Venezuela is leading a global campaign among producing countries to raise and support the prices of crude oil at $ 80 or so. What are the causes of his fall ?. Here we explain.

Since 2004, crude oil prices have been volatile, with a downward trend. Venezuela is leading a global campaign to gather wills between the members of the Organization of Petroleum Exporting Countries (OPEC) and other world producers, to try to raise it and maintain it.

Know the main causes that destabilize the global oil market:

Western interest

Since 2002, major oil producers have experienced sabotage, invasions and military offensives by US and its allies.

.- Overthrow and murder of Libyan leader Muammar Gaddafi. NATO bombing and financing mercenary groups that dismembered Libya, which before the war was one of the largest oil producers in Africa.

.- Western support for terrorist groups in Syria with the aim to overthrow President Bashar al-Assad.

All these factors had a negative impact on the oil market, which initially undertook a rally after having remained for 16 years below $ 30 a barrel until 2002.

After invading Iraq in 2003, the Bush administration threatened to countries that did not follow their guidelines to be the next targets.

Not yielding to his pretensions, Washington sought to intimidate the producers (especially in the Middle East and the Persian Gulf) with carrier visits, maneuvers, contramaniobras, weapons deployment, military exercises, support for terrorist groups in Syria, Iraq and other area countries.

Why the Gulf? Because in that area much of the world’s oil (No. 1 producer with 10.3 million barrels per day Saudi Arabia) occurs. Most oil exports pass through the Straits of Hormuz, the only exit to the oceans.

Fracking

Since 2014, the president of Venezuela, Nicolas Maduro , has warned about the method used by the United States for the production of oil, called “fracking”.

Maduro has reported that US oil flooded the world market with the aim of lowering oil prices, and destabilize the economies of the exporting countries, especially Venezuela and Russia.

Speculation

The oil market speculation is a factor that affects the price volatility.

The Secretary General of the Organization of Petroleum Exporting Countries (OPEC) , Abdullah al-Badri said the current state of the oil market does not justify the collapse in oil prices.

“We want to know the real reasons that led to such a fall in prices,” he said in Dubai on December 14.

Al Badri said that the production ceiling of OPEC “has not changed in the last 10 years (remaining) in about 30 million barrels” per day.

“Supply and demand were up -ligera- does not explain this drop 50 percent” since June 2014. If this continues, “speculation contributes greatly” to the collapse in prices, he added.

International impact

According to the American economist Jack Rasmus, there are at least three major potential impacts on global economic instability, following deflation of oil prices.

1- rapid appreciation of the US dollar, and the corresponding relative decline of the currencies of several emerging market economies (EME) – particularly those dependent on commodity exports, especially those for oil exports represent a significant percentage of total exports.

There is a long, documented historical relationship between the fall of oil prices and rising dollar.

2- Contribution to the general deflation in Europe and Japan economies are already in recession.

Despite the billions of dollars of liquidity injections by central banks, price levels still have been reduced to zero or less. Deflation oil added a deflationary drift significantly in Europe in general and in Japan.

This in turn is likely to lead to even more liquidity injections by central banks in the form of more quantitative easing (QE), further fueling the stock markets and bond asset bubbles.

3- The decrease in financial assets linked to oil could increase the trend to global financial instability.

Oil deflation can lead to widespread bankruptcies and defaults for various non-financial companies, which in turn precipitate financial instability events in banks linked to these companies.

The collapse of financial assets associated with oil may also have a “chain effect” later in other forms of financial assets and financial instability spreading to other credit markets.

Venezuelan proposal

President Maduro has insisted on a proposal for members and non-members of OPEC, which consists of two points:

1- Apply a mechanism of progressive cuts in oil production, in order to control prices.

2- Establish a first floor in oil prices at $ 70 and a ceiling of 100.

ONE STEP CLOSER TO OWNING PIECES OF ASTEROIDS?

After much delay, an important space bill has finally passed in the Senate.

The Space Act of 2015 would do a lot of things to encourage the private space industry–including extending the “learning period” wherein fledgling spaceflight companies can operate without too much government oversight. It would also give companies the rights to the resources they might one day extract from asteroids, such as platinum and water (which, believe it or not, is a valuable resource in space).

The bill has just passed in the Senate with unanimous approval and a few amendments. Now it will be sent back to the House of Representatives, which is expected to approve the changes, and then on to President Obama.

Although the bill hasn’t officially been signed into law yet, Planetary Resources–one such company that hopes to extract resources from asteroids–issued an effusive letter thanking the Congressmen who supported the bill.

“Many years from now, we will view this pivotal moment in time as a major step toward humanity becoming a multi-planetary species,” said Planetary Resources Co-Chairman Eric Anderson in the press release. “This legislation establishes the same supportive framework that created the great economies of history, and it will foster the sustained development of space.”

Toward Mining Asteroids

At the moment it’s not clear whether space mining is legal. Although there’s nothing expressly forbidding asteroid mining by private companies, the Outer Space Treaty declares that no nation can own property in space. The wording of the treaty is vague enough that companies want to ensure they’ll own the resources they mine from asteroids before investing millions or billions of dollars trying to extract them.

The bill would make those property rights official, at least under U.S. law. Although companies can’t own the asteroids themselves, the current version reads:

“A United States citizen engaged in commercial recovery of an asteroid resource or a space resource under this chapter shall be entitled to any asteroid resource or space resource obtained, including to possess, own, transport, use, and sell the asteroid resource or space resource obtained in accordance with applicable law, including the international obligations of the United States.”

