వినదగు నెవ్వరు చెప్పిన………

     వినినంతనే వేగపడక గతంలో ఏం జరిగిందో ఇప్పుడు అసలేం జరుగుతోందో తెలుసుకోవాలి? ముందు ముందు ఏం చేయాలో ఆలోచించాలి. అంతకు మించి మరొక మార్గం లేదు. వుద్రేక పడితే ప్రయోజనం లేదు. ఈ మధ్య సామాజిక మీడియాలో అనేక అంశాలపై చర్చ జరుగుతోంది. అది మంచిదే, కానీ కొందరు మరక మంచిదే అని ఒక వాణిజ్య ప్రకటనలో చెప్పిన మాదిరి ఎదుటివారిపై మరకలు పడేస్తున్నారు. కొన్ని అంశాలను ఈ సందర్బంగా అవలోకించ మనవి. కొందరు తీవ్ర బ్రాహ్మణ వ్యతిరేకత చూస్తుంటే బాధేస్తోంది అంటున్నారు. దానిలో వాస్తవం లేకపోలేదు. నిజమే తాము బాధ్యులం కాని దానికి తమను నిందిస్తే ఒక్క బ్రాహ్మణులేమిటి ఏ కులం వారిపై నిందవేసినా, విమర్శలు చేసినా , వివక్ష చూపినా బాధపడటం సహజం.హైదరాబాద్‌ కేంద్రీయ విశ్వవిద్యాలయంలో ఆత్మ హత్య చేసుకున్న వేముల రోహిత్‌ దళితుడిగా పుట్టటం నేరమా అంటూ వేసిన ప్రశ్న అలాంటి బాధలోంచి వచ్చిందే. కొన్ని సమస్యలను కూలంకషంగా అర్ధం చేసుకోకపోతే కొన్ని సందర్బాలలో అపార్ధాలకు దారితీయటం, అనేక పర్యవసానాలకు మూలం అవుతోంది.

     అలాంటి వాటిలో బ్రాహ్మణ వ్యతిరేకత ఒకటి. దేశంలో ముఖ్యంగా దక్షిణ భారత్‌, పశ్చిమ ప్రాంతాలలో ఇదొక ప్రధాన చర్చనీయాంశం. విత్తు ముందా చెట్టు ముందా అన్నట్లు దీనికి ఎవరు కారకులు అన్న చర్చలోకి పోతే తేలదు. ఏం చేయాలో ఆలోచించాలి. చరిత్రలో ఇలానే ఎందుకు జరిగింది, ఇలా ఎందుకు జరగలేదు అంటే కొన్నింటికి సమాధానాలు దొరకవు.దేవుడి దృష్టిలో అందరూ ఒకటే అని చెప్పే వారు అదే దేవుడు కొందరిని అంటరాని దళితులుగా , వారితో సమంగా వివక్షకు గురి అవుతున్న మహిళలుగా ఎందుకు పుట్టించాడు. శాఖా బేధాలు, నిచ్చెన మెట్ల కుల వ్యవస్ధ ఘనీభవించి పోయిన మన దేశంలో అవి అగ్ర అనుకొనేవా లేక అధమ అనిపిలిచేవా ఏవైనప్పటికీ అంతర్గతంగా ఒకరి నొకరు తక్కువగా చూసుకోనివి, విభేదాలతో కొట్టుకోని కులాలు ఏమున్నాయి? తమకు మొత్తంగా ఎసరు వచ్చిందనుకున్నపుడు రాజీపడుతున్నాయి.

     బ్రాహ్మణిజం-బ్రాహ్మణ వ్యతిరేకత విషయానికి వస్తే మనుస్మృతి, వేదాలు,పురాణాలు, వుపనిషత్తులు ఇంకా అలాంటి వాటన్నింటిలో చెప్పినవి,మధ్యలో చొప్పించినవి,భిన్న వ్యాఖ్యానాలు చేసినవి కలిపి హిందూయిజం లేదా హిందుత్వ, హిందూ జీవన విధానం ఏ పేరుతో అయినా పిలవనివ్వండి వేల సంవత్సరాలుగా హిందూగా చలామణిలోకి వచ్చాయి. అవి సమాజంలోని మెజారిటీ ప్రజానీకాన్ని అణచివేశాయి, అవకాశాలు దక్కకుండా చేశాయి, చీకట్లో వుంచాయి. రాజులు, రంగప్పలు, భూస్వాములు,జమిందార్లు, జాగీర్దార్లు ప్రాంతాన్ని బట్టి పేర్ల మార్పు తప్ప అలాంటి ఫ్యూడలిస్టు(భూస్వామిక) పాలకవర్గాలన్నింటికీ ఆశ్రిత తరగతిగా, సలహాదారులుగా, అవకాశాలు దొరికితే మంత్రులుగా, పాలకులుగా, హిందూయిజానికి భాష్యం చెప్పేవారిగా బ్రాహ్మణులు కొనసాగుతూ వచ్చారు, అందుకే హిందూయిజానికి మారుపేరుగా దానిని బ్రాహ్మణిజం అని కూడా పిలిచారు. ఎవరైనా తాము అ పురాతన భావాలకు ప్రతినిధులం అని భావిస్తే తిరోగమన వాదుల ప్రశంసలతో పాటు పురోగమన వాదుల విమర్శలనూ ఒకే విధంగా తీసుకోకతప్పదు.

