సామ్యవాదం విఫలమైంది, కనుక పెట్టుబడిదారీ విధానం మినహా మరొక గత్యంతరం లేదు. పెట్టుబడిదారీ విధానం వెనుకటికీ ఇప్పటికీ ఎంతో మారిపోయింది.దాని మానవీయ ముఖాన్ని మనం చూడటం లేదు. ప్రభుత్వాలు అన్నీ చేయాలంటే కుదరదు, చివరికి వుల్లిపాయలను కూడా ప్రభుత్వమే అమ్మాలనటం అన్యాయం. ఈనాడున్న యంత్రాంగంలో జనానికి చేరేలోపు వుల్లి పాయలు కుళ్లి పోవటం తప్ప మరొక ప్రయోజనం లేదు, అందువలన అలాంటి వాటన్నింటినీ ప్రయివేటు రంగానికి వదలి వేస్తే జనానికి సరసమైన ధరలకు, రైతాంగానికి గిట్టుబాటు ధరలు లభిస్తాయి. ప్రయివేటు రంగానికి ఆదాయం వస్తే అది క్రమంగా వూటమాదిరి కిందికి దిగి సమాజానికంతటికీ పంపిణీ అవుతుంది. సోషలిజం చెప్పేది కూడా ఇదే కదా ! పెట్టుబడిదారులను, భూస్వాములను కూలదోసి, అంతం చేసి సోషలిజాన్ని సాధిస్తామని కమ్యూనిస్టులు చెబుతారు, అంతటి రక్తపాతం అవసరమా ? దాని కంటే వూట సిద్ధాంతం మెరుగు కదా ?

గత కొద్ది సంవత్సరాలుగా మనకు చెబుతున్న కబుర్లు ఇవి. ప్రపంచంలో పెట్టుబడిదారీ విధానమే ఎక్కువ దేశాలలో వుండటం, వనరులన్నీ ప్రయివేటురంగం చేజిక్కించుకోవటం, సోషలిస్టు వ్యవస్థలు వున్న దేశాలు పరిమితం కావటం వలన వనరులు పూర్తిగా జనపరం అయ్యేంత వరకు అన్నీ ప్రభుత్వం చేయలేదు అని కొంత మేరకు ఒప్పుకోవచ్చు. మన దేశంలో ధనవంతులలో తొలి వ్యక్తి ముకేష్‌ అంబానీ. అతగాడి సంపద విలువ లక్షా 50వేల కోట్ల రూపాయలు, అతని సామ్రాజ్య ఆదాయం నాలుగు లక్షల 15వేల కోట్ల రూపాయలు. ఇంత సంపదలున్న పెద్దమనిషి వీధుల్లో వుల్లిపాయలు అమ్ముకొని పొట్టపోసుకొనే చిరువ్యాపారుల పొట్టకొడుతూ రిలయన్స్‌ ఫ్రెష్‌ పేరుతో వుల్లిపాయలు, కూరగాయలు కూడా అమ్మటం అవసరమా ? ఆయనే కాదు, తాతా, బిర్లా, గోయంకా వంటి మహానుభావులెందరో బూరలు, కాశీదారాలు, పిన్నీసుల మొదలు దేన్నీ వదలకుండా తామే అమ్మాలని ముందుకు వస్తున్నారు. వుల్లి పాయలు అమ్మటం కంటే ప్రభుత్వం చేయాల్సిన పనులు చాలా వున్నాయని కబుర్లు చెప్పే చంద్రబాబు నాయుడు వంటి వారు కూడా హెరిటేజ్‌ ఫ్రెష్‌ పేరుతో చచ్చు వుల్లిపాయలు, కూరగాయలు, పాలు అమ్మటానికి వరుసగా దుకాణాలు తెరుస్తూ పోతున్నారు. అంటే ప్రభుత్వం కాదు, మేమే అమ్మి సొమ్ము చేసుకోవాలని అంబానీ మొదలు చంద్రబాబు నాయుడి వరకు అందరూ అనుకుంటున్నట్లే కదా ? రేపు నిర్మించబోయే అమరావతి స్మార్ట్‌ రాజధాని నగరంలో తోపుడు బండ్ల వారి కూరగాయలు,ఆకు కూరలు,వుల్లి పాయల కేకలు మనకు వినపడనిస్తారా ?

విన్నపం: ఈ సైట్‌లో వస్తున్న సమాచారంలో చిన్న నలుసైనా వుపయోగం అనుకుంటున్నారా ? వ్యాఖ్యలు, విమర్శలలో వాస్తవం వుందనుకుంటున్నారా ? మీ అభిప్రాయాలు చెప్పండి ? వాటిని మీరు అభిమానించండి(లైక్‌) మీరు నలుగురితో పంచుకోండి(షేర్‌).

ఇంత వుపోద్ఘాతం ఎందుకంటారా ? పైన చెప్పుకున్న వూట సిద్ధాంతాల ప్రకారం రూపొందించిన విధానాల ప్రకారం( కమ్యూనిస్టులు వాటిని ప్రపంచ బ్యాంకు, ఐఎంఎఫ్‌ ఆదేశితం అంటారు, నరేంద్రమోడీ, చంద్రబాబు వంటి వారు లేదు లేదు అవి పక్కా పదహారణాల మన స్వంత విధానాలంటారు, పేచీ ఎందుకు రెండోవారు చెప్పిందే అంగీకరిద్దాం) సంపదలు వూటమాదిరి కిందికి దిగుతున్నాయా ?

క్రెడిట్‌ సూసీ సంస్ధ ప్రపంచ సంపదల నివేదిక 2015లో వెల్లడించినదాని ప్రకారం మన దేశంలో దిగువ 70శాతం మంది అంటే 87 కోట్ల జనాభాకు వుమ్మడిగా ఎన్ని ఆస్తులు వున్నాయో ఎగువన వున్న వంద మంది ధనికుల వద్ద అన్ని ఆస్తులు పోగుపడ్డాయి. వీరిలో కూడా అత్యంత ధనికుడైన ముకేష్‌ అంబానీ ఒక్కడి సంపదే దిగువ జనాభాలోని 25 కోట్ల మంది ఆస్తికి సమానం. మన సంపదలు కేంద్రీకృతం అవుతున్నాయో ఊట మాదిరి కిందికి దిగుతున్నాయో వేరే చెప్పాలా ? పాయింట్ల వారీ చెప్పాలంటే ఇలా వున్నాయి.

స్వతంత్ర భారత చరిత్రలో తొలిసారిగా ఎగువ జనాభాలోని ఒక శాతం ఆస్తులు 2015లో మొత్తం జనాభా ఆస్తులలో 53శాతానికి చేరాయి. అంతకు ముందు ఏడాదిలో 49శాతం మాత్రమే. ఇది నరేంద్రమోడీ నాయకత్వంలో బిజెపి సాధించిన ఘన విజయాలలో ఒకటి. గత పదిహేను సంవత్సరాలలో ఇంతటి పెరుగుదల లేదన్నది మరొక కలికి తురాయి. నూతన ఆర్ధిక విధానాలు బాగా అమలు జరిగిన పూర్వరంగంలో గత 15సంవత్సరాలలో ఎగువ ఒక శాతపు అపర కుబేరుల సంపద 38 నుంచి 53శాతానికి పెరిగింది.ఈ విధానాలను ప్రవేశ పెట్టిన ఘనత తనదే అని తొలి రోజులలో శాలువా ఎగరేసి చెప్పుకున్న మన పివి నరసింహారావు తన చివరి రోజులలో ఇదేమిటి ఇలా జరిగింది అనుకున్నది ఒకటి అయింది ఒకటి అని చింతించాడంటారు, నిజమెంతో తెలియదు.

ఎగువ పదిశాతంలో మిగిలిన తొమ్మిదిశాతం మంది సంపద 29 నుంచి 23శాతానికి తగ్గగా తొంభైశాతం దిగువ జనాభా సంపద 33 నుంచి 24శాతానికి పడిపోయింది. అందుకే చాలా మంది వున్నవారు కూడా తమకు కలసి రావటం లేదు, కలసి రావటం లేదు అంటూ బాబాలు, స్వామీజీలు, చేతులు చూసి జోస్యం చెప్పేవారు ఎవరు కనపడితే వారి దగ్గరకు కుప్పలు తెప్పలుగా వెళుతున్నారు, చేతి చమురు వదిలించుకుంటున్నారు.

మన ఆర్ధిక వ్యవస్ధలో వున్న పెరుగుదల మొత్తాన్ని ఒక శాతం ధనికులే హాంaఫట్‌ అంటూ లాగించేస్తున్నారని స్పష్టం అవుతోందా లేదా ? గత పదిహేను సంవత్సరాలలో 2.3లక్షల కోట్ల డాలర్ల సంపద సృష్టి అయితే దానిలో ఎగువ ఒక శాతం మందికి 61శాతం, ఎగువ తొమ్మిదిశాతానికి 21, దిగువ 90శాతానికి 18శాతం చేరిందట.మనలో ఎవరికి వారు దేనిలో వున్నామో ఒక్కసారి లెక్కవేసుకుంటే మంచిదేమో !

ఎగువ ఒక శాతం అంటే కోటీ 25 లక్షల మంది(మన జనాభా 125 కోట్లపుడు)లో కేవలం 25లక్ష ల మంది దగ్గర దేశ సంపదలో 40శాతం వుంది. మనదేశంలో మధ్య తరగతి ఎక్కువగా వుందని అందువలన వినిమయ వస్తువులను అమ్ముకొనేందుకు విదేశీ కంపెనీలు పోటీ పడుతున్నాయని ఇప్పటివరకు ఒక అభిప్రాయం వుంది. ఇప్పుడు ఆ మధ్య తరగతి ఎంత మంది అనేది కూడా క్రెడిట్‌ సూసీ నివేదిక అనుమానంలో పడేసింది. నికర సంపద 8.5 నుంచి 85లక్షల రూపాయల మధ్య వున్నవారిని మధ్య తరగతిగా పరిగణిస్తున్నారు.అలాంటి వారు మన దేశంలో ఇప్పుడు మూడు శాతం అంటే 3.75 కోట్ల మంది మాత్రమే వున్నారట. అపైన వున్న ధనికులను కూడా కలపుకుంటే 3.2శాతానికి చేరతారని మిగిలిన వారంతా దిగువ తరగతి వారేనని ఆ నివేదిక చెబుతోంది.

ఈ లెక్కన సంపదలు పోగుపడుతూ వుంటే మరో పన్నెండు సంవత్సరాలలో ఒక శాతం వారి సంపద 75శాతానికి చేరుతుందని అంచనా.అంటే అమెరికాలో మీరు ఒక శాతం మేము 99శాతం అంటూ వాల్‌స్ట్రీట్‌ ఆక్రమణ వుద్యమం ప్రారంభమైనట్లుగా మన దేశంలో కూడా దలాల్‌స్ట్రీట్‌( ముంబైలో వాణిజ్యం జరిగే వీధి) ఆక్రమణ వుద్యమానికి వూట మాదరి జనం మధ్యకు వుద్యమ సందేశం దిగేందుకు మన విధానాలు పునాది వేశాయన్నమాట.

మోడీ పెత్తనంలో కొత్తది రాలేదు, వున్నది పోయింది !

మాననీయ ప్రధాని నరేంద్రమోడీ అధికారంలోకి వచ్చి త్వరలో రెండు సంవత్సరాలు పూర్తి కానుంది. అందువలన ఎవరైనా ఇంకా హనీమూన్‌ కాలమనో మరొకటనో కారణాలు చెప్పటానికి లేదు. అసలు ఆయన తన స్వంత జీవితంలోనే కట్టుకున్న భార్యను వదలివేసి ఆర్‌ఎస్‌ఎస్‌ సేవకు అంకితమైన వ్యక్తి. సంసార లంపటానికి దూరంగా వున్న వ్యక్తి. అలాంటి వారు ఇంట్లో కాకుండా ఎక్కువ కాలం బయటే గడుపుతారు. అందువలన దేశాన్నే తన ఇల్లనుకున్నారు గనుక ఎక్కువగా విదేశాల్లో వున్నట్లు కనిపించినా అనిపించినా నిరంతరం తన గుజరాత్‌ మోడల్‌ను దేశం మొత్తం మీద అమలు జరిపేందుకే ఆలోచించారని ఆయన మద్దతుదారులు చెప్పినదాన్ని బట్టి ఇప్పటివరకూ దేశం నమ్ముతోంది. రాయిటర్‌ వార్తా సంస్ధ సోమవారం నాడు వెల్లడించిన సమాచారం ప్రకారం ఆయన ఇచ్చిన మేక్‌ ఇన్‌ ఇండియా పిలుపు మన పారిశ్రామిక రంగాన్ని వుత్తేజ పరిచినట్లు లేదు. కాగా పోగా వున్నదీ పోయిందీ……పోయిందీ అన్నట్లుగా గతరెండు సంవత్సరాలలో మొదటి సారిగా డిసెంబరులో పారిశ్రామిక కార్యకలాపాలు తగ్గినట్లు ఒక సర్వేలో తేలిందన్నది వార్త సారాంశం.