An earlier version passed in the House in May. Since then, the Senate amended it with a few interesting changes. For one, by adding the word “abiotic” to the definition of “space resources,” they specify that living things are not considered a resource.

The term ‘space resource’ means an abiotic resource in situ in outer space.

Secondly, the Senate made sure to cover its bases when it comes to the Outer Space Treaty, to hopefully avoid angering other countries.

It is the sense of Congress that by the enactment of this Act, the United States does not thereby assert sovereignty or sovereign or exclusive rights or jurisdiction over, or the ownership of, any celestial body.

However, this points to one of the problems with the bill, according to Michael Listner, lawyer and founder of the consulting firm Space Law and Policy Solutions. Because the U.S. can’t own property in space, it can’t really dole out rights to pieces of that property. “It would be like you asking me for a piece of pie, and me saying, go over to my neighbor’s house and take a piece of their pie, and then come back and thank me for it,” says Listner. He thinks there should have been more international discussions about space mining before a U.S. law was proposed.

Thirdly, the Senate also took out a lot of language that would protect space miners from “harmful interference,” or things that might disrupt a company’s normal operations, such as, potentially, the U.S. government, other nations, and other space mining companies.

The loss of the harmful interference clauses won’t be a big deal, according to Planetary Resources spokesperson Stacy Stearne, since the Outer Space Treaty provides some protection from harmful interference. “We are completely confident that the existing Outer Space Treaty language provides us with protection from harmful interference and, if that fails, we have the legal standing to seek relief.”

November 11, 2015  Petrobras reduced its investments by almost 40%, with consequences on the whole economy: if the indirect effects and total investments were no longer made by construction the negative effect reaches almost 2% of GDP are included.

సుహృద్భావ పర్యటనలో భాగంగా మూడు చైనా సైనిక నావలు ప్రస్తుతం క్యూబా తీరానికి చేరాయి. రెండు దేశాల మధ్య దౌత్య సంబంధాలు ఏర్పడి యాభై ఐదవ వార్షికోత్సవం సందర్బంగా ఈ పర్యటన జరుగుతోంది. మంగళవారం నుంచి ఐదు రోజుల పాటు క్యూబా తీరంలో చైనా నావలు లంగరు వేస్తాయి.ఈ సందర్బంగా అనేక కార్యక్రమాలను ఏర్పాటు చేశారు.ఆధునిక చైనా క్షిపణి విధ్వంసక నౌకలలో ఒకటైన జియాన్‌ వీటిలో ఒకటి. అట్లాంటిక్‌ సముద్రంలో అమెరికా నావికా దళంతో కలసి తొలి సంయుక్త నౌకా విన్యాసాలు జరిపిన తరువాత చైనా నౌకలు క్యూబా వచ్చాయి.

దక్షిణ చైనా సముద్రంలో చైనాకు చెందిన దీవులపై వివాదానికి దిగిన అమెరికా ఆ ప్రాంతంలో వుద్రిక్తతలను రెచ్చగొడుతున్న పూర్వరంగంలో చైనా నౌకల రాకు ప్రాధాన్యత ఏర్పడింది. కరీబియన్‌ జలాల్లోకి చైనా నౌకలు ప్రవేశించటం ఇదే తొలిసారి. తిరుగు ప్రయాణంలో పనామా కాలువ ద్వారా ప్రయణించి మార్గమధ్యలోని మెక్సికో ఇతర ప్రాంతాలను కూడా ఈ నౌకలు మర్యాదపూర్వకంగా సందర్శిస్తాయి.

గతనెల 27న అమెరికా యుద్ధ నౌక యుఎస్‌ఎస్‌ లాసెన్‌ దక్షిణ చైనా సముద్రంలోని చైనా దీవులకు సమీపంలో లంగరు వేసింది. దీనిపై చైనా నౌకదళం హెచ్చరికలు చేయటంతో తాము అంతర్జాతీయ జలాల్లో మాత్రమే వున్నామని తమ హక్కును వినియోగించుకుంటున్నామని అమెరికా చెప్పింది. సాధారణంగా జరిపే పర్యటన అని చెప్పినప్పటికీ అంతర్జాతీయ చట్టాలు అనుమతించినంత వరకు తాము దక్షిణ చైనా సముద్రంతో సహా ఎక్కడకైనా వెళ్లగలమని ప్రపంచానికి ముఖ్యంగా చైనాకు హెచ్చరిక చేయటమే ఈ చర్య లక్ష్యం. దీనికి ప్రతిగా మా ఇల్లు మీకెంత దూరమో మీ ఇల్లు కూడా మాకు అంతే దూరం జాగ్రత్త అంటున్న చైనా తన బలాన్ని కూడా ప్రదర్శించింది.

నిజానికి దక్షిణ చైనా సముద్రంలోని స్పార్టలే దీవులతో అమెరికాకు ఎటువంటి సంబంధం లేదు, గతంలో వాటిని ఆక్రమించుకున్న జపాన్‌, ఫిలిప్పైన్స్‌ మరికొన్ని దేశాలు తమవే అంటున్నాయి. జపాన్‌, ఫిలిప్పైన్స్‌తో వున్న రక్షణ ఒప్పందాలను సాకుగా తీసుకొని వాటికి సాయం చేసే పేరుతో ఆప్రాంతంలో అమెరికా బల ప్రదర్శనకు దిగుతోంది.