    బ్రాహ్మణిజంతో పాటు బ్రాహ్మలను వ్యతిరేకించాలని పెరియార్‌ ఇవి రామస్వామి నాయకర్‌ పిలుపునందుకొని బ్రాహ్మణిజానికి ప్రతిరూపంగా వున్న బ్రాహ్మణులను తీవ్రంగా వ్యతిరేకించిన రోజులు గతంలో వున్నాయి. గుంటూరు, కృష్ణా జిల్లాలో రామస్వామి నాయకర్‌ స్ధాపించిన జస్టిస్‌ పార్టీ అనుయాయులు బ్రాహ్మణ వ్యతిరేకతలో భాగంగా పెళ్లి మంత్రాలు చదువుకొని కమ్మ, రెడ్డి బ్రాహ్మణులుగా అవతారమెత్తి వివాహాలు చేయించిన వుదంతాలు కూడా వున్నాయి. నిజానికి మంత్రతతంగం బ్రాహ్మణిజంలో భాగమే అని వారు గుర్తించలేకపోయారు.అంటే బ్రాహ్మణులను తప్ప బ్రాహ్మణిజాన్ని వారు వ్యతిరేకించ లేదు. పెరియార్‌ బ్రాహ్మణిజానికి వ్యతిరేకంగా హేతువాదిగా మారితే తరువాత తరంలో పుట్టిన అంబేద్కర్‌ తన జీవితాంతం బ్రాహ్మణిజానికి వ్యతిరేకంగా పోరాడి అలసిపోయి చివరి దశలో బౌద్దమతాన్ని పుచ్చుకున్నాడు తప్ప బ్రాహ్మణులను వ్యతిరేకించలేదు. అలా వ్యతిరేకించి వుంటే అంబేద్కర్‌ అనే ఒక బ్రాహ్మణుడి ఇంటి పేరును తన ఇంటి పేరుగా కొనసాగించి వుండేవారు కాదు, ఒక బ్రాహ్మణ యువతిని ద్వితీయ వివాహం చేసుకొని వుండేవారు కాదు. అందువలన బ్రాహ్మణిజాన్ని వ్యతిరేకించిన వారిలో రెండు ధోరణులూ వున్నాయి.ఇప్పుడు పెరియార్‌ అనుచరులుగా వున్నవారు కూడా బ్రాహ్మణులను వ్యతిరేకించాలని పిలుపు ఇవ్వటం లేదు. అదే జరిగి వుంటే తమిళనాడు జయలలిత ముఖ్యమంత్రి ఎలా అవుతారు. ఎవరైనా ఫేస్‌బుక్కులో అలాంటి సందేశాలు పెట్టి వుంటే వాటిని పట్టించుకోనవసరం లేదు. బ్రాహ్మణిజానికి పాలకవర్గాలు మద్దతు ఇచ్చినంత కాలం దాని ఫలాలను అనుభవించిన బ్రాహ్మణులు ఇపుడు ఆ పరిస్ధితి లేదు, దాని దుష్పరిణామాలను తాము అనుభవించాల్సి వస్తోంది కనుక వారు కూడా సమాజంతో పాటు మారాల్సిన అవసరం వుంది.

       ఇక బ్రాహ్మణులుగా పుట్టి బ్రాహ్మణిజాన్ని వ్యతిరేకించినవారు మన దేశంలో కోకోల్లలు. బెంగాల్‌లో 1772లో పుట్టిన రాజా రామమోహనరాయ్‌ పేరు ఇప్పటికీ ఏదో ఒక మూలన పెట్టుకుంటూనే వుంటున్నారు. ఆయన బ్రాహ్మణుడు. బ్రాహ్మణిజం లేదా హిందూయిజం రుద్దిన సతీసహగమనానికి వ్యతిరేకంగా పోరాడిన గొప్ప సంస్కర్త.అదే ప్రాంతంలో పుట్టిన మరో గొప్ప సంస్కర్త ఈశ్వర చంద్ర విద్యాసాగర్‌ కూడా బ్రాహ్మణుడే.తెలుగువాడైన గురజాడ అప్పారావు పంతులు గురించి ప్రత్యేకంగా చెప్పనవసరం లేదు. వీరి పరంపరగా తరువాత కాలంలో ఎందరో బ్రాహ్మణులు సంఘసంస్కరణ వుద్యమం నుంచి మరొక అడుగు ముందుకు వేసి కమ్యూనిస్టులుగా కూడా కూడా మారిన చరిత్ర మన కళ్ల ముందు వుంది.

     ఇలాంటి వారందరినీ హిందూత్వ పదికాలాల పాటు కొనసాగాలనుకొనే ఛాందసులు కులంలో తప్పు పుట్టారని నిందించారు. అలా కులంలో తప్పు పుట్టిన వారిగా పేరు తెచ్చుకున్నవారిలో తెలుగునాట పోలేపెద్ద నరసింహమూర్తి( ఆంధ్రకమ్యూనిస్టు కమిటి తొలి కార్యదర్శి) పుచ్చలపల్లి సుందరయ్య, మాకినేని బసవపున్నయ్య, నండూరి ప్రసాదరావు, కంభంపాటి సత్యనారాయణ , చండ్రరాజేశ్వరరావు, మగ్దుం మొహిద్దీన్‌, గుంటూరు బాపనయ్య, రావినారాయణ రెడ్డి ఇలా పేర్లు చెప్పుకుంటూ పోతే ఎందరో మనకు కనిపిస్తారు. వర్తమాన తరానికి వస్తే ఈ పరంపరను కొనసాగిస్తున్న సీతారామ్‌ ఏచూరి సిపిఎం జాతీయ కార్యదర్శి. బ్రాహ్మణులతో పాటు వివిధ కులాలకు చెందిన వీరందరూ తమ జీవితకాలాల్లో బ్రాహ్మణిజాన్ని వ్యతిరేకించిన వారే. సకల శ్రామికవర్గాన్ని పీల్చిపిప్పి చేసే పెట్టుబడిదారీ దోపిడీ వ్యవస్ధను కూల్చివేయాలని పిలుపునిస్తూ కమ్యూనిస్టు ప్రణాళిక రూపొందించిన కారల్‌ మార్క్సు-ఫెడరిక్‌ ఎంగెల్స్‌లు ఆ పెట్టుబడిదారీ వర్గంలోనే పుట్టారు. తన కంటే ముందున్న మతంపై తిరుగుబాటు బావుటా ఎగురవేసిన ఏసుక్రీస్తు, హిందూమతాన్ని వ్యతిరేకించి బౌద్ధాన్ని స్ధాపించిన గౌతమ బుద్దుడూ, అంతెందుకు రాక్షసరాజు కుటుంబంలో పుట్టిన ప్రహ్లాదుడు తాము పుట్టిన వర్గానికి వ్యతిరేకంగా పనిచేసిన వారే. అంతకంటే మనకు మరొకరి మార్గదర్శకత్వం అవసరం ఏముంది? మనం ఒక కులం లేదా మతం, కుటుంబంలో పుట్టటం అనేది యాదృచ్ఛికం తప్ప మరొకటి కాదు. తిన్నామా, పడుకున్నామా, తెల్లారిందా అన్నట్లు కాకుండా మన జీవితానికి ఒక అర్ధం, సంతృప్తి వుండాలంటే మనం ఎక్కడ పుట్టినా శ్రీశ్రీ చెప్పినట్లు నేను సైతం ప్రపంచాగ్నికి సమిధనొక్కటి అన్నట్లు మనం సమాజ పురోగమనానికా తిరుగమన ప్రతినిధులమా అన్నది నిర్ణయించుకోవాలి.

    హిందూయిజం లేదా బ్రాహ్మణిజాన్ని విమర్శించినంత మాత్రాన బ్రాహ్మణులందరూ తమనే విమర్శిస్తున్నారని భావించనవసరం లేదు.ముందే చెప్పుకున్నట్లు హిందూయిజం మన సమాజానికి చేసిన హాని అంతా ఇంతా కాదు. దయానంద సరస్వతి వంటి వారు హిందూపురాణాలు పేర్కొంటున్న విగ్రహారాధన, అంటరానితనం, బాల్యవివాహాల వంటి ఇతర మూఢనమ్మకాలను వ్యతిరేకించి హిందూ సమాజ సంస్కరణలో భాగంగా కులవివక్షలేని వేదకాలాన్ని పునరుద్దరించాలని కోరుకున్నారు. అందుకోసం ఆర్యసమాజాన్ని స్ధాపించారు. అయితే దానితో పాటు ఇతర మతాలలోకి మారిన వారిని శుద్ధి చేసి తిరిగి హిందూ మతంలోకి మార్చాలనే వివాదాస్పద కార్యక్రమాన్ని కూడా ఆయన ప్రతిపాదించారనేది వేరే విషయం. ఇప్పుడు సంఘపరివార్‌ సంస్ధలు చెప్పే ఘర్‌వాపసీ కార్యక్రమానికి మూలం అదే.