నవంబరులో నికీ పిఎంఐ(పర్చేజింగ్‌ మేనేజర్స్‌ ఇండెక్స్‌) సూచిక నవంబరులో 50.3 వుండగా డిసెంబరులో 28 నెలల కనిష్టం 49.1కి తగ్గినట్లు మార్కిట్‌ అనే ఒక సంస్ధ తయారు చేసిన సమాచారం వెల్లడించింది. మౌన ముని మన్మోహన్‌సింగ్‌ హయాంలో దీనికి పునాది పడిందని చెప్పుకున్నా వర్తమాన స్ధితికి ఎన్నికల ముందు మాటల ముని తరువాత మౌన మునిగా మారిన నరేంద్రమోడీ తప్ప మరొకరు సమాధానం చెప్పేందుకు లేదు.

భారత వస్తువుత్పత్తి రంగం ఏడాది చివరిలో అధోగతి వైపు మళ్లింది, ఇప్పటికే అంతర్గత డిమాండ్‌ అయోమయంలో వుంటే దేశ దక్షిణాదిన వచ్చిన వరదలు మరింతగా దెబ్బతీశాయని మార్కిట్‌ సంస్ధ ఆర్దికవేత్త పోలీయనా డె లిమా వ్యాఖ్యానించారు. వుత్పత్తి వుప సూచిక నవంబరు నెల 50.4తో పోల్చితే డిసెంబరులో 46.8 పాయింట్లకు తగ్గిపోయింది.ఇది 2009 ప్రారంభం తరువాత కనిష్టం. రెండు సంవత్సరాలలో తొలిసారిగా కొత్త ఆర్డర్లు తగ్గిపోయాయి.

ద్రవ్యోల్బణం అదుపులో వుంటే రుణ విధానాన్ని జూన్‌ నాటికి మరింత సరళతరం గావించాలన్న రిజర్వుబ్యాంకు ఆలోచనలను బలహీన అభివృద్ది మరింత కఠినతరం చేసేందుకు తోడ్పడుతుంది. ప్రస్తుతం ద్రవ్యోల్బణం 6.75శాతం వుంది. తాజా సర్వే ప్రకారం పెట్టుబడుల ధరలు పెరిగిన కారణంగా వస్తు వుత్పత్తుల ధరలూ పెరుగుతున్నాయి. నరేంద్రమోడీ చేతిలో 130 కోట్ల సంసారమనే దేశాన్ని పెట్టాం, పారిశ్రామిక వుత్పత్తులే కాదు, ఎగుమతులు కూడా తగ్గిపోతున్నాయని ఇంతకు ముందే వార్తలు వచ్చాయి. కౌపీన సంరక్షణార్ధం సన్యాసి సంసార జంఝాటంలో ఇరుక్కున్న కధ మనకు తెలుసు. నరేంద్రమోడీ సన్యాసో సంసారో తెలియదు గానీ పారిశ్రామిక వుత్పత్తి తగ్గటం అంటే దాని ప్రభావం అన్ని రంగాలు దిగజారటానికి కారణం అవుతుంది.పచ్చని సంసారాలు ఆరిపోతాయి. గోచి కధకు ప్రతికూలంగా జరుగుతుంది.

The five-day CPI(M) Plenum which was held at Kolkota From 27 December to 31,2015, after a gap of 37 years to revamp the party organisation ended  Thursday. The  Plenum on organisation, convened as directed by the  CPI(M) 21st Party Congress, held at Visakhapatnam last year.

CPI(M) Resolved to strengthen and streamline  Party’s organisational
capacities to meet the current challenges by unleashing mightier peoples
struggles to develop the independent strength of  Party in conformity
with party adopted political-tactical line. This line is aimed at changing
the correlation of class forces amongst the Indian people in favour of the
Left and Democratic Front, the precursor to the Peoples Democratic Front
and advance towards the successful culmination of the People?s Democratic
Revolution.

In order to accomplish this, the Plenum decided according party official media release said, To rapidly increase CPI(M) independent strength by adopting a mass
line and party intervention capacities, strengthen Left unity and to forge
the Left and Democratic Front not only as an electoral front but as a
fighting alliance of forces for an economic, social and political change
by isolating the reactionary ruling classes.
To effectively implement united front tactics to discharge the
dual tasks of unity and struggle by developing joint movements, enabling
us to approach sections of the exploited classes who currently are under
the influence of bourgeois parties.
To employ flexible tactics to deal with swift changes that may
occur in the political situation in accordance with our Political-Tactical
Line.
To set up joint platforms with various social movements, peoples
mobilizations and issue based movements.
To dovetail electoral tactics to the primacy of building the Left
and Democratic Front.

To strengthen class and mass struggles by:
1. Forging a broad front of agricultural workers, poor peasants, middle
peasants, rural workers in the non-farm sections, artisans and other
sections of the rural poor against the landlord-rural rich nexus.
2. Organising workers in key and strategic industries; organising contract
workers in both the organized and unorganized sectors; establishing
area-based organisations in coordination with between trade unions, youth,
women etc.
3. Organising the urban poor in the bastis/local areas; establishing
occupation based neighbourhood-mohallah-basti committees.
4. Strengthening work amongst the middle classes particularly ideological
work by the establishment of various fora like citizens forums, platforms
to promote cultural activities/actions; scientific temper and others
related to their life and work. Strengthening work in residential
associations, pensioners associations and professional bodies.

Through these methods, the Plenum decided that the CPI(M) must:

Strengthen  links with the Indian people to empower ourselves
to unleash mightier mass and class struggles.
Effectively adopt and implement the mass line of the Party to
ensure the establishment of such live links with the people.
Focus on advancing the Agrarian Revolution, the axis of the
Democratic revolution, by forging unity in struggles of all rural
exploited sections of people.
Strengthen efforts to develop the worker-peasant alliance.Focus mainly on
1.       Forging class and mass struggles on economic and social issues to widen
the Party?s influence and to rally the Left and democratic forces.
2.       Adopting a mass line and establish live links with the people.
3.       Streamlining the organisation to build a revolutionary Party with
quality membership of high quality.
4.       Making special efforts to attract youth to the Party.
5.       Waging the ideological struggle against communalism, neo-liberalism and
reactionary ideologies.

The Plenum also decided that:All these tasks must be implemented in a time-bound manner beginning from
the Party C.C. Centre. State Committees must concretise such time-bound
implementation plans and review them in a year time.

The Plenum redoubled the CPI(M)?s resolve by stating:

No social transformation is possible, in fact, cannot be conceived
without the vast mass of people belonging to all exploited classes rising
in revolt against the exploiting ruling classes. In the final analysis it
is the people who make history. Revolutionary history is no exception. A
revolutionary Party, the CPI(M), must emerge as the vanguard of this
peoples upsurge. This is our historic responsibility.

Let us redouble our resolve, at this plenum, to advance towards
discharging this responsibility!

Forward towards a stronger CPI(M) with an all India mass base!

Forward towards a revolutionary Party with a Mass Line!

With the unanimous adoption of the Report on Organisation and the
Resolution on Organisation, the Plenum on Organisation came to a
successful conclusion On Thursday.

A total of 191 amendments and suggestions were received to the Draft
Report on Organisation, of which 36 were accepted. There were 73
amendments and suggestions to the Draft Resolution on Organisation, of
which 6 were accepted.

Polit Bureau Member Prakash Karat replied to the discussion on the Draft
Report on Organisation while General Secretary Sitaram Yechury replied to
the discussion on the Draft Resolution on Organisation.

On behalf of the Plenum, Chairperson of the Presidium, Manik Sarkar
thanked the West Bengal State Committee and through it the entire
membership of the Party in West Bengal for the excellent arrangements that
were made for the success of the Plenum.

The second day of the CPI(M)  Plenum on Organisation  began at the
Promode Dasgupta  Bhawan 28th morning at 11.00 a.m. with the introduction
of the Draft Resolution on Organisation by General Secretary Sitaram
Yechury.

The draft lays down the need to strengthen and streamline the Party organisational capacities to meet the current challenges by unleashing
mightier peoples struggles to develop the independent strength of the
Party in conformity with the political-tactical line adopted at the 21st
Congress of the Party. The Congress held at Vishakapattanam in April 2015,
had laid stress on forging the Left and Democratic Front.

The Draft Resolution underlined the imperative to vastly develop the
organisational capacities of the Party to enable it to accomplish these
revolutionary objectives and emerge as the political party of the vast
majority of the exploited classes in the objective situation of the world
capitalist crisis and intensified exploitation. Domestically, the CPI(M)
has an alternative policy framework which will enable the Indian people
to realise their inherent potential and create a better India on that
basis. As also because, the CPI(M) is the only political party that
offers the Indian youth a vision of a better future. which puts forward
alternative policies to marshal our country resources to provide our
youth with quality education, good health and sustainable employment.

Sitaram Yechury underscored the fact that the CPI(M) is a consistent
political force that advocates and struggles for the unity of
multi-religious, multi-lingual, multi-cultural, multi-ethnic population
against all efforts at sharpening communal polarisation and thwarting the
RSS/BJP designs to impose their project of a rabidly intolerant fascistic
Hindu Rashtra.

Towards achieveing these tasks the Draft calls upon the Party to take up
social issues in a big way, while simultaneously taking up the issues of
economic exploitation and social oppression the two feet upon which
stands the advance of class struggles in India. Among the social issues
identified for taking up by the entire Party are the championing the
struggle against gender oppression, discrimination against the dalits,
tribals, disabled and religious minorities.

The draft also outlines the various methods that need to be employed to
expand the influence of the Party and strengthening the Party organization
as its vision can only be materailised if the organisational capacities of
the Party are strengthened enormously.

A total of 62 delegates participated in the discussion over three days.

Observe the Centenary Year of the Great October Socialist Revolution

A separate resolution to Observe the Centenary Year of the Great October
Socialist Revolution? was also moved in the morning session. The  resolution was moved by M.A. Baby and was seconded by R. Arun Kumar.

Commemorate the Centenary Year of the Great October Socialist Revolution
This Plenum on Organisation reiterates with emphasis our 21st Congress
resolution on the centenary of the Russian revolution that called for
‘celebrations to commemorate the centenary year in all-round way’,
beginning November 7, 2016 by organising events ‘in the political,
ideological, and cultural spheres’, and ‘to conduct a campaign to
propagate socialism’.
The Great October Revolution had for the first time in human history,
resoundingly vindicated Marxism-Leninism through the establishment of a
proletarian State. Led by the immortal Lenin and the Bolshevik party, it
has proved that the exploitative capitalist order can be overthrown by the
working class led mass of the exploited people and vindicated the analysis
of Marx. The October Revolution is an eternal example of the application
of the creative science of Marxism-Leninism, whose living essence is the
‘concrete analysis of the concrete conditions’.
The October Revolution continues to teach many important lessons to the
world communist movement ? the importance of worker-peasant alliance, the
indispensable role of the vanguard Party steeled on the principles of
democratic centralism, proletarian discipline and having live links with
the masses  that remain valid.


The October Revolution has immense achievements to its credit. It
eliminated exploitation of man by man by establishing socialism in the
USSR; guaranteed satisfaction of all the basic necessities of human beings
food, clothing and shelter; enriched and enhanced human life by taking
care of all citizens  from cradle to grave; for the first time in human
history. It completely eliminated illiteracy and ensured universal access
to education; freed women from domestic chores to a large extent and
ensured equal rights. It in fact gave women equal participation in the
political process well before many capitalist countries had done and thus
enabled them to play an active role in the economic and social development
of the society. It secured the rights of the working class, involved them
in administration, improved their work conditions, ensured sufficient
leisure and guaranteed their post-retirement future. It eliminated
unemployment and poverty. It encouraged scientific research and innovation
for the welfare of the entire society, guaranteed advanced universal
health care and made great advances in the field of sports.
This Plenum, while resolving to propagate these and many more achievements
of the first socialist State, is conscious of the many mistakes committed
during socialist construction. The Party will continue to learn from them.
The observance of this event assumes all the more importance today, when
there is an intense attack on the validity of Marxism and on the very
concept of socialism. In many East European countries, attempts are on to
ban communist parties and even the usage of communist and Soviet-era
symbols. There is a deliberate attempt to falsify history, negate the
myriad achievements of the former socialist countries and even equate
socialism with fascism and Nazism.
It is upon us, as adherents of Marxism-Leninism, to use this occasion to
counter this slanderous campaign and re-assert that socialism is the only
path ahead for humankind that ensures a world free of exploitation,
oppression, environmental degradation and guarantees real freedom and
liberty. It is upon us to establish that socialism is not a utopian dream,
but a necessity that has to be realised.
This Organisational Plenum of the CPI(M) resolves to observe the centenary
year of the Great October Socialist Revolution to not only educate its
entire rank and file, but also engage the people at large by involving all
the intellectuals, littrateurs, sympathisers and well-wishers of the Left
by organising debates, discussions, seminars, symposiums, exhibitions and
various other forms all across India, highlighting the contribution of the
Great October Socialist Revolution in:
influencing the Indian national movement by inspiring generations of
freedom fighters like Bhagat Singh, Jawaharalal Nehru, Muzaffar Ahmed, and
many others; nationalist poets like Rabindranath Tagore Subrahmanyam
Bharati, Nazrul Islam and social activists like Periyar and others; its
impact on the masses and the consciousness levels of many young freedom
fighters who were influenced by its ideology that led them to the
Communist Party and to the formation of various mass and class
organisations, galvanising the socialist current in the freedom struggle;
defeating fascism, signaled by the hosting of the Red Flag over
Reichstag on May 9, 1945 by the soldiers of the Red Army of the USSR and
thus contributing to the sustained peace in the world;    bringing an end to the colonial world by openly siding with the various
liberation movements across the world that eventually led to the freedom
of various countries in Asia and Africa and in standing as a bulwark
against imperialist aggression and attempts to  trample upon national
sovereignty through neo-colonialism;
furthering the frontiers of science and technology, particularly by
successfully sending the first artificial satellite, Sputnik and first
human being Yuri Gagarin into space, which paved the way for the
subsequent development of modern means of communication satellites,
opening up possibilities for an in-depth study of earth, its surrounding
atmosphere and in many other areas;
developing peoples’ culture in contrast to the pursuit of culture as a
preserve of the elite, as can be discerned in various performing arts,
songs, music, drama, cinema, painting, literature, etc;
On the 7th November 2017, throughout the country, the culmination of the
observance of the centenary of the October Revolution should be done by
rallying people in large numbers to expose the danger of communal,
reactionary, divisive and separatist ideologies, by safeguarding and
advancing the unity of the toiling classes centered on the core of
worker-peasant alliance. The occasion should be used to propagate the
ideals of socialism and its necessity, particularly among the Indian
youth, at this juncture.
This Plenum resolves to observe the 100th Anniversary of the Great October
Socialist Revolution in a befitting manner, reiterating its commitment to
Marxism-Leninism and its profound belief that the future of humanity and
the world lies only in socialism.

