were openly questioning Sanders’ “electability.” But as Sanders’ star rose and crowds mushroomed, he met with greater recognition as a potential threat to the system’s (favored) candidate who was expecting a coronation. Hillary Clinton started to attack the senator’s record on gun control; Sanders replied he had a D- rating from the National Rifle Association. She had her daughter Chelsea charge (in Iowa on Jan. 12) that his health care plan would “strip millions and millions and millions of people of their health insurance”—an accusation quickly and easily refuted.

A poll released on Jan. 12 showed Sanders leading Clinton in the Iowa primary 49 to 44 per cent (up from 40 to 51 on Dec. 15). So it was definitely time to make the S-word an issue. On Jan. 19 David Brock, the head of Clinton’s super-PAC “Correct the Record,” appeared on Bloomberg TV to gravely address “the elephant in the room.” “He’s a socialist,” growled Brock.  “Think of what the Republicans will do with the fact that he’s a socialist in the fall.” (The Sanders campaign responded that Brock is “a mud-slinging, right-wing extremist” who tried to destroy Anita Hill, the African-American woman who 25 years ago accused Clarence Thomas of sexual harassment as Congress considered his nomination as Supreme Court justice.)

Brock followed up on Jan. 21 by claiming ridiculously that “black lives don’t matter much to Bernie Sanders.” The same day, “Morning Joe” on MSNBC highlighted Sanders’ self-identity as a socialist, featuring a clip of Clinton-supporter Sen. Claire McCaskill (D-Mo.) declaring: “I think it would be absolutely impossible for a self-declared socialist to win states like Missouri.”

But on his program, Joe Scarborough (former Florida Republican Congressman) surprisingly declared he thought it quite possible Sanders could win, to the evident consternation of a Clinton supporter among his guests firmly declaring Bernie to be unelectable. Co-host and daughter of Cold War strategist Zbigniew Brzezinsky, Mika Brzezinsky, just looked puzzled as usual.

Flipping the channel I watched Chris Cuomo, son of the New York state governor and super-opinionated co-host of CNN’s “New Day,” interrogating another Democratic strategist about the popularity of a “self-avowed socialist” and radiating indignation.

Cuomo seems even more alarmed now, after the virtual tie in Iowa. You just want to tell him: “Look at the Pew polls, you clueless child of privilege and power, who uses your cushy job as a pulpit as a ‘journalist’ to channel Clinton campaign talking points. Don’t go so apoplectic. Young people don’t share your revulsion at socialism. A lot of them like the idea.”

The South Carolina “Firewall”

But let us assume that this line of attack, emphasizing the “unelectability of a socialist in America” becomes intensified over time. It likely won’t work in the New Hampshire primary, where Sanders is better positioned to win than he was in Iowa. (And the jury’s not really even out yet on the result of the Iowa contest.) Hillary’s hurting, but her campaign posits the South Carolina primary as her “firewall”—a sure victory after a likely setback in New Hampshire.

African-American MSNBC anchor Joy-Ann Reid (and open Hillary supporter) has been opining that Sanders would have a hard time “as a white, elderly socialist from a liberal state” to win the South Carolina primary. But you have to wonder. If young whites in Iowa stunned the pundits, might not young blacks in South Carolina do it too? Is Reid suggesting that African-Americans are more disposed to love capitalism than others in this country, and to prefer 68-year-old white Wall Street women to a 74-year-old socialist white man? Because the Clintons have done so much for the African-American community?

The Sanders campaign might be able—in its direct, matter-of-fact way that strikes many as refreshingly honest—to point out that when Hillary was a Goldwater Republican (in college in 1965), Bernie was organizing civil rights protests with the Congress of Racial Equality and the Student Nonviolent Coordinating Committee. He doesn’t wear his Civil Rights credentials on his sleeve though. They were part and parcel of his youthful commitment to his particular conception of socialism.

The campaign could point out that the Clintons have hardly on balance contributed to racial justice in America, considering that the massive wave of incarcerations of young black men for victimless crimes in this country surged during the Bill Clinton presidency, leading to the current state of affairs in which there are more young African-Americans in prison, not only than young blacks in college, but more than young blacks in slavery in 1860. (It’s worth mentioning too that Hillary’s signal achievement as Secretary of State was the U.S./NATO-led destruction of North Africa’s most affluent nation, Libya, resulting in a vicious wave of racist attacks on various black African communities. She’s done so much for black people!)

