బలి ఇస్తే లంకెబిందెలు దొరుకుతాయని మోసగాళ్లు చెప్పిన మాట విని జంతువులనే కాదు ఏకంగా పిల్లలనే బలి ఇచ్చేవారిని చూస్తున్నాము. దాన ధర్మాలు చేస్తే పుణ్యం వస్తుందని నమ్మేవారు ఆ మార్గంలో పుణ్యం పొందాలంటే ఏం చేయాలి పర్మనెంటుగా తమ ముందు చేయిచాచే వారిని తయారు చేసుకుంటూ వుండాలి. మెక్సికోకు చెందిన కార్లోస్ సిమ్ ఇప్పుడు ప్రపంచంలో అందరికంటే ఎక్కువ ధనవంతుడు. అమెరికన్ బిల్గేట్స్ను మించిపోయాడు. అతగాడు దాతృత్వాన్ని ఒక పండ్ల చెట్లతో పోల్చాడు. మీరు పండ్ల చెట్లను దగ్గర వుంచుకొని పండ్లు మాత్రమే దానం చేయాలి తప్ప చెట్లను కాదు అన్నాడు. ఇతనితో సహా ధనవంతులు మరింత ధనవంతులు కావటాన్ని పేదలు మరింత పేదలుగా సంపదల పంపిణీలో అసమానతలను చూపే ప్రస్తుత వ్యవస్ధ తప్ప మరొకటి కాదు. అందుకే థామస్ పికెట్టి అనే ఫ్రెంచి ఆర్ధిక వేత్త ప్రపంచ ధనికులను హెచ్చరించాడు. ఇటీవలి కాలంలో ఎన్నడూ లేని విధంగా ఆర్ధిక అసమానతలు పెరిగాయి, ఇది సామాజిక అశాంతికి దారితీస్తుందని ముందస్తు హెచ్చరిక చేశాడు. అసమానతలు పెరిగాయని అంగీకరిస్తే దానికి కారణాలేమిటో చెప్పమని జనం నిలదీస్తారు. అప్పుడు విధానాల గురించి, పెట్టుబడిదారీ విధానమా, కమ్యూనిజమా ఏది కారణం అన్న చర్చ వస్తుంది. నూటికి 99 వేళ్లు పెట్టుబడిదారీ విధానంవైపే చూపుతాయి. అందువలన అనేక మంది పెట్టుబడిదారులు పికెట్టి మరీ ఎక్కువ చెప్పాడని తప్పించుకుంటున్నారు తప్ప చర్చలోకి దిగటం లేదు. లేదు అంటే వర్తమాన ఆర్ధిక సంక్షోభాలు ఏమిటి? దానికి కారణాలు ఏమిటని నిలదీస్తారు.అప్పుడూ అదే చర్చ జరపాలి. అందువలన ఈ త్రైమాసికం చూడూ ఈ త్రైమాసికం చూడు నీకు అభివృద్ది కనిపిస్తుంది అని గత ఏడు సంవత్సరాలుగా చెబుతూనే వున్నారు. బ్రిటీష్ విక్టోరియా రాణి కాలం 1837-1901 మధ్య కాలానికి నేటికి ఆదాయ అసమానతలు ఎలా వున్నాయో కొందరు చెబుతున్నారు. ఆ కాలంలో కేవలం 46 సంవత్సరాలు మాత్రమే బతికి ప్రఖ్యాత రచయిత ఆస్కార్ వైల్డ్ తన కాలంలోని దాతృత్వ తీరుతెన్నులను వర్ణించాడు.నాటి ధనవంతులు కూడా సమాజంలో ఇంత దారిద్య్రం వుందా, పేదలకు ఇన్ని కష్టాలు వున్నాయా అని మన బిల్గేట్స్, వారెన్బఫెట్, మార్క్ జుకెర్ బర్గ్ మాదిరిగానే పీపాల కొద్దీ కన్నీళ్లు కార్చారు. వైల్డ్ ఏమన్నారంటే నాటి ధనవంతులు సూచించిన పరిష్కార మార్గాలు సమాజంలోని జబ్బును నయం చేయలేదు, మరికొంత కాలం పొడిగించాయి. తగిన లక్ష్యం లేకపోతే దారిద్య్రాన్ని నిర్మూలించటం అసాధ్యం అన్నాడు.
సైన్స్ ఇన్ సొసైటీ సంస్ధ డైరెక్టర్ , జెనిటిస్ట్, బయోఫిజిస్ట్ అయిన డాక్టర్ మాయే వాన్ హో ఏ చెప్పారంటే ఏ సమస్యలనైతే తాను పరిష్కరిస్తానని బయలు దేరిందో ఆ పెద్ద ధార్మిక సంస్ధ వాటికి కారణమైన కంపెనీలలో పెద్ద మొత్తంలో పెట్టుబడులు పెట్టి లాభాలు సంపాదిస్తోందని అన్నారు. ఆ సంస్ధ మంజూరు చేసే గ్రాంట్ల వలన ప్రపంచ ఆరోగ్యం, వ్యవసాయ వ్యవస్ధకు హానితప్ప మేలు జరగటం లేదు, జాతీయ, ప్రపంచ ప్రాధాన్యతలను వక్రీకరిస్తున్నది. గేట్స్ ఫౌండేషన్ 2000 సంవత్సరంలో 2006లో రెట్టింపైంది. వారెన్బఫెట్ చేరిక దీనికి కారణం. మంచి పనులకు వీరు భారీ మొత్తంలో నిధులు ఇవ్వటంలో పేరు పొందారు. అయితే అదే సందర్భంలో మంచి పనుల కంటే దాని పెట్టుబడులపై భారీ మొత్తాలలో లాభాలు సంపాదిస్తున్నదని 2007 అమెరికాకు చెందిన లాస్ ఏంజల్స్ టైమ్స్ వెల్లడించింది. ఇచ్చిన గ్రాంట్లకంటే చమురు కంపెనీలలో దాని పెట్టుబడులు ఎక్కువ. నైజీరియాలోని పిల్లలు టీకాలతో లబ్దపొందినప్పటికీ గేట్స్ ఫౌండేషన్, ఇతర ధార్మిక సంస్ధలు పెట్టుబడులు పెట్టిన చమురు బావుల నుంచి వెలువడే వాయువుల కారణంగా తీవ్రమైన శ్వాసకోశ సంబంధ వ్యాధుల బారిన పడ్డారు. నైగర్ డెల్టాలో చమురు బావుల నుంచి వెలువడిన మంటల కారణంగా పెద్ద వారిలో బ్రాంకోటైస్ పిల్లలలో ఆస్త్మా, కంటి చూపు సరిగా కనిపించకపోవటం వంటి సమస్యలు తలెత్తాయని ఎనోచా ప్రాంతంలోని ఒక వైద్యుడు చెప్పారు. అంతేకాదు ఈ ప్రాంతంలోని గ్యాస్ బావుల నుంచి రోజూ దాదాపు వంద కోట్ల ఘనపుటడుగుల గ్యాస్ను మండిస్తారు. దాని అమ్మకంద్వారా కలిగే ప్రయోజనం ఎంతో తెలియదు గానీ ప్రపంచ వాతావరణం వేడెక్కటానికి ఇవి దోహదం చేస్తున్నాయి. గేట్స్ ఫౌండేషన్ పోలియో, ఇతర టీకాలకు, పరిశోధనలకు ప్రపంచవ్యాపితంగా 218 మిలియన్ డాలర్లు దానం చేస్తే నైజీరియాలోని ఎని, రాయల్ డచ్, షెల్, ఎక్సాస్ మోబిల్ కార్పొరేషన్ , చెవరాన్, టోటల్ వంటివాటిలో 423 మిలియన్ డాలర్లు పెట్టుబడులుగా పెట్టిందని లాస్ఏంజల్స్ టైమ్స్ తెలిపింది. అమెరికా, ఐరోపాలలో అనుమతించిన దానికంటే ఎక్కువగా కాలుష్యం వెదజల్లేందుకు ఈ కంపెనీలకు అక్కడ అనుమతి ఇచ్చారు.

గేట్స్ ఫౌండేషన్ పెట్టుబడులు పెట్టిన బిపి షేర్లు 83, రాయల్డచ్ 77, ఆంగ్లో-అమెరికన్ కంపెనీల వాటాల ధరలు 255 శాతం పెరిగాయి.మసాచుచెట్స్ విశ్వవిద్యాలయం రూపొందించిన జాబితా ప్రకారం అమెరికాలోని అత్యంత కాలుష్యకారక పరిశ్రమలు వంద, కెనడాలోని 50లో 330 కోట్ల డాలర్ల మేరకు గేట్స్ పెట్టుబడులు వున్నాయి. అంటే కాలుష్యం నుంచి కూడా ధర్మాత్ముడు గేట్స్ లాభాలు పిండుకుంటున్నాడన్నమాట.

