రాష్ట్ర విభజన తరువాత ఆంధ్రప్రదేశ్‌లో తొలిసారిగా ‘వుషోదయ ఆంధ్రప్రదేశ్‌ విజన్‌ 2029’ పేరుతో భారత పరిశ్రమల సమాఖ్య(సిఐఐ)తో కలసి ఈనెల 10-12 తేదీలలో పెట్టుబడుల ఆకర్షక సదస్సు నిర్వహించారు. దీనిలో ‘ఏడు లక్షల కోట్ల పెట్టుబడులు రాబట్టాలి’ అని రాష్ట్ర ప్రభుత్వం నిర్ణయించుకున్నట్లుగా సదస్సుకు ముందు ఒక పత్రిక కధనం.’4.5లక్షల కోట్ల టార్గెట్‌ ‘ మరో పత్రిక శీర్షిక. ఈ రెండూ చంద్రబాబు దృష్టిలో వున్నవి వున్నట్లుగా రాసే పత్రికలే. ‘ భాగస్వామ్య సదస్సు బంపర్‌ హిట్‌ అయింది. ప్రభుత్వమే రూ.2 లక్షల కోట్ల ఒప్పందాలు కుదరగలవని భావించగా అనూహ్యంగా రు.4,76,878 కోట్ల పెట్టుబడుల ఒప్పందాలు కుదరటంతో ఆంధ్రప్రదేశ్‌ ప్రభుత్వంలో ఆనందం వెల్లి విరుస్తోంది’ అని ఏడు కోట్ల లక్ష్యం అని రాసిన పత్రిక సదస్సు తరువాత రాసింది. చంద్రబాబు నాయుడు ప్రత్యేక చొరవ తీసుకొని నిర్వహించిన ఈసదస్సు గ్రాండ్‌ సక్సెస్‌ అయిందని రెండో పత్రిక రాసింది. ఇవి గాకుండా కేంద్ర మంత్రి అనంత కుమార్‌ ప్రతిపాదించిన (75వేల కోట్లు) అదనం అంటూ ఊహించినదానికన్నా ఎక్కువ స్పందన వచ్చింది, వచ్చే ఏడాది కూడా విశాఖలోనే భాగస్వామ్య సదస్సు ఏర్పాటు చేస్తామని ముఖ్యమంత్రి చంద్రబాబు నాయుడు ప్రకటించారు. కుదిరిన ఒప్పందాలతో పెట్టే పరిశ్రమలు, ఇతర సంస్ధలలో పదిలక్షల పదిహేను వేల వుద్యోగాలు వస్తాయని సదస్సు నిర్వాహకులు ప్రకటించారు. ఇవన్నీ త్వరలో ఆచరణకు రావాలని ప్రతి ఒక్కరూ కోరుకుంటున్నారటనటంలో సందేహం లేదు.

ఈ సదస్సుతో ఆంధ్రప్రదేశ్‌లో ఈ ఏడాది సంక్రాంతి మరింత కాంతి వంతం అవుతుందని అనేక మంది భావిస్తున్నారు. రాష్ట్రంలోని ఇంజనీరింగ్‌ కాలేజీలనే కర్మాగారాలలో ఏటా లక్షా 50వేల మంది ఇంజనీరింగ్‌ గ్రాడ్యుఏట్లు వుత్పత్తి అవుతున్నారు. మన ఇంజనీర్లు వుత్పత్తి అవుతున్నంత వేగంగా మన ఆర్ధిక వ్యవస్ధ పెరగటం లేదు. దాంతో ఇంజనీరింగ్‌ నిరుద్యోగుల సైన్యం ఏడాది కేడాది గణనీయంగా పెరుగుతోంది. మన విద్యార్ధులు వుద్యోగాలు అడిగేవారు కాకుండా వుద్యోగాలు కల్పించేవారుగా తయారు కావాలని మన రాష్ట్రపతి ప్రణబ్‌ ముఖర్జీ ఈ మధ్య సందేశమిచ్చారు.

2013లో ‘యాస్పిరింగ్‌ మైండ్స్‌ ‘ అనే ఒక పరిశోధనా సంస్ధ కొన్ని తట్టుకోలేని నిజాలను వెల్లడించింది. చెన్నయ్‌ పట్టణం అక్కడి అన్నా విశ్వవిద్యాలయ అనుబంధ కళాశాలలనుంచి డిగ్రీ చేతపట్టుకు వస్తున్న ఇంజనీర్లలలో ఒక శాతానికి మాత్రమే వుద్యోగాలు కల్పిస్తున్నదని, అత్యధిక వుద్యోగాల కల్పన రేటు వున్న ఢిల్లీలో 13శాతం, భారత సిలికాన్‌ వ్యాలీగా పేరుగాంచిన బెంగలూరులో 3.2శాతం కల్పిస్తున్నట్లు అది వెల్లడించింది. వాటితో పోల్చుకుంటే ఆంధ్రప్రదేశ్‌లోని విశాఖ పట్టణం, రాజధాని అమరావతి ఎంతశాతం కల్పిస్తుందో మనం చంద్రబాబు సిద్దం చేసిన విజన్‌ 2029, 2050 పత్రాలను చూడాల్సిందే.