One should not assume that black voters in South Carolina are so enamored of the Clintons that they will ignore such issues, while recoiling from “socialism.” The history of ostensibly socialist movements is in fact filled with African-Americans, including Harry Haywood, D. E. B. DuBois, Huey Newton, Angela Davis, Stokely Carmichael and many others. The celebrated poet Langston Hughes was a self-described socialist and prophet of revolution. Dreams deferred, he wrote, might explode.

Among the most prominent and respected African-American supporters of Bernie Sanders is Cornel West, formerly a professor at Harvard and Princeton and now at the Union Theological Seminary in New York City. Author of the best-selling Race Matters (1994) and many other works, he is a Christian philosopher who studies the prophetic tradition in the African-American Church and integrates aspects of Marxism into his thought. He is a leader of the Democratic Socialists of America.

Like Sanders, he inveighs against the mainstream media, understanding this to be an arm of corporate America, leveling his sharpest attacks on the cable channel most slavishly devoted to the Democratic Party establishment.

“MSNBC and company—this is the Karl Rowanization of black journalists,” he declared recently, referring to Carl Rowan, the African-American journalist in the 1960s who had his own TV show and whom West calls “the most honored mainstream Negro of his day.” (Rowan attacked Malcolm X and disparaged Martin Luther King. He served the power structure that employed him, as does anchor Joy-Ann Reid in her unabashed allegiance to the Goldman-Sachs candidate Hillary.)

West, who on his Facebook page calls Sanders “a long-distance runner with integrity in the struggle for justice for over 50 years,” clearly believes that Sanders can win significant support among African-Americans in the South Carolina primary, maintaining momentum and defying those whistling in the dark about his “unelectability.” And one can predict that the more threatening Bernie becomes, the more raised eyebrows, knitted brows, and worried frowns will appear on the faces of media “experts,”  “news analysts” and “senior correspondents” whose training does not allow them to see things as they really are.

Let them (as MSNBC’s least-liked anchor Chris Matthews has been doing)  lecture the Bernie kids on how he’s just an idealistic “revolutionary” whereas Hillary, while sharing the same basic goals, realizes (given her maturity and vaunted “experience”) that change has to be “evolutionary”—as though there have been consistent, positive, incremental changes in the world due to her efforts over the last two decades. Let us see how effective this arrogant condescension will prove.

A Teaching Moment

This could be a teaching moment. Let us suppose that as Bernie is more and more barraged with such primitive red-baiting and the supporters simply get more whipped up. In Iowa 43% of likely voters identified themselves as socialists (whatever they meant by that) according to a January poll. When you tell people who don’t share your tired old Cold War blinders, and are attracted to a self-described socialist, that they can’t really be serious, that they can’t really expect to win, because…well, there’s just too much opposition to socialism—you just might provoke some heated debate. A national conversation about what socialism entails might finally become possible. That would be a good thing.

A lot of people on the radical left—which is where I locate myself—have focused their attention on trashing Sanders as just another bourgeois politician, not a “real” socialist but someone trying to mobilize the youth vote (as Obama did in 2008) to maintain the Democrats in power. Some argue that he’s a “sheepdog” herding his followers ultimately into Hillary’s camp. (This view presupposes of course that she is the inevitable nominee.)

Those questioning his socialist credentials (and his call for a “political revolution”) argue that he is really campaigning for the system.  He’s hoodwinking the people.

Some examples. Osborne Hart, Socialist Workers Party candidate for mayor of Philadelphia, declares, “Capitalism is the problem workers face. Sanders’ platform is for reforming capitalism. The SWP points to the example of the Cuban Revolution, where working people overturned capitalism.”

The Socialist.Worker website similarly contends: “We need to win the new left born out of Occupy, public-sector union struggles and the Black Lives Matter movement to breaking with the Democratic Party and building an electoral alternative as a complement to struggle from below. Bernie Sanders’ campaign inside the Democratic Party is an obstacle to that project.”

Steven Argue of the Revolutionary Party warns, “The left and working class in general has much to lose by backing Bernie Sanders…a scoundrel faux socialist, war monger, and supporter of America’s brutal police.”

The Revolutionary Communist Party contends: “The Bernie Sanders campaign—like those of every candidate who the ruling class allows to be taken seriously—essentially takes as its starting point stabilizing, strengthening, and ultimately enforcing the whole structure of a world dominated, exploited, and oppressed by the U.S. empire. And telling people that those interests are their interests.”