      హిందూత్వ లేదా బ్రాహ్మణిజాన్ని విమర్శిస్తున్నారని బాధపడే వారు బ్రాహ్మణులైనా, లేదా ఇతర కులాల వారి ముందు రెండే మార్గాలు వున్నాయి. బిడ్డ తల్లి గర్భంలోంచి ఒకసారి బయటకు వచ్చిన తరువాత తిరిగి వెనక్కు వెళ ్లటం ఎంత అసాధ్యమో రోసిపోయిన హిందూత్వ కూడా అలాంటిదే. ఒక వేళ ఎవరైనా చరిత్రను వెనక్కు తిప్పాలని అమలుకు పూనుకుంటే ఇస్లామ్‌లో షరియత్‌పేరుతో ఛాందసులుగా, వుగ్రవాదు లుగా మారిన తాలిబాన్లను అనుసరించటం. అందుకు పూనుకున్నపుడు విమర్శలు , ప్రతిఘటనలు రాకుండా ఎలా వుంటాయి బాధ పడటమెందుకు అనుకోవాలి లేదా కాలం చెల్లిన హిందూత్వ లేదా బ్రాహ్మణిజానికి మేం కూడా వ్యతిరేకం అనుకున్నపుడు ఎవరైనా వాటిని విమర్శించినందుకు చింతించాల్సిన అవసరం లేదు. అందువలన ముందు ఎటు వుండాలో తేల్చుకోవాల్సి వుంది. కుండలో కూడు కుండలోనే వుండాలి, పిల్లాడు దుడ్డుగా తయారు కావాలి అన్నట్లుగా అనేక అవలక్షణాలున్న హిందూత్వ లేదా బ్రాహ్మణిజం అలాగే వుండాలి, దాన్ని ఎవరూ పల్తెత్తు మాట అనకూడదంటే కుదరదు.

     రాజారామ్మోహనరాయ్‌, ఈశ్వర చంద్ర విద్యాసాగర్‌, మహాత్మాగాంధీ, అంబేద్కర్‌, జ్యోతిబాపూలే కందుకూరి వీరేశలింగం, గురజాడ అప్పారావు వంటి ఎందరో సంస్కర్తల పతాకను సమున్నతంగా ఎగురవేస్తూ , విమర్శలను సహించే ఏకత్వంలో భిన్నత్వానికి ప్రాతినిధ్యం వహించే మహత్తర భారతీయ సంస్కృతిని ముందుకు తీసుకుపోయే, తాతగారి నాన్నగారి భావాలకు పాడెకట్టే ముందుయుగం దూతల వారసులు వున్న దేశం ఇది. విమర్శలను సహించక తప్పదు. మీరూ విమర్శించండి, నిజాల నిగ్గు తేల్చండి, మా మనోభావం, మా నమ్మకం అంటే కుదరదు. ఎవరి నమ్మకాలు, ఎవరి మనోభావాలు వారికీ వుంటాయని గుర్తించండి.జనాన్ని మెప్పించండి, నొప్పించకండి.

పదేళ్లలో వూబకాయులు రెట్టింపు-రక్త హీనత తగ్గినా ఆందోళనకరమే-ఏపి పురుషులలో ఎక్కువ

రెండు తెలుగు రాష్ట్రాలలో వూబకాయ సమస్య వేగంగా పెరుగుతోంది. పది సంవత్సరాల క్రితం పొడువు కంటే ఎక్కువ బరువున్న స్త్రీ ,పురుషుల పట్టణ, గ్రామీణ ప్రాంతాల సగటు 17.7, 17.6 వుండగా ప్రస్తుతం ఏపిలో 33.2, 33.5, తెలంగాణాలో 28.1,24.1 శాతానికి పెరిగింది. రెండు చోట్లా పట్టణాలలో ప్రస్తుతం ఏపిలో 45.6, 44.4 చొప్పున స్రీ, పురుషులలో వూబకాయం శాతాలున్నాయి.అదే తెలంగాణాలో 39.5,31.9గా వున్నాయి.

రక్త హీనత విషయానికి వస్తే రెండు రాష్ట్రాలలోనూ గతంతో పోల్చితే కొంత మెరుగు పడినప్పటికీ ఇంకా అందోళనకర స్ధాయిలోనే వుంది. పిల్లలు, స్త్రీలలో 79.6,62.7 నుంచి ఏపిలో 58.6,60.2కు తెలంగాణాలో 60.7, 56.7తగ్గింది.పట్టణాలలో వూబకాయాలు ఎక్కువుంటే గ్రామాలలో రక్తహీనులు ఎక్కువగా వున్నారు.పురుషులలో పదేళ్లనాడు 17.6శాతం రక్త హీనత వుంటే ప్రస్తుతం ఏపిలో వారిశాతం 26.9కి పెరగ్గా , తెలంగాణాలో 15.4కు తగ్గింది.

జన జీవితంలోని కొన్ని సూచికలు

     అవిభక్త ఆంధ్రప్రదేశ్‌ విడిపోయింది, వుద్రేకాలు తగ్గాయి. తాపీగా కాకపోయినా ఎవరి రాష్ట్రాన్ని వారు బాగు చేసుకోవాలంటే నిజాయితీగా ఆలోచించాల్సిన సమయమిది. రాష్ట్రం బాగు చేసుకోవటం అంటే వేళ్లమీద లెక్కించదగిన కొన్ని పారిశ్రామిక కుటుంబాలు లేదా సంస్ధల ఆస్తులు పెరగటం కాదు. ప్రజల జీవన సూచికలు అభివృద్ధికి కొలబద్దలుగా అంగీకరిస్తే వాటిని బట్టి సమగ్రంగా గాకపోయినా కొంత మేరకు మనం ఎక్కడున్నామో అర్ధం చేసుకోవచ్చు. వాటిలో ఆరోగ్యం, మరికొన్ని సూచికలను ప్రమాణాలుగా ఐక్యరాజ్యసమితి తీసుకుంది. అందువలన అంతకంటే మెరుగైన కొలబద్దలు రూపొందే వరకు వాటితోనే మనం కొలవాల్సి వుంటుంది. కొత్త రాష్ట్రం తెలంగాణా జనంలో ఎన్నో ఆశలు, ఇంకా సజీవంగానే వున్నాయి. మిగిలిపోయిన ఆంధ్రప్రదేశ్‌కు ప్రత్యేక హోదా లేదు, రాదు అని అధికారికంగా చెప్పకపోయినా అక్కడి వారు మాట్లాడటం లేదంటే తెలుగుదేశం పార్టీ, బిజెపి, వారి కనుసన్నలలో మెలిగే మీడియా అంతకంటే ఎక్కువే ప్రయోజనం కలిగిస్తారని చెప్పిన మాటలను మరోసారి ప్రజలు నమ్మారని భావించాలి. ఎందుకంటే అమరావతి రాజధాని శంకుస్ధాపన సభకు వచ్చిన ప్రధాని నరేంద్రమోడీ కుండలో పార్లమెంట్‌ ప్రాంగణంలోని కాస్తంత మట్టి ,మురికి యమునా నది నీళ్లు తేవటమే మహాభాగ్యంగా భావించారు మరి. వారిలో కూడా ఇంకా ఆశలు అలాగే వున్నాయి.