విశాఖలో కుదిరిన అవగాహనా ఒప్పందాల ప్రకారం ఐటి రంగంలో వస్తాయని చెబుతున్న పెట్టుబడుల మొత్తం 3,368 కోట్ల రూపాయలు, దాని వలన వస్తాయని చెప్పిన వుద్యోగాలు 50వేలు. తనకు ఆంధ్రప్రదేశ్‌, తెలంగాణా రెండు కళ్లవంటివని దేన్నీ నిర్లక్ష్యం చేయనని హైదరాబాదు కార్పొరేషన్‌ ఎన్నికల సభలో జనవరి 12న చంద్రబాబు నాయుడు ప్రకటించారు. అందువలన ఒక కన్ను ఆంధ్రప్రదేశ్‌లో ఐటి కంపెనీల స్ధాపనకు ఆయన మరోసారి అధికారంలోకి వచ్చిన గత ఇరవై నెలల నుంచీ స్వయంగా, మధ్యలో రాష్ట్ర ఐటి మంత్రి పల్లె రఘనాధరెడ్డి, చంద్రబాబు తనయుడు లోకేష్‌ ఇబ్బడి ముబ్బడి విదేశీ పర్యటనల సందర్బంగా మొత్తం పెట్టుబడుల ఆకర్షణకే సమయాన్ని వెచ్చించినట్లు మనం మీడియాలో చదువుకున్నాం, టీవీలలో చూశాం. వాటి ఫలితమే 3,368 కోట్ల రూపాయలని అనుకోవాలి. ‘ ఇలాంటి సదస్సులలో కుదిరే ఒప్పందాలలో సహజంగా 15 నుంచి 25శాతం వాస్తవ రూపం దాల్చితే గొప్ప విజయం సాధించినట్లు పరిగణించాల్సి వుంటుందని పరిశ్రమల వర్గాల మాట. అయితే ఈ సారి 50 నుంచి 60శాతం వరకు ఒప్పందాలు కార్యరూపం దాల్చేలా పకడ్బందీ చర్యలు చేపట్టాలన్నది చంద్రబాబు నిర్దేశం’ అని చంద్రబాబు చెప్పే బి పాజిటివ్‌ పత్రిక ఒకటి రాసింది. కాబట్టి ఐటి నిరుద్యోగులు, కాబోయే నిరుద్యోగులూ ఎవరో వస్తారని, ఏదో తెస్తారని ఎదురు చూసి మోసపోకుమా అన్న శ్రీశ్రీ గీతాన్ని నిత్యం గుర్తుకు తెచ్చుకోవాల్సి వుంటుందేమో? ఒకవేళ వచ్చినా వస్తాయని చెబుతున్న 50వేల వుద్యోగాలకు గాను పదిహేను శాతం అంటే ఏడున్నర వేలు మాత్రమే. ఆపై ఎన్ని వచ్చినా అది బాబొస్తే జాబ్‌ అన్న పధకంలో బోనస్‌గా భావించాలి.

పోనీ ఐటి వుద్యోగాల బదులు ఇతర రంగాలలో వుద్యోగావకాశాల గురించి చూడాలంటే ఒక వూరి మునసబు మరోవూరికి వెట్టి కింద లెక్క అన్న సామెత తెలిసిందే. ఐటి ఇంజనీరు మిగతా రంగాలకు క్యాజువల్‌ కార్మికుడి కిందే లెక్క. ఇండ్ల నిర్మాణ రంగంలో 41వేల 500 కోట్లు పెట్టుబడులు వస్తాయని, వాటి ద్వారా రెండున్నరలక్షల వుద్యోగాలు వస్తాయని చెప్పారు. అవేమి వుద్యోగాలో ? ఎన్నిరోజులు పని ఇస్తాయో? ఈ రోజుల్లో రోడ్లు, ఇండ్ల నిర్మాణంలో యంత్రాలకే వుద్యోగాలు, శుభం పలకరా అంటే ఏదో అన్నట్లుగా సంతోష సమయంలో ఇదేమిటి అనుకుంటారేమో, ముగిద్దాం.

The Quick Estimates of Index of Industrial Production (IIP) with base 2004-05 for the month of November 2015 have been released by the Central Statistics Office of the Ministry of Statistics and Programme Implementation. IIP is compiled using data received from 15 source agencies viz. Department of Industrial Policy & Promotion (DIPP); Indian Bureau of Mines; Central Electricity Authority; Joint Plant Committee, Ministry of Steel; Ministry of Petroleum & Natural Gas; Office of Textile Commissioner; Department of Chemicals & Petrochemicals; Directorate of Sugar & Vegetable Oils; Department of Fertilizers; Tea Board; Office of Jute Commissioner; Office of Coal Controller; Railway Board; Office of Salt Commissioner and Coffee Board.

  1. The General Index for the month of November 2015 stands at 166.6, which is 3.2 percent lower as compared to the level in the month of November 2014. The cumulative growth for the period April-November 2015 over the corresponding period of the previous year stands at 3.9 percent.
  2. The Indices of Industrial Production for the Mining, Manufacturing and Electricity sectors for the month of November 2015 stand at 131.5, 171.9 and 175.6 respectively, with the corresponding growth rates of 2.3 percent, (-) 4.4 percent and 0.7 percent as compared to November 2014 (Statement I). The cumulative growth in three sectors during April-November 2015 over the corresponding period of 2014 has been 2.1 percent, 3.9 percent and 4.6 percent respectively.
  3. In terms of industries, seventeen (17) out of the twenty two (22) industry groups (as per 2-digit NIC-2004) in the manufacturing sec tor have shown negative growth during the month of November 2015 as compared to the corresponding month of the previous year (St atement II). The industry group ‘Electrical machinery & apparatus n.e.c.’ has shown the highest negative growth of (-) 46.5 percent, followed by (-) 13.8 percent in ‘Luggage, handbags, saddlery, harness & footwear; tanning and dressing of leather products’ and (-) 13.1 percent in ‘Wood and products of wood & cork except furniture; articles of straw & plating materials’. On the other hand, the industry group ‘Furniture; manufacturing n.e.c.’ has shown the highest positive growth of 102.1 percent, followed by 11.1 percent in ‘Office, accounting & computing machinery’ and 9.7 percent in ‘Radio, TV and communication equipment & apparatus’.
  4. As per Use-based classification, the growth rates in November 2015 over November 2014 are (-) 0.7 percent in Basic goods, (-) 24.4 percent in Capital goods and (-) 0.7 percent in Intermediate goods (Statement III).  The Consumer durables and Consumer non-durables have recorded growth of 12.5 percent and (-) 4.7 percent respectively, with the overall growth in Consumer goods being 1.3 percent.
  5. Some important items showing high negative growth during the current month over the same month in previous year include ‘Cable, Rubber Insulated’             [(-) 87.1%], ‘Heat Exchangers’ [(-) 68.2%], ‘Polythene Bags including HDPE & LDPE Bags’ [(-) 58.0%], ‘Tractors (complete)’ [(-) 42.3%], ‘Conductor, Aluminium’ [(-) 36.8%], ‘Rice’ [(-) 27.1%] and ‘Three-Wheelers (including passenger & goods carrier)’ [(-) 23.7%].
  6. Some other important items that have registered high positive growth include ‘Gems and Jewellery’ (253.7%), ‘Sugar Machinery’ (78.0%), ‘Lubricating oil’ (66.5%), ‘Wood Furniture’ (46.9%), ‘PVC Pipes and Tubes’ (31.4%), ‘Transformers (small)’ (30.2%), ‘Polypropylene (including co-polymer)’ (30.1%) and ‘Sugar’ (25.7%).
  7. However, growth rates in respect of individual items may not reflect their actual contribution in the overall growth rate of IIP. Taking into account the weights of different items, the overall growth rate of IIP can be decomposed into positive and negative contributions of different items. Such contributions of top five items with positive contribution and top five items with negative contribution are given below:

  1. Along with the Quick Estimates of IIP for the month of November 2015, the indices for October 2015 have undergone the first revision and those for August 2015 have undergone the final revision in the light of the updated data received from the source agencies. It may be noted that these revised indices (first revision) in respect of October 2015 may undergo final (second) revision along with the release of IIP for the month of January 2016.
  2. Statements giving Quick Estimates of the Index of Industrial Production at Sectoral, 2-digit level of National Industrial Classification (NIC-2004) and by Use-based classification for the month of November 2015, along with the growth rates over the corresponding month of the previous year including the cumulative indices and growth rates are enclosed.

