Marxism does not attack religion per se

Sitaram Yechury

[This text is based on the speech delivered by Sitaram Yechury, General Secretary of CPI(M)  at the valedictory function of the 83rd Sivagiri Pilgrimage Celebrations on January 1, 2016 at Kerala.]

It is, indeed, an honour to be here at Sivagiri. My heartfelt thanks for being invited to share some thoughts with all of you in the concluding session of the 83rd Sivagiri Pilgrimage celebrations. It is, indeed, a very new and an appropriate way to begin the new year. A Happy New Year to all of you.

I belong to a generation that grew up on the values propagated by Srinarayana Guru – `the oneness of humanity’, with no social barriers on the grounds of caste, religion, region etc.  The slogan of `one caste, one religion, one god’ is an elevated expression of humanism which recognizes the value of a human being  as being supreme. A value that recognizes all human beings as being equal, irrespective of all social divisions.  This universality of oneness of humanity, in a sense, crystallizes the finest elements of  rational thought and philosophy that emerged in the course of the advance of human civilization in these lands.  As “different rivers flow through different courses to merge in the ocean”, so do different human beings through the practice of individual beliefs and faith eventually merge with humanity as a whole. This is humanism of the highest variety.

Such humanism has a strong resonance with the Communist philosophy and worldview.  The overriding concern of Marxism is humanism.  In fact, Karl Marx had once said, “Nothing human is alien to me”.  It is the pursuit of the simple question of what constitutes the real freedom of a human being and his consequent liberation, Marx proceeded to reject the Hegelian idea of the revolution of the mind as articulated by Feuerbach, during his time, to come to a conclusion of seminal importance.  This was: consciousness of a human being is determined by the social conditions and not vice a versa. “It is not the consciousness of men that determines their being, but on the contrary their social being that determines their consciousness”.

Marxism’s focus on changing the concrete conditions of material existence, as the basic pre-requisite for human liberation, emerges from this understanding and hence Marx’s own scientific study on the real living conditions of the people and his consequent dissection of capitalism.

It, indeed, sounds as a strange paradox that a practitioner of Marxism, a Communist foot soldier, a confirmed atheist has been invited to be here as a part of these pilgrimage celebrations.  A  great deal of controversy has always existed regarding the Marxist understanding of religion. The popular perception is the normally out of context quotation that “religion is the opium of the people”. In fact, deliberately, the passage in which this statement finds place is never quoted in the full. Marx had stated :”Religious distress is at the same time the expression of real distress and the protest against real distress. Religion is the sigh of the oppressed creature, the heart of the heartless world, just as it is the spirit of the spiritless situation. It is the opium of the people”.

Religion, is the opium in the sense that it is as potent as opium in transporting human beings to an illusory world. For a human being who is oppressed, religion provides the escape for  relief, it provides  a “heart in a heartless world, a spirit in a spiritless situation.” This is the strength and power of religion. It is like opium that the people are fed, to lull themselves into submission, robbing them of their inherent potential to change the real world, and hence, remain in conditions which appear outside of both their comprehension and control.

Marxism does not attack religion per se. It’s attack is on the conditions that give rise to the conditions that perpetuate the hold of religion on the people.  The point is to change the real world; to  transform the comforts of an illusory world into concrete reality. Therefore, as a Communist, we can assure you that the CPI(M) will be the foremost upholder of every individual’s right to his/her choice of their faith and their right to maintain their beliefs and propagate them.  We will defend,  till the last breath, this right of the individual choice and protect the faith of every individual. It, therefore, necessarily follows that we shall also protect everybody against any attempt to interfere into the rights of individual liberty of faith by any body of thought or action.  This is precisely what the communal forces attempt to do today.  The CPI(M)’s opposition to communalism is, hence, integral to both its philosophy and practice.

This growth of rabid communal polarization that we see around us today runs completely in contradiction with the body of thought and action that the Guru has bequeathed to us.   This rich legacy and the philosophical activities that the Guru undertook had heralded a movement for social renaissance in Kerala.  Remember, Swami Vivekananda had once described the Kerala society as a `mad house’ of casteism.  The Guru, through his philosophy of oneness of humanity,  spread the indomitable values of equality and humanism.  Kerala was a society where caste prejudices went beyond even the obnoxious practice of untouchability. In Kerala, there was the practice of unseability. Comrade EMS Namboodiripad used to tell us that in his childhood, it was not unusual to see some `unfortunate’ human beings carrying a bell around their neck whose sound would warn the  upper castes, to take a different path!

It was the social renaissance heralded by the Guru, amongst others, that has transformed this society into one with the most progressive values in the country today. In the process, Kerala society has achieved such advances in its human development indices that it matches and, in some cases, outstrips the standards existing in the developed capitalist countries today. In the field of literacy, education, gender equality and other social parameters, Kerala proudly stands at the top on the  rest of India.

The Guru used spirituality as a propelling force for upward social mobility of the people. In this process, he developed a unique combination of materialism and spiritualism, propagating The Buddha’s preachings of the control over the Body, Word, Mind, Food and Deed.   The consecration of the Shiva Lingam in 1888 – the Aruvippuram Prathishta – remains a landmark that has gone way beyond being a symbolic gesture.

Yet another resonance with Marxist philosophy is the Guru’s emphasis on “freedom through education, strength through organisation, economic independence through industry”.  In a sense, this brings me to the point of urging all of you to explore further a thought: Spiritualism is  not to be confined within the boundaries of religion or religiosity.  Of course, there is religious spiritualism which could also be call Theistic spiritualism. On the other hand, there is also an Atheistic spiritualism. Here, spiritualism is understood as the elevation of human  consciousness to the levels of refined humanism.  Such elevation of human consciousness can be achieved as much by a materialist philosophy as it can be through a Theistic theology.  (This is a tautological term, but I am using it only to emphasise the point.)

The Guru’s philosophy spread far and wide beyond the confines of Kerala. I am told that Mahatma Gandhi came here thrice during our freedom movement.  Gurudev Rabindranath Tagore came to meet the Guru in 1922. This surely was a meeting of minds.  Tagore had by then penned the Nobel Prize winning immortal lines to awaken India: “Where the mind is without fear and the head is held high; Where knowledge is free; Where the world has not been broken up into fragments by narrow domestic walls;”.

The Guru’s teachings and personal example appear to be not merely relevant but more necessary to meet the challenges before us today.  On the one hand, the material basis of  existence for the vast mass of our people and the country, as a consequence of embracing the neo-liberal policy trajectory by the Indian ruling classes, is deteriorating. Unless material needs are satisfied, the growth of spiritualism leading to social renaissance and, therefore, to cultural renaissance would be simply impossible.  The economic policies followed  by the current government at the Centre and, to a large extent, by the government in Kerala, only buttress such material regression of our people’s lives.  These policies need to be resisted and reversed.  This is one focus of CPI(M)’s activities today.

On the other hand, the CPI(M)’s other focus is against the growing communal polarization and the vicious pursuit of consolidating the Hindutva  communal vote bank politics which is leading to severe ruptures in our society that can well destroy the unity and integrity of India.  Under the present Central government, both these aspects of anti-people economic reforms and communal polarization constitute its singular agenda.  In the process, the communal forces even make an attempt to forcibly appropriate the Guru’s philosophy and legacy.

This, simply, cannot be allowed. Such efforts, in particular, have to be defeated in order to carry ourselves to higher levels of social and material existence as envisaged and propagated by the Guru.  The efforts to replace the  rich Indian history with Hindu theology and the evolution of the syncretic Indian philosophy with a monolithic Hindu theology will have to be resisted and defeated.

I wish the Srinarayana Guru Mutt all success in its efforts to relentlessly continue to propagate the Guru’s philosophy  and vision of the `oneness of humanity’ and not permit any effort at hijacking this rich legacy to serve the narrow ends of communal forces.

చంద్రబాబు చేతిలో మంత్రదండం !

ఆంధ్రప్రదేశ్‌ ముఖ్యమంత్రి చంద్రబాబు నాయుడి చేతిలో మంత్రదండటం వుందా ? భక్తులను కరుణించేందుకు గతంలో పుట్టపర్తి సత్యసాయి బాబా హాంఫట్‌ అంటూ విభూతి,బంగారు చైనులు తీసి ఇచ్చేవాడని,ఆయన వేలు ముంచటంతో బకెట్‌లోని నీరు పెట్రోలుగా మారిందని గతంలో చెప్పారు. తిరుపతి జన్మభూమి సభలో అక్కడికక్కడ ఒక విద్యార్ధికి ఒక టాబ్‌ను చంద్రబాబు బహుకరించారంటే ఆయన కూడా అదే పరంపరకు చెంది వుండాలి.