Situation in West Bengal

This Plenum of the Communist Party of India (Marxist) notes with concern
the grave situation in West Bengal. The last four and a half year misrule
has totally discredited both the Trinamul Congress and the government
headed by it. Large scale resort to terror tactics, attacks on all
sections of people including atrocities on dalits and tribals, alarming
increase in sexual assaults on women, monumental corruption including the
chit fund scams, rampant misuse of government machinery for partisan ends,
abject failure to deliver on promises made during the elections etc have
utterly exposed the real face of the ruling party leading to a strong
discontent against it.

Its image having been severely dented and its political credibility at an
all time low, the Trinamul Congress is resorting to manipulative tactics
including whipping up of minority passions. It is doing so to regain lost
ground, with Assembly elections round the corner. In one way or the other,
the TMC continues to pander to fundamentalist forces to polarize voters.
This has created a fertile ground for fissiparous forces to thrive. Though
a tacit understanding with the central BJP leadership is actively
underway, the TMC has been implicitly encouraging minority fundamentalism
hoping to harvest votes in its favour. This has worsened the communal
divide in the state. Notorious criminals are being mobilized with the open
support of the police and the administration.

Under the short period of TMC rule, the economy has turned into doldrums
and industry into tatters. Peasant distress has reached alarming
proportions. There is an all out attack on the livelihood of the toiling
people and social security. Groaning unemployment, loss of jobs and total
anarchy in the health and education sectors has created an unbearable
situation. Added to this is the criminal indifference of the TMC
government to the continuing starvation deaths of the closed tea garden
workers and the 134 peasant suicides so far.

Displaying its utter contempt for democracy, the ruling party resorted to
loot of votes unleashing indiscriminate terror during the municipal
elections held in April and October this year. Even journalists from the
mainstream media were not spared from attacks. The fascistic terror of the
TMC in collusion with the police and hoodlums is continuing unabated. The
leaders of the Left Front, Left MLAs, the other opposition leaders and
even the leader of the Opposition in the Assembly Surjya Kanta Mishra had
to face violent attacks of the organized gangsterism indulged in by the
ruling party. Normal political activity is being undermined by the
draconian measures taken by the TMC government. Recently, even the
Calcutta High Court was compelled to comment that the ?law and order
situation has collapsed? in the state.

So far 171 Left Front supporters including 164 CPI(M) cadres and leaders
have been mercilessly killed by the TMC goons.  The perpetrators of these
heinous crimes are roaming freely with the full knowledge of the police
and the administration. Countless number of cases of extortion and
forcible occupation of properties of the common people has been reported
in the media. Apart from the over one lakh Left cadres and supporters
facing many forms of persecution, the intensive terror has been extended
to people from all walks of life. This is further exposing the ruling
party in the eyes of the common people.

The sustained movement that our Party and the Left is conducting is
drawing increasing support from the people. This campaign and movement
will be intensified from January 2016, immediately after the Plenum.

This Plenum of the CPI(M) salutes the heroic resistance movement by the
people of West Bengal against the unprecedented terror and in defence of
democracy and secularism. The plenum welcomes the determination of the
Left and democratic forces to work for the defeat of the authoritarian
rule of the Trinamul Congress as also further isolating the dangerous
communal forces led by the BJP.

Resolution on Tripura

Tripura, a small state in north-east, has evolved into an exemplary
dynamic developing state under the Left Front government. With its
pro-people policies, Left Front government has not only developed the
quality of life of the people of the state, but also showed what
alternative policies can be pursued even with limited resources.

Tripura has had a Left Front government since 1978. In the first two terms
of the Left Front government, there were two particularly major
achievements: the implementation of land reforms and the setting up of the
Tripura Tribal Areas Autonomous District Council under the sixth schedule
of the constitution which empowered the tribal people. The break during
1988-93 after a rigged election and a period of semi-fascist terror, Left
Front has come back and won all subsequent elections with greater
confidence expressed by the people. The last 22 years have witnessed
remarkable development of the state.

Tripura has become a model for combating extremism and terrorism. Once
mutilated by extremist violence, financed and promoted by imperialist
agencies, Tripura has emerged an example of unity of the people and peace.
This has been achieved not merely by administrative determination alone,
but also with political mobilization of people and development activities
in the tribal areas in particular.

Deepening political democracy, with decentralized municipalities,
panchayats, village committees in ADC area, has contributed to the
enthusiastic participation of the people in development activities.

The record of the Left Front government in many areas of development,
particularly in human development is no less than outstanding. The
literacy rate in the state has reached to 97 per cent, among the highest
in the country. The female literacy rate is 95.71 per cent. With huge
expansion of school education, free text books, free studies up to college
level Tripura has virtually universalized education upto secondary stage.

Other Human Development indices reflect people?s the better quality of
life. Infant Mortality Rate in Tripura is 26 while the all-India average
is 40. Birth rate in the state is 13.7 per cent while it is 21.4 per cent
all-India, death rate has come down to 4.7 per cent while the national
average is 7.0 per cent. All these have been achieved despite backward
infrastructure and complex geography of the state.

Tripura has achieved food security with all families covered under PDS.
While majority of the population is being provided rice at Rs 2 per kg,
all other families are provided rice at APL rate.

Agriculture, forestry, fisheries, plantation and handicrafts have received
tremendous boost with multifarious projects of the state government. Along
with this, Tripura has retained its top position in implementing MNREGA .
In 20123-14, average man days in Tripura were 88 while all India average
was 46. In 2014-15, the average man days in Tripura was 88 again, while
all India average has come down to 38 only. In a first of its kind, people
belonging to BPL families in urban area are provided wage employment for
at least 75 days a year. Tripura also tops in giving land rights under
Forest Right Act. 124541 persons have been given land pattas , of whom 99
per cent are tribals.

Despite severe difficulties, the Left Front government has taken long
strides in infrastructural development.  More than 90 per cent of the
total of 8,312 habitations is electrified. More than 95 per cent of
irrigatable land has been brought under irrigation facilities. Road
network has reached to remote areas making communications far more
smoother than ever imagined.

In the face of neo liberal attacks on peoples? livelihood and scarce
resources, the Left Front government has stood beside the poor workers of
unorganized sector and the needy and vastly expanded social security. In
Tripura, state government is administering 27 pension schemes including
those for female domestic workers, disabled, widows, deserted women,
rickshaw pullers, barbers, fishermen. It has also provided pension scheme
for transgender persons, AIDS affected persons. Several development
schemes are being implemented for SCs, OBCs and Muslim minorities.

Number of women elected  is a high 57 per cent in the local bodies which
is a reflection of women?s  increased participation in all spheres of
public life.

The sustained and planned efforts by the Left Front government has
provided the youth of the state with better opportunities for education
and employment, generating a visible new hope and pride among them.

Left Front government, conscious of the fact that it is working within the
limitations of all-India pro-corporate policies, unequal federal structure
and financial constraints, has tried to provide and project alternative
policies.  CPI(M), in its effort to provide pro-people alternative
policies for a better India hails the initiatives of Left Front government
in Tripura as inspiring.

There is no room for complacency. Reactionary forces within and outside
Tripura are out to create trouble through disturbing the tribal and
non-tribal unity which is the bedrock of Tripura?s outstanding
advancement.  Therefore, there is need of vigilance through mobilisation
of masses to prevent any sort of conspiracy.

The people of Tripura, both in rural and urban areas, have reposed great
trust and confidence in the CPI(M) and Left Front in successive elections,
including those in the recent past. The Plenum of CPI(M) expresses its
solidarity with the people and Left Front government of Tripura and calls
upon all Party units to project these achievements to people in every
corner of the country.

 

 

 

బాల నేరం – ‘మూక’ న్యాయం!

