It’s Class War, and Their Class is Winning

Every so often, the bourgeois political system runs into crisis. The machinery of the state jams; the veils of consent are torn asunder and the tools of power appear disturbingly naked. Brazil is living through one of those moments: it is dreamland for social scientists; a nightmare for everyone else.

Dilma Rousseff was elected President in 2010, with a 56-44 per cent majority against the right-wing neoliberal PSDB (Brazilian Social Democratic Party) opposition candidate. She was reelected four years later with a diminished yet convincing majority of 52-48 per cent, or a majority of 3.5 million votes.

Dilma’s second victory sparked a heated panic among the neoliberal and U.S.-aligned opposition. The fourth consecutive election of a President affiliated to the centre-left PT (Workers’ Party) was bad news for the opposition, because it suggested that PT founder Luís Inácio Lula da Silvacould return in 2018. Lula had been President between 2003 and 2010, and when he left office his approval ratings hit 90 per cent, making him the most popular leader in Brazil’s history. This likely sequence suggested that the opposition could be out of federal office for a generation. The opposition immediately rejected the outcome of the vote. No credible complaints could be made, but no matter; it was resolved that Dilma Rousseff would be overthrown by any means necessary. To understand what happened next, we must return to 2011.

Booming Economy

Dilma inherited from Lula a booming economy. Alongside China and other middle-income countries, Brazil bounced back vigorously after the global crisis. GDP expanded by 7.5 per cent in 2010, the fastest rate in decades, and Lula’s hybrid neoliberal-neodevelopmental economic policies seemed to have hit the perfect balance: sufficiently orthodox to enjoy the confidence of large sections of the internal bourgeoisie, and heterodox enough to deliver the greatest redistribution of income and privilege in Brazil’s recorded history, thereby securing the support of the formal and informal working class. For example, the minimum wage rose by 70 per cent and 21 million (mostly low-paid) jobs were created in the 2000s. Social provision increased significantly, including the world-famousBolsa Família conditional cash transfer programme, and the government supported a dramatic expansion of higher education, including quotas for blacks and state school pupils. For the first time, the poor could access education as well as income and bank loans. They proceeded to study, earn and borrow, and to occupy spaces previously monopolized by the upper middle class: airports, shopping malls, banks, private health facilities and roads, that were clogged up by cheap cars purchased in 72 easy payments. The government coalition enjoyed a comfortable majority in a highly fragmented Congress, and Lula’s legendary political skills managed to keep most of the political elite on side.

Then everything started to go wrong. Dilma Rousseff was chosen by Lula as his successor. She was a steady pair of hands and a competent manager and enforcer. She was also the most left-wing President of Brazil since João Goulart, who was overthrown by a military coup in 1964. However, she had no political track record and, it would later become evident, lacked essential qualities for the job.

Once elected, Dilma shifted economic policies further away from neoliberalism. The government intervened in several sectors seeking to promote investment and output, and put intense pressure on the financial system to reduce interest rates, which lowered credit costs and the government’s debt service, releasing funds for consumption and investment. A virtuous circle of growth and distribution seemed possible. Unfortunately, the government miscalculated the lasting impact of the global crisis. The U.S. and European economies stagnated, China’s growth faltered, and the so-called commodity supercycle vanished. Brazil’s current account was ruined. Even worse, the U.S., UK, Japan and the Eurozone introduced quantitative easing policies that led to massive capital outflows toward the middle income countries. Brazil faced a tsunami of foreign exchange, that overvalued the currency and bred deindustrialization. Economic growth rates fell precipitously.

The government doubled its interventionist bets through public investment, subsidised loans and tax rebates, which ravaged the public accounts. Their frantic and seemingly random interventionism scared away the internal bourgeoisie: the local magnates were content to run government through the Workers’ Party, but would not be managed by a former political prisoner who overtly despised them. And she despised not only the capitalists: the President had little inclination to speak to social movements, left organizations, lobbies, allied parties, elected politicians, or her own ministers. The economy stalled and Dilma’s political alliances shrank, in a fast-moving dance of destruction. The neoliberal opposition scented blood.

The Opposition

For years, the opposition to the PT had been rudderless. The PSDB had nothing appealing to offer while, as is traditional in Brazil, most mainstream parties were gangs of bandits extorting the government for selfish gain. The situation was so desperate that the mainstream media overtly (!) took the mantle of opposition, and started driving the anti-PT agenda, literally instructing the politicians on what to do next. In the meantime, the radical left remained small and relatively powerless. It was despised by the hegemonic ambitions of the PT.