ఎవరైనా బడి ఎగ్గొడితే మందలించాలి.పిల్లలను బడి ఎగ్గొట్టించి పిల్లలను తీసుకువస్తే టీచర్లను మందలించాలి. కానీ చంద్రబాబు నాయుడు ఏం చేశారు ? వచ్చిన 23 మంది పిల్లల్లో వుపన్యాసం చేసిన విద్యార్ధినికి టాబ్‌ బహుకరించారు. ఆది ఆయన జేబులోంచి తీశారా, పక్కన వున్న అధికారి చేతిలోది లాక్కొని ఇచ్చారా లేక ముందే చెప్పుకున్నట్లు మంత్రదండంతో సృష్టించారా అన్నది గొర్రెల గోత్రాలు కాపర్లకు ఎరుక అన్నట్లు తెలుగు దేశం మాజీ నాయకురాలు ప్రస్తుతం ఆ జిల్లాకు చెందిన వైసిపి శాసనసభ్యురాలు రోజాను అడగాల్సిందే.

సినిమాల్లో, కధల్లో మాఫియా నాయకుడు ఫలానా రోజున ఫలానా చోట నాకు ఇంత సొమ్ము తెచ్చి ఇవ్వాలని ఆదేశాలు జారీ చేయటం తెలిసిందే. అది కూడా స్వచ్ఛందంగానే అని తెలుసు కదా. అదే మాదిరి నా రాజధాని… నా అమరావతి…. నా ఇటుక పేరుతో ప్రతి విద్యార్ధి, టీచరు తలా పది రూపాయల చొప్పున విధిగా విరాళంగా వసూలు చేసి పంపాలని పాఠశాల విద్యాశాఖ ఆదేశాలు జారీ చేయటంపై ప్రభుత్వం హైకోర్టులో మొట్టికాయలు తిన్నది. బలవంతపు వసూళ్లు చేయటం లేదని, గతంలో ఇచ్చిన వుత్తరువులను సవరిస్తూ ఒక మెమో జారీ చేశామని ప్రభుత్వం హైకోర్టుకు తెలిపింది. ఈ వ్యవహారంపై ప్రభుత్వ పరువు పోవటంతో విరాళాల వసూలుకు ఆదేశాలు ఇచ్చిన అధికారులపై ఆగ్రహించి, చర్య తీసుకోవాలని ముఖ్య మంత్రి ఆదేశించారన్న వార్తలు కూడా పక్కపక్కనే వచ్చాయి. అంటే బాబుగారు మంచోరే మధ్యలో అధికారులే ఆయనకు మచ్చ తెస్తున్నారనే భజనలో భాగం కూడా ఇది కావచ్చు. ఎందుకంటే ఇలాంటి చర్యల వార్తల ప్రకారం నిజంగా ప్రభుత్వాలు చర్యలు తీసుకుంటే ఈ పాటికి ఒక్క అధికారి కూడా మిగిలి వుండేవారు కాదు, అన్నింటికి మించి ఇలాంటి వుత్తరువులు వచ్చి వుండేవి కాదు. ఎందుకంటే వుత్తరువులు ఇవ్వనేల ఆపైన చర్యలకు గురికానేల అని ఏపనీ చేసే వారు కాదు. ఇంత జరిగాక కూడా స్కూలు ఎగ్గొట్టి పలమనేరు నుంచి తిరుపతికి 120 కిలోమీటర్ల దూరం మూడు గంటల పాటు ప్రయాణించి 23 మంది పిల్లలు స్వచ్ఛందంగా పోగుచేసిన 230 రూపాయల విరాళాన్ని జన్మభూమి సభలో అందచేశారు. అంతదూరం ప్రయాణించటానికి వారికి అంతకంటే కొన్ని రెట్లు ఎక్కువ ఖర్చు అయి వుండాలి. వారికి రానుపోను ఛార్జీలు, ఎంతో సమయం వెచ్చించాలి గనుక పిల్లలకు భోజనాల ఖర్చు ఇవన్నీ కలుపుకుంటే రూపాయి విరాళానికి పాతిక రూపాయల ప్రచార ఖర్చు అన్నట్లు ఆ మొత్తాన్ని ఎవరు భరించారు?

పలమనేరులో జన్మభూమి సభ జరుగుతూ వుండి వుంటే పిల్లలు వుత్సాహపడి విరాళం అందచేశారంటే అర్ధం చేసుకోవచ్చు. కనీసం పక్క నియోజకవర్గం కూడా కాదు, జిల్లా కేంద్రమూ కాదు, చిత్తూరు దాటి ప్రయాణించి రావాలి. ఇది టీచర్లు లేదా అధికారపార్టీ కార్యకర్తలు గానీ ముఖ్యమంత్రి మెప్పుకోసం నిర్వహించిన కార్యక్రమం తప్ప మరొకటి కాదు. దీన్ని అవకాశంగా తీసుకొని తాము స్వచ్ఛందంగానే విరాళాలు కోరామని, వత్తిడి చేయలేదని సదుద్దేశ్యంతో ముందుకు పోతుంటే కొందరు తప్పుడు ఆరోపణలు చేస్తున్నారని, కోర్టులకూ వెళ్లారని వాళ్లు ఏ పనీ చేయరనీ ముఖ్య మంత్రి ధ్వజమెత్తారు. ఇతరులు తప్పుడు ఆరోపణలు చేశారని చెప్పిన సిఎం వుత్తరువును సవరించినట్లు కోర్టుకు అడ్వకేట్‌ జనరల్‌ ద్వారా విన్నపం చేయించటం ఏమిటి ?

The U.S. is responsible for countless deaths around the world, yet the president doesn’t weep for those victims

“If there’s one thing that you want people to take away from your lectures, your appearances, what would it be?” journalist David Shuster asked professor Cornel West, the scholar, philosopher and activist, in a 2014 interview.

  “It would be,” West replied, “that a baby in every corner of the globe — be it in Tel Aviv or be it on the West Bank; a baby in Yemen, Somalia, Pakistan or Newtown, Connecticut; or a baby in South Side Chicago, Koreatown, brown barrio, Indian reservation — they all have the same value.

“And that’s not just empty rhetoric,” West continued. “It means that you’re fundamentally committed to the decency and the humanity of each and every person, at least potentially. Each human being has a potential to be decent, has a potential to have integrity, has a potential to be honest. And it means you cut radically against the grain, because we live in an age of monstrous mendacity.”

President Obama and the U.S. government would do well to heed West’s advice.

At news conference Tuesday, Obama announced he’s taking executive action to address gun violence. Tears fell from his eyes as he dramatically spoke of the tragedy, as he lamented that American children are dying.

But what of all the countless other children killed by the U.S. government, overseen by the Obama administration? Do they not get tears too?

Gun violence is a horrific problem in the U.S., and Obama is right; it is not normal. No other country has such an extremely high incidence of gun violence. If there is an element of truth to the myth of American exceptionalism, it is that America is exceptionally violent.

And there is no doubt that Obama’s tears are genuine. It is indeed a horrific tragedy that American children — or anyone else — has to die from senseless gun violence. The president no doubt feels genuine remorse at this deplorable reality.

But genuineness and moral hypocrisy are not mutually exclusive; one can feel genuine sympathy about one form of injustice or oppression while ignoring or even actively carrying out another.

Obama is quite skilled in this area — in the field of what West dubbed “monstrous mendacity.”

Where are the tears for the thousands, even millions of other children slain by America?