Huge increase in procurement of paddy in current Kharif Marketing Season

Due to joint efforts of the Food Corporation of India (FCI) and State Government Agencies under the close monitoring by Government of India, there is huge increase in procurement of paddy in the current Kharif Marketing Season (KMS), which begun on 1st October, 2015. The total quantity of paddy procured in terms of rice till date is 208.10 lakh MT, which was only 157.41 lakh MT till this date during the previous KMS.

The major increase in procurement of paddy has taken place in Punjab, Haryana, Chhattisgarh, Andhra Pradesh, Odisha and Uttar Pradesh. In order to ensure that FCI has enough funds to pay to the farmers towards procurement of paddy and to the State Government Agencies towards the rice supplied, Government has provided an additional funding of Rs. 10,000 crore to them in the month of January, 2016. With this additional funding, FCI has sufficient funds to meet its requirements towards expenditure including cost of procurement operations for the peak period of paddy procurement in January and February, 2016.

In all, the Government has already released a food subsidy of Rs.87,000 crore to FCI till date during the current financial year and a Ways & Means Advance of Rs.20,000 crore during the current financial year, totalling to a funding of Rs.1,07,000 crore in this fiscal, which is an all time record.

Despite 2014 and 2015 having been monsoon deficit years, due to robust procurement arrangement made by the Food Ministry and FCI, there is more than adequate foodgrain stock available with the Government under Central Pool. As on 1st January, 2016, there is 237.88 lakh MT of issuable wheat stock under Central Pool. The FCI is also stepping up open market sale of wheat at reasonable rates to check inflation and also to provide supplies to the private flour mills and trade. Similarly, on 1st January, 2016 there is a stock of 126.89 lakh MT of rice under Central Pool, which is 50.79 lakh MT more than stocking norms. This excess quantity of rice will help in meeting any contingencies arsing due to monsoon deficit or natural calamities in near future.

The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation has revised the Base Year of the Consumer Price Index (CPI) from 2010=100 to 2012=100 with effect from the release of indices for the month of January 2015.

  1. In this press note, the CPI (Rural, Urban, Combined) on Base 2012=100 is being released for the month of December 2015. In addition to this, Consumer Food Price Index (CFPI) for all India Rural, Urban and Combined are also being released for December 2015. Inflation rates (on point to point basis i.e. December, 2015 over December 2014), based on General Indices and CFPIs are given as follows:

  1. Provisional indices for the month of December 2015 and also the final indices for November 2015 are being released with this note for all-India and for State/UTs. All-India provisional General (all- groups), Group and Sub-group level CPI and CFPI numbers for December, 2015 for Rural, Urban and Combined are given in Annexure I. The General Indices (Provisional) for the month of December 2015 for Rural, Urban and Combined are 127.9, 124.0 and 126.1 respectively.  The CFPI for Rural, Urban and Combined for the same month are 131.2, 131.4 and 131.3 respectively. The inflation rates of important categories of items are given in Annexure II.
  2. State/UT-wise General provisional CPI numbers for Rural, Urban and Combined are given in Annexure III. Inflation rates of major States, having population more than 50 lakhs as per population Census 2011, are given in Annexure IV. State/UT–wise Group CPIs are available on the Ministry’s website (http://www.mospi.gov.in).
  3. Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals, maintained by the National Informatics Centre.

Next date of release:  12th February 2016 (Friday) for January 2016

“The Rashtriya Swayamesvak Sangh (RSS) and the Hindu Mahasabha (HMS) were never nationalists they are only communalists” said professor Irfan Habib in this interview to Teesta Setalvad of Communalism Combat. “Hence they have no heroes.” “They (the RSS and the HMS) did not in any way participate in the national movement against the British. Hence they lay claim to three, Bhagat Singh, Subhash Chandra Bose and Sardar Patel. Bhagat Singh and Bose because of their differences with Gandhi and Patel because of some differences with Nehru.”

రెండు వందల ఇరవై ఎనిమిది సంవత్సరాల క్రితం ఆమోదించిన తమ రాజ్యాంగం గురించి అమెరికన్లు ఏమనుకుంటున్నారు? పదిహేను సంవత్సరాల క్రితం జరిగిన ఒక సర్వేలో కేవలం 51శాతం మందే రాజ్యాంగానికి ఓటు వేస్తామని ప్రకటించారు. పోర్ట్రెయిట్‌ ఆఫ్‌ అమెరికా అనే సంస్ధ జరిపిన సర్వేలో 22శాతం మంది తాము వ్యతిరేకంగా ఓటు వేస్తామని చెప్పగా మరో 27శాతం ఎటూ చెప్పలేమని అన్నారు. అంతకు ముందు కమ్యూనిస్టు వ్యతిరేక ప్రచారం ముమ్మరంగా జరిగిన సమయంలో అనేక మంది తమ రాజ్యాంగంలోని అంశాలు కమ్యూనిస్టు మానిఫెస్టోలోని వని చెప్పినట్లు వార్తలు వచ్చాయి. తమ రాజ్యాంగం గురించి అమెరికన్లు ఇప్పుడే మనుకుంటున్నారు ?