New Delhi, 06 Dec 2015: Chief Justice of India Tirath Singh Thakur on Sunday asserted that there would be no tolerance towards deviant behaviour and corruption by judges.
“We will be intolerant towards deviant behaviour and allegations of corruption and cleanse the institution,” he said on being asked about allegations of corruption against certain judges in the course of his interaction with media persons after assuming office as the CJI.
On being asked about Justice C.S. Karnan of Madras High Court who has been at loggerheads with his chief justice, Chief Justice Thakur, without mentioning any individual judge, said: “We will take note of it and take corrective action for any deviant behaviour coming (from judiciary) from Kashmir to Kanyakumari.”
“The system must react to what is not acceptable. We should not remain quiet on what is not acceptable,” he said, indicating the course that the top judiciary would take in dealing with errant judges during his tenure which would last just over a year.
Citing the difficulties in dealing with deviant judges, Chief Justice Thakur pointed out that “in case of doubtful situation, the benefit of doubt would go to the institution (of judiciary) and not to the individual”.
He said there were some misgivings about how certain judges conduct themselves and that brings into question the issue of credibility.
A strong and independent judiciary was capable of protecting people from attacks on the inclusive values of Indian society, Chief Justice T.S. Thakur said .
“As the head of the institution that upholds the rule of law and protects the constitution, the right of all sections of people will be protected,” Chief Justice Thakur said in his first media meet after assuming charge of the Supreme Court.
“Our existence is itself based on tolerance,” he said, wondering how some political people can twist it to their advantage.
Assuring that judiciary was there to protect and safeguard their rights, the chief justice said: “We are capable of protecting the rights of all sections of the people. It is our responsibility. Rule of law and constitutional guarantees are enshrined (in the constitution).
“What to talk of citizens, rights of all the people will be protected. There is nothing to fear.” He added: “The rule of law is even for non-citizens.”
Chief Justice Thakur said: “Itna badha desh hai, kuchh awaaj to uththi hai” (It is such a big country. Some discordant notes will be there.)
So long there was rule of law, constitutional guarantees and an independent judiciary, “tab tak kisi baat ka dar nahin hona chaiye” (till then one should not fear anything).
Pointing to the long, rich and all-inclusive traditions of India, he said: “This country has been a home for all religions of the world. People who were persecuted in other places have come here and flourished.”
Describing it as “our heritage”, Chief Justice Thakur gave the example of Parsis who came from Persia saying they gave India the best industrialists and “finest legal minds” — referring to Nani Palkiwala and Fali Nariman. (IANS)

CARACAS, Venezuela – By the time you read this – presumably on Monday, Dec. 7 – the results of Venezuela’s nationwide elections for its National Assembly will likely be known to the world.
But as I write, two days before this decisive vote, let me share some thoughts about the process – and about the prognosis.
I have made this trip to Caracas – and later in the week to other sites in Venezuela – with a group of North American activists and writers concerned about learning the truth of what is happening in this country. These elections, two years after Nicolas Maduro very narrowly won the presidency as successor to the late Hugo Chavez, will determine if the Bolivarian process that Chavez initiated in 1998 will be given the chance to advance. If the right-wing opposition – widely reported to be favored and financed by the U.S. and other capitalist powers – wins on Sunday, Dec. 6, progress could be stopped in its tracks with dire consequences for the vast majority of the Venezuelan people.
In the weeks before leaving the U.S. to come here, everything I read in the U.S. corporate media pointed to a loss for the Chavista movement. Venezuelans, these reports assured, had become tired of the shortages of basic goods and staples in the stores, frustrated with everyday violence, outraged by sky-high inflation that makes nonsense of any efforts at price stabilization, and confused by the privately-owned media that pours out a constant blast of criticism of the government’s supposed incompetence.
Frankly, I arrived expecting in a few days to witness “the beginning of the end,” that moment on Dec. 6 when a majority of Venezuelans would decide to put a halt to the whole Bolivarian experiment, make a lame duck of President Maduro, and perhaps prepare the ground for his impeachment, and throw their fates to the waiting opposition.
Now, after a few days here, I am not at all convinced this will happen. If indeed the Chavistas win, which many people we have met so far are sure will be the case, count on the opposition to immediately start yelling “Fraud!” to whoever will listen. The mass media and politicians in the imperialist countries will readily come to the opposition’s defense, for they already “know” all about the origins of the crisis in Chavez’ utopian scheme to tilt his country away from dependency on the U.S., and to lead the rest of Latin America toward a self-sufficiency that is free – what a crazy concept! – from U.S.-dominated Western Hemispheric trade alliances and investment loans.
The justification for “humanitarian” intervention – to save Venezuela from its “corrupt elections” and bring the country back into the capitalist fold – has already been carefully established. After all, did not our own President Barack Obama, just a few months ago, declare Venezuela to be an immediate and extraordinary threat to the vital security of the United States and place certain Venezuelan officials on persona non grata status? Although other Latin American nations forced him to retract this statement, the anti-Chavista fever can easily be stoked up again.
The problem is that Venezuela’s electoral process has been analyzed and studied by numerous world bodies and private NGOs, such as the Carter Center, and found to be among the fairest, most democratic, and most fastidiously enforced on the planet. Hugo Chavez was no dictator: He was voted in by enthusiastic majorities time after time. That is what’s so galling to the banksters and loan sharks who have dictated U.S. policy in the hemisphere for so many decades and who now fear the jig may be up.
Our little group of nine met for three hours, on our first full day in the country, with officials of the CNE – Consejo Nacional Electoral, or National Elections Commission – in their busy offices just days before the momentous vote. CNE staff, including the rectora principal, the director Tania D’amelio Cardiet, patiently answered every question we posed. They appeared eager to have their work reliably reported in our media.
In the first place, the CNE directors are appointed to overlapping seven-year terms by the National Assembly. It is autonomous from the government, and only accountable to the specific, detailed electoral law of the land. Venezuela has a plethora of political parties, some running together as a Chavista unity slate with the same candidates (think “fusion parties” in the U.S.), others going it alone. The Chavista slate includes the large socialist PSUV (Maduro’s party) as well as the PCV, the Communist Party of Venezuela. Each of the 23 states in the country, plus the Distrito Capital (Caracas), has its own concatenation of parties, each state entitled to the number of National Assembly members according to its population.
The total number of National Assembly members is 167, of whom 113 are voted in on the strength of their own names, 51 elected from party lists according to the popularity of those parties in the overall voting, and 3 seats designated for Indigenous peoples.
At the time Hugo Chavez was first elected in 1998, some 28 percent of eligible voters were not registered. Now only 3 percent are unregistered. In presidential elections 80 percent of the approximately 19.5 million voters in the country vote; for National Assembly elections the turnout is over 70 percent. Even in elections for much lower offices the turnout is around 60 percent.
Demographically, 51 percent of voters are women, and almost 4 million are young voters 18-30). Women enter their “senior” years in Venezuela at age 55, with the right to start receiving a pension, and men at age 60. Some of us “seniors” in our study group qualify to ride the modern, efficient Metro system in Caracas for free.
Once voters arrive at one of the 14,515 polling sites around the country, where qualified officials run 40,601 separate precinct tables, they identify themselves with their national ID card, place their thumb into a machine which reads their fingerprint, thus confirming who they are, and enter the voting booth where they have up to 6 minutes to cast their electronic ballot (most people take under a minute). When they finish, they receive a printout of their vote to confirm their choices, and they deposit this slip into the ballot box. At the end of the day the electronic vote and the paper ballots should match exactly. Witnesses from the participating parties are entitled to observe this entire process to certify its veracity.
Not entirely as a parenthetical note, readers should know that presumably voters going to the polls are completely sober: There is no liquor legally sold throughout the country for three days, from 6 p.m. Friday through Sunday – not even to us innocent visiting non-nationals!
Immediately after the votes are recorded and reported, an automatic audit takes place of 53.3 percent of all the precincts, randomly chosen from around the country, to spot any conceivable irregularities. Within a few weeks a 100 percent audit takes place. All parties in the elections have signed on to these carefully thought-out and elegantly devised mechanisms, regarded – to repeat myself – as among the most democratic in the world.
Later in the day, we attended the huge public rally officially closing the electoral campaign, where Maduro spoke and revved up his thousands of supporters in the capital, a flock of colorful flags and banners proudly whipping in the breeze, the red-shirted crowds gaily chanting, singing and cheering. Their infectious joy helped to persuade me that this election is very much up for grabs. A Chavista win is hardly out of the question!
Whatever the result on Dec. 6, whether a victory for the Bolivarian Revolution or for its opposition, you can be assured that there was no question of fraud. If you hear that claim, don’t believe it, and start asking serious questions of anyone making it. It ain’t so.

( Till 1992, 6 th December was remembered as ‘Parinirvan Divas’ of Dr Ambedkar, legendary son of the oppressed who had clearly recognised the true meaning of Hindutva and warned his followers about the dangers of Hindu Rashtra ; post 1992, 6 th December has an added meaning and it relates to the demolition of Babri Mosque undertaken by these very forces.
Apart from the fact that this event led to the biggest communal conflagaration at the national level post-independence, whose repercussions are still being felt and whose perpetrators are still roaming free, we should not forget that it was the first biggest attack on the principles of secularism and democracy, which has been a core value of the Constitution drafted under the Chairmanship of Dr Ambedkar.
What follows here is an edited version of the presentation made at Dept of Social Work, Delhi University, during their programme centred around 1 st Ambedkar Memorial Lecture)

‘Indians today are governed by two ideologies. Their political ideal set in the preamble of the constitution affirms a life of liberty, equality and fraternity whereas their social ideal embedded in their religion denies it to them’

..This is the 1 st Ambedkar memorial lecture which is being organised, as the invite tells us, saluting ‘ the contribution of the great visionary leader who not only fought for political revolution but also argued for social revolution’. Let me add that you have made this beginning at an opportune moment in our country’s history when we are witnessing a concerted attempt from the powers that be to water down Ambedkar’s legacy, project him as someone who rather sanctioned the illiberal times we live in today, communicate to the masses that he was friends with leading bigots of his time and finally appropriate his name to peddle an agenda which essentially hinges around political and social reaction.
Wishing you the best for beginning this conversation among students who yearn to become vehicle for social change tomorrow, I would like to share some of my ideas around the theme.
Yes, we definitely need to understand Ambedkar’s role as a Chairman of the drafting committee of independent India’s constitution and the skilful manner in which he ‘piloted the draft’ in the constitutent assembly but also how during his more than three decade long political career he put forward ‘variety of political and social ideas that fertilised Indian thinking’ ( as per late President K R Narayanan ) which contributed to the rulers of the newly independent nation’s decision to adopt the parliamentary form of democracy. Perhaps more important for the ensuing discussion would be his differentiation between what he called ‘political democracy’ – which he defined as ‘one man one vote’ and ‘social democracy’ – which according to him was -one man with one value – and his caution that political democracy built on the divisions, asymmetries, inequalities and exclusions of traditional Indian society would be like ‘a palace built on cow dung’.
We also need to take a look at the unfolding scenario in the country and also see for oneself whether there is a growing dissonance or resonance between what and how Dr Ambedkar envisaged democracy and the actual situation on the ground and how should we see our role in confronting the challenges which lie before it.
As we are remembering the great collosus that he was, not for a moment can we forget the mammoth task undertaken by ‘founding fathers’ – which included leading stalwarts of the independence movement – of the nascent republic who introduced right to vote to every adult citizen, a right for which many countries of the West had to struggle for decades together, in an ambience which was rather overshadwed by the bloody partition riots when the country itself was in a state of abject mass poverty and mass illiteracy.