  • The Obama administration is presently overseeing numerous destructive warsthroughout the world.
  • The Obama administration is flooding the planet with weapons, fueling violence and extremism.
  • The Obama administration is expanding the U.S. war in Afghanistan, for a second time. This is an almost 15-year-long war. More than 220,000 Afghans were killed in the first 12 years, according to a report conducted by Physicians for Social Responsibility. Today, Afghans continue to die.
  • The Obama administration bombed a Doctors Without Borders hospital in Kunduz, Afghanistan, in October, killing 30 people, including 14 hospital staff.
  • The Obama administration is backing a Saudi-led coalition of Middle Eastern countries in their brutal war on Yemen, the poorest country in the Middle East, killing an average of 25 Yemenis per day, half of whom are civilians. It is providing the coalition with weapons, including banned cluster munitions, it is using to rain down upon hospitals, weddings, centers for the blind, civilian neighborhoods and more.
  • The Obama administration is propping up the extremist, autocratic, heinously violent Saudi regime, which beheads dissidents and funds extremism throughout the world.
  • The Obama administration is backing the Israeli government in its bloody wars on Gaza, upon which it has imposed an illegal siege for almost a decade. It is also steadfastly supporting Israel despite its ongoing, 48-year illegal occupation of the Palestinian territories, giving the Israeli government more than $3.1 billion per year in military aid — a sum Obama has considered boosting to $5 billion.
  • The Obama administration is waging a drone war in Pakistan, Afghanistan, Yemen, Somalia, Mali and more. It has killed thousands of Pakistanis, a large number, perhaps up to one-fourth, of whom are civilians, in what former drone operators say is a “recruiting tool” for ISIS.
  • The Obama administration is carrying out airstrikes in Iraq and Syria, in what a French journalist formerly held captive by ISIS warns is “a trap” that is “pushing people into the hands of ISIS” rather than weakening it, “fueling our enemies and fueling the misery, the disaster, for the local people.” Hundreds of civilians have been killed in this bombing campaign.
  • The Obama administration destroyed the government of Libya in its 2011 war, pushed strongly by Secretary of State Hillary Clinton. The U.S. war has left a power vacuum in the North African nation into which extremist groups and even ISIS have entered.
  • The Obama administration is supporting Ukraine in its war with Russia, in whichmore than 9,000 people have been killed. It has acknowledged that some Ukrainian rebels are far-right extremists.
  • The Obama administration is supporting the violently corrupt Mexican government in its so-called War on Drugs, which has left thousands of people dead. The U.S.-backed Mexican state is suspected of being involving in disappearing or even killing student activists.
  • The Obama administration is rounding up refugee families, preparing to deport hundreds of Central Americans who fled violence in their home countries, and could be killed if they are sent back.
  • The Obama administration is considering deporting a Kurdish activist who was tortured in Turkey and fled to the U.S. for asylum.
  • The Obama administration continues to torture people imprisoned without charge or trial at Guantánamo Bay. Caroline Fredrickson, president of the American Constitution Society for Law and Policy, points out that “President George W. Bush opened Guantánamo on his own say-so, without Congress, without any authorization, any legislation to do so,” so President Obama “is fully within his executive authority to close Guantánamo without going through Congress, because of that very same power that George W. Bush used.” If Obama he were truly committed to the promise he made seven years ago, on which he was elected, he could act. If he were truly committed to ending the needless torture of people who have been detained for more than a decade, he would act.

వైఎస్‌ఆర్‌ కాంగ్రెస్‌ నేత జగన్‌ కాంగ్రెస్‌ నాయకుడు, మాజీ మంత్రి దాసరి నారాయణ రావును కలుసుకున్నారన్నది ఒక వార్త, కర్నూలు జిల్లా నుంచి ఐదుగురు వైసిపి ఎంఎల్‌ఏలు తెలుగుదేశంలోకి రానున్నారన్నది మరొక వార్త. హైదరాబాద్‌ గ్రేటర్‌ మున్సిపల్‌ కార్పొరేషన్‌ ఎన్నికల సందర్భంగా ఎవరెటు దూకుతారో తెలియని స్ధితి. అనేక మంది చెవులు కొరుక్కుంటూ చెప్పుకొనేదాని ప్రకారం పెద్ద అవసరం, ప్రయోజనం వుంటే తప్ప వైఎస్‌ జగన్‌ తానుగా వెళ్లి ఎవరినీ కలవరు అంటారు. అది ఆయన తండ్రి ఎల్లో మీడియాగా వర్ణించిన ఒక పత్రికాధినేత రామోజీరావు కావచ్చు, మరొకరు కావచ్చు. దాసరి నారాయణరావు వైఎస్‌ఆర్‌ కాంగ్రెస్‌లో చేరతారా లేదా ఆయనకు అంటిన బొగ్గు మసి ఏమౌతుంది అని కొంత మంది జుట్టుపీక్కుంటున్నారు. దానికి అంత సీన్‌ అవసరం లేదు. ఏదో ఒక మసి కేసులు లేని నాయకుడూ ఒక నాయకుడేనా ఈ రోజుల్లో ! ఎవరెన్ని పార్టీలు మారితే, ఎక్కడ అధికారం వుంటే అక్కడ చేరితే అంత తెలివి గలవాడిగా జనం నీరాజనాలు పడుతున్నారు. అందువలన ఏ నాయకుడు ఏ పార్టీలో అయినా ఏ క్షణంలో అయినా చేరవచ్చు. ఎందుకంటే రేచుక్క పగటి చుక్కల వంటి పాలక పార్టీలకు ఈ రోజుల్లో అధికారం, నీకది-నాకిది ఫార్ములా తప్ప మరొకటి తెలియదు. సమాజం అలాంటి వాటికి అనుమతించిన బలహీనతకు లోనైంది. ఎవరికి వారు తమకూ అలాంటి లాటరీ ఒకటి తగలకపోతుందా వీలైతే ఒక లక్ష కోట్లు సంపాదించకపోతామా( ఆశలకు పిసినారితనం ఎందుకు) అప్పుడు సిద్ధాంతాలు,ఆదర్శాలు అంటే కుదురుతుందా అని అంతర్గతంగా ఆలోచిస్తూ వుండి వుండాలి.తమకు దారి సుగమం కావాలంటే ఆ బాటన పోయిన వారికి మద్దతు ఇవ్వాలి

ఇంతకూ దాసరితో జగన్‌కు అవసరం ఏమిటి? వచ్చే ఎన్నికలలో కాపు వర్గాన్ని తన మద్దతుదారులుగా మార్చుకోవాలంటే అలాంటి నేతలను దగ్గరకు తీసుకోవాలన్న వ్యూహంతోనే కలిశారన్నది జనవాక్యం. సమాజంలో విపరీతంగా పెరిగిపోయిన అస్తిత్వ భావనల పూర్వరంగంలో ఈ రోజు నాయకులు తాము కుల సామాజిక వర్గ ప్రతినిధులుగా చెప్పుకోవటానికి లేదా ఆ విధంగా జనం ముందుకు రావటానికి సిగ్గుపడక పోగా గర్వంగా చెప్పుకుంటున్నారు. దాన్ని తమ రాజకీయ, ఆర్ధిక బేరసారాలకు వుపయోగిస్తున్నారు. అలాంటి వారికి తెలిసో తెలియకో లేదా వారు కూడా అలాంటి భావనలకు లోనయిగానీ ఎలాంటి విమర్శనాత్మక దృష్టి లేకుండా జనం కూడా మద్దతు ఇస్తున్నారు.

పత్తి రైతులకు గిట్టుబాటు కాదు కదా మద్దతు ధర కూడా రావటం లేదు, ధాన్య రైతులకూ అంతకంటే ఒరిగేదేమీ కనిపించటం లేదు.ఫ్యాక్టరీలలో కనీస వేతనాలూ, పని గంటల వంటి వాటి గురించీ అడగనవసరం లేదు.ఒక్క వామపక్ష పార్టీలకు తప్ప వైఎస్‌ జగన్‌ లేదా ఆ పార్టీలోని ఇతర నాయకులకు ఇవేమీ పట్టటం లేదు.అంటే వారి వెన్నుదన్నుగా వున్న మద్దతుదారులు కూడా ఇదేం పని ఎప్పుడూ రాజకీయాలేనా ఒక్కసారన్నా జనం సమస్యలు పట్టించుకోరా ? ఆందోళనలు లేకపోయినా కనీసం ఓదార్పు యాత్రలు జరపరా అని అడిగి వత్తిడి తెస్తున్నట్లు లేదు.

జనం కుల రాజకీయాలను ఆదరిస్తున్నారు కనుక మేం కూడా అదే బాటలో నడుస్తున్నామని నేతలు, నేతలు కుల రాజకీయాలలో మునిగి తేలుతున్నారు గనుక మా కులపోడికి మేం మద్దతు ఇవ్వవద్దా అని జనం. ఈ మురికి కూపం నుంచి బయట పడనంత వరకూ రెడ్డి, కమ్మ, కాపు ఏ కులం వాడికీ గిట్టుబాటు ధరలు రావు, మార్కెట్లో దోపిడీ ఆగదు. వ్యాపారాలు చేసేది, ఈ బలహీనతలను సొమ్ము చేసుకొనేదీ ఆయా కులాల ధనికులే.ఆంధ్రప్రదేశ్‌లో కుల రాజకీయాలు కొత్త కాదు. 1950 దశకంలో కమ్యూనిస్టుల ప్రాబల్యాన్ని దెబ్బతీసేందుకు ప్రవేశ పెట్టిన ఈ దుష్ట రాజకీయాలు ఈనాడు పెద్దపీట వేసుకున్నాయి. ఎంత కాలమీ దుస్ధితి కొనసాగుతుందో తెలియదు. ప్రతి తరంలో ఒక కుల నాయకుడు లేదా నాయకులు పుట్టుకు వస్తున్నారు. వారు తమ సామాజిక వర్గాన్ని వుద్ధరించివుంటే ఈ పాటికి సోషలిజం వచ్చి వుండేది. పోనీయండి ఎంత కాలం అలా మద్దతు ఇస్తారో అదీ చూద్దాం. కందకు లేని దురద కత్తి పీటకెందుకు ?