      అంధ్రవలస పాలకుల కారణంగా తెలంగాణా ప్రాంత ఆదాయానికి తగిన విధంగా అభివృద్ధి చెందలేదు కనుక ప్రత్యేక రాష్ట్రం కావాలన్నది ప్రధాన నినాదాలలో ఒకటి. ఇంకా అనేకం వున్నాయనుకోండి, సందర్భం వచ్చినపుడు ముందు ముందు పరిశీలించుకుందాం. ఈనెల 19న కేంద్ర ప్రభుత్వం జాతీయ కుటుంబ ఆరోగ్య సర్వే 2015-16కు సంబంధించి కొన్ని రాష్ట్రాల వివరాలను ప్రకటించింది. వాటిలో తెలంగాణా, ఆంధ్రప్రదేశ్‌ మరికొన్ని రాష్ట్రాలు వున్నాయి.తొలిసారిగా జిల్లాల వారీ అంచనాలను అందచేశారు.స్ధానిక భాషలోనే సమాచారాన్ని సేకరించారు. ఆంధ్రప్రదేశ్‌లో గతేడాది మేనెల ఆరవ తేదీ నుంచి ఆగస్టు నాలుగవ తేదీ వరకు, తెలంగాణాలో ఫిబ్రవరి 23 నుంచి మే నెల తొమ్మిదవ తేదీవరకు సర్వే నిర్వహించారు. అందుకని తప్పుడు సమాచారం అందచేయటానికి లేదా అందించటానికి ఆస్కారం లేదు.

పొగ, మద్యపానంలో స్త్రీలతో సహా తెలంగాణా టాప్‌

మద్యపానం విషయంలో తెలంగాణా రాష్ట్రం అగ్రస్ధానంలో వుంది. అక్కడ స్త్రీలలో సగటున 8.8శాతం మంది తాగుతుండగా గ్రామీణ ప్రాంతాలలో 14.3శాతం, పురుషులలో సగటున 53.9 శాతం వున్నారు. అదే ఏపి విషయానికి వస్తే స్త్రీలు 0.4, పురుషులు 34.9 శాతం వున్నారు. తెలంగాణాలో 2.8శాతం స్త్రీలు, 28.3శాతం పురుషులు పొగతాగుతుండగా ఏపీలో 2.3, 26.8శాతం వున్నారు

    తెలంగాణా, ఆంధ్రప్రదేశ్‌ కలసి వున్నపుడు జరిగిన కార్యక్రమాలు, వాటి పర్యవసానాలే ఈ సర్వేలో వెల్లడైన సమాచారానికి ప్రాతిపదికలు. ఎవరైనా ఏడాది కాలంలో మా ముఖ్యమంత్రి అల్లా వుద్దీన్‌ అద్బుత దీపం మాదిరి అభివృద్ధి చేశారు, ఆ ఘనత వారికే చెందాలి అని వాదిస్తే అలాంటి వారికి రెండు రాష్ట్రాలకు కలిపి రెండు రెళ్లు నాలుగు దండాలు. ఈ సర్వేకు సంబంధించి జాతీయ స్థాయి సూచికలు ఎలా వున్నాయి, వాటితో రెండు తెలుగు రాష్ట్రాల పరిస్థితి ఏమిటో పోల్చేందుకు ఇంకా మిగతా వివరాలు వెలువడలేదు. అందువలన దక్షిణాదిలో తమిళనాడుతో పోల్చితే రెండు రాష్ట్రాలలో కీలకమైన అభివృద్ధి సూచికలు ఇలా వున్నాయి. ఇది నిజమైన అభివృద్ధి కాదు అంటే వున్న పరిస్ధితి అనుకుందాం.గ్రామీణ, పట్టణాల మొత్తం,అంకెలు శాతాలలో వున్నాయి. మొత్తం 114 ప్ర శ్నలు వేసి సమాచారాన్ని రాబట్టారు. వాటిలో కొన్ని ముఖ్యాంశాలు ఇలా వున్నాయి. ఎలాంటి వ్యాఖ్యలు లేకుండా ఈ సమాచారాన్ని ఇస్తున్నాం. గతంలో వుమ్మడి రాష్ట్రంగా వున్నపుడు వెల్లడైన సూచికలతో ఇప్పుడు రెండు తెలుగు రాష్ట్రాల సూచికలను పోల్చలేము. అందుకే అయితే వుమ్మడి రాష్ట్రంలో వున్న సూచికలతో పోల్చినపుడు రెండు ప్రాంతాలలోని తాజా పరిస్ధితులను బట్టి కొంతమేర అర్ధం చేసుకోవచ్చు. గతంలో కొన్ని వివరాలు సేకరించలేదు కనుక కొన్నింటితో పోల్చుకోలేము కనుక ఆ పరిమితులను గమనంలో వుంచుకోవాలి. గత సర్వే 2005-06లో జరిగింది. వుమ్మడి ఆంధ్రప్రదేశ్‌ వివరాలు పదేళ్లనాటి సర్వే వివరాలని గమనించాలి. Intervene in the Rohith Vemula Case:A Plea to the President

A group of 189 academics and scholars are sending a letter to President Pranab Mukherjee asking him to take steps to ensure, inter alia, that the Vice Chancellor of Hyderabad University is dismissed and Rohith Vemula’s family is given an ex-gratia payment of Rs 50 lakhs:

We, the undersigned teachers and researchers of Central Universities, research institutes and institutions of higher education in India, and independent scholars appeal to you to intervene with the MHRD and the Government of India to ensure the constitutional right to life and liberty and the freedom to educate, organise, and agitate are upheld in all educational institutions. 

The death of Rohith Vemula of the University of Hyderabad is a grief that is impossible to bear, made even worse with the revelations that the toxic mix of anti-Dalit, Hindutva-inspired exclusionary politics that took Rohith’s life involved at least two ministries of the Central government, and a Member of Parliament of the ruling party. This incident also foregrounds the disastrous consequences of the lack of institutional autonomy in institutions of higher education, and the resultant lack of accountability to the university community of those entrusted with the responsibility for administering them – in this case, the Vice Chancellor and his entire administrative machinery.  