Before I move forward towards the crux of my argument I want to take a short detour and understand whether the image of Ambedkar – which most of us carry – which has been taught to us through textbooks and popularised by the ever expanding media matches with his actual contributions as a great leader, scholar and renaissance thinker, all put together.
It would be interesting if all of us who are gathered here try to imagine what sort of image(s) emerge before our eyes if somebody mentions his name. I can mention a few :’ Dalit leader’, Chairman of the Drafting Committee of the Constitution’,’ fought for the rights of Scheduled Castes’, ‘embraced Buddhism with lakhs of followers’ Barring exception imagery around Ambedkar does not transcend these limits in most of the cases.
The imagery does not include the historic Mahad Satyagrah which was organised under his leadership way back in 1927 – what we call in Marathi as ‘when water caught fire’ – at the Chawdar Talab (lake) nor does’ it include the burning of Manusmriti in its second phase, which was compared to French revolution by Ambedkar in his speech. It also does not include details of the first political party formed under his leadership called Independent Labour Party, role of many non-dalits or even upper castes in the movement led by him or the historic march to Bombay assembly against the ‘Khot pratha’ where communists had participated in equal strength. His historic speech to the railway workers in Manmad wherein he asked them to fight the twin enemies of ‘Brahmninism’ and ‘Capitalism’ (late thirties) or his struggle for Hindu Code Bill, which ultimately became cause of his resignation from Nehru cabinet, all these details of his stormy life, never get mention in the imagery. One can add many other important interventions under his leadership which definitely does not ‘suit’ his image of a ‘dalit messiah’.
Is not it really surprising that most of us know so little of him, which is definitely not the case with other great leaders who emerged during the anti-colonial movement ?
This selective amnesia about Ambedkar is largely due to the way in which the ruling classes then – dominated by the upper caste elite – tried to belittle his image in a very surreptitious manner. Undoubtedly people or formations involved in the work of broader social transformation, which also included organisations claiming to be his legatees, cannot escape blame for the critical silences around his image, who either remained oblivious to the designs of the Varna elite or were not conscious/careful enough to comprehend their gameplan.
Any student of politics of the oppressed would vouch that it is rather a bane of most of the leaders of the exploited and oppressed who can no more be ignored by the dominant forces. In fact, we have been witness to a similar process which unfolded itself in USA itself where a very sanitised image of Martin Luther King, has been made popular. Instead of MLK who opposed Vietnam War, looked at capitalism as source of all evils, who equally struggled for workers rights, we have before us an image of King which seems more amenable to the ruling classes there.
And as we celebrate Ambedkar’s life and intend to discuss his ideas on democracy and their relevance today, we should bear in mind that this task still beckons us where we will have to fight with all our strength at our command against ‘reduction’ of his image and what a scholar describes as a deliberate process of ‘mythologising the man and marginalising his meaning’

Now coming to his ideas on Democracy a few things can be definitely added to the ongoing discussion it can be said that future of Indian democracy depends to a great deal upon revival of Ambedkar’s visionary conception of democracy which definitely needs to be enlarged and updated in the light of the recent experience.’
But before taking up this aspect it would be opportune to know from Ambedkar himself how he looked at the idea of democracy. Perhaps his speech on the ‘Voice of America’ radio (20 th May 1956) which he gave few months before his death could best summarise his ideas around the concept.
The first point which he makes tells us that ‘Democracy is quite different from a Republic as well as from Parliamentary Government.’ According to him
‘The roots of democracy lie not in the form of Government, Parliamentary or otherwise. A democracy is more than a form of Government. It is primarily a mode of associated living. The roots of Democracy are to be searched in the social relationship, in the terms of associated life between the people who form a society.’
Next he comes to define the word ‘society’ itself. For him a society is conceived ‘as one by its very nature’ and ‘[T]he qualities which accompany this unity are praiseworthy community of purpose and desire for welfare, loyalty to public ends and mutuality of sympathy and co-operation.’
Interrogating Indian society further he questions whether ‘these ideals are found in Indian society?’ And elaborating on the Indian society which is nothing but ‘an innumerable collection of castes which are exclusive in their life and have no common experience to share and have no bond of sympathy’ he concludes that
‘The existence of the Caste System is a standing denial of the existence of those ideals of society and therefore of democracy.’
Then he further discusses how ‘Indian Society is so imbedded in the Caste System that everything is organized on the basis of caste’ and shares examples from daily life of individuals revolving around the twin concepts of purity and pollution and moves to social-political arena and wryly concludes that ‘[t]here is no room for the downtrodden and the outcastes in politics, in industry, in commerce, and in education.’
Further he discusses other special features of the caste system which ‘[h]ave their evil effects and which militate against Democracy.’ and he focusses on what is called ‘Graded Inequality’ where ‘Castes is not equal in their status’ but rather ‘[a]re standing one above another’ and form ‘an ascending scale of hatred and descending scale of contempt’ which has the most pernicious consequences as ‘[i]t destroys willing and helpful co-operation.’
Then discussing the difference between caste and class, he takes up the second evil effect in the caste system accompanied by inequality which is ‘complete isolation’ which manifests itself in the difference between stimulus and response between two castes which is only ‘one-sided’ and which ‘educates some into masters, educate others into slaves’ and this separation thus ‘prevents social endosmosis’
Later taking up the manner in which one caste is bound to one occupation which ‘cuts at the very roots of democracy’ he tells how this arrangement which denies to ‘open a way to use all the capacities of the individual’ leads to stratification which is ‘is stunting of the growth of the individual and deliberate stunting is a deliberate denial of democracy.’
In the concluding part of his speech he discusses obstacles in the way to end caste system and he points out the ‘system of graded inequality which is the soul of the Caste System’ and also how ‘Indian Society is disabled by unity in action by not being able to know what is its common good’ where ‘the mind of the Indians is distracted and misled by false valuations and false perspectives’ and ends his speech by emphasising that mere education cannot destroy caste system rather education to those ‘[w]ho want to keep up the Caste System is not to improve the prospect of Democracy in India but to put our Democracy in India in greater jeopardy.’

One can also further add that as opposed to the Conservative notions which promotes it as an idea which is an instrument to stop bad people from seizing power Ambedkar’s conception is geared to social transformation and human progress and he defines it as “a form and a method of government whereby revolutionary changes in the economic and social life of the people are brought about without bloodshed.”
Elucidating the conditions to make it possible it can be inferred that
“(1) there should not be glaring inequalities in society, that is, privilege for one class; (2) the existence of an opposition; (3) equality in law and administration; (4) observance of constitutional morality; (5) no tyranny of the majority; (6) moral order of society: and (7) public conscience.” (See : Shyam Chand, Mainstream, Vol XLV, No 51, DR AMBEDKAR ON DEMOCRACY)
In his speech to the Constituent Assembly on November 25, 1949 he also expressed three cautions and believed that paying heed to them was critical to ensure our democratic institutions did not get subverted : (i) constitutional methods: (ii) not to lay liberties at the feet of a great man: (iii) make a political democracy a social democracy.”
Looking at the fact that India happens to be a multi-denominational society where the common denominator could be secularism which is understood as one of the pillars on which the superstructure of our democracy rests and is a unifying force of our associated life, he emphasised :
“The conception of a secular state is derived from the liberal democratic tradition of the West. No institution which is maintained wholly out of state funds shall be used for the purpose of religious instruction irrespective of the question whether the religious instruction is given by the state or by any other body.”
In a debate in Parliament, he also underlined:
“It (secular state) does not mean that we shall not take into consideration the religious sentiments of the people. All that a secular state means that this Parliament shall not be competent to impose any particular religion upon the rest of the people. That is the only limitation that the Constitution recognises.”
Taking into consideration the possibility that a minority can become victim of the tyranny of the majority, he suggested enough safeguards for their protection :
“The State should guarantee to its citizens the liberty of conscience and the free exercise of his religion including the right to profess, to preach and to convert within limits compatible with public order and morality.”
Prof Jean Dreze ( (econdse.org/wp…/09/JD-Ambedkar-and-future-of-democracy2005.pdf) brings forth an important point in his article wherein he underlines how ‘Ambedkar’s passion for democracy was closely related to his commitment to rationality and the scientific outlook.’ In this connection he quotes one of his last speeches “Buddha or Karl Marx”, wherein summarising the essential teachings of Buddha he elaborates :
“Everyone has a right to learn. Learning is as necessary for man to live as food is … Nothing is infallible. Nothing is binding forever. Everything is subject to inquiry and examination.”
According to him it was important to bring this up looking at the ‘[r]ecent threats to Indian democracy (which) often involve a concerted attack on rationality and the scientific spirit.’
Perhaps one can go on elaborating further on the nuances of Ambedkar’s understanding of democracy but that is not the only aim of this writeup. As promised in the begining we also need to take a look at the unfolding situation.

What is a sine qua non of democracy?
It is the understanding that minority voices will be allowed to flourish and they will not be bulldozed.
At the apparent level majoritarianism – rule by majority – sounds very similar to democracy but it essentially stands democracy on its head. For real democracy to thrive, it is essential that ideas and principles of secularism are at its core. The idea that there will be a clear separation between state and religion and there won’t be any discrimination on the basis of religion has to be its guiding principle.
Majoritarianism thus clearly defeats democracy in idea as well as practice.
While democracy’s metamorphosis into majoritarianism is a real danger, under rule of capital – especially its present phase of neoliberalism – another lurking danger is its evolution into what can be called as plutocracy – government by the rich.
Recently two interesting books have come out discussing 21 st century capitalism. The one by Thomas Picketty ‘Capitalism in the 21 st Century ‘ – which demonstrates convincingly that the twentieth century exhibited a secular tendency toward continuous and widening inequality – has been received well here also. It discusses increasingly disproportionate concentration of income at the top, and the widening inequality that goes along with it, is integral to the system and a consequence of “the central contradiction of capitalism,” (Capital, 571).Piketty’s core theoretical concept is expressed in the formula ‘r>g’, where ‘r’ represents the return on capital/INVESTMENT, and ‘g’ the rate of growth of the economy.
Much like Piketty’s contribution, a major study of democracy in America has also received almost as much attention in the west. It confirms our suspicions that oligarchy has replaced democracy. The authors found that
“policies supported by economic elites and business interest groups were far more likely to become law than those they opposed…. [T]he preferences of the middle class made essentially no difference to a bill’s fate”.
The study “Testing Theories of American Politics: Elites, Interest Groups, and Average Citizens”.by Martin Gilens (Princeton) and Benjamin Page (Northwestern) – which entirely undermine the notion that America is a democracy – and carries wider significance has not received attention here..(http://www.counterpunch.org/2014/05/02/apolitical-economy-democracy-and-dynasty/)
. “Majority rule” accounts, construed numerically or by any “median voter” criterion, are found to be a “nearly total failure.” Controlling for the preferences of economic elites and business-oriented interest groups, the preferences of the average citizen have a “near-zero, statistically non-significant impact upon public policy.”
The preferences of economic elites have “far more independent impact upon policy change than the preferences of average citizens do.” This does not mean that ordinary citizens never get what they want by way of policy. Sometimes they do, but only when their preferences are the same as those of the economic elite…
“[M]ajorities of the American public actually have little influence over the policies our government adopts… [I]f policymaking is dominated by powerful business organizations and a small number of affluent Americans, then America’s claims to being a democratic society are seriously threatened.”