పదిహేడు సంవత్సరాల తరువాత వెనెజులా మితవాద పార్టీల కూటమి పార్లమెంట్‌లో తాను సాధించిన మెజారిటీని అడ్డం పెట్టుకొని పార్లమెంట్‌ తొలి సమావేశం తొలిరోజే రౌడీయిజానికి పాల్పడింది. గత నెలలో వెనెజులా పార్లమెంట్‌కు జరిగిన ఎన్నికలలో పాలక వామపక్ష సోషలిస్టు పార్టీ కూటమి ఓడిపోయింది. అధ్యక్ష పదవిలో ఛావెజ్‌ వారసుడిగా వున్న నికోలస్‌ మదురో పదవీ కాలం మరో మూడు సంవత్సరాలు వుంది. అధికారంలో సోషలిస్టులు, పార్లమెంటులో మెజారిటీగా మితవాదులు వున్న ఒక అసాధారణ స్థితిలో బుధవారం నాడు తొలిసారిగా కొత్త పార్లమెంట్‌ సమావేశం ప్రారంభమైంది. ఆరునెలల్లో మదురో ప్రభుత్వాన్ని కూలదోస్తామని శపధాలు చేసిన మితవాదులు ప్రజాస్వామ్యాన్ని ఖూనీ చేసేందుకు పూనుకుంటే వెనెజులా శ్రామికవర్గం చేతులు ముడుకు కూర్చుంటుందా ? వుక్కు పిడికిలితో తాము ప్రతిఘటిస్తామని మదురో హెచ్చరించారు. పార్లమెంట్‌ తొలిరోజే పార్లమెంట్‌ వెలుపల అటు మితవాదుల, ఇటు వామపక్షవాదుల మద్దతుదారులు వేలాది మంది గుమికూడి ప్రదర్శనలు చేశారు. వీధులలో కొట్లాటలు మినహా వాతావరణం ఘర్షణ పూరితంగా తయారైంది. పార్లమెంటులో బొలివేరియన్‌ విప్లవ నేత హ్యూగో ఛావెజ్‌ ఫొటోలను తొలగించి మితవాదులు రెచ్చగొట్టే చర్యలకు పూనుకున్నారు.

వెనెజులా సోషలిస్టు పార్టీ నాయకత్వం చేసిన కొన్ని తప్పిదాలు, అవినీతి అక్రమాలను అరికట్టటంలో చేసిన జాగు వంటి అనేక కారణాలతో కొన్ని తరగతుల ప్రజానీకం దూరమయ్యారు. అందువలననే 2013లో జరిగిన ఎన్నికలలో బొటాబొటీ మెజారిటీతో మదురో ఎన్నికయ్యారు. గత నెలలో జరిగిన పార్లమెంట్‌ ఎన్నికలలో మితవాదులు, వామపక్ష కూటమికి ఓట్ల తేడా పదిశాతం వరకు పెరిగింది. దీని అర్ధం ఓటర్లు మితవాద విధానాలకు మద్దతు పలుకుతారని కాదు. కార్పొరేట్‌ శక్తులు ప్రారంభించిన ఆర్ధిక యుద్ధాన్ని ఎదుర్కోవటంలో మదురో సర్కార్‌ విఫలమైంది. దానికి తోడు చమురు ధరలు పడిపోయి ఆదాయం గణనీయంగా తగ్గిపోయింది.ఈ పూర్వరంగంలో ఆర్ధిక పరిస్ధితిని తాము చక్కదిద్దుతామని మితవాదులు ఓటర్ల ముందుకు వచ్చారు. వారిపై భ్రమలు వున్న ఒక తరగతి అటువైపు మొగ్గటంతో ఫలితాలు సోషలిస్టులకు ప్రతికూలంగా వచ్చాయి.

మదురో పాలనలో పెరిగిపోయిన అవినీతిని రూపుమాపుతామంటూ ప్రకటించిన నూతన పార్లమెంట్‌ అధ్యక్షుడు హెన్రీ రామోస్‌ అలప్‌ ప్రవర్తనతో మొదటి రోజే ప్రతిపక్ష సభ్యులు వాకౌట్‌ చేశారు.తమలో ఒక్కరికే అవకాశం ఇచ్చి అడ్డుకున్నారని వారు విమర్శించారు. తొలి ఎవరు మాట్లాడినా అవకాశం ఇవ్వాలని నిబంధనలు వున్నాయని చెప్పారు.తొలి రోజే ప్రజావ్యతిరేకమైన నయా వుదారవాద బిల్లు ప్రతిపాదనలను మితవాదులు పార్లమెంట్‌ ముందుకు తెచ్చారు. అనేక నేరాలకు శిక్షలు పడి జైళ్లలో వున్న తమ వారిని రాజకీయ ఖైదీలనే ముద్రతో విడిపించుకొనేందుకు క్షమా భిక్ష చట్ట సవరణను మితవాదులు ప్రతిపాదించారు. దీనికి అమెరికా మద్దతు ఇచ్చింది. ఇలాంటి బిల్లులను అధ్యక్షుడు మదురో అడ్డుకుంటారని వేరే చెప్పనవసరం లేదు. ఇళ్ల కార్యక్రమంలో లబ్దిదారులకు వాటిపై యాజమాన్య హక్కు కల్పించాలనే మరొక ప్రతిపాదన తెచ్చారు. ఒక సామాజిక కార్యక్రమాన్ని ప్రయివేటీకరించటం తప్ప మరొకటి కాదని వామపక్షాలు విమర్శించాయి. సామాజిక భద్రతా పధకం కింద 30లక్షల మందికి పైగా లబ్దిదారులైన వుద్యోగ విరమణ చేసిన వారికి అందచేసే ఔషధాలు, ఆహార సరఫరాను క్రమబద్దీకరించే పేరుతో మరొక ప్రతిపాదనను మితవాదులు తెచ్చారు.

మరోవైపు గతేడాది ఆమోదించిన బిల్లులకు చట్ట రూపం కల్పిస్తూ అధ్యక్షుడు మదురో నోటిఫికేషన్‌ జారీ చేశారు. ప్రజల హక్కులకు మద్దతు ఇస్తున్న చట్టాలను పరిరక్షించుకొనేందుకు మద్దతు ఇవ్వాలని పిలుపునిచ్చారు. పార్లమెంట్‌ ఎన్నికలు ముగిసిన తరువాత గత నెల రెండవ వారంలో సామాజిక కమిటీల పార్లమెంటు సమావేశం జరిగింది. వెనెజులాలో సామాజిక కమిటీల వున్నత సంస్ధ అది. గత పదిహేడు సంవత్సరాల బొలివేరియన్‌ విప్లవపాలనా కాలంలో ప్రజానుకూలంగా తీసుకువచ్చిన మార్పులు, చట్టాలను పరిరక్షించుకోవాలని అది పిలుపునిచ్చింది. ప్రజల సాధికారతను పార్లమెంట్‌ హరిస్తే తాము పోరాటాలు చేసేందుకు సిద్ధంగా వున్నామని వక్తలు పేర్కొన్నారు. ఇదంతా కూడా పార్లమెంట్‌లో మెజారిటీగా వున్న మితివాదుల బెదిరింపుల పూర్వరంగంలో జరిగింది. సామాన్య ప్రజలు ఇప్పటి వరకు అనుభవిస్తున్న సామాజిక భద్రత, సంక్షేమ పధకాలకు ఏ మాత్రం కోత పెట్టినా అది పోరాటాలకు దారి తీయటం అనివార్యంగా కనిపిస్తోంది. అదే ఖండంలోని అర్జెంటీనాలో అధికారానికి వచ్చిన మితవాదులు పెద్ద సంఖ్యంలో ప్రభుత్వ రంగ సంస్ధలు, ప్రభుత్వ వుద్యోగులను తొలగించటానికి చేస్తున్న ప్రయత్నాలు కొనసాగితే ఆందోళన తప్పదని అక్కడి కార్మిక సంఘాలు ఇప్పటికే హెచ్చరించాయి.

దూరదృష్టా, అయోమయమా?