And: “Throw off your blinders and get into BA [RCP chair Bob Avakian]!  A whole better world really is possible and you need to be part of the solution and not—like Bernie Sanders—part of the problem.”

What is more important now: sectarian sniping or popularizing an ideal?

Reading these ringing declarations by left sects, I think to myself: What is more important? To broadcast to people what they already know—that Sanders’ conception of “socialism” is really Scandinavian-style capitalism (capitalism with a “human face”) and not socialism in the Marxian sense, which results from the overthrow of the capitalist class?

Or: to note and appreciate the historical significance of Sanders’ campaign in returning the very term “socialism” to public discourse and emboldening people to openly identify with a concept anathema to Wall Street, the 1%, and the entire (widely hated) political establishment?

Cornel West appears to choose the latter option. This is all the more interesting in that he has been friendly for years with the RCP that’s trashing Bernie while West stumps for him. The irony is that the above-mentioned Avakian owes West big time.

Chairman Bob left the U.S. in 1980 for Paris and was not seen again in public until, with great fanfare, his party announced in 2003 that he had given talks on the East and West Coast and that these were available for purchase on DVD. It was not clear then or now that Avakian had permanently returned to the U.S. from Paris; the RCP refuses to comment on his whereabouts. But since few had seen him for twenty-three years, his sudden reappearance if only on video was a cause of jubilation among his followers.

Cornel West wrote words of praise for Avakian (as a “long-distance runner in the freedom struggle against imperialism, racism and capitalism”) that appeared as a blurb on the cover of his autobiography published in 2005. (Notice the similarity to his recent description of Sanders.)

He signed a statement in 2007 that appeared in the New York Review of Books—“Dangerous times demand courageous voices. Bob Avakian is such a voice.” The expensive ad was essentially designed to show anyone interested that Avakian had lots of well-known friends and that if the state went after him, they would have his back.  Many intellectuals asked to sign, including Howard Zinn and Noam Chomsky (not to mention myself), politely declined, noting that Avakian was under no specific legal threat and that the ad seemed designed to imply that he was in order to get signers to publicly aver that they “have come away from encounters with Avakian provoked and enriched in our own thinking,” declare that his “ability…to freely function” was “a concern,” urged that people “engage with the thoughts of Bob Avakian and bring them into what needs to be a rich and diverse dialogue,” and “[serve] notice to this government  that we intend to defend” Avakian’s rights “to freely advocate and organize for his views.”

West was one of the signatories. West also urged support for RCP bus tour in 2012 designed to promote Avakian and interviewed him for a PRI radio program in 2013.

But the slowly resurfacing Avakian hadn’t given a public talk since 1980. As I understand it, the plan was for a dramatic Second Coming at a prestigious venue in the company of well-known public intellectual. Thus in November 2014 West joined Avakian for a “dialogue on revolution and religion” at the historic Riverside Church in Harlem. An overflow crowd heard the long-winded Avakian preach for two hours, interrupted increasingly by calls from the crowd for him to wrap up and let West take the podium. West spoke about half an hour, and then there were questions from the audience.

It wasn’t really a dialogue, and had little analytical content, but that was probably not the point. “BA”—as he’s affectionately called by adherents of his cult (officially, the “culture of appreciation, promotion and popularization” of a man the RCP officially describes as “a rare and precious leader” who as “as simple fact” is the only person who could have developed Marxism such that “today being a communist means following Bob Avakian and the new path that he has forged”) had shown that he was real and ready for prime time.

In sum: West has helped midwife the public rebirth of BA, who thinks Sanders is in the enemy camp. But West is a far firmer ally of Sanders than he is of “the rare and precious leader.”

Who’s got blinders on?

What does it tell us that even the public intellectual closest to the RCP—someone who longs for a revolutionary uprising as much as Avakian—is implicitly denounced by the RCP as “part of the problem” by supporting Sanders? It shows that the party is totally out of touch with reality. All it can do is say “drop your blinders and get into BA!”

And the other radical left sects tend to similarly dismiss or attack the Sanders campaign as being short of really revolutionary, really socialist. As though there’s any party out there really rooted in the masses, able to develop what Mao called the “mass line”—any party whose burning potential is being stymied by Bernie’s sudden popularity!