According to the authors their results are ‘troubling news for advocates of “populistic” democracy.’ “When a majority of citizens disagrees with economic elites and/or with organized interests, they generally lose…even when fairly large majorities of Americans favor policy change, they generally do not get it.”
In such an unfolding situation, where we are faced with this dangers of democracy metamorphosing into majoritarianism and democracy becoming oligarchy with the highly undemocratic, violent Indian society – which glorifies violence against the oppressed and legitimises, sanctifies inequality in very many ways acting as a backdrop question arises what needs to be done ?
Jean Dreze, in the same article suggests a course of action which merits attention
“[t]he best course of action may be to revive the Directive Principles of the Constitution, and to reassert that these principles are “fundamental in the governance of the country” (Article 37).
Indeed, in spite of much official hostility to these principles today, there are unprecedented opportunities for asserting the economic and social rights discussed in the constitution – the right to education, the right to information, the right to food, the right to work, and the right to equality, among others. Dr. Ambedkar’s advice to “educate, organise and agitate” is more relevant than ever.”

వ్యాపారులు ఎక్కువగా దాన ధర్మాలు చేయాలా ? దాన ధర్మాల పేరుతో ఎక్కువ వ్యాపారం చేయాలా అన్న ప్రశ్న ఎదురైనపుడు గతంలో ఏం జరిగిందో చూస్తే ఫేస్బుక్ సిఇఓ మార్క్ జుకెర్బర్గ్ ధర్మ వ్యాపారం ఎలా చేయబోతున్నాడో ముందు ముందుగానీ తెలియదు. లాన్సెట్ అనే వైద్య పత్రిక 2009లో జరిపిన అధ్యయనంలో గేట్స్ ఫౌండేషన్ 1998-2007 మధ్య ఇచ్చిన గ్రాంట్లలో కేవలం 1.4శాతమే ప్రభుత్వ రంగ సంస్ధలలకు వెళ్లగా మిగతా మొత్తం 659 ప్రభుత్వేతర సంస్ధలు పొందాయి, వాటిలో 37శాతమే మధ్య లేదా అల్పాదాయ దేశాలలో ప్రధాన కార్యాలయాలను కలిగి వున్నాయి. బడా కార్పొరేట్లు ధర్మ ఫౌండేషన్లను ఏర్పాటు చేసిన కాలాన్ని కూడా మనం గమనంలోకి తీసుకోవాలి. ప్రపంచ బ్యాంకు, అంతర్జాతీయ ద్రవ్య నిధి సంస్దలు వ్యవస్తాగత సర్దుబాట్ల పేరుతో మెజారిటీ ప్రపంచ దేశాలకు ప్రయివేటీకరణ, విద్య, వైద్యం వంటి సేవారంగాల బాధ్యతల నుంచి ప్రభుత్వాలు తప్పుకోవాలని షరతులు విధించి అమలు జరిపిస్తున్న కాలంలో ధనికుల ఫౌండేషన్లు వునికిలోకి వచ్చాయి. ప్రజలు, ప్రభుత్వాల మధ్య ఏర్పడిన ఖాళీలో ప్రభుత్వ ఏతర(ఎన్జివో)లను ప్రవేశపెట్టారు. అంతే కాదు ప్రభుత్వాలు తమ జాతీయ ప్రాధాన్యతలను నిర్ణయించుకోవటంలోనూ, ప్రపంచ బ్యాంకు ఆదేశాల మేరకు ఎన్జిఓలతో సమన్వయ పరుచుకోవటంలోనూ పొంతన కుదరక ఎద్దు-దున్న దున్నకం మాదిరి తయారైంది. ఎండ పెరిగే కొద్ది ఎద్దు నీడలోకి లాగ నీడ తగ్గేకొద్దీ దున్న ఎండలోకి లాగ అన్నట్లుగా తయారై వ్యవసాయం మూలనబడినట్లుగా అంతిమంగా జనం నష్టపోయారు. జాతీయ ప్రాధాన్యతలు వెనుక్కుపోయాయి. ఎయిడ్స్ హెచ్ఐవి సమాచారం మరియు నివారణ సంస్ధ ఐ బేస్ ప్రతినిధి పోలీ క్లేడన్ దీన్ని గురించి మాట్లాడుతూ మీకు హెచ్ఐవి వుండి వేరే వారు ప్రయోగదశలోవున్న ఔషధాలకు నిధులు చెల్లిస్తుంటే మీ సంరక్షణ సరిగా జరగకపోవచ్చు, వారికి ఈ ఏడాది ఈ ఆలోచన వచ్చి వచ్చే ఏడాది మరొకదానిమీదకు మళ్లితే మీ సంగతేమిటి అని ప్రశ్నించారు. ప్రభుత్వాలు అలా చీటికి మాటికి ఏడాదికొక ప్రాధాన్యతలను మార్చుకోవు. దాతృత్వ సంస్ధల జోక్యం వలన ప్రజారోగ్య కార్యక్రమాలు అడ్డదిడ్డంగా తయారవుతాయి. కొన్ని సందర్భాలలో ఆయాదేశాల పౌరులకు అంతగా ప్రాధాన్యం కాని వాటికి ధనికులు నిధులు అందచేస్తారని ఆక్స్ఫర్డ్ విశ్వవిద్యాలయానికి చెందిన పరిశోధకురాలు దేవీ శ్రీధర్ హెచ్చరించారు.
ప్రయివేటు ఫౌండేషన్లు, ఎన్జీవోల భాగస్వామ్యం పెరగటంతో మరోవైపున ఐక్యరాజ్యసమితి ద్వారా ప్రపంచ ఆరోగ్యానికి అందచేసే నిధులు 1990-2008 మధ్య 32 నుంచి 14శాతానికి తగ్గాయి. దీనివలన జరిగేదేమిటి? మూడు లోంచి ఒకటి తీసి వేసి మిగిలిన దానికి ఒకటి కలిపితే ఏమౌతుందో ప్రపంచ ఆరోగ్యానికి అదే జరిగింది. అవి కూడా పైన చెప్పుకున్నట్లు ఒక పద్దతి ప్రకారం కాకుండా అస్తవ్యస్తం అయ్యాయి. గేట్స్ఫౌండేషన్ ప్రపంచ ఆరోగ్య సభ సిఫార్సు చేసిన వాటికి గాక ముందుగా తాను అనుకున్న పధకాలకే ప్రపంచ ఆరోగ్య సంస్ధకు నిధులు అందచేస్తున్నది. ప్రపంచ బ్యాంకు సంస్కరణలలో భాగంగా ప్రభుత్వాలు వైద్య సేవరంగం నుంచి వైదొలగాలన్నది ఒక షరతు. దానిని అమలు జరపటానికి తెల్లవారే సరికి ఆసుపత్రులను మూసివేస్తే రాజకీయంగా అధికారంలో వున్న పార్టీలు, ప్రభుత్వాలకు ఇబ్బందులు వస్తాయి. అందువలన పొమ్మనకుండా పొగ పెట్టినట్లు మొదటి దశలో ప్రాధమిక ఆరోగ్య కేంద్రాలకు తగిన వైద్యులు, సిబ్బంది, పరికరాలు లేకుండా వాటిని పడకేయించారు. మిగిలిన ప్రభుత్వ ఆసుపత్రులకు వెళ్లటం కంటే నేరుగా నరకానికి పోవటం మంచిది అనుకొనే విధంగా ఆసుపత్రులను తయారు చేశారా లేదా ? పర్యవసానం ఏమైంది? కార్పొరేట్ ఆసుపత్రులు మహానగరాల నుంచి మామూలు పట్టణాలకు చేరాయి. రైతులు, వ్యవసాయ కార్మికులు రుణగ్రస్తులెందుకు అవుతున్నారంటే ఆసుపత్రులకు వెళ్లేందుకు చేస్తున్న అప్పులు కూడా తోడు అవుతున్నాయన్నది అనేక పరిశోధనల్లో తేలింది. కార్పొరేట్ ఆసుపత్రిలో చేరి బీమా లేకుండా అప్పులు పాలు కాకుండా బయటకు వచ్చిన సామాన్యులెవరైనా వుంటే గుండెమీద చేయి వేసుకొని చెప్పమనండి. ఇప్పుడు ప్రాధమిక ఆరోగ్య కేంద్రాలతో మొదలు పెట్టి క్రమంగా ఆసుపత్రులను ప్రయివేటు వైద్యులకు , ఎన్జిఓలకు అప్పగించేందుకు ముందుకు పోతున్నారు.
ఒక ధనవంతుడికి జనమంతా తన మాదిరి చేపలు తింటే మంచిది కదా అన్న ఆలోచన వచ్చిందట. రాగానే ఒక లారీలో చేపలు తీసుకు వెళ్లి దగ్గరుండి మరీ పంపిణీ చేయించాడట. అందరూ ఎగబడి తీసుకుంటుంటే అక్కడున్న జనంలోని ఒక యువకుడు అలాగే నిలబడి పోవటం ఆ ధనికుడికి ఆశ్చర్యం కలిగించింది. ఏం నీకు చేపలు అవసరం లేదా తీసుకోవటం లేదు. అనగానే నీవంటి దాతలు నాకు దయా ధర్మంగా ఇచ్చే చేపలను తినటానికి నాకు సిగ్గుగా వుంది. నాకు జాలితో మీరిచ్చే చేపలు కాదు ప్రభుత్వం ఇచ్చే వల కావాలి అన్నాడట. పిచ్చివాడా వెంటనే తినేందుకు అవసరమైన చేపలు ఇస్తుంటే వల అడుగుతావేమిటి అని ధనవంతుడు అడిగాడు. మీకు ఈ రోజు బుద్ది పుట్టింది గనుక చేపలు ఇచ్చారు. రేపు మనస్సు మారినా మీ దగ్గర లేకపోయినా మా పరిస్ధితి ఏమిటి అని ప్రశ్నించిన యువకుడు తానే సమాధానం చెబుతూ మీరు వుండొచ్చు లేకపోవచ్చు, శాశ్వతంగా వుండే ప్రభుత్వం వలలను సమకూర్చితే జీవితాంతం మేము చేపలు పట్టుకొని నాలుగు డబ్బులు సంపాదించుకుంటాము, మేము తింటాము అందుకే వల అడిగాను అన్నాడట.
అంతిమంగా ఆరోగ్య సమస్యలను జవాబుదారీగలిగిన ప్రభుత్వాలే పరిష్కరించాలి తప్ప స్వచ్చంద సంస్ధలు పరిష్కరించలేవు. ప్రభుత్వ ఆసుపత్రులను నిర్వీర్యం చేసిన ప్రభుత్వాలు ప్రజారోగ్యాన్ని గాలికి వదలి వేసి కార్పొరేట్ ఆసుపత్రులకు ఏటా వందల కోట్ల రూపాయలను ఎలా కట్టబెడుతున్నాయో చూస్తున్నాము. ఆరోగ్యశ్రీ వలన పేదలకు వుపయోగం జరుగుతోందా లేదా అంటే జరుగుతోంది. అందుకయ్యే ఖర్చులో సగం సొమ్ముతో ప్రభుత్వ ఆసుపత్రులలో అదే రకం వైద్యం చేయవచ్చు. మిగిలిన మొత్తాన్ని మరొక ప్రజా సంక్షేమానికి ఖర్చు చేయాలి తప్ప కార్పొరేట్ల పరంచేయటం ఏమిటి. ఈ కార్పొరేట్ ఆసుపత్రులన్నింటా అంతర్జాతీయ జలగల పెట్టుబడులు ప్రవహిస్తున్నాయి. ధనికులు మరింతగా ముందుకు వచ్చి దానధర్మాలు చేయాలని, వారికి అలాంటి మంచి మనస్సు కలిగేలా చూడాలని కొందరు ప్రార్ధనలు జరుపుతున్నారు. దీని అర్ధం ఏమిటి? కార్పొరేట్లు మరింతగా పెరగాలని, వారు చేసే ధర్మాలు కూడా పెరగాలనే కదా? దీన్నే మరోవిధంగా చెప్పాలంటే ఇప్పుడున్న దోపిడీ ఇలాగే కొనసాగాలి, కావాలంటే పేదలకు ఎంతో కొంత సొమ్ముదానంగా ఇస్తాం అని చెప్పటమే. ప్రపంచ ప్రజల ఆరోగ్య సమస్యల పరిష్కారానికి ఇది అసలు పరిష్కారమే కాదు అంటున్నారు ఎందరో. అన్నింటికీ మించి అటువంటి బిలియనీర్లను పెంచే వ్యవస్ధను కొనసాగనివ్వటం ఎందుకు ? విరాళాలు ఇమ్మని అడగటం ఎందుకు ? ఇది సమస్యను పక్కదారి పట్టించటమే కదా !