చంద్రబాబు నాయుడికి ఎంతో దూరదృష్టి వుందని కొందరు చెబుతారు, ఎందరో నమ్ముతారు. అంతెందుకు తన దూరదృష్టి గురించి స్వయంగా అనేక సార్లు వివరించారు. ముఖ్యంగా విజన్‌ల ఆవిష్కరణల సందర్భంగా అన్నది తెలిసిందే. అలాంటి పెద్ద మనిషి కొందరు ఆరోపించినట్లుగా వందల కోట్ల రూపాయలు ఖర్చు చేసి నూతన రాజధాని అమరావతికి ప్రధాని నరేంద్రమోడీ స్వహస్తాలతో శంకుస్ధాపన చేయించారు. ఇప్పుడు మరికొన్ని వందల కోట్లు పారబోసి వేరే చోట తాత్కాలిక రాజధాని నిర్మించాలని నిర్ణయించటం ఆశ్చర్యంగా వుంది. దీన్ని చూస్తూ వుంటే రాజధానిని ఢిల్లీ నుంచి దేవగిరికి తిరిగి దేవగిరి నుంచి ఢిల్లీకి మార్చటంతో పాటు జనాన్ని కూడా అటూ తిప్పిన మహమ్మద్‌ బిన్‌ తుగ్లక్‌ను గుర్తుకు తెస్తున్నారని ఎవరైనా అంటే ఆయనగాని లేదా వీరాభిమానులు గానీ వుక్రోష పడాల్సిందేమీ లేదు. మంత్రసాని పనికి ఒప్పకున్న తరువాత ఏది వచ్చినా పట్టాలి అన్నట్లు రాజకీయాల్లో వున్న తరువాత ప్రశంసలతో పాటు విమర్శలనూ అందుకోవాలి మరి.

అసలే రాష్ట్రం ఆర్ధిక ఇబ్బందుల్లో వుండగా మన రాజధాని పేరుతో ప్రతి విద్యార్ధి నుంచి పది రూపాయలు విరాళం వసూలు చేయాలని ప్రభుత్వం నిర్ణయించింది. దానిని కొందరు విమర్శించవచ్చు, మరికొందరు రాజధాని భక్తి పేరుతో అంతే ఘాటుగా సమర్ధించనూ వచ్చు. కానీ తాత్కాలిక రాజధాని పేరుతో వందల కోట్ల రూపాయల దుర్వినియోగానికి పాల్పడటాన్ని భక్తులు ఎలా సమర్ధిస్తారో తెలియదు. రాష్ట్ర విభజన చట్టం ప్రకారం పది సంవత్సరాల పాటు వుమ్మడి రాజధానిగా నిర్వహణ ఖర్చులు తప్ప హైదరాబాదులోని వసతులను వుచితంగానే వుపయోగించుకోవచ్చు. తెలివిగల వారు ఎవరైనా దీనిని అవకాశంగా తీసుకొని కొత్త రాజధాని నిర్మాణానికి పూనుకోవాలి. ప్రారంభంలో ఎలా వున్నా ఇప్పుడు ముఖ్యమంత్రులు చంద్రబాబు నాయుడు- చంద్రశేఖరరావు రావు ప్యారీ ప్యారీగా వున్నారు.

చంద్రబాబు నాయుడు గొప్ప దార్శనికుడు అని ఆయన అభిమానులు చెప్పేదానితో ఎవరికీ పేచీ లేదు.ఆచరణలో అది కనిపించకపోతే విమర్శల పాలవుతారు. రాజశేఖర రెడ్డి ఎంతో అభిమానంతో తన జీవిత కాలం గుర్తుంచుకొని మరీ వర్ణించిన యల్లో పత్రికలకు కూడా చివరికి చులకన అవుతారు.వాణిజ్య మీడియా సంస్ధలకు పాలకవర్గాలతో ఎప్పుడూ సఖ్యతే వుంటుంది. దున్నిస్తానని చెప్పిన ఒక ఫిలిం సిటీని దర్శించి తరించమని చెప్పటాన్ని చూశాం కదా !

చంద్రబాబు అధికారం చేపట్టినప్పటి నుంచి పాలన స్వరాష్ట్రం నుంచే అని చెబుతున్నారు. అందుకు గన్నవరం దగ్గర మేథాటవర్స్‌లో తాత్కాలిక సచివాలయాన్ని ఏర్పాటు చేస్తారని కొంత కాలం, విజయవాడ-గుంటూరు నగరాలలో కార్యాలయాలు ఏర్పాటు చేస్తారని కొన్ని సార్లు, మరోటౌన్‌షిపులో మంత్రులకు ఇళ్లని మరొకటని నిత్యం ఏదో ఒక వార్తను లీకుల రూపంలోనో మరొక రూపంలోనో ఇచ్చి రాయిస్తూనే వున్నారు. తాత్కాలిక రాజధానితో పాటు తాత్కాలిక అసెంబ్లీ వేదికల వెతుకులాట మరోవైపు. మొత్తం మీద జనానికి రోజూ ఏదో ఒక వినోదం. పాలన విజయవాడ నుంచే సాగిస్తానని చెప్పిన చంద్రబాబు హైదరాబాదులోని తన ఛాంబరు, అది వున్న భవనానికి ఇతర కార్యాలయాలకు కోట్ల రూపాయల ప్రజాధనాన్ని వెచ్చింది మరమ్మతులు, కొత్త హంగులు కల్పించారు. రాముడు వనవాసం చేసిన సమయంలో ఆయన పాదుకలను సింహాసనంపై వుంచి ఆయన పేరుతో పాలన సాగించినట్లుగా చంద్రబాబు లేకుండా, రోజూ రాకుండా హైదరాబాదు సచివాలయంలో ఛాంబరును నిర్వహిస్తున్నారు. హైదరాబాదు బొల్లారంలోని రాష్ట్రపతి నిలయానికి రాష్ట్రపతి ఏడాదికి ఒకసారి వచ్చి కొద్ది రోజులు విడిది చేసి పోతుంటారు. అయినా భవనాన్ని ఏడాది పొడవునా తేళ్లు, పాములు చేరకుండా సిబ్బంది చూస్తూ వుండాల్సిందే. అదే దుర్వినియోగం కానపుడు చంద్రబాబుకు హైదరాబాదు సచివాలయంలో ఒక ఛాంబరు వుండకూడదా అంటే ఎవరికి వారు తల పట్టుకోవటం తప్ప ఎవరేమి చెబుతారు. ఇదేమి జవాబుదారీతనమని ఎవరైనా ప్ర శ్నిస్తే ఇంకేమైనా వుందా ! ఏదో ఒక రంగు పడుద్ది.

ఇద్దరు అత్తల ముద్దుల అల్లుడు మాదిరి కొంత మంది వుద్యోగులు, అధికారులను హైదరాబాదు-విజయవాడ మధ్య తిప్పుతున్నారు. యథాముఖ్యమంత్రి తథా మంత్రులు అన్నట్లు వారిదీ అదే పరిస్ధితి. ఏతావాతా అందరూ చెప్పుకొనేదేమిటంటే ఎక్కడా ఎవరూ పని చేయటం లేదు. రూపాయి పొదుపుకు పది రూపాయల ఖర్చు అన్నట్లుగా స్వంత రాష్ట్రం నుంచి పాలన తయారైంది. హైటెక్‌, కాగిత రహిత పాలన అంటూ కబుర్లు చెప్పే పెద్దలు ఎక్కడి నుంచి ఎక్కడైనా పర్యవేక్షణ చేయవచ్చు.

తాత్కాలిక సచివాలయాన్ని మరోచోట నిర్మించటమంటే చంద్రబాబు నాయుడి ఐదు సంవత్సరా ల పాలనా కాలంలో కొత్త రాజధాని నగర నిర్మాణం జరగదని పరోక్షంగా చెప్పినట్లే. ఆరునెలల్లో ఎట్టి పరిస్థితుల్లోనూ తాత్కాలిక సచివాలయాన్ని నిర్మించాలనే షరతు విధిస్తామని చెప్పిన మంత్రి నారాయణ మరో ఆరునెలల సమయం తీసుకొని శాశ్వత సచివాలయాన్ని నిర్మింపచేయలేని అసమర్ధంగా ప్రభుత్వం వుందా ?ఎందుకీ పిట్టల దొర మాటలు ? చంద్రబాబు నాయుడి సర్కార్‌ పోకడ చూస్తూ వుంటే సృష్టికి ప్రతి సృష్టి చేయాలని ప్రయత్నించి అటూ ఇటూ గాని త్రిశంకు స్వర్గాన్ని ఏర్పాటు చేసిన విశ్వామిత్రుడిని గుర్తుకు తెస్తున్నారు. డబ్బుపోయి శని పట్టె అన్నట్లు జనాల నుంచి గోళ్లూడ గొట్టి లేదా తాగబోయించి వసూలు చేసిన పన్ను ధనాన్ని ఎవడబ్బ సొమ్మనీ రామచంద్రా అన్నట్లుగా తాత్కాలిక నిర్మాణాల పేరుతో కాంట్రాక్టర్లను వారికి వెన్నుదన్నుగా వుండే అధికార పార్టీ పెద్దలను బాగుచేయటానికి తప్ప మరొకటి కనిపించటం లేదు.