హక్కుల బిల్‌ అంటే (బిల్‌ ఆఫ్‌ రైట్స్‌) స్వంత ఇల్లు కలిగి వుండే హక్కు అని ప్రతి ముగ్గురిలో ఒకరు, సమాన పనికి సమానవేతనాన్ని గ్యారంటీ చేసేదని నలుగురికి ఒకరు, ప్రభుత్వంలోని మూడు శాఖలు అని 31శాతం, ఏ ఒక్కశాఖనూ గుర్తించలేని వారు 32శాతం, 5-4గా వున్న సుప్రీం కోర్టు తీర్పులను పార్లమెంట్‌ లేదా దిగువ కోర్టుల పరిశీలనకు తిప్పిపంపటంగా 28శాతం అనుకుంటున్నారట. ఈ సర్వే గత ఆగస్టులో జరిగింది. అన్నింటి కంటే విచిత్రం ఏమంటే పదిమందిలో ఒకరు పెంపుడు జంతువును కలిగి వుండే హక్కుకు గ్యారంటీ అని భావించటం.ఇదంతా ఎందుకు చెప్పాల్సి వచ్చిందంటే రాసుకున్న రాజ్యాంగానికి భిన్నంగా పాలకులు వ్యవహరిస్తున్నపుడు, ఆచరణలో అది అమలు జరగనపుడు జనంలో ఇలాంటి అభిప్రాయాలే ప్రబలుతాయి. ఈ రోజు అమెరికాలో వాడు గాకపోతే వీడు, వీడు గాకపోతే వాడు అన్నట్లు అటు డెమోక్రాట్లు లేదా ఇటు రిపబ్లికన్లుగానీ అమెరికా రాజ్యాంగ స్ఫూర్తిని ఏడు నిలువుల లోతున పాతిపెట్టిన ఘనులు. నైతికంగా ఏమాత్రం తగనివారు.

అలాగే ఈ రోజు మన దేశంలో వివేకానందుడు ఎవరు అంటే ఆయన కూడా సంఘపరివార్‌కు చెందిన తొగాడియా, యోగి ఆదిత్యనాధ్‌, సాధ్వి రితంబరి తదితర మతోన్మాద స్వాములు, సాధువులు, సాధ్వుల కోవకు చెందిన మరో స్వామీజీ అని చెప్పే ప్రమాదం లేకపోలేదు. ఒక్కశాతం కూడా నైతిక అర్హతలేని సంఘపరివార్‌ శక్తులు ఆయన బొమ్మలను వుపయోగించుకొని వూరూ వాడా ప్రచారం చేసిన కారణంగా ఆయన కూడా వారి భావజాలపు వ్యక్తి కానట్లయితే వారెందుకు అంతగా భుజానికెత్తుకుంటారు, కనుక ఆయన గురించి పెద్దగా అధ్యయనం చేయాల్సిన అవసరం లేదని భావించేవారెందరో వున్నారంటే అతిశయోక్తికాదు. వివేకానందుడు ఒక విధంగా సంఘసంస్కర్తల పరంపరకు చెందిన వారని చెప్పవచ్చు.అందువలన ఇతర సంస్కర్తల మాదిరే ఆయనకూ పరిమితులు వుంటాయి.

వివేకానందుడు వివిధ అంశాలపై వెలిబుచ్చిన అభిప్రాయాలు చూస్తే అసహనం అందునా పరమత అసహనం కొంత మందిలో నరనరానా జీర్ణించి వున్న స్ధితిలో ఒక వేళ ఆయనే తిరిగి వచ్చి మాట్లాడితే మైనారిటీ మతాలను సంతృప్తిపరచేందుకు చూస్తున్న కాషాయం ధరించిన కుహనా హిందువు అని ట్యాగ్‌ తగిలించినా ఆశ్చర్యం లేదు. ‘ పశ్చిమ దేశాల వారు భారత్‌ నుంచి ఒక విషయం తప్పక నేర్చుకోవాలి అదేమంటే సహనం. సారం ఒకటే అయినందున అన్ని మతాలూ మంచివే.’ అని అమెరికాలోని బ్రూక్లిన్‌ ఎథికల్‌ సొసైటీ సందర్శన సందర్బంగా వివేకానందుడు చెప్పారు. క్షుద్ర పూజలు హిందూమతంలో భాగం కాదని కూడా చెప్పారు. కానీ నేడు ఎక్కడ చూసినా క్షుద్రపూజలు చేయని, చేయించని స్వామీజీలు ఎవరో చెప్పండి. ఎవరైనా చివరికి ఆ వివేకానందుడే వచ్చి అభ్యంతరం చెప్పినా ముందు గూండాలతో గెంటేయిస్తారు, సాధ్యంగాకపోతే మా మనోభావాలను దెబ్బతీస్తున్నారంటూ ఆందోళనలు చేయించి పోలీసుల చేత బయటకు నెట్టిస్తారు. భారత్‌లో మహిళలు అంతగా వున్నత స్ధాయిల్లోకి రాకపోవటానికి కారణం ఏమిటన్న ప్రశ్నకు వివిధ యుగాలలో దుర్మార్గులైన దురాక్రమణదారులు ఒక పెద్ద కారణమైతే భారతీయుల స్వయంకృతం కూడా పాక్షికంగా దానికి దోహదం చేసిందన్నారు.మహిళలను శబరిమల దేవాలయంలోకి అనుమతించకపోవటంపై సోమవారం నాడు సుప్రీం కోర్టు ఇచ్చిన తీర్పును కచ్చితంగా వివేకానందుడు హర్షించి వుండేవాడు.(మనం ఎక్కడున్నాం ! నికితా అజాద్‌కు జేజేలు !! http://vedikaa.com/2015/12/22/open-letter-to-devaswom-chief-sabrimala/) మనం స్వయం కృతంతో మహిళలపై విధించిన అర్ధంలేని ఆంక్షలలో అదొకటి. మతం ఆధారంగా తప్పించి రాజ్యాంగం ప్రకారం మహిళల ఆలయ ప్రవేశాన్ని నిషేధించజాలరని సుప్రీం కోర్టు పేర్కొన్నది. రుతుక్రమంలో వున్న మహిళలు దేవాలయ ప్రవేశం చేయకూడదని, అలా చేస్తే పవిత్రతకు భంగం అని హిందూమతం ఎక్కడ చెప్పిందన్నది ప్రశ్న.