Believe it or not, Imran Khan, Noor Jahan and Javed Ahmed are not the only individuals mentioned by Prime Minister Narendra Modi in his speeches and ‘Mann ki Baat’ broadcasts. Sunil Jaglan, Haryana ex-sarpanch, was mentioned once in his radio show and then again at Wembley stadium, London. And in the same November 29 broadcast where Noor Jahan and Javed Ahmed were mentioned, Jamuna Mani Singh found an honourable mention too.
Jamuna who? Why is it that only the first three names have stayed in mind? Not just because of their achievements. Few would remember what Alwar’s Imran Khan did to earn praise from Modi. By next month, Noor Jahan and Javed Ahmed’s achievements would be forgotten too. But their names will not, or at least, their Muslim identity will not.
This was the man who was chief minister when those who shared his ideology massacred Muslims across his state. Now, as prime minister, he chooses to praise Muslims. If that’s not news, what is? No wonder that the media has gone after these unknown Muslims much more enthusiastically than it has pursued the others mentioned by him.
Sunil Jaglan was already famous for his “selfie with daughter’’ campaign before Modi praised him. But few people outside Haryana may remember that he has been mentioned by Modi not once, but twice.
As for Jamuna Mani Singh, only two mainstream English newspapers – one from Kolkata, and one from the south – bothered to trace out this ASHA worker in Odisha’s Balasore district. The rest who chased her belonged to the Odia media.
It’s not as if Jaglan and Jamuna Mani Singh’s achievements are insignificant compared to those of Khan, Noor Jahan and Ahmed. Both had the guts to go against the norm in their villages. Jaglan fought Haryana’s male-dominated, misogynist society, known to regard women as the dirt beneath their feet, and he did so in his village. Jamuna had to persuade tribals in her village to give up age-old beliefs in animal sacrifice as a way of fighting illness, and turn instead, to modern medicine to fight malaria, an illness that’s routinely fatal for tribals. Any medical worker who’s worked among tribals knows how tough that is. Jamuna succeeded; there have been no malaria deaths in her village for the last two years.
Yet, it’s the Muslims who stay in mind.
It’s unfortunate for Khan, Noor Jahan and Ahmed to be remembered not for what they’ve achieved, but for the accident of their birth. For their feats are indeed noteworthy. Imran Khan, who teaches mathematics in a Sanskrit school in BJP-ruled Rajasthan, developed 52 learning Apps – learning how to do so on his own – for his deprived rural students. Noor Jahan, even at 70, rents out solar lamps for a mere Rs 3 a day to her electricity-starved villagers near Kanpur. Javed Ahmed, rendered paralysed waist downwards by a militant’s bullet in Kashmir when he was just 21, turned his life around by teaching poor children and then started a school for disabled children.
For these three, who’ve worked quietly without craving attention, praise by the PM represents the acme of achievement. As it does for their families and indeed, their entire village. The same applies for Jaglan and Jamuna Mani Singh.
Yet, there’s a difference. The immediate reaction that takes place after their names and work are lauded by the PM has been different for the former. Local BJP leaders promptly land up at their door, and are photographed congratulating them. Widowed 20 years back, Noor Jahan told reporters she could do with more solar lamps to meet the village’s growing demand – she has just 50 now. What she did get instead was a clock with Modi’s face, a shawl and a garland, from BJP Kanpur chief Surendra Maithani, and a vague promise of “financial help from the Centre.’’ Imran Khan was offered a job by the government and felicitated by the state education minister. Jamuna, on the other hand, wasn’t deemed worthy of an immediate visit by the Odisha unit of the BJP. Surely as an opposition party, the BJP would have benefitted more by a photo-op with Jamuna.
A lot of research must go into finding individuals deemed worthy of being mentioned by the PM in his speeches. There are thousands of such unsung heroes in our villages. So who Modi talk’s about reflects a deliberate choice. At any rate, this PM is not known for spontaneous gestures (the one that has stood out is his almost reflex rejection of a Muslim topi offered by a maulana in Gujarat.)
So what’s the message Modi is trying to send out when he mentions Muslims in his Mann ki Baat broadcasts, which are touted as his way of communicating directly to the people? That all that talk of him being anti-minority is just ‘sickular’ propaganda? That he is indeed appreciative of the community?
But then, why the silence when a Muslim is killed by a mob driven mad by their belief in Hindutva and their hatred for Muslims – be it Mohsin Shaikh in Pune, or Mohammed Akhlaq in Dadri? Why his silence when cabinet colleagues and other important party members abuse Muslims? Why did he refer to them as the “other community’’ in his Bihar campaign? Why did his prime ministerial campaign have graphic references to the way animals are killed and their pink flesh exported, or to those illegal immigrants out to grab :your’’ jobs (in Assam), or the regret that “your’’ women are not safe (in UP where “protection of our bahu-beti’’ was the driving force behind Jat violence against Muslims in Muzaffarnagar)?
The late Shiv Sena chief Bal Thackeray had the habit of listing Muslims whom he approved of as patriotic, while the rest were deemed not up to the mark. Everyone knows what his “boys’’ did to the rest in Mumbai, in 1984, and then in 1992-93. Modi seems to be following in his footsteps. “My India lives in Imran Khan,’’ Modi declared in Wembley to an adoring crowd. “And it dies with Mohammed Akhlaq,” if only he could have added.