             The All-India Consumer Price Index Numbers for Agricultural Labourers and Rural Labourers (Base: 1986-87=100) for November, 2015 increased by  4 points each to stand at 853 (Eight hundred and fifty three) points and 857 (Eight hundred and fifty seven) points respectively.

The rise/fall in index varied from State to State. In case of Agricultural Labourers, it recorded an increase between 1 to 18 points in 11 States and a decrease between 2 to 9 points in 8 States while it remained stationary in 1 State. Karnataka State with 950 points topped the index table whereas Himachal Pradesh with 704 points stood at the bottom.

In case of Rural Labourers, it recorded an increase between 1 to 17 points in 11 States and a decrease between 1 to 9 points in 8 States while it remained stationary in 1 State. Karnataka with 944 points topped the index table whereas Himachal Pradesh with 743 points stood at the bottom.

The Consumer Price Index Numbers for Agricultural Labourers and Rural Labourers of Tamilnadu State registered the maximum increase of 18 points and 17 points respectively mainly due to increase in the prices of bajra, pulses, meat goat, fish fresh/dry, milk, onion, chillies dry, vegetables & fruits, bidi and firewood. On the contrary, the Consumer Price Index Numbers for Agricultural Labourers and Rural Labourers of Meghalaya State registered the maximum decrease of 9 points each due to decrease in the prices of beef, pork, poulty, onion, chillies green, ginger, vegetables & fruits, tobacco leaf and pan leaf.

Point to point rate of inflation based on the CPI-AL and CPI-RL increased from 4.43% and 4.66% in October, 2015 to 4.92% and 5.02% in November, 2015. Inflation based on food index of CPI-AL and CPI-RL is 4.79% and 5.15% respectively during November, 2015.

The road to revolution: the work of the Marxist Student Federation in 2016

This document is a brief outline of the ideas and tasks of the Marxist Student Federation (MSF) UK, to be discussed, amended and voted on in Marxist societies around the country and at the national conference of the MSF in February 2016.

These proposals are designed to provide a skeleton for the work of the MSF over the next year. They should be supplemented by reports and resolutions from the groups that make up the Federation, to be submitted, discussed and voted on at the national conference.

One solution: revolution

This year has seen movements of students and young people all over the world, demanding an end to cuts, privatisations and austerity. In just the last four months of 2015 South Africa, Greece, Brazil, Italy, and the USA all witnessed massive youth mobilisations.

Everywhere young people have taken to the streets in the face of attacks from a whole series of governments, from Obama in the USA to Syriza in Greece. This assault on living standards cannot be reduced simply to a question of ideology. It has far deeper causes.

In reality these attacks are the product of a capitalist system that has exhausted itself. It is unable to provide a better life for successive generations. What young people are experiencing today is not a product of badly managed capitalism; this is the only life that capitalism has to offer our generation. As long as governments prop up the capitalist system they will be forced to carry out austerity, regardless of their political positions.

Students and young people in Britain must take this lesson on board. We support the demand to tax the rich, but we argue that in a crisis-riddled system managed by the rich for the rich we need to go much further. Likewise we support free education, but we recognise that under capitalism this will never be fully realised – to make this a reality something more is needed.

We therefore argue for a fundamental, revolutionary change in society. We fight for the overthrow of capitalism and its replacement with a socialist system based on democratic working-class ownership of the economy so that it can be planned in the interests of need and not profit. Only on this basis can we solve the social and economic problems that are causing the rebellion of young people all over the world.

Defend Corbyn, fight for socialism

The election of Jeremy Corbyn is a welcome step forward because he stands for an anti-establishment, anti-austerity programme that offers many people, particularly young people, hope for the future. Inevitably Corbyn is under attack from the Tories, the capitalist media and the right-wing of the Labour party because of his support for radical, socialist change. Marxists should participate wherever possible in the fight to defend Corbyn against these attacks, including by advocating the mandatory reselection of Labour MPs.

During his campaign for election as leader of the Labour party Corbyn put forward the idea of a National Education Service (NES). Marxist students should campaign for an NES that provides free education for everyone from cradle to grave, including:

    1. The introduction of real living grants for all students and an end to tuition fees.
    2. Allow parents, teachers, staff and students to run educational institutions democratically and put a stop to academies and privatisations.
    3. The introduction of free education throughout an individual’s lifetime and an end to the extreme division of labour under capitalism.
    4. Education to be funded through expropriation of the economy and the introduction of a socialist plan of production based upon the nationalisation of the major monopolies, banks etc.

These demands, if implemented, would put an end to exploitation under the capitalist system. They act as a bridge between a popular but ill-defined idea about what education should look like and a socialist society based on common ownership.

Corbyn’s political programme is generally good as it stands, but we should go much further. He is seeking a solution to the problems faced by working class people within the broken capitalist system. Marxists must highlight the lessons from Syriza’s experience in Greece, in which Tsipras was forced to give in to the blackmail of the capitalists. If you accept capitalism you must accept the logic of capitalism, and that logic requires austerity. The only solution is to break with the capitalist system.

Students and workers: unite and fight

The power to change society lies with the working class, which has never been more powerful than it is today. The proletarianisation of the middle-class, epitomised by the 98% vote for strike action by junior doctors in December 2015, is complemented by the falling living standards of students. School and university students are often forced to work to support themselves while studying. At University College London and other universities students are threatening rent strikes over the spiralling cost of living.

Students must ally themselves with workers to change society. Supporting strike action, attending picket lines and demonstrations, and spreading revolutionary ideas are all ways in which students can unite with workers. One concrete issue uniting students and workers that can be taken up by Marxists is the Youth Against Blacklisting campaign which aims to get blacklisting construction companies banned from university campuses.

The Tories recognise the potentially powerful union between students and workers and are cynically using the excuse of “terrorist threats” to implement their ‘Prevent’ strategy. This aims to divide students amongst themselves, to divide staff against students, and targets any students advocating “political change”. Marxists must campaign against ‘Prevent’ by arguing for a socialist solution to religious extremism, and for an end to racial profiling and the victimisation of political students.

The revolutionary road ahead

Marxism, or scientific socialism, is the historical memory of the working class. By studying the successes and failures of the revolutionary movements of the past Marxists aim to help guide the revolutionary movements of the future. Promoting the ideas of Marxism is the primary purpose of the societies that make up the Marxist Student Federation. Without revolutionary theory there can be no revolutionary movement.

Capitalism is in turmoil. A new crisis of capitalism threatens to plunge the world into a new depression. Revolution and counter-revolution are on the order of the day. Our task is to prepare now for this new epoch that is opening up before us.

Theory is a guide to action and comrades in each Marxist society must consider how best it can apply the ideas of Marxism to the situation in which we find ourselves today. Campaigning for socialist policies, and building those campaigns with workers and students all over the country and internationally, is essential for spreading the ideas of Marxism.

The Marxist Student Federation is expanding and strengthening its forces year-on-year. If we continue to fight with clear ideas and an audacious approach Marxists will play a pivotal role in defining the future political landscape of Britain and the world.

మొత్తం మీద పత్తి రైతుల స్థితి అగమ్య గోచరంగా వుంది. ఇప్పటికి అమ్ముకున్నదానికి కనీస మద్దతు ధర రాలేదన్నది ఏకాభిప్రాయం. అమ్మకుండా మరి కొన్ని వారాలు నిల్వ వుంచితే ధరలు పెరుగుతాయన్న సూచనలు కనిపించటం లేదు. ఇటు జాతీయంగా అటు అంతర్జాతీయంగా మార్కెట్‌లో పెద్దగా కదలికలు వుండటం లేదు. ఎవరు చెప్పినా చైనాపై నెపం మోపటం ఆశ్చర్యంగా వుంది. ఏ వంకా లేని వారు డొంకట్టుకు ఏడ్చారన్న సామెత తెలిసిందే. అమెరికా వారూ అదే చెప్పి మనవారూ దానికే తందానా అనటం అదేదో సినిమాలో చెప్పినట్లు చాలా బాగోలేదు. ఎవరి విధానాలు వారివి అయినపుడు పోల్చుకోవటం అసంబద్దం. కానీ తీరు ఎలా వుందంటే దున్నబోతే దూడల్లో మెయ్యబోతే ఎద్దుల్లో అన్నట్లుగా వుంది. తెలుగు రాష్ట్రాలలో పండే పత్తి మద్దతు ధర క్వింటాలుకు రు.4,100 కాగా ఎక్కడా ఆ ధర రావటం లేదన్నది రైతుల గోడు,గోస.