As teachers, we are deeply aware of the many challenges that higher education faces in India today, including the fact that our university spaces have had, and in many cases continue to have, an exclusively upper-caste character that is downright hostile to the well-being and education of marginalised sections –Dalit, adivasis, women, religious and sexual minorities. In our struggle, through our teaching, research and administrative duties, to refashion institutions of higher education into democratic spaces substantively accessible to the most downtrodden in our society, we draw upon the resources created by the social engagement of marginalised groups both within and without the University.

Students’ groups that give voice to critiques of the violence of caste, class, and gender hegemonies and religious majoritarianism, and instill in each student the self-belief that (s)he can “travel to the stars,” are integral to this process of social transformation and if anything, the most constitutional of all.  To label Ambedkarite groups “casteist” and to accuse those that campaign against the death penalty of being “extremist,” “terrorist” and “anti-national” displays an ignorance of the philosophical foundations of human dignity.  Universities and institutes of higher education have a critical role to play in the development and understanding of philosophies of resistance and justice.  

Far from fostering equality of access and opportunity in our universities, the government of India has, over the past year and a half, repeatedly assaulted the autonomy and freedom of university spaces and their constituents. The expulsion of five student activists, one of whom was Rohith Vemula, of the Ambedkar Students Association in the University of Hyderabad is both one of a long string of such violations and a cataclysmic one, as a promising young academic and Dalit activist ended his life. The trail of letters made public show not only the direct official involvement of the MHRD in relentlessly haranguing the university to take action against these student activists, they also demonstrate a contemptible interest in bolstering the fortunes of the student wing of the ruling party, the Akhil Bhartiya Vidyarthi Parishad. This naked meddling in the internal affairs of a university is deserving of censure in itself, but the fact that these partisan interventions resulted in a total suspension of the principles of natural justice in the university response to these directives — the five ASA scholars were punished without a hearing — shows that the MHRD and the UoH administration have scant respect for justice and the rule of law. 

String of suicides

It is also in order here, to underscore the fact that there has been a string of suicides by Dalit research scholars in the University of Hyderabad under successive administrations.  This is the decimation of an entire generation that has struggled to break through in an extremely hostile social environment, to enter the university, believing that its portals will deliver the promise of liberation, only to find that the only plea they can make is for a length of rope in the room of every dalit student and euthanasia (as Rohith wrote in his letter to the Vice Chancellor last month).

Rohith Vemula lost his life at the hands of a callous university administration that was instigated to act thus by the central government. Even in death, he was not accorded the dignity that should accrue to all human beings and citizens of this country — his body was not handed over to his family and friends and hastily cremated by the police. Further, the vice-chancellor of the UoH, in a complete breach of responsibility, left the campus within an hour of Rohith’s death, and there has been no university administration in place in the crucial period following the death of a student on campus.  Although he is faced with the death of a student under his watch, and as a direct result of actions undertaken by him, the Vice Chancellor has refused to meet Rohith’s mother and offer an official explanation in person of the circumstances leading to the death of her son.  

In his final letter, Rohith asked those who wished him well, not to weep for him. He was right: this is not the time for tears but for decisive action on your part. We demand your urgent intervention to ensure that the following steps are immediately taken:

  • A withdrawal of all measures taken or proposed to be taken by the MHRD, UGC, or any other government department that seeks to police, monitor, restrict, or otherwise control the liberty of all students, especially Dalits, women, and sexual and religious minorities.
  • Immediate revocation of the suspension of the four student activists of the Ambedkar Students Association suspended by the UoH administration and withdrawal of all police cases against them.
  • Immediate dismissal of the UoH Vice-Chancellor, Appa Rao.
  • Ex-gratia payment of Rs 50 lakhs to Rohith Vemula’s family and the guarantee of employment to a family member.
  • Investigation, prosecution, and/or departmental action of any individual or official involved in the persecution of Rohith Vemula and his fellow student activists of the Ambedkar Students Association. 
  • A moratorium on the practice of the discontinuation of fellowships as a disciplinary measure for all students across all universities in the country. 
  • An assurance from the Government of India and particularly the MHRD that it will respect the institutional autonomy of all institutions of higher education, and that it will promote university cultures in which the values of democratic pluralism, human equality and dignity are upheld.
  • An unequivocal assurance from the government of India that it will desist from its attempts to install nominees friendly to its right wing Hindutva ideology as heads or administrators of higher educational institutions.

పవిత్ర మత యుద్ధం జరపాలనే వారందరూ వున్మాదులే, వుగ్రవాదులే ఎవరికి నచ్చిన పేరు పెట్టుకోండి.మన దేశానికి వస్తే అకుపచ్చ తాలిబాన్లు మైనారిటీ, కాషాయ తాలిబాన్లు మెజారిటీ. ఎవరు చెప్పినా మతాన్ని రక్షించాలి, మతం చెప్పినదాన్ని పాటించాలి లేకుంటే అంతు చూస్తాం, ఇదేగా జరుగుతోంది. స్వతంత్ర పార్టీ మితవాద శక్తులు ప్రారంభించిన స్వరాజ్య పత్రికను ఇప్పుడు చెట్టుపేరు చెప్పి కాయలమ్ముకుంటున్నట్లుగా స్వరాజ్య నినాదం, వుద్యమాలతో సంబంధం లేని, మతవాదులు దానిని స్వాధీనం చేసుకొని భారత దేశ మితవాద అభిప్రాయాలు చదవండనే తోక తగిలించుకొని మరీ దానిని ప్రచురిస్తున్నారు.పచ్చి అవాస్తవాలను ప్రచారం చేస్తున్నారు.

రోహిత్‌ వేముల కారల్‌ సగాన్‌ అనే శాస్త్రవేత్త అంతటి వాడు కావాలనుకున్నాడు, కానీ కారల్‌ మార్క్స్‌ నాశనం చేశాడు అనే పేరుతో ఆ పత్రికలో తేజస్వి సూర్య అనే కర్ణాటక బిజెపి లాయర్‌ ఒక వ్యాసం రాశాడు. భారతీయ విశ్వవిద్యాలయాలలో కమ్యూనిస్టు-జీహాదిస్టులు వుమ్మడిగా ఎక్కించిన దానికి ఒక దళిత విద్యార్ధి ఎలా బలయ్యాడో చూడండనే ఆర్గ్యుమెంట్‌ను సదరు లాయరు వినిపించాడు. వామపక్ష-దళిత విద్యార్ధి రాజకీయాలకు వేముల రోహిత్‌ బలయ్యాడని ఆరోపించారు. ఒక బిజెపి నేత అంతకంటే భిన్నంగా చెబుతాడని ఎవరైనా ఎలా వూహిస్తారు. అతని ఆత్మహత్యకు నేటి రాజకీయ వ్యవహారాలు,దేశంలో విద్యార్ధి రాజకీయాలు నడుస్తున్న తీరు, మన విద్యావిషయాల స్ధితితో పాటు దేశంలో దళితుల కార్యాచరణ అవినీతి గురించి మర్చిపోవద్దంటారు.