హిందూ మత పవిత్రతను పరిరక్షించేందుకు పవిత్ర భారత భూమి నుంచి ఎవరూ బయటికి పోగూడదని, వెళ్లిన వారిపై శాస్త్రాలు ఆంక్షలు విధించినట్లు కొందరు టీకా తాత్పర్యం చెబుతున్నారు. వేల సంవత్సరాలనాడే భారత్‌ నుంచి హిందూమతం ప్రాచ్య రాజ్యాలుగా పిలిచే తూర్పు ఆసియా ప్రాంతానికి విస్తరించినట్లు మనకు తెలుసు.ఇదంతా దాదాపు రెండు వేల సంవత్సరాల పూర్వమే జరిగిందన్నది చరిత్ర. దాదాపు అన్ని దేశాలలో హిందూ దేవాలయాలు, పురాణ ఇతిహాసాలు ఏదో ఒక రూపంలో అక్కడ ఇప్పటికీ ప్రచారంలో వున్నాయి. ఇండోనేషియాలోని బాలి ద్వీపంలో వుండే జనాభాలో 90శాతం మంది హిందువులే. అక్కడ రాజ్యాంగం అధికారికంగా గుర్తించిన మతాలలో హిందూ ఒకటి. హిందూమతం పుట్టినప్పటి నుంచి నిజంగా ఈ ఆంక్షలు వుండి వుంటే సముద్రాలు దాటి అంతదూరం ఎలా వెళ్లి వుండేది?

హిందూ మతానికి సంబంధించి అనేక అంశాలు తిరోగమనంగా వున్నాయి. వాటిని వదిలించుకొని పురోగమించాలి. సాటి మనిషిని మనిషిగా గుర్తించని ఏ మతమైనా కాలగతిలో అదృశ్యం కావాల్సిందే. హిందూ మతం గొప్పతనం గురించి చికాగోలో జరిగిన ప్రపంచ మత సమావేశాలలో గొప్పగా ప్రసంగించారని కీర్తించబడుతున్న వివేకానందుడు అక్కడ ఈ మతంలోని తిరోగమన అంశాలను చెప్పి వుండుంటే పరిస్ధితులు మరొక రకంగా వుండి వుండేవి? ఆ మత ఛాందసానికి తానే గురి అవుతానని అమెరికా వెళ్లటానికి ముందు వివేకానందుడు ఊహించి వుండడు. ఆశ్చర్యంగా వుంది కదూ !!

మత నిషేధాలను వుల్లంఘించి సముద్రయానం ద్వారా విదేశీ ప్రయాణం చేసినందుకు నాటి బెంగాలీ కులీనులు ఆయనను అంటరాని వాడిగా పరిగణించారు. 1897లో అమెరికా నుంచి కొల్‌కతా తిరిగి వచ్చినపుడు ఏం జరిగిందో శైలేంద్రనాధ్‌ ధార్‌ రాసిస వివేకానందుడి జీవిత చరిత్ర వివరించింది. 1897 మార్చి 21న స్వామి 40 సంవత్సరాల పాటు నివసించిన దక్షిణేశ్వర్‌లోని కాళీ మాత ఆలయ సందర్శనకు ఖేత్రి మహారాజుతో కలసిపెద్ద పరివారంతో వచ్చాడు. ఆ సందర్బంగా జరిగిన వుదంతంపై తరువాత పత్రికల్లో పెద్ద వివాదమైంది. మహారాజులు, స్వామి వంటి పెద్దలు వచ్చినపుడు ముందుగా తెలియచేయటం, ఆలయ యజమాని బాబు త్రిలోక్యనాధ్‌ బిస్వాస్‌ స్వయంగా వచ్చి ఆహ్వానించటం అక్కడి సంప్రదాయం. ఆలయ సందర్శన వివాదంపై ది వంగాభాషీ అనే పత్రిక స్వామి, ఆయన అనుచరులను ఆలయం నుంచి బయటకు పంపించారని రాసింది. దీనిపై త్రిలోక్యనాధ్‌ స్పందిస్తూ ‘స్వామి, రాజాను ఆహ్వానించాల్సిందిగా నేను ఎవరినీ ఆదేశించలేదు, స్వయంగా రాలేదు. ఒక విదేశానికి వెళ్లి ఇంకా తనను తాను హిందువును అని చెప్పుకొనే వారితో కలవాలని ఏమాత్రం భావించలేదు, వివేకానంద, ఆయన అనుచరులు ఆలయం వదలి వెళ్లేటపుడు నాతో మాట్లాడాల్సిన అవసరం లేదని అనుచరులతో చెప్పాను. మీరు పత్రికలో రాసినట్లుగా దేవతను సాయంత్రం పునరాభిషేకం (శుద్ధి) చేసిన మాట అక్షరాలా నిజం’ అని పేర్కొన్నారు.(దళితులు ఎక్కడైనా ఆలయ ప్రవేశం చేసినపుడు తరువాత ఆలయాన్ని శుద్ధి చేస్తున్న తీరు ఇప్పటికీ జరుగుతున్నది)

ఈ వుదంతంపై రాణి రాసమణీ కుటుంబ సభ్యులొకరు ఒక పత్రికకు లేఖ రాస్తూ త్రిలోక్యనాధ్‌ ఆలయయజమానిగా చెప్పుకొనటాన్ని అభ్యంతర పెట్టారు. తానే యజమానినని త్రిలోక్య తిరుగు జవాబు ఇచ్చారు. స్వామి వ్యతిరేక పత్రికలు ఈ వివాదాన్ని ఏదో రూపంలో కొనసాగించాయి. స్వామి పాత స్నేహితులుగా వున్నవారు కూడా తరువాత కాలంలో ఆయనకు వ్యతిరేకంగా మాట్లాడారు. వారిలో ఒకరైన డాక్టర్‌ బర్రోస్‌ చికాగోలో స్వామిని సమర్ధించి కొల్‌కతా వచ్చిన తరువాత వివేకానందుడు నిజమైన హిందువు కాదని, అమెరికాలో హిందూయిజం గురించి మాట్లాడలేదని పేర్కొన్నాడు. వివేకానందుడి జీవిత చరిత్రలో ప్రస్తావించిన ఈ అంశం మంచి చెడ్డలను పక్కన పెడితే వివేకానందుడికి కూడా బహిష్కరణ తప్పలేదన్నది వాస్తవం. అయితే ఈ వివాదం, తనకు జరిగిన అవమానం, వ్యతిరేకంగా జరిగిన ప్రచారాన్ని వివేకానందుడు పెద్దగా పట్టించుకోలేదని జీవిత చరిత్ర రచయిత పేర్కొన్నారు. అందుకు దృష్టాంతంగా 1897 మే 30వ తేదీన రాసిన ఒక లేఖలోని అంశాలను పేర్కొన్నారు.’మత కర్మకాండలు శూద్రులకు వుద్దేశించినవి కావని మన శాస్త్రాలు చెప్పాయి. ఆహార విషయంలో వివక్ష, విదేశీ ప్రయాణంపై ఆంక్షలతో నాకు నిమిత్తం లేదు మరియు అవన్నీ నావరకు పనికిమాలినవి. నేను శూద్రుడిని మరియు మ్లేచ్ఛుడిని, ఈ సూత్రాల పాటింపు గురించి నేనెందుకు ఆందోళన చెందాలి? హిందూ సమాజంలోని అంటరానివారు మరియు మ్లేచ్ఛుల ఆహారం తీసుకోవటం నాకు సంబంధించిన విషయం.’ అని పేర్కొన్నారు.