నేరాలకు పాల్పడుతున్న బాలలలో పేదరికం, నిరక్షరాస్యత కోరల్లో చిక్కుకున్న వారే ఎక్కువని ఇటీవల వెల్లడైన జాతీయ నేర రికార్డుల బ్యూరో (ఎన్సిఆర్బి) 2014 గణాంకాలు తెలుపుతున్నాయి. అయితే నేరం ప్రవృత్తిగా మారి, పదే పదే నేరాలు చేసే బాలల సంఖ్యలో తగ్గుదల నమోదవడం ఒక ఊరట! 2014లో వేర్వేరు నేరాలలో అరెస్టయిన 48,230 బాలలలో వేలం 2,609 మంది మాత్రమే పాత నేరస్థులు. 2013లో వీరిది 9.2 శాతం కాగా, 2014లో 5.4 శాతానికి తగ్గింది. తాజా గణాంకాల నేపథ్యంలో రేప్, హత్య వంటి క్రూర నేరాలకు పాల్పడే బాలల వయస్సు పరిమితిని తగ్గించే ప్రభుత్వ ప్రతిపాదన ప్రశ్నార్థకం కానున్నది. ‘పదే పదే నేరాలు చేసే బాలల సంఖ్యలో తగ్గుదల ఉందని చూపుతున్న ఈ గణాంకాలు కేంద్ర మహిళా, శిశు అభివృద్ధి శాఖ ప్రతిపాదిస్తున్న చట్ట సవరణ అనవసరమనే చాటి చెబుతున్నాయి’ అని బాలల హక్కుల కోసం పని చేసే హెచ్ఎూ్య అనే సంస్థకు చెందిన భారతీ అలీ అన్నారు.
అయితే, నిరుపేద కుటుంబాల బాలలు నేరాల బాట పడుతుండడం అన్నింటికన్నా బాధాకరమైన అంశం. మొత్తం బాల నేరస్థుల్లో 55.6 శాతం రూ. 25,000 కన్నా తక్కువ వార్షిక ఆదాయం గల కుటుంబాలకు చెందిన వారే. అంటే సగటున నలుగురు సభ్యులున్న ఈ కుటుంబాలు రోజుకు రూ. 70 కన్నా తక్కువ ఆదాయంతో బతుకులీడ్చేవన్న మాట! 2014లో పట్టుబడ్డ బాల నేరస్థుల్లో 53 శాతం 5వ తరగతి లేదా అంతకన్నా తక్కువ చదువుకున్న వారే. వీరిలో సగం మంది ఐదవ తరగతి లోకి అడుగిడకుండానే స్కూలు మానేశారు. 36.6 శాతం బాలలు ప్రైమరీ కన్నా ఎక్కువ, పదవ తరగతి లోపు చదువుకున్న వారు. వీరెవరూ మోడీ ప్రభుత్వం చెబుతున్న ‘స్కిల్ ఇండియా’ శ్రేణిలోకి కూడా రారు. ఎందుకంటే ఈ పథకంలో కనీస విద్యార్హత పదవ తరగతి. పేదరికం, నిరక్షరాస్యతలు బాలలను నేరాల వైపు నెట్టివేస్తున్నాయనడానికి ఈ గణాంకాలకు మించిన సాక్షం మరొకటి అక్కర లేదు. వీటిపై దృష్టి ంద్రీకరించడానికి బదులు నరేంద్ర మోడీ ప్రభుత్వం బాల నేరాల చట్టంలో సవరణ తేవడం ద్వారా జరిగేది బాలల హక్కుల హననమేనని విశ్లేషకుల అభిప్రాయం.
బాలన్యాయ చట్టంలో మార్పు నేపథ్యం
2012 డిసెంబర్లో ఢిల్లీలో జరిగిన నిర్భయ సంఘటన తర్వాత బాల నేరస్థులకు సంబంధించిన చట్టాలపై చర్చ మొదలైంది. ఈ దారుణ సంఘటనలో నిందితులుగా ఉన్న వారిలో ఒక వ్యక్తి వయస్సు 18 సంవత్సరాలకన్నా కొద్ది నెలలు తక్కువ. దీనితో అతనిపై బాల న్యాయస్థానంలో విచారణ చేపట్టారు. అతడిపై వయోజనులను విచారించే కోర్టులో విచారణ జరపాలని కోరుతూ, బిజెపి నేత సుబ్రమణ్యన్ స్వామి 2013 జులైలో సుప్రీంకోర్టులో ప్రజా ప్రయోజన వ్యాజ్యం వేశారు. సుప్రీంకోర్టు దీనికి స్పందిస్తూ, తీర్పును ఆపాలని జువెనైల్ కోర్టు (బాల నేరస్థుల్ని విచారించే కోర్టు)ను కోరింది. ఆ తర్వాత సుప్రీంకోర్టు అనుమతిపై కోర్టు అతడికి సంస్కరణ గృహంలో 3 ఏళ్ల శిక్ష విధించింది. దీని పట్ల బాధితురాలి తల్లి తీవ్ర నిరసన తెలిపారు. అతడికి తగిన శిక్ష విధించకపోవడం ద్వారా టీనేజర్లకు ఇలాంటి నేరాలు చేసేలా ప్రోత్సహించినట్టే అయ్యిందని ఆమె ఆక్షేపించారు. ఈ నేపథ్యంలో, కేంద్ర మహిళా, శిశు అభివృద్ధి మంత్రి మేనకా గాంధీ పూనికతో 2014 జులైలో ఒక బిల్లు తయారైంది. 16-18 ఏళ్ల మధ్య వయసు గల బాలలు రేప్, హత్య వంటి ూర నేరాలకు పాల్పడినట్టయితే, వారిని వయోజనుల్ని విచారించే న్యాయస్థానాల్లో విచారించే విధంగా 2000 నాటి ప్రస్తుత బాల నేరస్థుల చట్టంలో సవరణ చేయడం కోసం ఈ బిల్లు రూపొందింది.
సవరణల సారం
క్రూరమైన నేరం జరిగితే, ఆ నేరానికి పాల్పడ్డ వ్యక్తి వయసు 16-18 ఏళ్ల మధ్య ఉంటే, ఆ వ్యక్తి ‘బాలుడా’ లేక ‘వయోజనుడా’ అని పరిశీలించేందుకు బాల న్యాయ మండలి ఉంటుంది. ఈ మండలిలో మనస్తత్వవేత్తలు, సామాజిక నిపుణులు సభ్యులుగా ఉంటారు. నేరం చేసింది ‘బాలుడా’ లేక ‘వయోజనుడా’ అనే దాని ఆధారంగానే ఏ కోర్టులో విచారణ జరిపించాలో వారు నిర్ణయిస్తారు. ఇలా రెండు దశల్లో నిర్ధారణ, విచారణ ప్రక్రియను చేపట్టడం ద్వారా బాలల హక్కులను పరిరక్షించగలుగుతామని మహిళా, శిశు అభివృద్ధి శాఖ అభిప్రాయపడింది. అట్లాగే, మహిళలపై క్రూర నేరాలకు పాల్పడకుండా నిరోధించడం వీలవుతుందని ప్రభుత్వం అభిప్రాయం. ఇంకా ఈ బిల్లులో పిల్లలను దత్తత తీసుకోవడానికి సంబంధించిన పలు సవరణలు కూడా ఉన్నాయి.
లోక్‌సభ ఆమోదం
ప్రభుత్వం ఈ బిల్లును 2014 అగస్టలోక్సభలో ప్రవేశపెట్టింది. ఆ తర్వాత, బిల్లును స్టాండింగ్ కమిటీకి నివేదించారు. స్టాండింగ్ కమిటీ చట్టపరంగా బాలల వయసు పరిమితిని 18 సంవత్సరాలుగానే ఉంచాలని సిఫారసు చేసింది. కానీ కమిటీ అభిప్రాయాన్ని పక్కన పెడుతూ ప్రభుత్వం ఈ బిల్లును మళ్లీ లోక్సభలో ప్రవేశపెట్టింది. దీని ప్రకారం, ూర నేరాలకు పాల్పడే 16-18 సంవత్సరాల వయస్సు గ్రూపు వారు, 21 సంవత్సరాల వయసొచ్చిన తర్వాత పట్టుబడితే వారిపై వయోజనుల కోర్టులోనే విచారణ జరిపిస్తారు. ఈ బిల్లుకు మే 7న లోక్సభ ఆమోదం లభించింది. జువైనల్ చట్ట సవరణల బిల్లుకు రాజ్యసభలో 22న ఆమోదం లభించింది.. బాల న్యాయం (పిల్లల సంరక్షణ, రక్షణ) బిల్లు, 2014గా పిలుస్తున్న ఈ చట్టంలో స్వల్ప, తీవ్ర, క్రూర నేరాలకు స్పష్టమైన నిర్వచనాలిస్తూ, వాటిని వర్గీకరించారు. అట్లాగే వేర్వేరు నేరాల శ్రేణులలో అనుసరించే ప్రక్రియలలో తేడాలను కూడా నిర్వచించారు.
గోరంతలు కొండంతలుగా…
ఇందులో నేరం చేసిన వారిని సంస్కరణ, పునరావాసం ద్వారా మార్చాలనే విధానానికి బదులు వారిపై ప్రతీకారం తీర్చుకొనే భావన ప్రబలంగా ఉందని విమర్శకులు అంటున్నారు. 2012 ఢిల్లీ గ్యాంగ్రేప్ దరిమిలా వెల్లువెత్తిన ‘గుంపు’ (మూక) మనస్తత్వపు ఉదారరహిత ఆకాంక్షలకు అనుగుణంగానే ఈ బిల్లు రూపొందింది. 16-18 ఏళ్ల వయసు బాలలు రేప్ వంటి క్రూర నేరాలకు ఎక్కువగా పాల్పడుతున్నారనేది మరో బలమైన అభిప్రాయం కూడా దీనికి నేపథ్యంగా పని చేసింది. కానీ, 16-18 ఏళ్ల బాల నేరస్థులలో 3.4 శాతం మందిపై మాత్రమే రేప్ కేసులున్నాయని ఎన్సిఆర్బి గణాంకాలు చెబుతున్నాయి. నమోదైన ఎఫ్ఐఆర్లే ఈ గణాంకాలకు ఆధారం అనేది గమనార్హం. ప్రేమ వ్యవహారాల్లో టీనేజర్లు అమ్మాయిలతో పారిపోయిన సందర్భాల్లో కూడా రేప్, కిడ్నాప్ వంటి సుేలు నమోదు చేస్తారని తెలిసిందే. కాబట్టి టీనేజర్లు అత్యంత క్రూరమైన నేరాలకు పాల్పడుతున్నారనే అవగాహనలో అపోహ పాలే ఎక్కువ. ఇక, మరో అంశం పరిపక్వతకు సంబంధించినది. క్రూర నేరాలకు పాల్పడ్డారంటేనే మానసికంగా వారు వయోజన నేరస్థుల స్థాయిలో ఉన్నారని, క్రూరమైన నేరమే వారి పరిపక్వతకు నిదర్శనమని ఈ బిల్లు సమర్థకులు వాదిస్తున్నారు. కానీ కిషోరప్రాయంలో ఎంతకైనా తెగించగల మనస్తత్వం ఎక్కువ ఉంటుందని ఇటీవల టిఐఎస్ఎస్ చేసిన మెదడు సంబంధిత అధ్యయనంలో వెల్లడైంది. పథకరచన, తర్కబద్ధత, ఆవేశాన్ని నియంత్రించుకోవడం వంటి కార్యకలాపాలకు మూలమైన మెదడులోని ముందు భాగం 25 ఏళ్ల తర్వాతే వృద్ధి చెందుతుందని న్యూరో సైంటిస్టులు కనుగొన్నారు.

ఈ బిల్లు 18 ఏళ్ల లోపు పిల్లలందరినీ సమంగా చూడాలని చెప్పే బాలల హక్కుల యుఎన్ సదస్సు తీర్మానాలకు ఉల్లంఘన అవుతుంది. సమానత్వ హక్కుకు సంబంధించిన భారత రాజ్యాంగంలోని ఆర్టికల్ 14కు కూడా ఇది ఆ మేరకు ఉల్లంఘనే అవుతుంది. అంతకన్నా ముఖ్యమైనది, నేరం చేసిన వ్యక్తి 21 ఏళ్ల తర్వాత పట్టు బడినప్పుడే సమాన నేరానికి హెచ్చు శిక్ష విధించాలని చెప్పే ఆర్టికల్ 20(1)కు కూడా ఇది భిన్నమే అవుతుంది. ఇంకా కొన్ని సాంతిేకపరమైన ఇబ్బందులు కూడా ఇందులో ఇమిడి వున్నాయి. క్రూరమైన నేరం చేయడానికి కొందరు బాలలలో మానసిక పరిపక్వత నిజంగానే ఉండొచ్చు. కానీ దానిని నిరూపించే మనస్తత్వశాస్త్ర పరీక్షలు పూర్తిగా ఏకపక్షంగా, నిర్హేతుకంగా ఉంటాయి. కొందరు తెలివైన బాల నేరగాళ్లు ఈ పరీక్షల్లో అమాయకులుగా రుజువు కావచ్చు. కొందరు అమాయకులు పొరపాటుగా పరిపక్వత గలవారిగా రుజువు కావచ్చు. ఈ చట్టం వల్ల నేరాలు తగ్గుతాయనేది ప్రభుత్వం చేసే మరో వాదన. నిజానికి ఇది అమెరికాకు కార్బన్ కాపీనే. కానీ అమెరికాలోని చాలా రాష్ట్రాల్లో ఇది ప్రభావయుతమైన నేర నిరోధకంగా పని చేయలేదని రుజువైంది. అక్కడ జైళ్లను మూసేసి బాల ఖైదీలకు సముదాయ ఆధారిత చికిత్స అందించే కార్యక్రమాల వైపు ఆలోచిస్తున్నారు. అన్నింటికన్నా కీలకమైంది, ప్రారంభంలోనే చెప్పినట్టుగా బాలలను నేరమయం చేస్తున్న పరిస్థితులను మార్చడం. కానీ మోడీ ప్రభుత్వం బాలల సంక్షేమం కోసం కేటాయించింది వేలం రూ. 633 కోట్లు. ఇది మొత్తం కేటాయింపులో 0.8 శాతం మాత్రమే!

New Delhi, 22 Dec 2015: Two days after media reports about first lot of stones having reached Ayodhya allegedly for construction of Ram Temple, Hindu Mahasabha has come out opposing the move and termed it as ‘political stone’ that Vishwa Hindu Parishad is taking there.

Addressing a press conference in Delhi on Tuesday, Swami Chakrapani, National President, Akhil Bharat Hindu Mahasabha, said: “It is political stone that (they are taking to Ayodhya). I want to tell VHP, Sangh Parivar and BJP to stop searching for political stone.”

Swami Chakrapani said he believes in law and wants Ram Temple under the law not through communal politics.

“Even before the verdict (of Allahabad High Court) came, I had said in 2010 that I can never support construction of a temple on dead bodies. I demanded fast-track court for the (Babri Masjid-Ram Janmabhoomi) case so that judgment can come fast. Leave aside the stone and bricks of Vishwa Hindu Parishad. It is their internal politics. If verdict comes in our favour today we will construct the temple with gold, leave aside stone. But that should be done under the law” he said.

“Leave aside the issue of stone (being sent to Ayodhya). It is political stone that (they are taking to Ayodhya). I want to tell VHP, Sangh Parivar and BJP to stop searching for political stone.”

Swami Chakrapani also condemned the alleged blasphemous remarks of a person called Kamlesh Tiwari.

“I was saddened with remarks of Kamlesh Tiwari about Prophet Muhammad. I felt sad as much as I was when Aamir Khan disrespected gods and goddesses in PK film. We opposed him and asked our office to find about his details. We found he was removed from our organisation in 2008. If he were with it today, I would have removed him. He does not deserve to be called Hindu. Similarly if a Muslim disrespects other’s religion cannot be Muslim,” said Swami.

Sharing the dais with leaders from Muslim, Sikh and Christian communities including Maulana Tauqeer Raza Khan, Swami Chakrapani demanded a strong anti-blasphemy law in the country.

“There is a need for religious communities – Hindus, Muslims, Christians, Sikhs – to take a vow that they would not allow anyone to hurt other’s religion. We demand strong anti-blasphemy law and such people should be strongly punished.”

“Such people are of no worth. They make such statement for which they can’t get respect even in their family, leave aside the society. It becomes an issue between Hindus and Muslims and the man becomes hero. We should not allow this thing to happen. It is the duty of us religious leaders to join hands and stop such people,” he said.