West’s endorsement of “Brother Bernie” is in his words “not an affirmation of the neo-liberal Democratic Party or a downplaying of the ugly Israeli occupation of the Palestinians” (which Sanders has not significantly opposed). Of course not. It’s a gamble that Sanders’ ongoing attack on Wall Street and open acknowledgement of a “democratic socialist” identity will lead to an electoral victory that will curb the power of the top stratum of capitalist parasites and diminish the prospects for more imperialist war.

Such a result would not (of course) constitute socialism. It would not mean a real “revolution” in the Leninist sense. It might be a replay of Roosevelt and the New Deal (a series of measures largely designed to prevent a revolution in this country in the 1930s). But should we prefer to that outcome a victory of a Clinton or Cruz—-on the premise that such a presidency would exacerbate social contradictions to the point where the people (under the leadership of rare and precious leaders leading tiny sects whose rank-and-file members spout rhetoric they themselves hardly understand) will rise up in a repeat of the Bolshevik Revolution?

In 1980 at age 24, already filled with contempt at the whole U.S. electoral process and viscerally opposed to any participation in it, I compared Carter and Reagan and hoped Reagan would win. Because I thought Reagan would so provoke the masses by his vicious cuts in social spending and his crazed Cold War mentality that his election would hasten the day of the needed revolution. I was overly optimistic and badly mistaken.

These days I think that the election of a Cruz or Rubio—idiots who could easily trigger more war in the Middle East, North Africa or Ukraine, while abetting the further concentration of wealth in the hands of a few, immiserating more millions—could possibly produce a revolutionary situation, where (to paraphrase Lenin) the old system can’t continue in the old way, the masses can’t live in the old way, and there is revolutionary leadership. But I don’t hope for the election of either; the prospect indeed fills me with dread.

Because I see no genuinely revolutionary party on the horizon remotely capable of effectively communicating with, much less leading the masses. I only see left sects trailing after each new mass movement, like Occupy or Black Lives Matter, striving to lead, recruiting a few new followers here and there, but more often than not alienating those they seek to influence by their wooden dogmatism, antiquated rhetoric, personality cults, lack of strategy and (often) the haggard zombie-like affect of their members trying to recruit.

On the other hand there is Sanders, a European-style social democrat calling for a “political revolution” and energizing the young generation to support him. In U.S. political history, this is not insignificant. Nor is it principally a bad thing. The Sanders campaign, whatever else it is, is a sign that young people are becoming okay with (some concept of) socialism. That can only be good for those seeing themselves as advocates of “real” socialism.

     ఏ దేశమైనా అభివృద్ధి చెందింది అనటానికి అనేక కొలమానాలు వుంటాయి.  ఎక్కడో ఒక దగ్గర చోటు దక్కితేనే మనం కూడా ఆ రేసులో వున్నట్లు లెక్క. మన కేంద్ర ఆర్ధిక మంత్రి అరుణ్‌జైట్లీ చెబుతున్నదాని ప్రకారం చైనా కంటే కూడా అభివృద్ధి రేటులో ముందున్నాం. జైట్లీ గారి వేద గణితం ప్రకారం దేశం కంటే చంద్రబాబు నాయుడు చెబుతున్నట్లు ఆంధ్రప్రదేశ్‌ ముందుంది. కావాలంటే పెట్టుబడులకు అనువైన వాతావరణం వున్న రాష్ట్రాలలో మన స్ధానం ఏమిటో ప్రపంచబ్యాంకు నివేదికలను చూడండి అంటారు. వారు చెప్పే మాటలనే తీసుకొనేట్లయితే మనం ఇంక పెద్దగా అభివృద్ధి చెందాల్సిన పని లేదు.

     మన దేశానికి చెందిన సిఐఐతో సహా ప్రపంచంలో అనేక సంస్ధల ప్రతినిధులు, నిపుణులతో కూడిన బృందం రూపొందించే గ్లోబల్‌ ఇన్నోవేషన్‌ ఇండెక్స్‌(ప్రపంచ నవకల్పన సూచీ)లో మనం ఎక్కడ అని చూసుకుంటే మన స్ధితి ఏమిటో తెలుస్తుంది. దీనికిగాను అనేక అంశాలను పరిగణనలోకి తీసుకొని భిెన్న సూచికలను తయారు చేస్తారు. ఏడాదికొకసారి ఈ నివేదికను విడుదల చేస్తారు. దీనిలో పైకి పోతున్నామా కిందికి దిగజారుతున్నామా అన్నది వ్యాఖ్యానం లేకుండానే మన స్ధితిని తెలుపుతుంది. ప్రపంచ ఆర్ధిక వ్యవస్ధలో అమెరికా మొదటి స్ధానంలో వుంది. తరువాత స్ధానంలో ఇప్పుడు చైనా చేరింది. త్వరంలోచైనాను మనం అధిగమించబోతున్నామని మన నేతలు చెబుతున్నారు. బహుశా ఇది కూడా వేదాల్లోనే చెప్పి వుంటారు.