లాభం లేనిదే వ్యాపారి వరదన పోడు అన్న సామెత తెలిసిందే. ఇప్పటి వరకు ప్రపంచ మంతా బిల్గేట్స్, వారెన్ బఫెట్ ధర్మాల గురించి పాత రోజుల్లో పల్లె టూళ్లలో గుంపులుగా కూడి సినిమా కధలు చెప్పుకున్నట్లుగా చెప్పుకున్నారు. చంద్రబాబు నాయుడి వంటి వారి గురించి ఇక చెప్పనవసరం లేదనుకోండి. ఫేస్బుక్ సిఇఓ మార్క్ జుకెర్బర్గ్ దాతృత్వం గురించి గొప్పగా పొగిడారు( మరి ఆయనకు తాతగా ప్రమోషన్ వచ్చిన సందర్బంగా హెరిటేజ్ ఇతర కంపెనీల్లో వున్న వాటాలను కూడా అలాగే ధర్మం చేయవచ్చు కదా అని ఎవరూ అడగకండి). మనకున్న జబ్బు అని అనకూడదు గానీ ఏ అంశమైనా కొనసాగింపు,పర్యవసానాలు ఏమిటి అని చూడటం తక్కువగా వుంది.మూసి పెట్టటం తప్ప మీడియా దాని గురించి అసలు పట్టించుకోదు.ఒక అవినీతి గురించి సంచలన వార్త ప్రసారం లేదా ప్రచారం, ప్రచురణ తరువాత చివరకు ఏమైంది? కాకపోతే ఎందుకు కాలేదు అన్న సమాచారం వుండదు. కలికాలం కాకపోతే ధనవంతులకు ఆకస్మికంగా ధర్మాలు చెయ్యాలన్న బుద్ది పుట్టటమేమిటి? ఈ విషయం బ్రహ్మంగారు కాలజ్ఞానంలో చెప్పారో లేదో నేను వినలేదు) నిజంగా వారు తమ సంపదలను ఇచ్చారా? ఇస్తే ఏం జరిగింది అన్నది తెలుసుకోకపోవాలన్న ఆసక్తి జనానికి వుండకూడదనే ధనికులు కోరుకుంటారు.ఒక్క ఇచ్చినపుడు ప్రచారం తప్ప.
బిల్గేట్స్ తన సంపదలను దానం చేశాడు, ఓకే, దాని వలన లాభపడింది ఎందరు? అసలు సమాజంలో ఒకరు ఇచ్చేవారు, ఒకరు పుచ్చుకొనే నిస్సహాయత ఎందుకు వుండాలి. పుచ్చుకొనేవారి కష్టానికి తగిన ప్రతిఫలం లేదా గౌరవ ప్రదమైన శ్రమకు తగ్గ విలువను చెల్లిస్తే వేరొకరి ముందు చేయి చాచాల్సిన అగత్యం ఎందుకు అని ఆలోచించనవసరం లేదా ? అంటే పెట్టుబడిదారులు తమది ఎల్లపడు పైచేయిగా వుండే పరిస్ధితులు శాశ్వతం కావాలని కోరుకుంటున్నారా ?
బిల్ గేట్స్ దాన ధర్మాల గురించి ఆండ్రూ బౌమన్ అనే పరిశోధకుడు కొన్ని మింగలేని విషయాలను వెల్లడించారు. హఫింగ్టన్ పోస్ట్ అనే పత్రికకు కొద్ది సంవత్సరాల క్రితం అసలు తానెందుకు సంపదను దానం చేయాలనుకున్నదీ గేట్స్ వివరించాడు. 1993లో గేట్స్ ఆఫ్రికా వెళ్లినపుడు అక్కడి పరిస్ధితులను చూసి చలించిపోయాడన్నది సారాంశం. అమెరికాలో ఎవరైనా తమ సంపదలో ఏడాదికి ఐదు శాతం దాన ధర్మాలకు అందచేస్తే వారికి పన్ను రాయితీలు దక్కుతాయి. గేట్స్ ఆఫ్రికాను చూసి చలించి పోయిన తరువాత ఆయన మిత్రుడు వారెన్ బఫెట్లో కూడా చలనం వచ్చింది. గేట్స్తో కలసి తన కుటుంబం 30 బిలియన్ డాలర్లను దాన ధర్మాలకు ఇస్తామని ప్రకటించారు. 2010నాటికి వారు 26 బిలియన్ డాలర్లు ఎక్కువగా ప్రపంచ ఆరోగ్య అవసరాలకు ఇచ్చారు. అమెరికాలో అంతకు ముందు ధనికుడిగా వున్న రాకఫెల్లర్ కుటుంబం 1914నుంచి ఇచ్చిన మొత్తం 14 బిలియన్ డాలర్లు మాత్రమే. గేట్స్ ఏర్పాటు చేసిన ఫౌండేషన్ టీకాల ద్వారా అరవైలక్షల మంది పిల్లలను బతికించినట్లు చెప్పుకున్నారు. ఎయిడ్స్, టీబీల నుంచి ఏడాదికి లక్షమందిని రక్షించటం లక్ష్యంగా గేట్స్ ప్రకటించారు. గేట్స్ చొరవ అనేక మంది ధనికులను ప్రపంచ ఆరోగ్యంవైపు దృష్టి సారింప చేయించిందని అనేక మంది పొగిడారు.
అయితే ఈ ఫౌండేషన్ పెట్టే ఖర్చు, దానిప్రభావం ఎంత , అసలది ఎవరికి జవాబుదారీ అన్న సమస్యలు ముందుకు వచ్చాయి. దాన ధర్మాలకు ఇచ్చిన సొమ్ములో ఏటా ఐదు శాతం మొత్తం తమ వైపు తిప్పుకొనేందుకు యత్నించే(లాబీయింగ్) వ్యవహారాలకు, సలహాలకు ఖర్చు చేస్తామని ఫౌండేషన్ చెప్పుకుంటుంది. వాటిలో అమెరికా విశ్వవిద్యాలయాల మొదలు ఎన్జీవోల వరకు అనేక సంస్ధలున్నాయి. ముందే చెప్పుకున్నట్లు ఫౌండేషన్ చేసే ఖర్చులో సింహభాగం ప్రపంచ ఆరోగ్య భాగస్వామ్యం కోసమే కేటాయించారు.అంటే ఆరోగ్య విధానాల రూపకల్పనలో తమ ముద్ర , ప్రాధాన్యతలు వుండే విధంగా లాబీయింగ్ చేశారు. ప్రపంచ ఆరోగ్య సంస్ధ, ఇతర ఏజన్సీలు వున్నప్పటికీ గేట్స్ ఫౌండేషన్ ఆరోగ్య సంరక్షణ వ్యూహాలపై సమీక్షా సమయాలలో గేట్స్ కంపెనీ సిఇఓ కుర్చీవేసుకు కూర్చుంటాడు. వూరికే కూర్చోవటానికి వారేమన్నా పనిలేని వారా ? దానాలలో కూడా లాభాలు ఎలా పిండుకోవచ్చో కనిపెట్టిన వారు వూరికే వుండరు కదా ! విధానాలపై ప్రభావం చూపేందుకు జోక్యం చేసుకుంటారు. మందులు మా బావమరిది షాపులోనే కొనాలనే షరతులు విధించకుండానే కొనిపించే డాక్టర్ల మాదిరి చేయాల్సింది చేసుకుంటారు.డాక్టర్ డేవిడ్ మెకాయ్ అనే ప్రజారోగ్య వైద్యుడు లండన్ విశ్వవిద్యాలయ కళాశాలలో పరిశోధకుడు, ్క ప్రజారోగ్య వుద్యమానికి ఒక సలహాదారు. ఆయనేమన్నారంటే ‘ఫౌండేషన్ అంటే నిధుల వసూలు , పధకాల అమలుకు మించి దాని లక్ష్యాలు వుంటాయి అన్నారు. అకడమీషియన్లుగా వుండే వ్యక్తులు, ప్రభుత్వేతర సంస్ధలు, వాణిజ్య రంగాలతో అంతర్గత సంబంధాలు కలిగి వుంటాయి. అంతర్జాతీయ ఆరోగ్య సమస్యపై ఒక బృంద ఆలోచనగా ప్రభావం చూపుతాయి.శాస్త్రీయ అభిప్రాయాలలోని భిన్నత్వాన్ని గేట్స్ ఫౌండేషన్ అణచివేస్తున్నదని, అది తనకు తాను తప్ప ఇతరులెవరికీ జవాబుదారీ కాదని ప్రపంచ ఆరోగ్య సంస్ధలోని మలేరియా విభాగ పరిశోధన అధిపతి ఆరాటా కోచి 2008లో విమర్శించారు.
గేట్స్ వంటి ఫౌండేషన్లు ప్రపంచ ఆరోగ్య విధానాన్ని ఏవైపుకు నెడుతున్నాయి ?
తాను పెట్టుబడులు పెట్టటానికి ఒకేసారి ఏడడుగులు ఎగిరేందుకు ప్రయత్నించటం గాక ఒక అడుగుతో దాటిపోయేయి ఏవి వుంటాయా అని పరికించిచూస్తాను అని వారెన్బఫెట్ అన్నాడు.అయితే బిల్గేట్స్ దీనికి విరుద్ధంగా కుండలో కూడు కుండలోనే వుండాలి పిల్లాడు మాత్రం తెల్లవారేసరికి దుడ్డులా తయారు కావాలి అన్నట్లు తాను ఇచ్చే దాన సొమ్ముతో ఒకేసారి ఏడడుగులు గెంతాలి అన్నాడు. పసితనంలో రెండుమూడు డోసులు వేసే టీకాలతో జీవితకాలంపాటు రాని వ్యాధుల మాదిరి ఎయిడ్స్, టీబీ వంటి వ్యాధులను ఒక్క మాత్ర లేదా టీకాతో నయం చేసే అద్భుతాలు జరగకపోతే ఆధునిక పరిజ్ఞానం ఎందుకన్నట్లు మాట్లాడటమే కాదు తన దానపు సొమ్ములో1998-2007 మధ్య 36.5శాతం ప్రభుత్వ-ప్రయివేటురంగ భాగస్వామ్యంతో నడిచే ‘గావి అలయన్స్’ పరిశోధనలకే కేటాయించాడు. అది హెపటైటిస్ బి, హెచ్ఐబి బాక్టీరియా నిర్మూలనకు వాక్సిన్ల తయారీకీ పనిచేసింది. ప్రస్తుతం న్యూమోనియో, డయేరియా వంటి వ్యాధుల కారక బాక్టీరియాను నిర్మూలించే వ్యాక్సిన్ల పరిశోధనలో నిమగ్నమై వుంది. మరి ఈ వాక్సిన్లు మానవాళికి వుపయోగమా కాదా అంటే వుపయోగమే.