ప్రపంచమంతటా పత్తి ధరలు తగ్గాయన్నది ఒక వాస్తవం. మార్కెట్‌ ఆర్ధికవేత్తల సూత్రం ప్రకారం వుత్పత్తి తగ్గితే ధరలు పెరుగుతాయి, సరఫరా పెరిగితే ధరలు తగ్గుతాయి. కానీ వర్తమాన పత్తి సంవత్సరంలో ూత్పత్తి తగ్గిందీ, ధరలూ తగ్గాయి. దీన్ని వివరించలేక పెట్టుబడిదారీ మేథావులు నానా ఇబ్బందులు పడుతూ దగ్గర దారిగా చైనా మీద నెడుతున్నారు.

ఈ ఏడాది పత్తి వుత్పత్తి 111.3 మిలియన్ల బేళ్లుగా వుంటుందని గతేడాది మే నెలలో తొలి అంచనా ప్రకటించారు. ఇప్పుడు 103.7 మిలియన్లకు తగ్గించారు. పత్తి వినియోగం 115.5 నుంచి 111.4 మిలియన్‌ బేళ్లకు తగ్గించారు. ప్రపంచంలో పత్తిని అధికంగా పండించటమే గాక వినియోగంలో కూడా అగ్రభాగాన వున్న చైనాలో వుత్పత్తి, వినియోగం రెండూ తగ్గుతాయని అంచనా. దీంతో మన దేశం ఇప్పుడు వుత్పత్తిలో అగ్రస్థానానికి చేరుకుంది. ఏతా వాతా చెబుతోందేమిటంటే చైనా డిమాండ్‌ రానున్న సంవత్సరాలలో కూడా తక్కువగానే వుండబోతున్నదట. ఇటు వంటి స్ధితిలో మన రైతాంగాన్ని ఎఆదుకోవాలనే విషయంలో కేంద్ర, రాష్ట్ర ప్రభుత్వాలు దీర్ఘకాలిక లేదా తాత్కాలిక చర్యలు చేపట్ట లేదు. అందుకే మార్కెట్‌లో కనీస మద్దతు ధర కూడా లభ్యం కావటం లేదు.తాజా సమాచారం ప్రకారం ప్రపంచంలో పత్తి దిగుమతిలో అగ్రదేశంగా చైనాను పక్కకు నెట్టి బంగ్లాదేశ్‌ ఆ స్ధానాన్ని ఆక్రమించనుందని చెబుతున్నారు.ఈ సంవత్సరం పాకిస్తాన్‌, వియత్నాం, బంగ్లాదేశ్‌ల నుంచి ఆర్డర్లు వున్న కారణంగా ఇప్పుడున్న ధరైనా వస్తున్నట్లు చెప్పుకోవచ్చు.ఈ పరిస్ధితి వచ్చే ఏడాది కూడా కొనసాగితే పత్తి సాగు మరింత తగ్గిపోయి మనం కూడా పత్తి, దుస్తులను దిగుమతి చేసుకోవాల్సి వచ్చినా ఆశ్చర్యం లేదు.

చైనా పత్తి వుత్పత్తి, వినియోగం తగ్గినా అక్కడి రైతాంగానికి నష్టం లేని విధంగా చైనా చర్యలు తీసుకొంటోంది. డిసెంబరు తొమ్మిదవ తేదీ నాటి సమాచార ప్రకారం ఒక పౌను దూది( 453 గ్రాములు) విలువ అమెరికాలో 71, చైనాలో 91.6, భారత్‌లో 62.7 పాకిస్తాన్‌లో 61 సెంట్లుగా వుంది. అంటే చైనా రైతులు వున్నంతలో మెరుగ్గా వున్నారు.

అనేక అంశాలలో ఇటీవల మన నేతలు చైనాతో పోల్చుతున్నారు. మరి పత్తి ధరలు అంత తక్కువగా ఎందుకు వున్నట్లు ? మన దేశంలో అనేక మంది రోజుకు ఒక జత బట్టలతో గడిపేవారు చాలా మంది వున్నారు. అందరికీ తగినన్ని దుస్తులు అందుబాటులో వుంటే నిజానికి మనం పండించే పత్తి మనకే చాలదు. దుస్తుల వినియోగంలో మనం ఎక్కడున్నాం ?

అమెరికా,ఐరోపా దేశాలలో ఇప్పటికే గరిష్ట స్ధాయికి చేరింది. 1990 నుంచి క్రమంగా తగ్గుతున్నది.2012లో హానోయ్‌లో జరిగిన ఐటిఎంఎఫ్‌ సభకు సమర్పించిన అంచనా ప్రకారం మన దేశంలో దుస్తుల తలసరి వినియోగం 2005లో 19 డాలర్లుగా వున్నది 2010లో 30 2015లో 46 డాలర్లుగా వుంటుందని పేర్కొన్నారు. అదే చైనాలో 52,119,209 డాలర్లుగా చూపారు. అందువలన ఇప్పుడు మనకు కావాల్సింది దుస్తుల వినియోగం పెరుగుదల.ఒకసారి కట్టిన వస్త్రాన్ని మరొకసారి కట్టని వారు, ఒకదాన్నే పగలు ధరించి రాత్రికి వుతుక్కొని తిరిగి పగలు చిరిగి పోయేంత వరకు వేసుకొనే వారూ వున్నారు. అలాంటి వారి సగటు తీసుకుంటే 2012లో జరిపిన జాతీయ ఇంటింటి సర్వే ప్రకారం మన సగటు వినియోగం 25.93 మీటర్లు. వాటి వెల రు.2,862.87లు ( మీటరు సగటు ధర రు.110.40) అంతకు ముందు ఏడాది 24.7 మీటర్లు, రు 2,473.64పైసలుగా వుంది.( మీటరు సగటు ధర రు.100.14) వినియోగ విషయానికి వస్తే పురుషులలో 48శాతం పెరగ్గా స్త్రీలలో 43 మాత్రమే వుంది. ధరలలో తలసరి కొనుగోళ్లను చూస్తే 2000-2012 మధ్య 76 శాతం పెరుగుదల వుంది.అదే నగదు రూపంలో 138శాతం పెరిగింది. ఇది దుస్తుల ధరల పెరుగుదలను సూచిస్తోంది. ధరలు అదుపులో వుంటే వినియోగం పెరుగుతుందని వేరే చెప్పనవసరం లేదు. మొత్తం దుస్తులలో గ్రామాలలో 62.5శాతం వినియోగిస్తున్నారు. తలసరి వినియోగానికి వస్తే గ్రామాలలో 23.54, పట్టణాలలో 31.2 మీటర్లు వినియోగిస్తున్నారు.

సామ్యవాదం విఫలమైంది, కనుక పెట్టుబడిదారీ విధానం మినహా మరొక గత్యంతరం లేదు. పెట్టుబడిదారీ విధానం వెనుకటికీ ఇప్పటికీ ఎంతో మారిపోయింది.దాని మానవీయ ముఖాన్ని మనం చూడటం లేదు. ప్రభుత్వాలు అన్నీ చేయాలంటే కుదరదు, చివరికి వుల్లిపాయలను కూడా ప్రభుత్వమే అమ్మాలనటం అన్యాయం. ఈనాడున్న యంత్రాంగంలో జనానికి చేరేలోపు వుల్లి పాయలు కుళ్లి పోవటం తప్ప మరొక ప్రయోజనం లేదు, అందువలన అలాంటి వాటన్నింటినీ ప్రయివేటు రంగానికి వదలి వేస్తే జనానికి సరసమైన ధరలకు, రైతాంగానికి గిట్టుబాటు ధరలు లభిస్తాయి. ప్రయివేటు రంగానికి ఆదాయం వస్తే అది క్రమంగా వూటమాదిరి కిందికి దిగి సమాజానికంతటికీ పంపిణీ అవుతుంది. సోషలిజం చెప్పేది కూడా ఇదే కదా ! పెట్టుబడిదారులను, భూస్వాములను కూలదోసి, అంతం చేసి సోషలిజాన్ని సాధిస్తామని కమ్యూనిస్టులు చెబుతారు, అంతటి రక్తపాతం అవసరమా ? దాని కంటే వూట సిద్ధాంతం మెరుగు కదా ?