      ఈ ఏడాది నవకల్పన సూచీలలో వంద మార్కులకు గాను 68.3తో స్విడ్జర్లాండ్‌ ప్రధమ స్ధానంలో,60.1తో అమెరికా ఐదవ, 47.47తో చైనా 29వ స్ధానంలో వుంది. 2013 జాబితాలో 36.17 మార్కులతో మన దేశం మొత్తం 71 దేశాలలో 66వ స్ధానంలో వుంది. నరేంద్రమోడీ మేకిన్‌ ఇండియా పిలుపు ఇచ్చిన తరువాత అసలు జాబితాలో పేరు లేకుండా పోయింది.మరో సూచిక ప్రకారం 2014లో 76వ స్ధానంలో వున్న మన దేశం 81కి దిగజారింది. 2011 నుంచి దిగజారుతూనే వుంది. ఇన్ఫర్మేషన్‌ టెక్నాలజీ మరియు ఇన్నోవేషన్‌ ఫౌండేషన్‌ అనే సంస్ధ అనేక అంశాలను తులనాత్మకంగా విశ్లేషించింది. ప్రపంచ ఆర్ధిక వ్యవస్ధలో 90శాతానికి ప్రాతినిధ్యం వహించే 56 దేశాలను అది పరిగణనలోకి తీసుకుంది. తలసరి ప్రాతిపదికన ప్రపంచ నవకల్పనకు తోడ్పడటంలో ఫిన్లాండ్‌, స్వీడన్‌, బ్రిటన్‌ ముందు స్ధానాలలో వున్నాయి. భారత్‌, ఇండోనేషియా, అర్జెంటీనా చివరి దేశాలలో వున్నాయి.ఈ తోడ్పడటం అంటే ఏమిటి అంటే వాటిని అంగీకరించవచ్చు, విబేధించవచ్చు. పన్నులు ఎక్కువగా వుంటే, మేథో హక్కుల పరిరక్షణ బలహీనంగా వుంటే, స్ధానిక రక్షణ విధానాలను అనుసరిస్తే ప్రతికూలంగానూ లేకుంటే అనుకూలంగానూ పరిగణిస్తున్నారు. ఇప్పుడున్న పరిస్ధితులలో వాటన్నింటినీ సమన్వయం చేసుకుంటూ తమ ఆర్ధిక వ్యవస్ధలకు దెబ్బతగుల కుండా చూసుకోవటం కత్తిమీద సామువంటిదే. చైనా, వియత్నాం, లావోస్‌, కంపూచియా, క్యూబా వంటి సోషలిస్టు దేశాలు తమ దేశాల ఆర్ధిక వ్యవస్ధలను కాపాడు కుంటూ సంస్కరణలతో ముందుకు పోతున్నాయి. ప్రపంచ పెట్టుబడిదారీ వ్యవస్ధలో తలెత్తిన సంక్షోభం లేదా అననుకూలతలను అవి వినియోగించుకొంటున్నాయి.ఈ క్రమంలో నవకల్పనలకు ప్రోత్సాహమిచ్చిన దేశాలు లబ్ది పొందుతాయని వేరే చెప్పనవసరం లేదు.అటువంటి చొరవ చూపటానికి బదులు వేద విద్య, ఆవు,ఎద్దుల రాజకీయాల చుట్టూ తిప్పుతూ తిరోగమనంవైపు దేశాన్ని నడిపిస్తున్నారనేదే ఇక్కడ విమర్శ.