ఇంతకీ ఈ పెద్ద మనిషి కడుపు మంట ఏమిటంటే దేశంలో నేడు అత్యధిక కేంద్రీయ విశ్వవిద్యాలయాలు ‘కమ్యూనిస్టు లేదా మార్క్సిస్టు బ్రాండ్‌లైన దళిత-ఇస్లామిక్‌ రాజకీయాలకు కేంద్రాలుగా మారాయట, ప్రేమ ముద్దుల ప్రచారం, శిక్షపడిన వుగ్రవాది యూకూబ్‌ మెమెన్‌ సంస్మరణ సభలూ, మహిషాసుర దినాలను పాటించటం, గొడ్డు మాంస విందుల వంటి వాటన్నింటినీ వ్యక్తిగత స్వేచ్ఛ ముసుగులో, మైనారిటీ, ఇతర వుప హక్కుల పేరుతో వామపక్ష-జీహాదీ కుమ్మక్కు విశ్వవిద్యాలయాలలో నడుస్తోందట.

కాలం చెల్లిన కమ్యూనిజంతో యువత బుర్రలను పాడు చేయటంతో పాటు హిందూ అంటేనే దేన్నయినా వ్యతిరేకించటం నేర్పాయట, ఇది వందలాది దారుణమైన దాడులకు ముఖ్యంగా కేరళ, బెంగాల్‌, తెలంగాణాలో వారికి వ్యతిరేకమైన సిద్ధాంతాలున్నవారిపై జరిగేందుకు దోహదం చేశాయట. ఇలా సాగిన ఆ వ్యాసం చివరికి ఎటు తిప్పి వుంటారో ఊహించటం కష్టం కాదు. కేవలం తోటి విద్యార్ధి ఎబివిపికి చెందిన వాడైన కారణంగానే అతని మీద దారుణమైన దాడికి రోహిత్‌ పాల్పడ్డాడట.

ఇక ఆ లాయర్‌ మనువాది సావర్కర్‌, దానికి వ్యతిరేకంగా జీవితాంతం పోరాడిన అంబేద్కర్‌ శత్రువులు కాదని దళిత విద్యార్ధులు తెలుసుకోవాలట. ఎంత చక్కని వ్యాఖ్యానం ! అంటే అంబేద్కర్‌ కూడా మనువాదే అని ఎలాంటి సంకోచం లేకుండా చెప్పటమే.అంతే కాదు కమ్యూనిజం, ఇస్లాంకు వ్యతిరేకంగా అంబేద్కర్‌ తన జీవితాంతం పోరాడారని ఈ విషయాలను దళితుల్లో ఎబివిపి సైద్ధాంతికంగా ప్రచారం చేయాలని బోధనొకటి.ఇంతటి పచ్చి అసత్యాలను చెప్పిన ఆ పెద్దమనిషి లాయర్‌ కాదు లయర్‌ !

India rolls out injectable polio shots

[NEW DELHI] India, which was declared polio-free by the WHO two years ago, has begun switching its reliance on oral polio drops to the injectable, inactivated poliomyelitis vaccine (IPV) delivered through its universal immunisation programme (UIP).

India’s success in eliminating the wild polio virus stands in contrast to the situation in neighbouring Pakistan and Afghanistan where the wild poliovirus continues to be endemic. Pakistan recorded more than 300 cases in 2014 and 52 new cases in 2015.

Ramanan Laxminarayan, vice-president of the Public Health Foundation of India, a public-private initiative, tells SciDev.Net that India will have to maintain a strong programme given that polio remains endemic in Pakistan where there is distrust for immunisation programmes. An attackby religious fundamentalists on a polio centre in Quetta on January 13 left 15 people dead.

According to Laxminarayan polio cannot be eliminated without IPV. “It is the critical path — India is following the global trajectory.”

Since India began the rollout of the IPV programme in November 2015 it has been introduced in 17 high-risk states.  Oral polio vaccine (OPV), which is given in campaign mode over and above routine immunisation, although rare, carries the risk of genetic reversion to the parent wild virus and can cause polio outbreaks. IPV, on the other hand, does not carry the risk of vaccine-derived polio.

Sona Bari, spokesperson for WHO in Geneva, says that as the world nears total polio eradication, a coordinated switch to IPV is being planned.

With the wild P2 strain of the virus eradicated, the trivalent OPV will be replaced with a bivalent vaccine with no P2 component. After the switch is effected during two weeks of April 2016, all trivalent OPV in the world will be destroyed, says Bari.

“Introducing the IPV is the first step in phased withdrawal of OPV. IPV will be introduced in all countries including Afghanistan and Pakistan,” says Bari. “As we know, any vaccination is as good as its coverage; so high IPV coverage will be essential.”

Paediatrician and virologist T Jacob John, Christian Medical College, Vellore, says that he is happy that IPV is being introduced into the national programme. “It is completely safe and highly effective in children — and also offers excellent herd effect.” He defines herd effect as “the reduction of infection or disease in the unimmunised segment as a result of immunising a proportion of the population.”

    Water shortages and a warmer climate could slash the efficiency of power plants in coming decades, meaning developing countries must prepare their power systems to cope, researchers warn.

Using data on water-dependent power plants and climate changeprojections, scientists demonstrated that fossil fuel plants could see a 30 per cent drop in efficiency by 2070 due to lack of cooling water. This is because river flow in large parts of regions such as Africa, South Asia and South America is projected to drop drastically because of global warming.

Hydropower stations — which make up 63 per cent of South America’s power generation — could see their efficiency fall by about a quarter, they write in a paper published in Nature Climate Change earlier this month (4 January).

“We were quite surprised about the order of magnitude. It could become a major issue,” says Keywan Riahi, a researcher at Austria’s International Institute for Applied Systems Analysis, who cowrote the paper. “It means that important investments made in the developing world now must factor in adaptation possibilities, because many of the issues we present will be relevant to power stations built today.”

Nearly all power stations, including hydropower, nuclear and fossil fuel plants, need lots of water to power the plants or cool them. Warmer water will reduce cooling efficiency, while water shortages could force entire power stations to shut down, the researchers warn.

The team suggests building more power stations close to the sea, but acknowledges that this makes them prone to damage from floods and storms. It also calls on developing countries to look at innovative technologies such as air cooling for future plants.

Refitting existing plants with air cooling is expensive, the researchers say, but might still be the most cost-effective option for the ten per cent of plants under most severe threat.

South Africa experiences severe droughts during El Niño, a recurring Pacific Ocean warming phenomenon that upsets global weather patterns, and already uses air cooling on 30 per cent of its coal power plants, says Fadiel Ahjum, an energy systems researcher at the University of Cape Town. Many plants also use cascade-type cooling systems that save water by reusing it several times, he says.