No indication from PM on Ram temple: VHP

The Vishwa Hindu Parishad (VHP) has said that there was no indication from Prime Minister Narendra Modi on the construction of Ram temple in Ayodhya.

In a statement on Monday, VHP general secretary Champat Rai said: “VHP is of the view that Ram Mandir at Ayodhya should be built through an act of parliament. VHP has always respected the court and have faith in it.”

“Time has come for the construction of Ram Mandir in Ayodhya. Lot of stones arrived. And now the arrival of stones will continue. We have signals from Modi government that the construction of temple would be done now,” media reports had quoted Mahant Nritya Gopal Das, president of Ram Mandir Nyas, as saying.

“Reports published in media are false. Arrival of stones is a common practice and since 1990, thousands of trucks full of stones have arrived and kept at Ramghat Karyashala after fretwork (nakkashi),” Rai said.

మనం ఎక్కడున్నాం, మధ్యయుగాలలోనా ? ఇంకా అంతకు ముందు ఆటవిక దశలోనా ? ఆధునికంగా ఎంతో ముందుకు పోయాం, స్త్రీని భారత్‌లో మాదిరి మరే దేశంలోనూ గౌరవించరు అని చంకలు కొట్టుకొనే మనం ఎక్కడున్నాం ?

గౌరవం సంగతి దేవుడెరుగు ! అసలు ఒక మనిషిగా గౌరవిస్తున్నామా ? అదే నిజమైతే ప్రకృతి సిద్ధమైన రుతుక్రమ సమయంలో దూరంగా అంటరాని వ్యక్తిగా ఎందుకు చూస్తున్నాం ? ఆ సమయంలో దేవాలయాలలో ప్రవేశానికి ఎందుకు నిషేధిస్తున్నాం ? కొద్ది వారాల క్రితం కేరళలోని అయ్యప్ప స్వామి దేవస్ధాన బోర్డు అధ్యక్షుడు గోపాలకృష్ణన్‌ మహిళలను అవమాన పరిచే విధంగా చేసిన వ్యాఖ్య సామాజిక మీడియాలో తీవ్ర నిరసనలకు వేదికగా మారింది. సాహస యువతి నికితా అజాద్‌ ‘హేపీ బ్లీడ్‌ ‘ (సంతోష రుతుక్రమం) అన్న నినాదంతో రాసిన లేఖకు అపూర్వ స్పందన లభిస్తోంది.

మహిళలలో రుతు క్రమం అనేది ఒక ప్రకృతి ధర్మం. సకాలంలో అది ప్రారంభం కాకపోతే, సక్రమంగా నియమిత కాలంలో రాకపోతే అలాంటి యువతుల గురించి తలిదండ్రులు ఎంత ఆందోళన పడతారో, సమాజం అలాంటి వారిని ఎలా చూస్తుందో మనకు తెలియని అంశం కాదు. అలాంటి ప్రకృతి ధర్మం, పునరుత్పత్తికి నాంది అయిన ఆ క్రమాన్ని ఎవరైనా ఆహ్వానించాలి, అది లేకపోతే అలాంటి వారికి అవసరమైన వైద్య చికిత్సను అందించాలి. అలా ఆందోళన వ్యక్తం చేసే వారే మరోవైపున రుతుక్రమ సమయంలో మహిళల పట్ల వివక్షను కూడా ప్రదర్శించటం ద్వంద్వ స్వభావానికి నిదర్శనం. రుతు క్రమం సమయంలో దేవాలయాలకు వెళ్లవద్దని తల్లులే పిల్లలకు చెప్పటంలో ఎలాంటి హేతుబద్దత లేదు, అది సాంప్రదాయం, అది అంతే అన్న బండవాదన తప్ప మరొకటి చెప్పలేరు. ఇది తరతరాలుగా కొనసాగుతోంది. కొంత మంది భావిస్తున్నట్లుగా రుతుక్రమం మైల కాదు, ప్రతినెలా పునరుత్పత్తికి అండం విడుదల అవుతుంది. గర్భాశయ లోపలి గోడలలో ఒక పొర మాదిరి గర్భధారణకు అనుకూలంగా తయారవుతుంది. విడుదలైన అండం ఫలదీకరణ చెందనట్లయితే అప్పటి వరకు తయారైన పొర బహిష్టు స్రావరూపంలో బయటకు వస్తుంది. ఇది అందరికీ తెలిసిన విషయమే. అలాంటి సమయంలో ప్రకృతి విరుద్ధంగా అధిక స్రావం అయితే వైద్యపరమైన సమస్య తప్ప పాపమో, మలినమో మరొకటో కాదు.

ఒక వేళ మహిళలను అనుమతించాల్సి వస్తే అందుకు సరైన సమమా కాదా అని ఒక యంత్రంద్వారా పరీక్షించి,పరిశుద్ధులని తేలిన తరువాత అనుమతిస్తామని ఆలయ బోర్చు అధ్యక్షుడు అందునా అక్షరాస్యతలో అందరి కంటే ముందున్నదని పేరున్న కేరళవాసిగా చెప్పటం గర్హనీయం. దేవుడి దృష్టిలో అందరూ సమానమే అని చెబుతూ మరోవైపు మహిళలు మైల పడ్డారని ఎవరు చెప్పారు. అయ్యప్ప ఆలయ బోర్డు అధ్యక్షుడి అనుచిత ప్రకటన తరువాత కొంత మంది దానికి సమర్ధనగా పాతపడిన రోత వాదనలు ముందుకు తెస్తున్నారు. అయ్యప్ప స్వామి బ్రహ్మచారి, వివాహం చేసుకోని యోగి కనుక వయస్సులో వున్న యువతులకు ప్రవేశం నిషిద్ధమని టీకా తాత్పర్యం చెబుతున్నారు. అదే అయితే వివాహం అయిన పురుషులను ఎందుకు అనుమతిస్తున్నట్లు ? అయ్యప్ప దీక్ష పూనిన రోజులలో తప్ప మిగతా సమయాలలో ఎంతమందికి ఎలాంటి దురలవాట్లు వున్నాయో అందరికీ తెలుసు. వివాహం మానుకున్న లేదా వివాహం చేసుకోని వారికే పరిమితం చేయాలికదా ? వారికి దురలవాట్లు లేవని యంత్రాలను వుపయోగించి పరీక్ష చేయనపుడు యువతుల పట్ల వివక్ష ఎందుకు? అయ్యప్ప బ్రహ్మచారి అయినా ఒక అమ్మకొడుకే కదా ?

కేరళలోని కాశ్యప వేద పరిశోధనా సంస్ధను స్దాపించిన ఆచార్య రాజేష్‌ రుతు క్రమంలో వున్న మహిళలు మైలపడినట్లుగా ఏ వేదాల్లోనూ చెప్పలేదని వ్యాఖ్యానించారు. పందొమ్మిదవ శతాబ్ది సామాజిక సంస్కరణ వాది దయానంద సరస్వతి కూడా మహిళా భక్తులను శబరిమల ఆలయంలోకి అనుమతించాలని చెప్పారు.

రుతు క్రమం సమయంలో యువతులు ఏ పని చేయటం లేదు, పరీక్షలు రాస్తున్నారు, పరుగు పందాలలో పాల్గొంటున్నారు, అది ఇది అని లేకుండా చేయగలిగినవన్నీ చేస్తున్నపుడు భక్తి భావంతో దేవాలయాలకు వెళ్లటం తప్పెలా అవుతుంది. పుట్టుకతోనే మైలపడలేదు, పుట్టుక అన్నది ఒక యాదృఛ్చికం తప్ప కోరుకొని పుట్టింది కాదు. అందువలన ఏదో సంప్రదాయం దాన్ని మనం వుల్లంఘించటం ఎందుకు అని కాకుండా ప్రతి ఒక్కరూ శాస్త్రీయంగా ఆలోచించాలి. మూఢనమ్మకాలను మూలన పెట్టాలి తప్ప మైలపేరుతో మూలన కూర్చోవటం ఏమిటి ? అందుకే అందరూ నికితా అజాద్‌ మాదిరి తమ ప్రకృతి ధర్మానికి సిగ్గుపడకూడదు, సంతోషపడాలి.

గౌరవనీయులైన అయ్యా,

నేను 20 సంవత్సరాల యువతిని, భూమ్మీద వున్న ఇతర మానవులకు మాదిరే నాకు కళ్లు, ముక్కు, చెవులూ, పెదవులు, చేతులు, కాళ్లు వున్నాయి. కానీ దురదృష్టం కొద్దీ నాకు స్తనాలు, పిరుదులు, రుతుస్రావం అయ్యే యోని కూడా వుంది. నా రక్తం శబరిమల ఆలయాన్ని కలుషితం చేస్తుందని ఈ మధ్యనే తెలుసుకున్నాను మరియు నేను రుతు క్రమంలో వున్న కారణంగా ఆలయ ప్రవేశానికి నన్ను నిరోధించారు.దీనిని ప్ర శ్నించినపడు మీరు ఇలా అన్నారు, ‘ ఏడాది పొడవునా మహిళలను దేవాలయంలోకి అనుమతించకుండా చూస్తే ఎలా వుంటుంది అని జనం అడిగే సమయం వస్తుంది. ఈ రోజుల్లో దేవాలయాల్లోకి ప్రవేశించేవారి దగ్గర ఆయుధాల కోసం శరీరాలను పరీక్షించే యంత్రాలు వున్నాయి. ఏదో ఒక రోజు మహిళలు కూడా ప్రవేశించటానికి ఇది సరైన సమయం( రుతు క్రమానికి కాదు) అని స్కాన్‌ చేసేందుకు అవసరమైన యంత్రాన్ని కనుగొనే రోజు వస్తుంది, అలాంటి యంత్రం కనుగొన్న తరువాత మహిళలను అలయంలోకి ప్రవేశించటం గురించి మనం మాట్లాడుకుందా అన్నారు.’

మీ ప్రకటనపైనేను ఆగ్రహించటం లేదు కానీ విచార పడుతున్నాను.నేను ఒక హిందూ కుటుంబం నుంచి వచ్చాను. అనేక మంది దేవుళ్లు,దేవతల ముందు ప్రార్ధించమని నా తలిదండ్రులు ఎప్పుడూ చెబుతుంటారు. ప్రతి ఏడాది నా కుటుంబంతో కలసి నేను చింతా పుర్ణి, నైనాదేవి, వైష్ణోదేవి, చాముండా దేవి, జ్వాలా జీలను దర్శించటానికి వెళతాను. పురుషులు, స్త్రీలను దేవుడు సమానులుగా ఎలా సృష్టించాడో , ఎలా మానవులందరూ దేవుని పిల్లలో మా తలిదండ్రులు నాకు చెప్పారు. మీ ప్రకటన నాకు దేవుడిపై వున్న ప్రతి విశ్వాసాన్ని దెబ్బతీయటం ద్వారా షాక్‌ తిన్నాను.

ఆ సమయంలో(రుతుక్రమం) మహిళలు దేవాలయాలలో ప్రవేశించకూడదని మా అమ్మ చెప్పటం నేను విన్నాను. కానీ ఈ విశ్వాసం అర్ధంలేనిదని ఇటీవలి వరకు దీనిని నేను సాధారణంగా వదలివే శాను. ప్రత్యేక తరగతికి చెందిన మహిళలు రుతుస్రావంతో మైలపడవచ్చునేమో అని నేను ఆలోచించాను.కానీ ఇండియాలోని చారిత్రాత్మక దేవాలయలలో ఒకటైన దానిలో రుతుస్రావం పాపం అని పరిగణించటం విని నా హృదయం ముక్కలైంది.

నా గౌరవాన్ని కాపాడు కొనేందుకు నేను నల్ల ప్లాస్టిక్‌ కవర్‌లో శానిటరీ నాప్‌కిన్స్‌ తీసుకువెళుతూ వుంటాను. రక్తం నా దుస్తులకు అంటకుండా చూసుకొనేందుకు వాటిని జాగ్రత్తగా అమర్చుకుంటాను. ఆ సమయంలో ఒక వేళ మరక పడిందేమోనని చూసుకొనేందుకు పలుసార్లు మరుగుదొడ్డికి వెళతాను.ఎవరైనా ఎక్కడికి వెళుతున్నావని అడిగితే సిగ్గుతో చిరునవ్వులు విసురుతాను. మానాన్న, సోదరులు చూడకుండా వుండేందుకు చెత్తడబ్బా దగ్గరకు హడావుడిగా పరుగుదీస్తాను.మహిళలు పనిదుకాణాలలో శానిటరీ నాప్‌కిన్స్‌ కొనుగోలు చేసేందుకు పనిగట్టుకొని దుకాణాలను వెతుకుతాను.మన సమాజ పవిత్ర సంస్కృతిని నిలబెట్టేందుకు నేను ప్రయత్నించాను. నేను మిమ్మల్ని తప్పు పట్టలేదు.