గత కొద్ది సంవత్సరాలుగా మనకు చెబుతున్న కబుర్లు ఇవి. ప్రపంచంలో పెట్టుబడిదారీ విధానమే ఎక్కువ దేశాలలో వుండటం, వనరులన్నీ ప్రయివేటురంగం చేజిక్కించుకోవటం, సోషలిస్టు వ్యవస్థలు వున్న దేశాలు పరిమితం కావటం వలన వనరులు పూర్తిగా జనపరం అయ్యేంత వరకు అన్నీ ప్రభుత్వం చేయలేదు అని కొంత మేరకు ఒప్పుకోవచ్చు. మన దేశంలో ధనవంతులలో తొలి వ్యక్తి ముకేష్‌ అంబానీ. అతగాడి సంపద విలువ లక్షా 50వేల కోట్ల రూపాయలు, అతని సామ్రాజ్య ఆదాయం నాలుగు లక్షల 15వేల కోట్ల రూపాయలు. ఇంత సంపదలున్న పెద్దమనిషి వీధుల్లో వుల్లిపాయలు అమ్ముకొని పొట్టపోసుకొనే చిరువ్యాపారుల పొట్టకొడుతూ రిలయన్స్‌ ఫ్రెష్‌ పేరుతో వుల్లిపాయలు, కూరగాయలు కూడా అమ్మటం అవసరమా ? ఆయనే కాదు, తాతా, బిర్లా, గోయంకా వంటి మహానుభావులెందరో బూరలు, కాశీదారాలు, పిన్నీసుల మొదలు దేన్నీ వదలకుండా తామే అమ్మాలని ముందుకు వస్తున్నారు. వుల్లి పాయలు అమ్మటం కంటే ప్రభుత్వం చేయాల్సిన పనులు చాలా వున్నాయని కబుర్లు చెప్పే చంద్రబాబు నాయుడు వంటి వారు కూడా హెరిటేజ్‌ ఫ్రెష్‌ పేరుతో చచ్చు వుల్లిపాయలు, కూరగాయలు, పాలు అమ్మటానికి వరుసగా దుకాణాలు తెరుస్తూ పోతున్నారు. అంటే ప్రభుత్వం కాదు, మేమే అమ్మి సొమ్ము చేసుకోవాలని అంబానీ మొదలు చంద్రబాబు నాయుడి వరకు అందరూ అనుకుంటున్నట్లే కదా ? రేపు నిర్మించబోయే అమరావతి స్మార్ట్‌ రాజధాని నగరంలో తోపుడు బండ్ల వారి కూరగాయలు,ఆకు కూరలు,వుల్లి పాయల కేకలు మనకు వినపడనిస్తారా ?

విన్నపం: ఈ సైట్‌లో వస్తున్న సమాచారంలో చిన్న నలుసైనా వుపయోగం అనుకుంటున్నారా ? వ్యాఖ్యలు, విమర్శలలో వాస్తవం వుందనుకుంటున్నారా ? మీ అభిప్రాయాలు చెప్పండి ? వాటిని మీరు అభిమానించండి(లైక్‌) మీరు నలుగురితో పంచుకోండి(షేర్‌).

ఇంత వుపోద్ఘాతం ఎందుకంటారా ? పైన చెప్పుకున్న వూట సిద్ధాంతాల ప్రకారం రూపొందించిన విధానాల ప్రకారం( కమ్యూనిస్టులు వాటిని ప్రపంచ బ్యాంకు, ఐఎంఎఫ్‌ ఆదేశితం అంటారు, నరేంద్రమోడీ, చంద్రబాబు వంటి వారు లేదు లేదు అవి పక్కా పదహారణాల మన స్వంత విధానాలంటారు, పేచీ ఎందుకు రెండోవారు చెప్పిందే అంగీకరిద్దాం) సంపదలు వూటమాదిరి కిందికి దిగుతున్నాయా ?

క్రెడిట్‌ సూసీ సంస్ధ ప్రపంచ సంపదల నివేదిక 2015లో వెల్లడించినదాని ప్రకారం మన దేశంలో దిగువ 70శాతం మంది అంటే 87 కోట్ల జనాభాకు వుమ్మడిగా ఎన్ని ఆస్తులు వున్నాయో ఎగువన వున్న వంద మంది ధనికుల వద్ద అన్ని ఆస్తులు పోగుపడ్డాయి. వీరిలో కూడా అత్యంత ధనికుడైన ముకేష్‌ అంబానీ ఒక్కడి సంపదే దిగువ జనాభాలోని 25 కోట్ల మంది ఆస్తికి సమానం. మన సంపదలు కేంద్రీకృతం అవుతున్నాయో ఊట మాదిరి కిందికి దిగుతున్నాయో వేరే చెప్పాలా ? పాయింట్ల వారీ చెప్పాలంటే ఇలా వున్నాయి.

స్వతంత్ర భారత చరిత్రలో తొలిసారిగా ఎగువ జనాభాలోని ఒక శాతం ఆస్తులు 2015లో మొత్తం జనాభా ఆస్తులలో 53శాతానికి చేరాయి. అంతకు ముందు ఏడాదిలో 49శాతం మాత్రమే. ఇది నరేంద్రమోడీ నాయకత్వంలో బిజెపి సాధించిన ఘన విజయాలలో ఒకటి. గత పదిహేను సంవత్సరాలలో ఇంతటి పెరుగుదల లేదన్నది మరొక కలికి తురాయి. నూతన ఆర్ధిక విధానాలు బాగా అమలు జరిగిన పూర్వరంగంలో గత 15సంవత్సరాలలో ఎగువ ఒక శాతపు అపర కుబేరుల సంపద 38 నుంచి 53శాతానికి పెరిగింది.ఈ విధానాలను ప్రవేశ పెట్టిన ఘనత తనదే అని తొలి రోజులలో శాలువా ఎగరేసి చెప్పుకున్న మన పివి నరసింహారావు తన చివరి రోజులలో ఇదేమిటి ఇలా జరిగింది అనుకున్నది ఒకటి అయింది ఒకటి అని చింతించాడంటారు, నిజమెంతో తెలియదు.

ఎగువ పదిశాతంలో మిగిలిన తొమ్మిదిశాతం మంది సంపద 29 నుంచి 23శాతానికి తగ్గగా తొంభైశాతం దిగువ జనాభా సంపద 33 నుంచి 24శాతానికి పడిపోయింది. అందుకే చాలా మంది వున్నవారు కూడా తమకు కలసి రావటం లేదు, కలసి రావటం లేదు అంటూ బాబాలు, స్వామీజీలు, చేతులు చూసి జోస్యం చెప్పేవారు ఎవరు కనపడితే వారి దగ్గరకు కుప్పలు తెప్పలుగా వెళుతున్నారు, చేతి చమురు వదిలించుకుంటున్నారు.

మన ఆర్ధిక వ్యవస్ధలో వున్న పెరుగుదల మొత్తాన్ని ఒక శాతం ధనికులే హాంaఫట్‌ అంటూ లాగించేస్తున్నారని స్పష్టం అవుతోందా లేదా ? గత పదిహేను సంవత్సరాలలో 2.3లక్షల కోట్ల డాలర్ల సంపద సృష్టి అయితే దానిలో ఎగువ ఒక శాతం మందికి 61శాతం, ఎగువ తొమ్మిదిశాతానికి 21, దిగువ 90శాతానికి 18శాతం చేరిందట.మనలో ఎవరికి వారు దేనిలో వున్నామో ఒక్కసారి లెక్కవేసుకుంటే మంచిదేమో !

ఎగువ ఒక శాతం అంటే కోటీ 25 లక్షల మంది(మన జనాభా 125 కోట్లపుడు)లో కేవలం 25లక్ష ల మంది దగ్గర దేశ సంపదలో 40శాతం వుంది. మనదేశంలో మధ్య తరగతి ఎక్కువగా వుందని అందువలన వినిమయ వస్తువులను అమ్ముకొనేందుకు విదేశీ కంపెనీలు పోటీ పడుతున్నాయని ఇప్పటివరకు ఒక అభిప్రాయం వుంది. ఇప్పుడు ఆ మధ్య తరగతి ఎంత మంది అనేది కూడా క్రెడిట్‌ సూసీ నివేదిక అనుమానంలో పడేసింది. నికర సంపద 8.5 నుంచి 85లక్షల రూపాయల మధ్య వున్నవారిని మధ్య తరగతిగా పరిగణిస్తున్నారు.అలాంటి వారు మన దేశంలో ఇప్పుడు మూడు శాతం అంటే 3.75 కోట్ల మంది మాత్రమే వున్నారట. అపైన వున్న ధనికులను కూడా కలపుకుంటే 3.2శాతానికి చేరతారని మిగిలిన వారంతా దిగువ తరగతి వారేనని ఆ నివేదిక చెబుతోంది.

ఈ లెక్కన సంపదలు పోగుపడుతూ వుంటే మరో పన్నెండు సంవత్సరాలలో ఒక శాతం వారి సంపద 75శాతానికి చేరుతుందని అంచనా.అంటే అమెరికాలో మీరు ఒక శాతం మేము 99శాతం అంటూ వాల్‌స్ట్రీట్‌ ఆక్రమణ వుద్యమం ప్రారంభమైనట్లుగా మన దేశంలో కూడా దలాల్‌స్ట్రీట్‌( ముంబైలో వాణిజ్యం జరిగే వీధి) ఆక్రమణ వుద్యమానికి వూట మాదరి జనం మధ్యకు వుద్యమ సందేశం దిగేందుకు మన విధానాలు పునాది వేశాయన్నమాట.