వివేకానందుడిని స్వదేశంలో బహిష్కరించారంటూ డాక్టర్‌ బర్రోస్‌, మరికొందరు క్రైస్తవ మిషనరీలు విదేశాలలో కూడా చేస్తున్న ప్రచారం ఆయన దృష్టికి వచ్చింది. దాని గురించి మేరీ హేల్‌కు రాసిన లేఖలో ‘ ఒక సన్యాసిగా నాకు ఒక కులం అంటూ వుంటే కదా పోవటానికి అని ప్రశ్నిస్తూ నేను ఎలాంటి కులాన్ని పోగొట్టుకోలేదు కానీ సముద్రప్రయాణాన్ని వ్యతిరేకించేవారు నేను ఒక పశ్చిమ దేశానికి పోవటం గురించి కకావికలయ్యారు. మరోవైపు నేను సన్యాసిగా మారటానికి ముందు నా కులానికి చెందిన ఒక ప్రముఖ రాజు గారు నేను అమెరికా నుంచి వచ్చి ఆశ్రమంలో ప్రవేశించే ముందు నా గౌరవార్ధం పెద్ద విందు ఇచ్చారు. దానిలో ఆ కులానికి చెందిన పెద్ద వారందరూ వున్నారు. నేను బయట వీధులలోకి వెళ్లినపుడు శాంతి భద్రతలను కాపాడటానికి పోలీసులు అవసరమై వుండి వుంటే అది నిజంగా బహిష్కరణ అయివుండేది అని పేర్కొన్నారు.

ఇంత జరిగాక కూడా హిందూ సమాజానికి నిజమైన ప్రతినిధులుగా చెప్పుకొనే వారిలో ఎలాంటి మార్పు లేదు. ఈ కారణంగానే తరువాత అంబేద్కర్‌ వంటి వారు మనువాద హిందూ వ్యవస్ధకు వ్యతిరేకంగా పోరాడాల్సి వచ్చింది. అందువలన వివేకానందుడి జీవితంలోని అనేక అంశాలపై మరో కోణంలో విశ్లేషణ జరపాల్సి వుంది. సముద్ర ప్రయాణంపై వున్న ఆంక్షలను ఖాతరు చేయకపోవటం, దిగువతరగతి కులాలనే బడేవారితో కలసి భోజనం చేయటంలోనూ, మ్లేచ్ఛులుగా పక్కన పెట్టాలని ఆదేశించిన వారితో కలసి సభలు, సమావేశాల్లో పాల్గొనటం వంటి వాటిని ఆచరించిన వివేకానంద స్వామి సమాజంలో పురోగామి బాటలో తీసుకున్న నిర్ణయాలుగానే భావించాలి. తమను హిందువులుగా చెప్పుకున్నవారందరినీ హిందూ మతోన్మాదులుగా చూడాల్సిన అవసరం లేదు. ఆ పేరుతో వున్మాదాన్ని రెచ్చగొట్టేవారికి, ఇతరులకు వున్న తేడాను గమనించాలి. ఆ రీత్యా వివేకానంద స్వామిని మనం నిత్యం చూసే కరడు గట్టిన తిరోగమన, పరమత ద్వేషాన్ని నిత్యం నూరిపోసే విశ్వహిందూ స్వామీజీలు, సాధ్వుల సరసన పెట్టి చూడాల్సిన అవసరం లేదు.

Procedural requirements for Leave Travel Concession simplified

The Department of Personnel and Training has eased the difficulties faced by the Government employees in application and settlement of the Leave Travel Concession (LTC) claims.

The Department has decided to make the procedure for processing of LTC claims time bound. A time limit of 5 days each is set for sanctioning of leave, sanctioning of LTC advance, time taken by DDO and PAO and also a time limit of 10 days is set for verification of LTC claim before settlement, with an additional 2 days in case the place of posting of the Government employees is away from their Headquarters.

The Leave Sanctioning Authority to obtain a self-certification from the employee regarding the proposed LTC journey. Earlier, the employees were required to inform their Controlling Officer before the journey on LTC to be undertaken.

A copy of guidelines, that needs to be followed while availing LTC, is to be provided for the Government servant while applying for LTC.

PTILUCKNOW — With Ayodhya Ram Temple issue bouncing back to the centre stage of Uttar Pradesh politics ahead of the 2017 Assembly polls, VHP has decided to construct temples in every village across the country.”The organisation has decided to set up a temple of Lord Ram in every village,” spokesman of Vishwa Hindu Parishad (VHP) Sharad Sharma said today.He said from April 15 — Ram Navami — the organiation would start a seven-day-long Ram Mahotsava.”During this period Lord Ram will be worshipped in every village,” he told .Sharma said the target is to reach 1.25 lakh villages.

“We had been observing Ram Mahotsava in the past and the organisation has already reached 70,000-75,000 villages pan India,” he said.

Sharma said that during Ram Mahotsava, statues of Lord Ram would be worshipped.

“Whether it is a statue or picture it will be installed at a place after worship,” he said.

The Ayodhya Ram temple issue is pending before the Supreme Court but it is again in focus in UP politics ahead of Assembly elections next year.

​BJP leader Subramanian Swamy recently exuded confidence that work on the construction of the Ram Temple in Ayodhya would start before the year-end. He, however, made it clear that the temple would not come up through a movement but only after the court verdict, which he hoped would come by August-September, and with the mutual consent of Muslim and Hindu communities.

Asked if raising the Ram temple issue was linked to Uttar Pradesh Assembly elections in early 2017, he said, “Ram should not be linked with elections. Ram is a matter of faith for Hindus and construction of the temple at Ayodhya is a commitment of every Hindu.”

“It’s a matter of faith for crores of Hindus in the country and we want to realise the dream of our patron late Ashok Singhal,” Sharma said when asked about Swamy’s comment.

Singhal had died on November 17 at the age of 89.

Ruling Samajwadi Party in Uttar Pradesh has said that no temple would be allowed to be built at the disputed site in Ayodhya without the court’s permission.