కానీ నేను ఒకందుకు విచార పడుతున్నాను. నాశరీరం నుంచి స్రవించే రక్తాన్ని నేను ఆపగలిగిన స్ధితిలో లేను. రుతుక్రమాన్ని చారిత్రాత్మకంగా సమర్ధించుకోవటం ద్వారా బ్రాహ్మణ హత్యా పాతకంగా నేను సంపాదించుకున్న శాపాన్ని నేను పోగొట్టుకోలేను. రక్తం స్రవిస్తూనే వుంటుంది. ఇది నా తప్పు, కరెక్టేనా ? తగు గౌరవంతో నా తప్పు గురించి కొన్ని ప్రశ ్నలు అడగటానికి సాహసిస్తున్నాను.

ఆలయాలలో ప్రవేశించే పురుషులందరూ స్త్రీ, పురుష సంభోగం ద్వారా పుట్టినవారే.బిడ్డను తొమ్మిది నెలలు స్త్రీ తన కడుపులో దాచుకుంటుంది, తన గర్బ సంచిద్వారా పోషకాహారాన్ని అందిస్తుంది, తన యోని ద్వారా బిడ్డకు జన్మనిస్తుంది.ఆలయాలలో ప్రవేశించే పురుషులందరూ తమ తల్లుల గర్బసంచులలో ఏర్పడే రక్తం ద్వారా పుట్టినవారు కాదా ?

ఒక చిన్న బిడ్డగా అష్టమి నాడు ఒక దేవిగా పరిగణించారు. కానీ నేను పెరిగిన తరువాత నేను అపవిత్రమైనట్లు చెప్పారు. తమ భారాన్ని వదిలించుకొనేందుకు నేను వివాహం చేసుకోవాలని పదే పదే నా తలిదండ్రులు కోరారు. సమాజం ఎంపిక చేసిన ఒక పురుషుడి వీర్యంతో నా అండం ఫలదీకరణం చెందాలని నాకు చెప్పారు. స్వయంగా వీర్యాన్ని ఎంపిక చేసుకోవటానికి నేను సాహసం చేస్తే నన్ను అనుమతించరు.అలాగే నా లుషితమైన రక్తాన్ని ఆలయంలోకి తీసుకురాకూడదని మీరు నిర్ణయించారు. నారక్తంతో నేను ఏం చేయాలో నిర్ణయించటానికి కొంత మందికి ఏ దేవుడు అధికారం ఇచ్చినట్లు ?

తన స్వంత బిడ్డలను అపవిత్రులుగా పరిగణించే దేవుడిని నమ్మటానికి నేను అంగీకరించను, అలాంటి దేవాలయాలలోకి ప్రవేశించటానికి నాకు ఆసక్తి లేదు. కానీ నేను ఒకటి అడగాలనుకుంటున్నాను. ఏ దేవుడి అనుమతితో మీరు నా స్వచ్చతÛను పరీక్షించాలని ప్రతిపాదిస్తున్నారు ? ఒక నాడు మీ దేవుడి ద్వారా వృద్ధిలోకి వచ్చి ఒక దేవుడు లేదా దేవాలయం ఒక యువతిని వివాహం చేసుకొని తరువాత అగ్రకులాల వారికి వ్యభిచారిణిగా చేసి దానిని క్రమంగా ఒక వ్యవస్దగా మార్చిన దేవదాసీ వ్యవస్ధ గురించి మీకు తెలిసే వుంటుందనుకుంటున్నాను. అమానుషమైన పూర్వకాలపు ఈ కుల వ్యవస్ధను ఎంతో కష్టంతో వదిలించుకున్నాము. కానీ స్వచ్ఛతను తనిఖీ చేసేందుకు యంత్రాలను ఏర్పాటు చేయటం ద్వారా మీరు అలాంటి వ్యవస్దనే ఏర్పాటు చేయాలని ప్రతిపాదిస్తున్నారు.

ఎక్కడైతే ప్రతి ఇరవై నిమిషాలకు ఒక మహిళ మానభంగం, ప్రతి క్షణానికి ఒక మహిళ గృహ హింసకు గురయ్యే ఒక దేశంలో మనం నివశిస్తున్నాము, ఒక ప్రజాస్వామ్య దేశం. మీ అభిప్రాయం ప్రకారం దీని వెనుక కారణం కూడా రక్తమే అయి వుంటుంది. రుతుస్రావం అ య్యే మహిళలను దేవాలయంలోకి ప్రవేశించనివ్వకుండా దాని పవిత్రను కాపాడేందుకు ఒక పరిష్కారమార్గాన్ని సూచించినట్లుగా , అలాంటి సంఘటనలు జరగకుండా నివారించేందుకు రుతుస్రావం అయ్యే మహిళలను ఇళ్లలో బందిఖానాలలో వుంచాలని మీరు ప్రతిపాదిస్తున్నారా ? బహుశా మీరు చేయండి. మీరు మీ స్నేహితుడు,ఢిల్లీలో సామూహిక మానభంగం చేసిన ముఠాను నిర్భయ గనుక అన్నా అని పిలిచి వుంటే అది జరిగేది కాదని చెప్పిన ఆశారాంబాపును మర్చిపోయి వుంటారనుకుంటున్నాను.

చివరి ప్రశ్న. రుతుక్రమాన్ని ఒక మైల కార్యక్రమంగా వర్ణించి మీరు మహిళలను మొత్తంగా అపహాస్యం చేశారు.కానీ అదే సమయంలో మా తోటి సోదరులు, సోదరీ మణులు రూపొందించిన దేవాలయాన్ని మీ పూర్వీకుల ఆస్తిగా చెప్పుకున్నారు. ఏ అధికారంతో శబరిమల ఆలయాన్ని మీ దేవాలయంగా చెప్పుకుంటారు? ఏ అధికారంతో నేను దేవాలయ ప్రవేశం చేయకూడదని చెబుతారు ?

ఎంకెఆర్‌

కాంగ్రెస్‌ అంటే కుంభకోణాలకు మారుపేరు, సందేహించేవారే లేరు. వేల కోట్ల రూపాయలున్న (కొందరు ఐదువేలంటారు మరికొందరు రెండువేలంటారు) నేషనల్‌ హెరాల్డ్‌ అనే ఒక పత్రిక ఆస్ధులను తమ ఖాతాలో వేసుకొనేందుకు కాంగ్రెస్‌ నేతలు ఒక మాస్టర్‌ ప్లాన్‌ వేశారు. దానిని అమలు జరిపారు. సుబ్రమణ్యస్వామి అనే ఒక నాయకుడో కార్యకర్తో స్థాయో అసలు ఎప్పుడు ఏ పార్టీలో వుంటాడో తెలియని ఒక లిటిగెంట్‌ బిజెపిలో చేరక ముందు నేషనల్‌ హెరాల్డ్‌ కుంభకోణం అంటూ ఒక కేసు వేశాడు. దానిలో నిందితులైన సోనియాగాంధీ, రాహుల్‌ గాంధీ తదితరులు శనివారం నాడు న్యూఢిల్లీలో ఎలాంటి హంగామా చేసిందీ జనమంతా ప్రత్యక్షంగా టీవీలలో చూశారు. చట్టం తనపని తాను చేసుకుపోతుంది కనుక జైలుతో పనిలేకుండా బెయిల్‌ వచ్చింది. విచారణ వాయిదా పడింది. మనం కూడా దాన్ని కాసేపు పక్కన పెడదాం.

ఆసలు ఆ కేసుతో దానిని వేసిన సుబ్రమణ్యస్వామితో మాకు సంబంధం ఏమిటి అంటుందేమిటి బిజెపి? సదరు స్వామి బిజెపిలో లేనపుడు వేశారని ఇప్పుడు బిజెపిలో వున్నప్పటికీ అది స్వంత కేసు తప్పకేసు తప్ప పార్టీకి సంబంధం లేదని నాలుగు దశాబ్దాలకు పైగా రాజకీయాలలో వున్న బిజెపి మాజీ అధ్యక్షుడు వెంకయ్య నాయుడు, ఆ పార్టీ ఇతర నాయకులు బల్లచరిచి మరీవాదిస్తున్నారు. ఇక్కడ సమస్య స్వామి ఇప్పుడు ఏ గంగలో వున్నాడన్నది కాదు. ఆ కేసు విషయంలో బిజెపి వైఖరి ఏమిటి ? పార్టీలో చేర్చుకొనే ముందు బిజెపి లేదా స్వామి ఆ కేసుల గురించి చెప్పలేదు. స్వామి తప్ప కేసులతో తమకు సంబంధం లేదని అనటం వింతగా వుంది. పాత కేసులు వున్న అనేక మందిని బిజెపి తన కండువా కప్పి వారిని ఎన్నికలలో నిలబెడుతున్నది. అయినంత మాత్రాన వారు అఫిడవిట్లలో ఆ కేసులను ప్రస్తావించకుండా వుంటున్నారా? వుంటే కుదురుతుందా ? ఏదో ఒక వైఖరి చెప్పాలా లేదా ?

కాల్‌ మనీ మాఫియా వ్యవహారంలో అసెంబ్లీలో జరిగిన చర్చ తీరుతెన్నులను పరిశీలిస్తే అధికారపక్షం ఆబురదను పూసుకుందా ప్రతిపక్షం పైచేయి సాధించిందా అన్నది జనం బేరీజు వేసుకుంటున్నారు. ఈ కేసు విషయంలో తెలుగుదేశం పార్టీ తనకు తెలియకుండానే తానే మకిలి అంటించుకుంది అన్న అభిప్రాయం బలంగా వుంది. దీనిలో తెలుగు కాల్‌ మనీ మాఫియా వ్యవహారాలను పోలీసుల దృష్టికి తెచ్చిన తెలుగుదేశం ఎంపీ ఈ సమస్య అసెంబ్లీ సమావేశాల స్దంభనకు దారితీస్తుందని, అధికారపక్షాన్ని ఇంతగా ఇరుకున పెడుతుందని, పరిణామాలు ఈ విధంగా వుంటాయని ఊహించి వుండరు. దీన్ని గురించి బయట పెట్టిన నగర పోలీసు కమిషనర్‌ గౌతమ్‌ సవాంగ్‌ వెంటనే పది రోజులపాటు సెలవుపై వెళుతున్నారనే వార్తలు రావటంతో ప్రభుత్వం, పాలకపార్టీ ప్రతిష్ట దిగజారింది. కేసును నీరు గార్చేందుకు ప్రభుత్వమే ఆ పని చేయించిందని వూరూ వాడా గుప్పు మంది. తెలుగుదేశం పార్టీని కాపాడటమే తమ కర్తవ్యంగా పెట్టుకున్న మీడియా కూడా ఈ విషయంలో ఆయన ప్రతిష్టకు మచ్చ రావటాన్ని నివారించలేకపోయింది. నష్ట నివారణ చర్యలు కూడా సరిగా చేపట్టలేదు. తన సెలవును తానే రద్దు చేసుకున్నట్లు సవాంగ్‌ మీడియాతో చెప్పగా ముఖ్యమంత్రి రద్దు చేయించారని తెలుగుదేశం నాయకులు ప్రకటించి అభాసుపాలయ్యారు.

కాల్‌ మాఫియా దురంతాలపై అసెంబ్లీలో చర్చ చేయకుండా పాలకపక్షాన్ని రచ్చకు ఈడ్వకుండా ప్రతిపక్షం ఎలా వుంటుంది. రాష్ట్రాన్ని కుదిపివేసిన కాల్‌ వ్యవహారంపై ప్రతిపక్షం ఇచ్చిన తీర్మానాన్ని ఆమోదించి చర్చకు అంగీకరించి వుంటే ప్రభుత్వం ఈ వ్యవహారాన్ని తీవ్రంగా తీసుకున్నది కనుకే వెంటనే చర్చకు అంగీకరించినట్లు చెప్పుకోవటానికి ఒక మంచి సందేశం పంపటానికి అవకాశం వుండేది. నిజానికి దీని గురించి అధికారపార్టీ అంత ప్రతిష్టకు పోవాల్సిన అవసరం లేదు. ఇప్పుడు సభ జరిగినన్ని రోజులూ ఈ అంశం తప్ప మరొకటి లేదు. ఈ అం శాన్ని రచ్చ చేయటం వలన రాజధానికి చెడ్డపేరు వచ్చిందని చంద్రబాబు నాయుడు వాపోవాల్సిన అవసరం వచ్చి వుండేది కాదు. చంద్రబాబు నాయుడి పాలనలో ఇలాంటి ఘోరాలు జరుగుతున్నాయా అని జపాన్‌, సింగపూర్‌ పాలకులకు తెలిసి వుండేది కాదు. ఈ మాఫియాలో వున్న తమ పార్టీ వారిపై తెలుగుదేశం పార్టీ వెంటనే చర్య తీసుకోకపోగా ఇతర పార్టీల వారూ వున్నారనే ప్రచారం కోసం రాష్ట్రంలో పలుచోట్ల దాడులు చేయించిందన్న విమర్శలను ఎదుర్కోవాల్సి వచ్చింది. ఇంత జరిగిన తరువాత అసెంబ్లీలో వైసిపి సభ్యురాలు రోజా అనుచితంగా ప్రవర్తించిందని అసెంబ్లీ నుంచి ఏడాది పాటు సస్పెండ్‌ చేశారు తప్ప కాల్‌మాఫియాలో వున్న వారిని తెలుగుదేశం లేదా వైసిపీ గానీ ఎవరూ పార్టీ నుంచి సస్పెండ్‌ చేయలేదు. అలాంటి వారితో ఫొటోలు దిగటంలో తప్పులేదన్నట్లుగా మాట్లాడిన వైసిపి నేత జగన్‌ తమ పార్టీ వారూ ఫొటోల ప్రదర్శనకు దిగిన విషయాన్ని మరిచిపోతే ఎలా ?