But Ahjum points out that such efforts require long-term planning and strong governance, which some developing countries may struggle to provide.

 “You need expertise to ensure that water supply is efficiently allocated, costed and managed to minimise the impact of pollution on future supply,” he says. “Energy planning requires collaboration with water planners and climatologists as well as timely decision-making, because outcomes are only evident several years after these decisions are made.”

Riahi adds that financing is also a barrier, even for solar and wind power — another proposed solution to the projected efficiency crisis. “Adapting your energy system requires high upfront investment” and long-term decisions, but a lack of short-term capital in developing countries makes this difficult, he says.

Meet the Dracoraptor, an Ancient Theropod Unearthed in Wales

In spring 2014, fossil-hunting brothers Rob and Nick Hanigan discovered a dinosaur skeleton on a beach near Penarth, Wales. Living over 200 million years ago, the dinosaur represented the earliest skeleton of a Jurassic dinosaur ever found, and the first theropod skeleton found in Wales.Now, researchers from the Univ. of Portsmouth, the Univ. of Manchester, and the National Museum Wales have described and named the dinosaur in a paper published in PLOS One.

“Theropod dinosaurs are extremely rare in the Lower Jurassic and most reports are of only fragmentary remains. This rarity results in a considerable gap in our knowledge of these animals at a time when, indications are, theropods were diversifying rapidly,” the researchers write. “In Europe Early Jurassic theropods are reported from the Hettangian of Scotland, England, France, and Belgium, but all of these occurrences are of fragmentary material, isolated bones, or a few associated elements, with most of it non-diagnostic at generic level.”

Isolated bones and teeth from dinosaurs have been found in south Wales, near Bridgend and Cowbridge.

The researchers named the specimen Dracoraptor hanigani. Dracoraptor means dragon thief andhanigani is derived the fossil finders’ last name. The dragon is the national symbol of Wales.

“The draco part of the name seemed fitting because the fossils were found in Wales and will be displayed in Wales, reflecting the red dragon of the Welsh flag,” said paleontologist Dave Martill. “Dracoraptor was a meat-eating dinosaur that would have used its small needle-sharp teeth with steak-knife serrations to pinch bits of meat here and there, hence the part of its name meaning thief.”

The bones, which included the skull, claws, teeth, and foot bones, were spread across five rock slabs. The researchers believe the specimen was a juvenile, as some of its bones were not fully formed. Martill said the animal was probably around 70 cm tall and 200 cm long, about the size of a leopard or cheetah.

It was a distant cousin of Tyrannosaurus rex.

“This animal was small, slim, and agile,” Martill said.

Neuroscientists Pinpoint Why Brain Fumbles

Even the most practiced performers experience anxiety on the stage. Empirical evidence suggests that having an audience can have either facilitative or detrimental effects on a performance.

Now, neuroscientists from the Univ. of Sussex have identified the brain network system responsible for anxious flubs and stumbles.

Using functional magnetic resonance neuroimaging (fMRI), the team observed the brains of people carrying out an activity. The task—which required study participants to exert a precise amount of force when gripping an object—was performed while the participant viewed video footage.

“The presence or absence of social evaluation was experimentally manipulated by presenting each participant with video footage of two observers who appeared to be closely evaluating the participant’s own task performance in real-time (observed condition) or that of another participant (unobserved condition),” the researchers wrote in Scientific Reports. “We predicted that the observed condition would elicit a mild level of anxiety in our participants.”

Participants, according to the researchers, reported heightened levels of anxiety when they perceived that they were being viewed. It caused them to grip the objects harder.

Brain scans of the participants showed that the area of the brain responsible for fine sensorimotor functions—the inferior parietal cortex (IPC)—was deactivated when participants believed they were being viewed. The IPC works with the brain’s posterior superior temporal sulcus (pSTS) to create the action-observation network, which humans use to infer what other people are thinking based on gaze and facial expressions.

According to Dr. Michiko Yoshie, the action-observation network could be related to performance anxiety, as people tend to care what others think of their performance.

“Our data suggest that social evaluation can vary force output through the altered engagement of (the IPC); a region implicated in sensorimotor integration necessary for object manipulation, and a component of the action-observation network which integrates and facilitates performance of observed actions,” the researchers write.

While this information may not directly help people overcome social anxiety, Yoshie said there are brain stimulation techniques that can help activate desired behavior, such as transcranial magnetic stimulation and transcranial direct current stimulation.

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 25.31 per barrel (bbl) on 19.01.2016. This was higher than the price of US$ 24.96 per bbl on previous publishing day of 18.01.2016.

In rupee terms, the price of Indian Basket increased to Rs 1710.29 per bbl on 19.01.2016 as compared to Rs 1687.27 per bbl on 18.01.2016. Rupee closed stronger at Rs 67.56 per US$ on 19.01.2016 as against Rs 67.59 per US$ on 18.01.2016. The table below gives details in this regard:

  1. Crude Oil Production

1.1       Indigenous crude oil production (including condensate) during December, 2015 was 3079.611 TMT which is 1.38% lower than the target for the month and 4.09% lower than the production during corresponding period of last year. Cumulative crude oil production during April-December, 2015 was 27952.376 TMT which is 1.07% higher than target for the period and 0.79% lower than the production during corresponding period of last year. Unit-wise and state-wise crude oil production is given at Annexure-I. Unit-wise crude oil production (including condensate) for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-1.1 and month-wise in Figure-1.1

1.2       ONGC’s crude oil production during December, 2015 was 1895.637 TMT which is 0.47% lower than the target for the month and 0.06% higher than the production achieved in the corresponding month of last year. ONGC’s cumulative production during April-December, 2015 was 16883.815 TMT which is 0.30% lower than the cumulative target and 0.96% higher than the production during the corresponding period of last year. The shortfall in ONGC’s production was due to following reason:

Ø  Gujarat, Mehsana: Less Air injection in Santhal field, increasing water cut in down dip wells of N Kadi field, increase in water cut, increase in sick wells & power shut down.

Ø  Gujarat, Ahmedabad: Poor influx, ceasure of wells, increase in water cut, power shutdown, lift optimization & delayed / less gain from Gamij Field.

Ø  Gujarat, Cambay: Less than envisaged production from Nadiad and Vadatal, increase in water cut.

Ø  Assam: Low Gas injection pressure & poor influx.

Ø  Tamilnadu, Karaikal: Less than anticipated production from Madanam field & closure of wells due to less / nil off-take by consumers.

 

1.3          OIL’s crude oil production during December, 2015 was 270.124 TMT which is 12.41% lower than the target for the month and 6.30% lower than the production achieved in the corresponding month of last year. OIL’s cumulative production during April-December, 2015 was 2450.612 TMT which is 8.33% lower than the cumulative target and 4.97% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:

Ø  Rise in water cut in wells of Shalmari, Greater Chandmari and Greater Hapjan Fields.