Senior SP leader and minister Shivpal Singh Yadav said not a single brick would be allowed to move without the court’s nod. In December last year two trucks of stones arrived in the temple city almost six months after VHP announced its nationwide drive to collect stones for construction of Ram temple in Ayodhya.

“Two trucks of stones have been unloaded at Ram Sewak Puram, a VHP property in Ayodhya, and Shila Pujan (praying of the stones) has been performed by Mahant Nritya Gopal Das, the president of Ram Janam Bhumi Nyas,” Sharma said. “Now, the time has come for the construction of Ram Mandir in Ayodhya. Lot of stones have arrived in Ayodhya. And now the arrival of stones will continue. We have signals from Modi government that Mandir construction would be done now,” Das had claimed.

Asserting its resolve to build the Ram temple, the VHP had in June last year announced a nationwide drive to collect stones for construction of the temple and had also asked the Muslim community not to pose any hindrance.

In his first calendar year as Prime Minister of India, Narendra Modi focused on economics. Through high profile trips abroad and ambitious proposals at home Modi maintained an air of energy and initiative, but the results were modest. Meantime, domestic politics became more polarised, contributing to two high profile election defeats for the Bharatiya Janata Party (BJP) in state elections.

Modi’s brand of personal diplomacy was one of the year’s staples. In January, Barack Obama became the first US president to visit India twice while in office. The two countries announced agreements on implementing the 2008 India–US nuclear deal and carbon emissions. Over the year Modi took 16 foreign trips, soliciting investment and technical cooperation from Japan to Silicon Valley, wooing the Indian diaspora and finalising defence purchases with traditional suppliers France and Russia. Continuing efforts to promote the BRICS countries (Brazil, Russia, India, China and South Africa) saw the founding of a new development bank with funding of US$50 billion provided equally by all five members.

But India’s relations with its neighbours remained strained. Although a boundary dispute with Bangladesh was resolved and those with China were put on the back burner, ties with Nepal deteriorated dramatically. And ties with Pakistan continued to be turbulent. Talks were scheduled and cancelled, low level hostilities intensified, reduced then spiked again. Contact resumed at the Paris climate talks and Modi’s surprise Christmas Day visit to Pakistan earned gushing headlines. But, as some pointed out, this was preceded by a trip to Afghanistan, where Modi personally delivered Indian-made weapons systems, raising hackles in the Pakistani defence establishment.

Domestically the priority was on economic policy. Modi promised a pro-business agenda and sought to deliver on deregulation, facilitating investment and reducing spending. The budget was praised by business as taking modest steps in this direction.

Yet more ambitious proposals requiring statutory or constitutional changes failed to pass the upper house. These included a bill making it easier for companies to declare bankruptcy, another to ease land acquisition for public projects, and the introduction of a national General Sales Tax. In the end, the actions of the much-respected head of the central bank received more favourable attention than those of the prime minister.

One controversial area in the government’s economic policy has been social welfare spending. The government initially proposed to cut the preceding government’s signature employment guarantee program by limiting its application to poor districts, but shelved this in the face of opposition. Yet outlays for the program have been whittled down and reports of beneficiaries not receiving payments have become common. This is indicative of the government’s approach to social welfare generally.

The government’s challenges in parliament stem from the fact that the upper house is elected by state legislatures, a majority of which are controlled by opposition parties. The BJP’s losses in two crucial states, Delhi and Bihar, that it had won in the national election, bode poorly for its ability to pass legislation in the future. In Delhi the BJP lost to a new ‘good government’ party, while in Bihar it was defeated by a coalition led by a former regional ally. The elections indicated the potential for an alternative to the BJP that is not led by the once-dominant Indian National Congress.

The Congress itself remains in a permanent state of crisis. The party is still led by the Nehru-Gandhi family, contributing to organisational paralysis. Party elections are never held and new leaders rise only with the favour of the Gandhis, while their critics leave the party.

Adding to its woes, the Modi government was accused of intimidating its opponents, in both parliament and civil society. Former Congress prime minister Manmohan Singh as well as Sonia and Rahul Gandhi were prosecuted for corruption. And, citing security concerns, the government implemented new restrictions on non-governmental organisations receiving funds from foreign sources.

Conflict occurred over many issues. Conflict over caste quotas, eating beef — which many Hindus oppose for religious reasons — and religious conversion were especially challenging as in many cases the tensions stemmed from demands by BJP supporters. Modi was slow to comment in most instances, but there has been robust resistance from opposition parties, civil society, courts and even officials. Leading writersreturned honours bestowed on them to protest the government’s tolerance of sectarianism. The courts stepped in on more than one occasion to uphold civil liberties. And the Bihar election, fought partly over religious conflict, showed the potential for an explicitly anti-sectarian political program to win.

At the same time there has been a marked decline in popular belief in democracy in India, even compared to other countries. As revealed by the World Values Survey, India has seen a 30 per cent increase over the last two decades in those who do not express faith in democratic methods. The great peril is that the impatience to ‘get things done’ will lead to more support for the kind of authoritarian impulses that seem to be on the rise elsewhere in the world.

చైనాలో ధాన్య మద్దతు ధర క్వింటాలుకు వారి కరెన్సీలో 270 యువాన్లు, ఆ మొత్తాన్ని మన రూపాయల్లోకి మార్చుకుంటే 2,740. రైతే రాజు రైతు లేనిదే బతుకు లేదు అని నిత్యం కబుర్లు చెప్పే మన దేశంలో 2015-16 సంవత్సరానికి ధాన్య మద్దతు ధర రు.1410, 1460. భారత ఆహార సంస్ధ కార్యకలాపాలపై కేంద్ర ప్రభుత్వం నియమించిన వున్నత స్ధాయి కమిటీ నివేదిక(పేజీ 61) ప్రకారం 2014లో చైనాలో బియ్యం మద్దతు ధర టన్నుకు 505 డాలర్లు కాగా భారత్‌లో 330.2 డాలర్లు. ఫిలిప్పైన్స్‌లో అత్యధికంగా 580.5, ఇండోనేషియాలో 408.3, బంగ్లాదేశ్‌లో 388.1 డాలర్లు. ప్రపంచంలో ధాన్యం ఎక్కువగా పండే దేశం చైనా, మనది రెండో స్ధానం. ఇదే సమయంలో అత్యధికంగా ఎగుమతి చేసే దేశాలలో మనం ప్రధమ స్ధానంలో వుంటే దిగుమతి చేసుకొనే దేశాలలో చైనా మొదటి స్ధానంలో వుంది. దీన్ని బట్టి ఏం అర్ధం చేసుకోవాలి.