    ప్రపంచ జనాభాలో ఒకశాతం కంటే తక్కువగా వున్న బ్రిటన్‌ ప్రచురితమైన పరిశోధనాంశాలలో 16శాతం కలిగి వున్నదని ఆ దేశ మంత్రి లూసీ నెవిలే చెప్పారు. ప్రపంచ నవకల్పన సూచీలో రెండవ స్ధానంలో కొనసాగటానికి ఇలాంటి పరిశోధనే ప్రధాన కారణం అని చెప్పనవసరం లేదు.మన దేశంలో పరిశోధనకు కేటాయిస్తున్న నిధులే చాలా తక్కువగా కాగా వాటికి కూడా కోత విధించటానికి కేంద్ర ప్రభుత్వం చూస్తున్నది.ఎంఫిల్‌ లేదా పిహెచ్‌డీలకు నాన్‌ నెట్‌ ఫెలోషిప్‌లకు కోత విధించాలన్న నిర్ణయానికి వ్యతిరేకంగా గతేడాది విద్యార్ధులు యుజిసి ఆక్రమణ వుద్యమం జరిపిన విషయం తెలిసినదే. అన్ని రంగాలలో ప్రయివేటీకరణను ప్రోత్సహిస్తున్న ప్రభుత్వం పరిశోధక రంగం నుంచి కూడా తప్పుకొనేందుకు పూనుకుంది. దాని పర్యవసానమే ఇది. సామాజిక శాస్త్రాల పరిశోధనను నిరుత్సాహపరిచేందుకు ఈ చర్య అన్నట్లు కనిపిస్తున్నప్పటికీ సైన్సు పరిశోధనల పరిస్ధితి కూడా ఇంతే. పరిశోధనా రంగంవైపు యువత మొగ్గు చూపకపోవటమే ప్రభుత్వం నుంచి తగిన ప్రోత్సాహం లేదన్న విషయాన్ని వెల్లడిస్తోంది.

Rs.7.36 cr for Heritage Park in Amaravati, Rs.4.85 cr for Warnagal

Ministry of Urban Development today approved projects worth over Rs.12 cr for improving tourist infrastructure in heritage places of Amaravati in Andhra Pradesh and Warangal in Telangana. An inter-Ministerial HRIDAY National Empowered Committee approved development of a Heritage Park in Amaravati besides developmental works at 1000 Pillar Temple and Kazipet Durgah and rejuvenation of pond at Padmakshi Temple in Warangal city.

In Amaravati, Heritage Park will be developed over an area of 3.50 acres opposite Dhyan Buddha Statue at a total cost of Rs.7.36 cr. This Park will have an Exhibition Complex with 4 halls to be developed at a cost of Rs.92 lakhs, 22 statues at a cost of Rs. 2 cr, over 20 shops at a cost of over Rs.1.00 cr, 4 food courts at a cost of Rs.95 lakhs, parking area at a cost of Rs.60 lakhs, pathways at a cost of Rs.44 lakhs and landscaping will be done at a cost of Rs.76 lakhs. Other facilities to be provided include seating benches, pargolas etc.

Exhibition Halls and shops will be used to promote to local art and handicrafts and other products.

For Warangal, an expenditure of Rs. 4.85 cr has been approved for undertaking development works at 1000 Pillar Temple at a cost of Rs.94 lakhs, at Kazipet Durgah at a cost of Rs.1.78 cr and rejuvenation of pond at Padmakshi Temple with an investment of Rs.2.13 cr.

At the 1000 Pillar Temple, illumination works will be taken up at a cost of Rs.28 lakhs, development of parking area at a cost of Rs.27 lakhs, e-toilets at a cost of Rs.16 lakhs, landscaping at a cost of Rs.9 lakhs. Other facilities to be provided are-seating spaces, Information signages, solar lightings, dustbins etc.

Keeping in view the tradition of cooking food at the Kazipet dargah, a doromitory will be developed at a cost of Rs.60 lakhs and a kitchen at a cost ofRs.22 lakhs. Other facilities to be provided are –toilets –Rs.26 lakhs, parking –Rs.13 lakhs, pavements-Rs.18 lakhs, illumination-Rs.13 lakhs.

For rejuvenation of pond at Padmakshi Temple, civil works including approach road will be taken up at a cost of Rs.1.00 cr, toilets –Rs.26 lakhs, illumination-Rs.22 lakhs, landscaping –Rs.20 lakhs, paving-Rs.11 lakhs and parking facilities at a cost of Rs.11 lakhs. Facilities like seating spaces, information signages and dustbins will also be provided.

Amaravati and Warangal are among the 12 cities included in the Heritage Development and Augmentation Yojana (HRIDAY) for improving the social, cultural and economic ecosystems by augmenting necessary infrastructure with the objective of conserving the rich cultural heritage and enabling better facilities for tourists and pilgrims. More projects will be approved for Amaravati and Warangal in the near future.