తెలుగుదేశం పార్టీకి అంబేద్కర్‌పై ఎక్కడలేని ప్రేమ ఆకస్మికంగా వుట్టుకువచ్చినట్లు ప్రవర్తించింది. ఒకవైపు రిజర్వేషన్లు అమలు జరపాల్సిన ప్రభుత్వ రంగ సంస్దలను నిర్వీర్యం చేసి వుద్యోగ నియామకాలను నిలిపివేస్తున్నది. ప్రభుత్వ వుద్యోగాలలోనూ అదే పరిస్ధితి. ప్రయివేటు రంగంపై నియంత్రణల ఎత్తివేతలో భాగంగా కార్మిక చట్టాలను నీరు గార్చేందుకు మద్దతు ఇస్తున్నది. ప్రభుత్వరంగాన్ని నిర్వీర్యం చేయటమంటే అంబేద్కర్‌ సామాజిక న్యాయాన్ని కాదని చెప్పటమే. అంబేద్కర్‌పై అసెంబ్లీలో నిజంగా చర్చజరపాలనుకుంటే దానికోసం ప్రత్యేకంగా రెండు రోజులు కేటాయించి జరిపితే ఎవరూ గొడవ చేయరు. ఆ పని ఎందుకు చేయలేదు. రెగ్యులర్‌ సమావేశాలలో ఆ అజెండాను మిళితం చేయటం ఒక రాజకీయం. దాన్ని అడ్డుకున్నారని ప్రతిపక్షంపై నెపం వేసేందుకే దాన్ని ముందుకు తెచ్చారనిపిస్తోంది. నిజంగా అంబేద్కర్‌పై, ఆయన పోరాడి, సంఘటితపరచిన దళితులు, గిరిజనులపై ప్రేమ వంటే గత ఇరవైనెలలుగా ఎస్సీ కమిషన్‌ ఎందుకు నియామకం జరపలేదు?

శాసన సభలో కాల్‌ మనీ ప్రకంపనలు కొనసాగుతూనే వున్నాయి. అధికార-ప్రతిపక్ష పార్టీలు రెండూ దుమ్మెత్తి పోసుకుంటున్నాయి. ఆ దుమ్ములో జనానికి ఏం జరుగుతోందో, ఏ జరగనుందో తెలియటం లేదు. ఒక గీతను చిన్నదానిని చేయాలంటే దాని పక్కన పెద్ద గీతను గీయటం పాత విద్యే.కాల్‌మనీ, అప్పు ఇచ్చి అత్యాచారాలు చేశారన్న ఆరోపణ, దందాలో చిక్కుకున్న విజయవాడ తెలుగుదేశం పార్టీ పరివారాన్ని కాపాడుకొనేందుకు, ఈ సమస్యను దారి మళ్లించేందుకు ఇప్పటికే చేయాల్సింది చేశారు. దానిలో భాగంగానే అన్ని పార్టీలకు తలాకాస్త బురద పూసే కార్యక్రమాన్ని తీసుకున్నారు. ఈ వ్యవహారంలో అన్ని పార్టీల వారూ వున్నారని, వారిలో వైసిపి వారే ఎక్కువగా వున్నారని చంద్రబాబు నాయుడు అసెంబ్లీలో ప్రకటించారు. మొత్తం 188 మందిలో తమ వారు 20 మంది మాత్రమే వున్నట్లు ప్రభుత్వం ప్రకటించటంలో ఆంతర్యం ఏమిటి ? దీనిలో నిజం కూడా వుండవచ్చు.

తమ వారు అంత తక్కువగా వున్నపుడు ఇతర పార్టీల వారూ ముఖ్యంగా ప్రతిపక్ష వైఎస్‌ఆర్‌సిపి వారు ఎక్కువ మంది వున్నట్లు ఇప్పుడు చెబుతున్న సర్కార్‌ తమ వారిపై ఫిర్యాదు వచ్చేంత వరకు ఏ గుడ్డి గుర్రానికి పళ్లు తోముతున్నట్లు ? రాజకీయ ప్రత్యర్ధులను దెబ్బ తీసేందుకు ప్రతి అవకాశాన్ని వాడుకుంటున్న అధికారం పక్షం ఇంత తీవ్ర విషయాన్ని ఎందుకు పట్టించుకోలేదు ? వడ్డీ వ్యాపారులందరూ విజయవాడలో వారి మాదిరి మాఫియా లేదా సెక్స్‌రాకెట్‌లో నిమగ్నమైనవారు కాకపోవచ్చు. వడ్డీ వ్యాపారం చేసేవిగా పేరుపడిన పట్టణాలు,గ్రామాలకు చెందిన వారందరినీ ఈ సందర్బంగా పోలీసులు రౌండప్‌ చేసినట్లు వార్తలు వచ్చాయి. ఇది కూడా సమస్యను పలచపడేట్లు చేయటానికి వేసిన ఎత్తుగడ మాత్రమే అని జనం భావిస్తున్నారు.

విజయవాడలో ఆరోపణలు వచ్చిన వారి వివరణలు చూస్తే ముఖ్య ంగా అధికార పార్టీ వారివి కహానీలుగా కనిపిస్తున్నాయి. పెనమలూరు ఎంఎల్‌ఏ బోడె ప్రసాద్‌ రాజకీయాలలోకి రాకముందు తనకు 23 ఎకరాల పొలం వుందని ఇప్పుడు రెండున్నర ఎకరాలకు తగ్గిపోయిందని స్వయంగా చెప్పారు కనుక మనం నమ్మాలి. ఎందుకంటే అనేక మంది అలా పోగొట్టుకున్నవారు వున్నారు. ఈ రోజుల్లోనా అని ఎవరైనా ఎదురు ప్రశ్నిస్తే సమాధానం చెప్పటం కష్టం. అదే ఎంఎల్‌ఏ గారు మరొక మాట కూడా చెప్పారు బ్యాంకుల నుంచి పది కోట్ల రూపాయల అప్పు తీసుకొని వ్యాపారం చేస్తున్నానని అన్నారు. రెండున్నర ఎకరాల ఆసామికి పది కోట్ల రూపాయల అప్పు ఇవ్వటం అంటే ఆంధ్రప్రదేశ్‌లో బ్యాంకులు ఎంతో వుదారంగా అప్పులిస్తున్నట్లు మనం నమ్మాలి. ఇంత తక్కువ ఆస్ధి వున్నవారికే బ్యాంకులు పదికోట్ల రూపాయల అప్పులిస్తుంటే అంతకంటే ఎక్కువ ఆస్థులున్నవారు కూడా కాల్‌మనీ మాఫియా చేతుల్లో ఎందుకు చిక్కుకున్నారో, మాన మర్యాదలు ఎందుకు పోగొట్టుకున్నారో ఎంఎల్‌ఏగారు చెపితే బాగుంటుంది. ఇంకొకటి కాల్‌మనీ కేసులో తప్పించుకుతిరుగుతున్న తన ఇంటి పక్క స్నేహితుడితో కలసి విదేశాలకు వెళితే తప్పేమిటని ఎదురు ప్రశ్నిస్తున్నారు. నీవెలాంటి వాడివో తెలుసుకోవాలంటే నీ స్నేహితులు ఎలాంటి వారో తెలుసుకోవాలి అన్న లోకోక్తి ఒక్క వైసిపి నేతలకే కాదు అందరికీ వర్తిస్తుంది. ఫిర్యాదు చేసింది స్వంత పార్టీ ఎంపి కేశినేని నాని అని అసలు కాల్‌మాఫియా గురించి బయట పెట్టింది తామేనని చెప్పుకుంటున్న ఎంఎల్‌ఏ గారు అలాంటి మాఫియాలోని ఒకడైన తన స్నేహితుడిని గుర్తించలేకపోయారా ? స్నేహితులతో విదేశాలకు వెళ్లటమే తప్పా అని ఇప్పుడు అమాయకంగా అడిగితే ఎవరైనా నమ్ముతారా ?

మరో అధికార పార్టీ ఎంఎల్‌సి బుద్ధా వెంకన్న తాను ఇరవై సంవత్సరాలుగా తన తమ్ముడితో కలసి లేనని చెప్పారు. ఇది అంతగా అతుకుతుందా ? పోనీ లెండి తమ్ముడు తన వాడైనా ధర్మం చెప్పినట్లు కాల్‌ ముఠాలో లేడు అని చెప్పలేదు. తమ్ముడు తప్పుదారి పట్టినపుడు అన్నగా ఎందుకు మందలించలేదు, దాన్నుంచి ఎందుకు తప్పించలేదు అన్నదే సమాధానం రాని ప్రశ్న. కేశినేని నాని ఫిర్యాదు చేసేంత వరకు ఆపని మిగతావారు ఎందుకు చేయలేకపోయారు అన్నది అపూర్వ చింతామణి లేదా తెలిసి కూడా సమాధానం చెప్పలేకపోయావో నీతల వేయి ఒక్కలౌతుందన్న భేతాళుడి ప్రశ్న. తాను వైసిపి అరాచకాలను ఎదుర్కొంటున్న కారణంగానే జగన్‌ తనను లక్ష్యంగా చేసుకున్నారని చెప్పటం కొంచెం ఎక్కువగా వుంది. మిగతా ఎంఎల్‌ఏలు వైసిపిని ఎదుర్కోవటం లేదా ? వైసిపి కాల్‌ మనీ మాఫియాను మీరు ఎందుకు వుపేక్షించినట్లు ?

కాల్‌ మనీ వార్తలు చదువుతుంటే రామాయణంలో పిడకల వేటలా ఆంధ్రాబ్యాంకు మేనేజింగ్‌ డైరెక్టర్‌ సురేష్‌ ఎన్‌ పటేల్‌ బ్యాంకర్లకు ఇది మంచి బేరాలు వచ్చే సమయం అని తిరుపతిలో వెంకన్న సన్నిధిలో చెప్పారు. మరిచి పోయా అసలు వెంకన్న పెద్ద వడ్డీ కాసులవాడు కదా ! జనానికి అప్పులు ఎలా తీసుకోవాలి అన్న విద్య తక్కువగా వున్న కారణంగా వారు కాల్‌ నాగుల వలలోచిక్కుకుంటున్నారని, దీన్ని చూస్తుంటే తమ బ్యాంకులకు మంచి బేరాలు తగిలే అవకాశాలున్నాయని చెప్పారు. జనానికి రుణ విద్య తెలియక కాదు, బ్యాంకర్లు పెట్టే నస, తిరగలేక లేక మాత్రమే వడ్డీ వ్యాపారుల వలలో పడుతున్నారు. ఆస్ది తనఖా పెట్టినా సామాన్యులకు రుణాలు ఇవ్వని బ్యాంకర్లు కావూరి సాంబశివరావు వంటి వారికి వేల కోట్ల రూపాయలు పువ్వుల్లో పెట్టి ఇస్తారు. సామాన్యులు గడువులోగా కట్టకపోతే సామాన్లు బయటపడవేసి చుట్టుపక్కల వారి ముందు అవమానాల పాలు చేసే బ్యాంకర్లు సాంబశివరావు వంటి వారిని బాబ్బాబు అని బతిమిలాడుకుంటారు. ఏమైనా మరోసారి ఆంధ్రప్రదేశ్‌లో జనం ఎదుర్కొంటున్న ఒక ముఖ్య సమస్యపై అసెంబ్లీలో గొడవల రూపంలో అయినా చర్చ జరుగుతోంది. కనీసం ఒక్కరినైనా శిక్షించి పుణ్యం కట్టుకుంటే అదే పదివేలు.