మనం పది కోట్ల టన్నుల బియ్యం పండిస్తుంటే చైనా 14 కోట్ల టన్నులు .మనకంటే పది కోట్ల మంది ఎక్కువ వున్న చైనా తన జనాభాకు కడుపు నిండా తిండి పెట్టాలంటే పండించే రైతులకు ఎక్కువగా గిట్టుబాటు ధర చెల్లిస్తోంది. పండిన పంటకు తోడు విదేశాల నుంచి దిగుమతి చేసుకొంటోంది. చైనా కమ్యూనిస్టు దేశం గనుక అక్కడ రైతులకు ఎక్కువ చెల్లిస్తారు, అలాగే జనానికి బలవంతంగా తిండి పెడతారు, మనది ప్రపంచంలో అతి పెద్ద ప్రజాస్వామ్య దేశం కనుక మన రైతులకు తక్కువ ధరలు ఇచ్చి విదేశాలకు చౌకగా బియ్యం ఎగుమతి చేస్తారు, మన జనాన్ని తిండికి మాడుస్తారు అనే సమాధానం చెప్పుకోవాలి.

రెండు తెలుగు రాష్ట్రాలలో పండిన ధాన్యం త్వరలో మార్కెట్‌కు రాబోతున్నది. నాగార్జునసాగర్‌ ప్రాంతంలో నీరు లేక పంట లేదు. పండిన చోట రైతులకు ఎలాంటి ధర వస్తుందో తెలియదు. గతేడాది చేదు అనుభవాలే పునరావృతం అవుతాయా, పరిస్ధితి మెరుగుపడుతుందా అన్నది చూడాల్సి వుంది. డిసెంబరు మాసంతో 2015 ధాన్య సీజన్‌ ముగిసింది. పండిన పంట, మిగిలిన నిల్వలకు సంబంధించి తుది అంచనాలు వెలువడటానికి కొంత సమయం పడుతుంది. ప్రపంచంలో అనేక దేశాలలో ఎల్‌నినో ప్రభావం ధాన్య వుత్పత్తిపై పడింది.రెండవ పంట దిగుబడులు ఎలా వుంటాయో ఇంకా పూర్తిగా స్పష్టం కాలేదు. ఇప్పటికే 2015 గురించి తొలుత వేసిన అంచనా కంటే అక్టోబరు తరువాత రెండు మిలియన్‌ టన్నులు తగ్గింది. ప్రపంచ ఆహార సంస్ధ తాజా అంచనా పకారం 740 మిలియన్‌ టన్నుల ధాన్యం ప్రపంచంలో పండింది. గతేడాది కంటే 4మిలియన్‌ టన్నులు తక్కువ. ప్రతికూల వాతావరణ పరిస్ధితులు, ధరలు తగ్గటం వంటి పలు కారణాలు వున్నాయి. హెక్టారుకు 4.6టన్నులు సగటు దిగుబడి. ప్రతికూల పరిస్ధితులు ఆసియాలో ఎక్కువగా వున్నందున (మొత్తం వుత్పత్తి 670 మిలియన్‌ టన్నులు) 3.1మిలియన్‌ టన్నులు ఇక్కడే తగ్గింది. భారత్‌, మయన్మార్‌,నేపాల్‌,పాకిస్తాన్‌,ఫిలిఫ్పీన్స్‌లో తగ్గితే చైనా, బంగ్లాదేశ్‌, శ్రీలంక, ఇండోనేసియాలో పెరిగింది. ఎక్కువగా దిగుమతి చేసుకొనే దేశాలలో పంట బాగా పండటం, కొన్ని ఆఫ్రికన్‌ దేశాలు ఆర్ధిక ఇబ్బందుల కారణంగా దిగుమతులను తగ్గించిన కారణంగా మొత్తం మీద దిగుమతులు కూడా తగ్గాయి.భారత్‌ విషయానికి వస్తే రికార్డు స్ధాయిలో 11.7 మిలియన్‌ టన్నులు ఎగుమతి చేసింది.

ఇక 2016 విషయానికి వస్తే గతేడాది కంటే అంతర్జాతీయ ఎగుమతులు స్వల్పంగా పెరిగి 45. మిలియన్‌ టన్నులకు చేరవచ్చని అంచనా వేశారు. అనేక అనిశ్చితలను ఊహిస్తున్నారు. భారత్‌లో సరఫరా కష్టంగా వుండటం, ధర పోటీకి అనుగుణంగా లేకపోవటం వలన ఎగుమతులు తగ్గవచ్చు. ప్రపంచ వినియోగం తగ్గుతుందని అంచనా.జపాన్‌, థాయ్‌లాండ్‌ వంటి చోట్ల బియ్యాన్ని పశువుల దాణాగా వినియోగించటం పెరిగే అవకాశం వుంది. ఈ ఏడాది తలసరి బియ్యం వినియోగం 54.6 కిలోలకు పెరుగుతుంది. తాజా అంచనాలను బట్టి ప్రపంచ బియ్యపు నిల్వలు 5.7 మిలియన్‌ టన్నులు తగ్గి 2016లో 166.4 మిలియన్‌ టన్నులకు పడిపోతాయి.

గతేడాది చివరి మూడు నెలల్లో ప్రపంచ బియ్యం ధరలు స్థబ్దుగా వున్నాయి. పెద్దమొత్తంలో మార్కెట్‌కు పంట రావటమే కారణం. ఈ కారణంగా అక్టోబరు, నవంబరు నెలల్లో బియ్యం ధరలు పడిపోయాయి. ఎఫ్‌ఏవో బియ్యం ధర సూచిక 199,196 పాయింట్ల సగటు వుంది. కొన్ని దేశాలలో సేకరణ పెరగటం, ప్రధాన కొనుగోలు దారులు ఆసక్తి చూపటం వంటి కారణాలతో డిసెంబరులో 197 పాయింట్లకు పెరిగింది.ఎఫ్‌ఏఓ అన్ని రకాల బియ్యపు సూచిక 2015లో 2007 తరువాత అత్యంత కనిష్ట స్ధాయి 211 పాయింట్లకు పడిపోయింది.అంతకు ముందు ఏడాదితో పోల్చితే ఇది 10.5శాతం తక్కువ. బాస్మతి వంటి రకాల ధరలు 31శాతం పడిపోయాయి.