సమస్య ఎక్కడ వుందంటే ఇప్పటి వరకు సాగించిన శాస్త్ర పరిశోధనలు, నూతన ఆవిష్కరణలు అన్నీ సమాజానికి చెందినవే తప్ప వ్యక్తులకు చెందినవి కాదు. ఒక శాస్త్రవేత్త ఒక ఔషధాన్ని కనిపెట్టాడు, లేదా ఒక ప్రమాదకర బాక్టీరియాను జాడ పట్టాడు అంటే దాని వెనుక అతని ప్రతిభ లేదని కాదు. పరిశోధన రిలే పరుగు పందెం వంటిది అనుకుంటే విజయసూచికగా రిబ్బన్ను తాకేది చివరి రన్నర్ కావచ్చుగాని అంతకు ముందు వారు లేకుండా, వారు సరిగా పరుగుతీయకుండా చివరి వ్యక్తికి విజయం సాధ్యం కాదు. అలాగే తన ముందు తరాల వారు వాటిపై సాగించిన అధ్యయనాల కొనసాగింపుగా ఎవరైనా నూతన అంశాన్ని కనుగొన్నారు, వున్నవాటిని మెరుగుపరిచారు తప్ప స్వంతంగా తామే కనుగొనలేదు.ఎవరైనా అలా చెప్పుకుంటే అది వారి సంస్కారానికి సంబంధించిన అంశం. రైట్ బ్రదర్స్కు ముందు విమానాలపై జరిగిన పరిశోధనలు, వైఫల్యాల నుంచి వారు తీసుకున్న గుణపాఠంతో విమానం ఎగరటంపై పైలట్స్కు ఎలా అదుపు వుండాలో కనుగొన్నారు. అది ఒక విప్లవాన్ని తెచ్చింది.వారి పరిశోధన బృందంలో సైకిల్ షాపు మెకానిక్ చార్లీ టేలర్ కూడా ఒక ముఖ్యుడన్న విషయం మనలో చాలా మందికి తెలియదు. ప్రింటింగ్ ప్రెస్లు,మోటార్లు, సైకిల్షాపులు అన్నింటిని ఆ బృందం పరిశీలించి, వాటిలో పనిచేసి విమానం ఎగిరే యంత్రాన్ని కనిపెట్టారు. కానీ పేటెంట్ మాత్రం రైట్ బ్రదర్స్ పొందారు.నిజానికి ఆది సమష్టి కృషి.దానిని సమాజానికి వుపయోగించినపుడు ఫలాలు అందరూ అనుభవిస్తారు, వ్యక్తులు లేదా కొన్ని కంపెనీలకు పరిమితం చేసినపుడు వారు మాత్రమే లబ్దిపొందుతారు. ఈ దిశగా ఆధునిక పెట్టుబడిదారులు తమ లాభాలను కాపాడుకొనేందుకు, పెంచుకొనేందుకు నూతన పద్దతులను, ఆర్ధిక వుత్పత్తులను కనిపెడుతున్నారు.
వుదాహరణకు కామెర్ల రోగానికి మందులను ఇంతకు ముందే కనిపెట్టకపోలేదు. అయితే వాటికి నిర్ణయించిన ధరలలో వుపయోగించాలంటే సామాన్యుల వల్లకాదు. పెద్ద మొత్తంలో తయారు చేస్తే ఖర్చులు తగ్గుతాయి. అందుకు పద్దతులు కనుగొనాలి, దాన్ని మార్కెటింగ్ చేయాలి. అప్పుడే అందరికీ అందుబాటులోకి వస్తుంది. ‘గావీ’ సంస్ధద్వారా బిల్గేట్స్ ఫౌండేషన్ ఆపని చేసింది. హెపటైటిస్ బి వ్యాక్సిన్ ధరను 68శాతం మేరకు తాము తగ్గించగలిగామని గావి చెప్పింది. దీని తరువాత న్యూమోనియా టీకాల పరిశోధనకు 150 కోట్ల డాలర్ల ధర్మ నిధిని కేటాయించారు. కామెర్ల వ్యాధి అందరికీ వస్తుందా, దాని నివారణకు వ్యాక్సిన్ ముందే తీసుకోవటం అవసరమా? కంపెనీలు తయారు చేశాయి,అవి అమ్ముడు పోవాలి, లేదా యంత్రాలు ఖాళీగా వుండకుండా ఏదో ఒకటి తయారు చేయాలి, నుక వాటికోసం టీకాలు తీసుకోవాలా అన్నది మరొక చర్చ. ముందస్తు నివారణ కోసం అవసరం వున్నా లేకపోయినా మందుల కంపెనీలు తమ వుత్పత్తులను అంటగడుతున్నాయన్న చర్చ జరుగుతోందా లేదా ? వ్యాక్సిన్లపై అమెరికాలో పెద్ద ఎత్తున వ్యతిరేకం వ్యక్తం అవుతోందా లేదా ?చౌకగా వ్యాక్సిన్లు అందుబాటులోకి తేవటం మంచిదే కదా, దాని వలన ఏదైనా ఒక కంపెనీ లాభం పొందితే ఏమిటట, ఏడుపు తప్ప అనేవారు లేకపోలేదు.
పెట్టుబడిదారుల పత్రిక ఫైనాన్సియల్ టైమ్స్ దీని గురించి రాస్తూ చౌక ధరలతో, వేగంగా అటు పేదలకు ఔషధాలు దొరకటం, ఇటు వుత్పత్తుల మార్కెటింగ్ జరిగి కంపెనీలకు సమాన ప్రయోజనం కలిగిందని పేర్కొన్నది. సరిహద్దులకు అతీతంగా ఔషధాలు దొరకాలనే ప్రచారం చేస్తున్న సంస్ధ డైరెక్టర్ టిడోవాన్ సచోయన్ అంగ్రెర్ ఏమంటారంటే ప్రపంచ ఆరోగ్యరంగంలో ప్రయివేటు రంగ పాత్ర ఎక్కువగా వుండాలని గేట్స్ ఫౌండేషన్ కోరుతున్నది, ప్రభుత్వంతో ప్రయివేటు రంగ భాగస్వామ్యం కోరుతున్నది, దాన్నొక విధానంగా రూపాందింపచేసేందుకు ఈ సంస్ధలు ప్రయత్నిస్తున్నాయి.దీని వెనుక వాటికి భారీ ప్రయోజనాలు దాగున్నాయి. ఒక ఆట నిబంధనలను రూపొందించే పాత్రలో కంపెనీలు వుండకూడదు. ప్రపంచ ఆరోగ్య సంస్ధకు భారీ మొత్తంలో నిధులు ఇస్తున్న గేట్స్ ఫౌండేషన్ ఆ సంస్ధ విధాన నిర్ణయాల రూపకల్పనలో ప్రాధాన్యతలను నిర్ణయిస్తున్నది.అది బడా ఫార్మా కంపెనీల మాజీ వుద్యోగులను పెద్ద ఎత్తున తన సిబ్బందిగా తీసుకోవటంతో కంపెనీలకు అనుగుణ్యంగా నిర్ణయాలు జరుగుతున్నట్లు విమర్శలు వెల్లువెత్తాయి.
మన కేంద్ర ప్రభుత్వం ప్రజారోగ్యవుద్యమ కార్యకర్తల వత్తిడికి తలొగ్గి లేదా మన ఫార్మా పరిశ్రమ అభివృద్దికి లేదా తన బడ్జెట్ ఖర్చు తగ్గించుకొనేందుకు గానీ జీవనధార (జనరిక్)ఔషధాలను ప్రోత్సహించాలని నిర్ణయించింది. పేటెంట్ హక్కులున్న ఔషధాలు ఎంతో ఖరీదైనవి. వాటికి అడ్డదారులు కనుగొనటంలో మనదేశం, చైనా ఫార్మాకంపెనీలు ఆరితేరాయి. జీవన ధార ఔషధాల తయారీ వలన వాటిని రూపొందించిన కంపెనీలకు ఎలాంటి ఆర్ధిక ప్రయోజనం కలగదు. అందువలన అవి పేటెంట్ హక్కులను మరింత కఠినతరం చేసేందుకు పెద్ద ఎత్తున లాబీయింగ్ చేస్తున్నాయి.ఈ మందులను తయారు చేసే కంపెనీలకు ఏదో ఒక సాకుతో ఆటంకాలు కలిగిస్తున్నాయి. మన దే శంలోని అనేక జనరిక్ మందుల తయారీ కంపెనీలకు ఏ రోజున, ఎటువైపు సుంచి ఏం ముప్పు ముంచుకువస్తుందో తెలియదు.ఈ మందుల తయారీ పోటీ లేనట్లయితే ఎందరో రోగులు మందులు కొనుగోలు చేయలేక మరణించి వుండేవారు. పేదలకు వుపయోగపడని ఆధునిక పరిజ్ఞానం ఒక పరిజ్ఞానమా అని కబుర్లు చెప్పే బిల్గేట్స్ మరోవైపున కష్టపడి పేటెంట్ పొందిన కంపెనీల మేధోపరమైన హక్కులకు గట్టి రక్షణ లేకపోతే ఎలా అని ‘ట్రిప్స్’ ఒప్పంద చర్చ సందర్భంగా ప్రపంచ వాణిజ్య సంస్ధలో, జి 8 దేశాల బృందంలో మైక్రోసాప్ట్ కంపెనీ ద్వారా వత్తిడి చేయించాడు.ఈ వైఖరి అభివృద్ధి చెందుతున్నదేశాలలో ఆరోగ్య సంక్షోభాన్ని మరింత పెంచుతుందని ఆక్స్పామ్ సంస్ధ పేర్కొన్నది. వాణిజ్య, పారిశ్రామికవేత్తలు మరిన్ని దాన ధర్మాలు చేయాలా ? లేక దాన ధర్మాల పేరుతో మరింత వ్యాపారం చేయాలా అన్నది ఇక్కడ సమస్య?