Ø  Permanent loss at Makum & Hapjan OCS.

Ø  Less than planned contribution from workover & new wells

 

 

1.4       Pvt. /JVs’ crude oil production during December, 2015 was 913.850 TMT which is 0.45% higher than the target for the month and 11.12% lower than production of corresponding month of last year. Pvt./JVs’ cumulative production during April-December, 2015 was 8617.949 TMT which is 7.08% higher than the cumulative target and 2.86% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:

Ø  Cairn: Shutdown of Mangla processing terminal. Natural decline in Ravva, Mangala and underperformance of Bhagyam wells in RJ-ON-90/1

Ø  RIL: Under performance of wells of KG D6.

Ø  JV of ONGC, BG & RIL: Less production in Panna-Mukta due to shutdown.

Ø  GEOENPRO: Sand ingress in Kharsang

 

 

  1. Natural Gas Production

2.1       Natural Gas Production during December, 2015 was 2736.990 MMSCM which is 9.30% lower than the target for the month and 6.09% lower than the production during corresponding period of last year. Cumulative natural gas production during April-December, 2015 was 24697.304 MMSCM which is 6.32% lower than the target for the period and 2.76 % lower than the production during corresponding period of last year. Unit-wise and state-wise natural gas production is given at Annexure-II. Unit-wise natural gas production for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-2.1 and month-wise in Figure-2.1.

2.2       ONGC’s natural gas production during December, 2015 was 1818.978 MMSCM which is 11.65% lower than the target for the month and 4.16% lower than the production achieved in the corresponding month of last year. ONGC’s cumulative natural gas production during April-December, 2015 was 16272.130 MMSCM which is 8.50% lower than the cumulative target and 1.96% lower than the production during the corresponding period of last year. Reasons for the shortfall are given below:

v  Eastern Offshore: Delay in commencement of production from one deep water well

v  Bassein & Satellite: Less production from new well/side-track wells and decline in Bassein fields. Inspection / maintenance of compressors at BPA/BPB platforms

v  Gujarat: Closure of wells due to unplanned shut down of GAIL Gas line from Ahmedabad/Kalol to Ramol. Decline in associated gas production in South Kadi & Gamij fields

v  Andhra Pradesh: Closure of 42 wells as GAIL pipelines in Tatipaka-Lanco & Endamaru-Oduru sections are still under repair.

v  Assam: Decline in associated gas production in Geleki & Lakwa fields.

v  Tripura: Less off take due to stoppage of 2nd unit of OTPC

2.3       OIL’s natural gas production during December, 2015 was 266.102 MMSCM which is 2.65% higher than the target for the month and 14.66% higher than the production achieved in the corresponding month of last year. OIL’s cumulative natural gas production during April-December, 2015 was 2120.061 MMSCM which is 6.64% lower than the cumulative target and 3.00% higher than the production during the corresponding period of last year. Reasons for the shortfall are given below:

Ø  Shortfall in production of natural gas is mainly due to low uplifitment by the following consumers:-

  1. a) LTPS due to transporters line capacity constraint.
  2. b) BCPL, due to pre-commissioning job
  3. c) Less offtake by Tea Gardens due to off season

 

2.4       Pvt. /JVs’ natural gas production during December, 2015 was 651.910 MMSCM which is 6.81% lower than the target for the month and 16.91% lower than the production achieved in the corresponding month of last year. Pvt. /JV’s cumulative natural gas production during April-December, 2015 was 6305.113 MMSCM which is 0.05% lower than the cumulative target and 6.48% lower than the production during the corresponding period of last year. Reasons for the shortfall are given below:

Ø  RIL (KG-D6): Underperformance of MA wells.

Ø  JV of BG, RIL & ONGC: Less Production in Panna Mukta of BGEPIL due to shut down PPA riser repair. Panna-Mukta carried out its planned shutdown for riser repair in April- May’15 and Gas Evacuation constraint in July’15 due to repair of 42” SB – HAZIRA ONGC Line.

Ø  Cairn: Non-associated gas producing well LB-7 watered out prematurely in CB-OS2. M &S Tapti field proposed for abandonment.

Ø  Other operators: Hazira field proposed for abandonment. Natural decline in PY 1, Dholka.

Ø  CBM: Extended dewatering in Raniganj South (GEECL), Delayed forest clearance in Raniganj East (Essar).

 

  1. Refinery Production (in terms of Crude oil processed):

3.1       Refinery production during December, 2015 was 20146.410 TMT which is 3.94% higher than the target for the month and 2.13% higher than the production during corresponding period of last year. Cumulative production during April-December, 2015 was 170710.665 TMT which is 2.08% higher than the target for the period and 2.41% higher than the production during corresponding period of last year. Unit-wise production is given at Annexure-III. Unit-wise production for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-3.1 and month-wise in Figure-3.1.

3.2       PSU Refineries’ production during December, 2015 was 10848.589 TMT which is 0.91% higher than the target for the month and 2.83% higher than the production achieved in the corresponding month of last year. Cumulative production of PSUs during April-December, 2015 was 91958.032 TMT which is 0.71% higher than the cumulative target and 2.40% higher than the production during the corresponding period of last year. Reasons for shortfalls in PSU refineries are given below:

v  IOCL, Gujarat: Throughput is restricted due to lower North Gujarat crude availability.

v  IOCL, Digboi: Throughput is restricted due to lower Assam crude availability.

v  IOCL, Panipat: Throughput is lower due to planned HCU shutdown.

v  CPCL, Manali: Crude throughput was lower than plan on account of (i) Refinery shutdown due to unprecedented rain and floods during first week of Dec’15. (ii) VGO containment due to single MUG compressor operation of Hydrocracker Unit.

v  CPCL, Narimanam: Crude throughput lower than target as RCO/LSHS movement to Manali Refinery was affected due to floods and CDU was under shutdown from 6.12.15 to 14.12.15.

v  NRL, Numaligarh: Lower receipt of Crude from OIL.

3.3       Production in JV refineries during December, 2015 was 1436.554 TMT which is 13.80% higher than the target for the month and 1.08% lower than the production achieved in the corresponding month of last year. Cumulative production in JV refineries during April-December, 2015 was 12919.504 TMT which is 23.49% higher than the cumulative target and 32.01% higher than the production during the corresponding period of last year.

 

3.4       Production in private refineries during December, 2015 was 7861.267 TMT which is 6.67% higher than the target for the month and 1.77% higher than the production achieved in the corresponding month of last year. Cumulative production in private refineries during April-December, 2015 was 65833.129 TMT which is 0.58% higher than the cumulative target and 1.89% lower than the production during the corresponding period of last year.

3.5       Refinery-wise details of the capacity utilization and Production of petroleum products during the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis April-December,2014 are given at Annexures-IV and V respectively.