కాల్‌ మనీ అత్యాచారాల గురించి రోజు రోజుకూ కొత్త వుదంతాలు వెలువడుతున్నాయి. దీనికి బలైంది పేద, మధ్యతరగతి వారే కాదు, ధనికులు కూడా వున్నట్లు స్పష్టమౌతోంది. దీనిలో వడ్డీ మాఫియా, వాటికి బలైన అనేక కుటుంబాల మానవతుల మర్యాదలు మంట గలవటం గురించి బయటకు చెప్పుకోలేని వారెందరో వున్నారు. ఆ బలహీనతను ఆసరా చేసుకొని మాఫియాలు తమ పంజా విసురుతున్నాయన్నది స్పష్టం. ఈ దారుణాల గురించి అసెంబ్లీలో తొలి రోజే ప్రతిపక్షం, అధికారపక్షం బాహా బాహీ తలపడ్డాయి. ఇదెలా వుందంటే త్వశుంఠ అంటే త్వశుంఠ అన్నట్లుగా తయారైంది. బాధితులను రక్షించటం ఎలా, నేరగాళ్లపై చర్యలు తీసుకోవటం, ఇలాంటి దారుణాలను రాబోయే రోజుల్లో ఆపటం ఎలా అనే దాని గురించి ఎవరూ మాట్లాడటం లేదు. మీ పార్టీ వారు, మీ అనుచరులే ఎక్కువ మంది వున్నారంటూ పరస్పరం విమర్శలకు దిగుతున్నారు. అంటే అసలు సమస్యను రెండు పక్షాలూ పక్కదారి పట్టిస్తున్నాయి. వారి అనుచరులు కోరుకుంటున్నది ఇదే. ఇక్కడ ఒక విషయం స్పష్టం. ఏ పార్టీ వారు ఎందరున్నా వారంతా గతంలోనో, ఇప్పుడో అధికార ప్రాపకం వున్న వారు, లేదా సంఘవ్యతిరేక శక్తులు తప్ప మరొకరు కాదు. అలాంటి విభజన చేసేందుకు ప్రయత్నించటమంటే గొంగట్లో అన్నం తింటూ వెంట్రుకలను ఏరే యత్నం తప్ప మరొకటి కాదు. రెండు పక్షాలకు మద్దతుదారులుగా పేరు పడిన మీడియా పత్రికలు లేదా టీవీ ఛానల్స్‌ తమ ఆదాయాన్ని పెంచుకొనేందుకు ఎదుటి పక్షానికి చెందిన నేరగాళ్లనే ప్రముఖంగా ప్రస్తావిస్తున్నాయి. అంటే అందరి గురించి తెలుసుకోవాలంటే రెండు పక్షాల మీడియా వార్తలను చదువుకోవాల్సి వుంటుంది.

గతంలో మద్యం, ఇసుక మాఫియాలు, వాటి అక్రమాల గురించి సంచలన వార్తలు వచ్చిన విషయాన్ని ఇక్కడ గుర్తుకు తెచ్చుకోవాలి. వాటిలో శిక్షలు పడిన వారెందరు? ఏ పార్టీ వారెందరో వున్నారో ప్రభుత్వం ప్రకటిస్తే తాజా కాల్‌ మాఫియాపై కఠిన చర్యలు తీసుకుంటారనే నమ్మకం బాధితుల్లో కలుగుతుంది, మరిన్ని దారుణాలను నివేదించటానికి, ఫిర్యాదు చేయటానికి ముందుకు వస్తారు. అది చేయటానికి బదులు ఫలానా నిందితుడు ఫలానా నాయకుడితో ఫొటోలు దిగాడు, ఫలానా నిందితుడు ఫలానా నేత పర్యటనలకు ఏర్పాట్లు చేశాడు వంటి వాదనల ద్వారా సాధించేదేమీ వుండదు. ఇలాంటి నిందితులందరూ ఏ పార్టీ అధికారంలోకి వస్తే ఆ పార్టీలోకి ఫిరాయించటం జగమెరిగిన సత్యం. అలాంటి వారని తెలిసిన తరువాత కూడా పార్టీల కండువాలు కప్పుతున్నారా లేదా ? ఏదో సాకుతో సమర్ధిస్తున్నారా లేదా ?ఎక్కడ తిరిగినా సరే మా దొడ్లే ఈనితే చాలంటున్నారా లేదా ? అందువలన అసెంబ్లీలో,వెలుపలా పాలక, ప్రతిపక్ష పార్టీల వ్యవహారం అంతా లాలూచీ కుస్తీ తప్ప మరొకటి కాదని జనం అనుకుంటే తప్పేముంది?

విజయవాడ, కృష్ణాజిల్లాలోని తెలుగు దేశం పార్టీలోని ముఠా గొడవల్లో భాగంగా ప్రత్యర్ధి వర్గాన్ని ఇరుకున పెట్టేందుకు కాల్‌ మనీ దందాను ఒక వర్గం వుపయోగించుకున్నట్లు ప్రచారం జరుగుతోంది. మంచిదే ! ప్రతిపక్షం చేయలేని పనిని ఎవరో ఒకరు చేశారు, వారు ఎందుకు చేసినా ‘అభినందిం’చాల్సిందే. ఇంకా అలాంటి విషయాలను బయటపెట్టేందుకు ప్రోత్స హించాల్సిందే. అప్పుడే అవతలి ముఠాలో ఏవైనా అక్రమాలుంటే ఇవతల ముఠా కూడా దెబ్బకు దెబ్బ అన్నట్లుగా బయటపెడుతుంది. జనానికి వాస్తవాలు తెలుస్తాయి, మీడియాకు సంచలన వార్తలు దొరుకుతాయి. విజయవాడకు అలాంటి చరిత్ర గతంలో వున్నది. కాంగ్రెస్‌లో జిఎస్‌ రాజు, వంగవీటి రంగా వర్గాలు అలా అనేక విషయాలను బయటపెట్టాయి. ఆ మంచి సాంప్రదాయాన్ని ఎవరు కొనసాగించినా అభినందించాల్సిందే.ఎందుకంటే అధికార యంత్రాంగం తానుగా అక్రమాలను వెలికితీసి, అక్రమార్కుల పని బట్టదు అని తేలిపోయింది. ఎందుకంటే వారికి ఎంతసేపూ పాలకపార్టీ సేవ తప్ప మరొకటి చేసే తీరిక వుండదు.

ఈ సందర్బంగా జనం బలహీనతలను చెప్పుకోకుండా సంపూర్ణం కాదు. విజయవాడ, రాష్ట్రం, దేశం ఎక్కడైనా ఇలాంటి మాఫియాలు, నేరగాళ్ల గురించి జనానికి తెలిసినంతగా మరొకరికి తెలియదు. అయినా సరే ఎన్నికలలో వారికి మద్దతు ఇస్తున్నారు. దీని వెనుక వున్న లాజిక్కు ఏమిటి ?ఏటిఎం మిషన్‌లో కార్డు అలా పెట్టి ఇలా డబ్బు తీసుకున్నంత సులభంగా తెల్లవారే సరికి డబ్బు సంపాదించాలి, నువ్వు ఎంత డబ్బు సంపాదించావన్నది ముఖ్యం తప్ప ఎలా సంపాదించావన్నది కాదు అన్నది నీతి నేడు సమాజాన్ని నడిపిస్తున్నది. అందువలన డబ్బు సంపాదించే వారే సమర్ధులు, జనం, సమస్యలు, పరిష్కారాలంటూ వీధుల్లో తిరిగే కమ్యూనిస్టుల వలన ప్రయోజనం లేదు. మనం కూడా ఎప్పుడైనా డబ్బు సంపాదించాలంటే మార్గం అధికార పార్టీని బలపరచటం, దాని నాయకుల చుట్టూ తిరగటం తప్ప మరొక మార్గం లేదు.

దీనికి తోడు వినియోగదారీ సంస్కృతి జన నరనరాల్లో ప్రవేశించింది. అత్యాశలకు పోవటం, ఆడంబరాలను పదర్శించటం, లేనిగొప్పలు చెప్పుకోవటం, పిల్లలకు వాస్తవాలు తెలియకుండా దాచటం, అందుకోసం అందినకాడికి అప్పులు చేయటం ఇలాంటి మాఫియాల చేతుల్లో చిక్కుకోవటం. దీన్నుంచి బయటపడనంత వరకు ఈ రోజు కాల్‌ మనీ రేపు మరొక మనీ, మరొక మాఫియా చేతుల్లో చిక్కుకోవటం. దీన్ని గురించి ఆలోచించకుండా, మంచి చెడ్డల వివేచన చేయకుండా రాజకీయాలలో నేరగాళ్లను, వారిని వెంటవేసుకు తిరిగే వారిని సమాజం అసహ్యించుకొని దూరంగా పెట్టనంత కాలం ఎండమావుల వెంట పరుగుపెడుతూనే వుంటారు, మోసపోతూనే వుంటారు. కాల్‌ మాఫియా చేతుల్లో అత్యాశకు పోయిన ఒక కుటుంబం గురించి మీడియాలో వార్తలు వచ్చాయి. అదే నిజమైతే జనం ఎంతటి ప్రమాదకర పోకడలలో వున్నారో ఆందోళన కలిగిస్తోంది.

షాపింగ్‌ కాంప్లెక్స్‌ కట్టటానికి కోట్ల రూపాయల అప్పుతీసుకొని కాల్‌మనీ మాఫియా వలలో చిక్కుకున్న ఒక కుటుంబం గురించి మీడియాలో వచ్చింది. లక్షల రూపాయలు తీసుకుంటేనే తీర్చలేని స్ధితి వున్నపుడు కోట్ల రూపాయలు అప్పు చేసి కాంప్లెక్సులు కట్టాలనుకోవటం ఏమిటి ?

NDA should focus on public investment, not serve interests of capital

Wither BJP’s electoral promise of providing ‘maximum governance; minimum government’? The Delhi chief minister’s office was raided by the CBI. Even if we were to accept the central government’s argument that this was done as part of the investigations against allegations of high-level corruption involving senior bureaucrats, how this could happen without the elected Delhi chief minister even being informed, leave alone consulted, is perplexing.

A similar yardstick is, however, not employed as far as the BJP’s state governments of Madhya Pradesh and Rajasthan are concerned. We have seen this BJP government appointing known RSS pracharaks as governors. The state chief ministers are not consulted but merely ‘informed’ of this. Result: the Parliament session continues to be disrupted.

The central government goes on repeating ad nauseum that the opposition parties are not allowing the GST legislation to be passed, preventing healthy economic growth and prosperity of our people. There are serious objections that continue to remain unresolved regarding negation of all rights of state governments to raise resources and thereby reduce them to be mere recipients of the central government’s largesse.

Leaving aside the BJP’s opposition to the introduction of the GST during the last decade, even if this BJP government was interested in evolving a consensus on this issue, then it would have discussed this with the Opposition parties. Till date however, not a single all-party meeting was convened by this government to discuss this. The GST is not an issue to be settled merely between the BJP and the Congress.

But, the Indian economy is fast moving into a state of classical deflation. Prime Minister Narendra Modi and the BJP government continue to remain in a state of denial over the truth of our economy’s decline.

On the basis of highly dubious data-series, our GDP growth rate has been inflated. The government maintains that the real GDP growth rate is currently 7.4% while the nominal growth rate is 5.2%. This apparent anomaly arises because the government has claimed that the Wholesale Price Index has fallen by 2.2%. As far as the people are concerned, what is important is the Retail Price Index which continues to soar. Therefore, as people’s livelihood conditions deteriorate, the government propagates a fabricated high GDP growth rate.

However, capitalist calculations are always based on profitability directly related to the nominal growth rate and not the real growth rate. The Reserve Bank of India statistics for July-September 2015 on the performance of 2,711 companies shows that sales have declined by minus 4.6%, value of production by minus 5.6% and the expenditures by a minus 18.7%.

Further, the services sector (biggest GDP share) has shown a fall in net profit of a huge minus 33.9%. Clearly, investment and consumption have not picked up despite the RBI cutting the interest rates during 2015.

Gross domestic capital formation has shown a sharp decline. This means investment in the economy is declining. Further, the banking credit to industry declined by nearly 5%. Growth in manufacturing should reflect in the growth of bank credit.

All this means that employment generation in the industrial sector is on the decline, when 12 million new job seekers are added every year. According to the labour ministry’s 26th quarterly employment survey, employment in the manufacturing and export-oriented sectors fell to a four quarter low during the three months ending June 30. Most employment intensive sectors have shown a decline — 43,000 jobs from the previous quarter. Compare this with the election promise of generating an additional 25 million jobs every year.

Our exports have fallen drastically by 17.6% between April and October 2015. This is the eleventh straight month of exports reduction. FDI avenues have been recklessly enlarged, without ensuring that they will bring in investments that will increase the productive capacities of the Indian economy, skills, technology and jobs. FDI is being permitted to maximise its profits, exploiting India’s mineral, natural resources and cheap labour, with no corresponding benefits to the Indian economy and people.

The increased debt burden is forcing our farmers to commit distress suicides. There is a sharp deterioration in living standards in rural India. The growth rate of rural wages fell from 17.5% in August 2014 to 3.8% in August 2015. The agricultural ministry says the sowing area in the current rabi season is down by 18% overall. For the wheat crop, it is down by 28%, 9% for pulses and 12% pulses for oil seeds. The agricultural growth rate of a measly 0.2% in 2014-15 could well fall to a negative.

If all legitimate taxes are collected, instead of being doled out as tax concessions to foreign and domestic capital, a huge amount of revenue would be available for new and high doses of public investment. Such public investment is the only way, through which all developed economies in the world, from the US to the People’s Republic of China, have built their infrastructure, both economic and social.

If this were to be done, then India’s woeful infrastructure situation would be considerably improved. Such public investment would generate large scale new employment. This, in turn, would put the purchasing power in the hands of the people thus, expanding our domestic demand — the surest impetus for manufacturing and industrial growth.

This BJP government, however, appear undaunted. Pre-occupied with media headline management, it has employed a strategy of seeking to divert people’s attention away from growing economic burdens, by moving from one event to another while relentlessly pursuing the real RSS agenda of sharpening communal polarisation.