మార్క్ జుకెర్బర్గ్, వారెన్ బఫెట్, బిల్గేట్స్ వంటి వారు చేస్తున్న దాన ధర్మాలు ఎవరికీ వుపయోగపడవా అని కొందరు ప్రశ్నిస్తున్నారు. నిస్సందేహంగా కొందరికి వుపయోగపడతాయి. ఫలానావారి తాతగారి ముత్తాత జ్ఞాపకార్ధం ఫలానా వారి కుమారుడు, వారి మనవడు అయిన ఫలానా వారు చేసిన ధర్మం అన్న అక్షరాలతో నిండి వుండే చొక్కాలు వేసుకొని సంచార ప్రచార వాహనాల మాదిరి తిరిగేవారు మనకు తరచూ కనిపిస్తుంటారు. దానిలో దానం కంటే ప్రచారమే ఎక్కువగా కనిపిస్తుంది. గోచీ కూడా లేని వారికి అది ఇవ్వటమే పెద్ద లోకోపకారం కదా !.ఇక్కడ సమస్య దానం అంటే ఒక చేత్తో ఇచ్చి మరోచేత్తో పుచ్చుకోవటమా ?
ప్రపంచంలో అమెరికాయే ధనిక దేశం, దానిలో వారెన్బఫెట్, బిల్గేట్స్ పెద్ద ధనికులు. వారు 2010లో తాము ఎంత దానం చేస్తున్నదీ ప్రకటిస్తూ ప్రతి ధనికుడూ తమ సంపదలో సగం దాన ధర్మాలకు వినియోగించాలని పిలుపునిచ్చారు.తమ వంటి బిలియనీర్లు 187 మందితో ఇప్పటివరకు ఎంతో కొంత దానం చేయిస్తామని వాగ్దానం చేయించారు. రెండో కంటికి తెలియకుండా దానం చేసిన వారు గొప్పవారని ఇప్పటివరకు చెప్పుకుంటున్నాం. ఎవరెంతదానం చేస్తున్నారో లోకానికి తెలిస్తే మిగతావారు కూడా వుత్సాహపడి తాము కూడా ముందుకు వస్తారు కనుక దాన ధర్మాలకు ప్రచారం కావాలని కొత్త సూత్రీకరణ చేశారు.అందుకే కాబోలు చేసిన దానం కన్నా దాని ప్రచారానికి ఎక్కువ ఖర్చు చేస్తున్నారు చాలా మంది. అంతేకాదు ఎంత డబ్బు దానం కింద వచ్చిందో తెలిస్తే అది ఎక్కడకు వెళుతుందో, అందరూ ఒకదానికే కాకుండా దేనికి ఎంత ఖర్చుచేయాలో కూడా తెలుసుకోవచ్చని కూడా చెబుతున్నారు. దాతృత్వ నిపుణులు( ఫిలాంత్రపీ ఎక్స్పర్ట్ ) అనే సంస్ద సిఇవో మెలైనీ వులే కార్పొరేట్ దానాల గురించి చెబుతూ వ్యక్తిగతమైన ప్రయోజనమో లేక వారి వారసుల జేబులు నింపటమో గాక మొత్తం మానవాళి ఆరోగ్యం, జీవనానికి ఇలాంటి దానాలను ఖర్చు చేసేందుకు ప్రాధాన్యత ఇవ్వాలంటారు. దేన్నీ కాదనలేం మరి.
అమెరికాలో 501(సి)(3) అనే ఒక చట్ట సెక్షన్ ప్రకారం ఎవరైనా దానం చేసిన వాటి మీద వారికి ఎలాంటి హక్కు వుండదు. దానం చేసిన వారి పాత్ర అంతటితో ముగుస్తుంది.వాటిని స్వీకరించిన సంస్ధకు దానిపై సర్వహక్కులు వుంటాయి. కానీ జుకెర్బర్గ్ వంటి బిలియనీర్లు చేసే దానాలు అలాంటివి కావు. వాటికి బదులుగా పరిమిత జవాబుదారీ కంపెనీ(లిమిటెడ్ లయబులిటీ కంపెనీ(ఎల్ఎల్సి)ని ఏర్పాటు చేసి దానికి బదలాయిస్తారు. ప్రయివేటు ట్రస్టులంటే బాగా అర్ధం అవుతుంది.జుకర్ బెర్గ్కు ముందు దానాలు చేసినవారందరూ ఇలాంటి దారులే ఏర్పాటు చేసుకున్నారు. ప్రభుత్వానికి చెల్లించాల్సిన పన్ను కట్టకుండా బహిరంగంగా తమ ఆస్తులను వీటిలో దాచుకుంటారు. పబ్లిక్ ట్రస్టులంటే నియంత్రణలు ఎక్కువ వుంటాయి. ఈ ఎల్ఎల్సీలకు అలాంటి బాదర బందీ వుండదు. లాభాలు వస్తాయనుకుంటే వేటిలో అయినా ఈ ట్రస్టులలోని సొమ్మును ఎప్పుడు కావాలంటే అక్కడ పెట్టుబడులుగా పెట్టవచ్చు, రాజకీయ పార్టీలకు విరాళాలుగా ఇవ్వవచ్చు. దీని గురించి న్యూయార్క్ నగరంలోని న్యూ స్కూల్ అసిస్టెంట్ ప్రొఫెసర్ ఎరికి కోల్ ఎరియన్స్ ఏమంటారంటే ‘ మరో మాటలో చెప్పాలంటే దాతృత్వ పెట్టుబడులను సొమ్ము చేసుకోవలనుకోటంలో వారెంతో(జుకర్బెర్గ్ వంటివారు) పారదర్శకంగా వున్నారు, వారిలో ఎక్కువ మంది ఇలా చేస్తూనే మరోవైపున వారు ఎవరికైతే సేవ చేయాలనుకుంటున్నారో వారికి మరిన్ని సమస్యలు తెచ్చే వర్తమాన పెట్టుబడిదారీ వ్యవస్ధను కూడా ముందుకు తీసుకుపోతున్నారు. ఇది, ఎల్లవేళలా దాతృత్వ విరుద్ధ స్వభావం ఇలానే వుంటుంది. ఒకవైపు అసమానతలను సృష్టించే విధానాలను కొనసాగిస్తూనే మరోవైపు ఎవరైనా దారిద్య్రం, అ సమానత, పర్యావరణ, కార్మిక హక్కులను దుర్వినియోగాన్ని అరిక్టగలరా ? ఈ సమస్యలను పరిష్కరించటానికి సామాజిక దృక్పధంతో వుంటేవాటికి ట్రస్టులు నిధులు సమకూర్చవచ్చు, కార్మికవర్గం నిర్వహించే వాటికి పెట్టుబడి మిగులును సాయంగా అందించగలరా అన్న ప్రశ్న తలెత్తున్నది’ అని ఆమె అన్నారు.
ఈ వారంలో నే ఇలాంటివారందరినీ ఒక దగ్గరకు చేర్చుతున్న బిల్గేట్స్ తదితరులు ఒక బృందాన్ని ఏర్పాటు చేశారు. దాని పేరు ఇంధన విజయ కూటమి (బ్రేక్త్రూ ఎనర్జీ కోయలిషన్). అంటే నాణ్యమైన లేదా క్లీన్ ఎనర్జీపై పరిశోధన చేసేందుకు వారు ‘దాన ధర్మాలు’ చేస్తారు. ఇదొక కొత్త తరం ధార్మికత, వీరొక ప్రత్యేక ధార్మికులు. గాలికిపోయే పేలపిండి కృష్ణార్పణం అంటే ఇదే. ఖర్చేమీ వుండదు, పుణ్యానికి పుణ్యం. నాణ్యమైన ఇంధనంతో పర్యావరణాన్ని కాపాడేందుకు తామీ ధర్మం చేస్తున్నామని చెప్పు కోవచ్చు. పనిలో పనిగా అందుకు ఇచ్చే సొమ్ముపై పన్ను రాయితీలు, ధర్మపరులుగా మరికొన్ని రాయితీలు పొందవచ్చు. ఒక్కొక్క రంగంలో ఎవరికి వారు ప్రత్యేకంగా పరిశోధన జరిపితే ఖర్చు తడిచి మోపెడంత అవుతుంది. అలాగాక ‘సహకార కూటమి పద్దతి’లో చేస్తే తలా కాస్త, అది కూడా పన్నురాయితీలతో తమకు ఎలాంటి భారం పడకుండా తమకు అవసరమైన పరిశోధన చేయించుకుంటారు. దాని వలన వచ్చిన ఫలితాలను పొందేది ఎవరంటే తిరిగి ఈ కార్పొరేట్లే. పగలంతా సంపాదించిన దానిని ముఠాకార్మికులు రాత్రికి కలసి పంచుకున్నట్లుగా ప్రాజెక్టులలో భాగస్వామ్యం ద్వారా పరిశోధన ఫలాలను అందరూ కలసి పంచుకుంటారు. పేరుకు పేరు సొమ్ముకు సొమ్ము. వీరు చేసే దానాలను స్వీకరించేందుకు వీరందరూ కలసి తమ చెప్పుచేతల్లో వుండే ట్రస్టులను ఏర్పాటు చేస్తారు. అందులో తమ వారినే వుద్యోగులుగా నియమిస్తారు. వారికి జీతాలను ఆ ట్రస్టుల నుంచే ఇస్తారు. కన్సల్టెంట్స్గా కూడా తమవారినే పెట్టుకుంటారు. క్లీన్ ఎనర్జీ ప్రాజెక్టులకు రూపకల్పన చేయిస్తారు. మన వంటి పేద దేశాలు వాటిని కావాలని వెళితే మనకు ఆ పధకాలు ఇవ్వటే కాదు, అందుకు అవసరమైన అప్పులను కూడా వేరే ఏజన్సీ ద్వారా ఇప్పిస్తారు. అప్పు డబ్బు రూపంలో ఇస్తే దారి మధ్యలో ఎవరైనా కొట్టివేయకుండా మాకు తెలిసిన కంపెనీలలో వున్న యంత్రాలను కొనుగోలు చేయండి, వాటిని బిగించాలన్నా, సరిగా పనిచేయాలన్నా వాటి ఇంజనీర్లు మాత్రమే వుండాలి, ఇలా షరతులు వర్తిస్తాయి అన్నట్లుగా సవాలక్ష నక్షత్రాలను వుంచి మనకు ఇస్తారు. ఒక్క ముక్కలో చెప్పాలంటే ప్రైవేటు ఆసుపత్రులు, వైద్యులు, పరీక్షా కేంద్రాలు, మందులు, మెడికల్ షాపులు, రోగులు అన్నమాట. అవసరమా లేదా అని ప్రశ్నించకుండా వైద్యులు రాసిన పరీక్షలన్నీ చేయించుకోవాలి, అదీ వారు పేర్కొన్న పరీక్షా కేంద్రాలలోనే మిగతా చోట్లకు వెళితే రిపోర్టులు సరిగా రావంటారు. వారు రాసిన మందులే కొనాలి. మిగతా మందులు సరిగా పనిచేయవు మీ ఇష్టం అంటారు. వారు చెప్పిన షాపులోనే కొనాలి, అవి అక్కడ తప్ప మరొక చోట దొరకవంటారు. కౌపీన సంరక్షణార్ధం చివరకు ఒక సన్యాసి సంసార జంఝాటంలో చిక్కుకున్నట్లుగా దాతృత్వం గురించి చెబుతానంటూ ఈ విషయాలన్నీ ఏమిటి అనుకుంటున్నారా ? కార్పొరేట్ దానాలకు అదే కార్పొరేట్ కంపెనీల ప్రయోజనాలకు వున్న సంబంధాన్ని ఈ లావాదేవీలలో మనం చూడటం కష్టం, ఎలాగంటే ఎక్కడో స్విచ్ వేస్తే మరెక్కడో లైటు వెలుగుతుంది. ఇది చదివిన తరువాత కూడా సంబంధం లేని విషయాలుగా మీకు అనిపిస్తే చెప్పటంలో లోపం నాదే. మన దేశాన్ని బ్రిటీష్వారు దోచుకుంటున్నారు, వారిని తరిమివేస్తే తప్ప మనకు మంచి జరగదు అని మన జనాన్ని ఒప్పించటానికి ఎన్ని వందల సంవత్సరాలు పట్టింది, ఎన్ని విధాలుగా చెప్పాల్సి వచ్చిందో తెలుసు కదా !