The confluence of dissatisfactions became an irresistible force in 2013. The mainstream media is rabidly neoliberal and utterly ruthless: as the equivalent would be if Fox News and its clones dominated the entire U.S. media, including all TV chains and the main newspapers. The upper middle class was their obliging target, as they had economic, social and political reasons to be unhappy. Upper middle class jobs were declining, with 4.3 million posts paying between 5 and 10 minimum wages vanishing in the 2000s. In the meantime, the bourgeoisie was doing well, and the poor advanced fast: even domestic servants got labour rights. The upper middle class felt both squeezed and excluded from their privileged spaces, as was explained above. It was also dislocated from the state. Since Lula’s election, the state bureaucracy had been populated by thousands of cadres appointed by the PT and the left, to the detriment of ‘better educated’, whiter and, presumably, more deserving upper middle class competitors. Mass demonstrations erupted for the first time in June 2013, triggered by left-wing opposition against a bus fare increase in São Paulo. Those demonstrations were fanned by the media and captured by the upper middle-class and the right, and they shook the government – but, clearly, not enough to motivate them to save themselves. The demonstrations returned two years later. And then in 2016.

Now, reader, follow this. After the decimation of the state apparatus by the pre-Lula neoliberal administrations, the PT sought to rebuild selected areas of the bureaucracy. Among them, for reasons that Lula may soon have plenty of time to review, the Federal Police and the Federal Prosecution Office (FPO). In addition, for overtly ‘democratic’ reasons, but more likely related to corporatism and capacity to make media-friendly noise, the Federal Police and the FPO were granted inordinate autonomy; the former through mismanagement, while the latter has become the fourth power in the Republic, separately – and checking – the Executive, the Legislature and the Judiciary. The abundance of qualified jobseekers led to the colonization of these well-paying jobs by upper middle class cadres. They were now in a Constitutionally secure position, and could chew up the hand that that fed them, while loudly demanding, through the media, additional resources to maul the rest of the PT’s body.

Corruption was the ideal pretext. Since it lost the first democratic presidential elections, in 1989, the PT moved steadily toward the political centre. In order to lure the upper middle class and the internal bourgeoisie, the PT neutralized or expelled the party’s left wing, disarmed the trade unions and social movements, signed up to the neoliberal economic policies pursued by the previous administration, and imposed a dour conformity that killed off any alternative leadership. Only Lula’s sun can shine in the party; everyone else was incinerated. This strategy was eventually successful and, in 2002, ‘Little Lula Peace and Love’ was elected President. (I kid you not, reader: this was one of his campaign slogans.)

For years the PT had thrived in opposition as the only honest political party in Brazil. This strategy worked, but it contained a lethal contradiction: in order to win expensive elections, manage the Executive and build a workable majority in Congress, the PT would haveto get its hands dirty. There is no other way to ‘do’ politics in Brazilian democracy.

We only need one more element, and our mixture will be ready to combust. Petrobras is Brazil’s largest corporation and one of the world’s largest oil companies. The firm has considerable technical and economic capacity, and it was responsible for the discovery, in 2006, of gigantic ‘pre-salt’ deep sea oilfields hundreds of miles from the Brazilian coast. Dilma Rousseff, as Lula’s Minister of Mines and Energy, was responsible for imposing exploration contracts in these areas including large privileges for Petrobras. This legislation was vigorously opposed by PSDB, the media, the oil majors and the U.S. government.

The Investigation

In 2014, Sergio Moro, a previously unknown judge in Curitiba, a Southern state capital, started investigating a currency dealer suspected of tax evasion. This case eventually spiralled into a deathly threat against Dilma Rousseff’s government. Judge Moro is good-looking, well-educated, white and well paid. He is also very close to the PSDB. His Lavajato (Carwash) operation unveiled an extraordinary tale of large-scale bribery, plunder of public assets and funding for all major political parties, centred on the relationship between Petrobras and some of its main suppliers – precisely the stalwarts of the PT in the oil, shipbuilding and construction industries. It was the perfect combination, at the right time. Judge Moro’s cause was picked up by the media, and he obligingly steered it to inflict maximum damage to the PT, while shielding the other parties. Politicians connected to the PT and some of Brazil’s wealthiest businessmen were jailed summarily, and would remain locked up until they agreed a plea bargain implicating others. A new phase ofLavajato would ensnare them, and so on. The operation is now in its 25th phase; many have already collaborated, and those who refused to do so have received long prison sentences, to coerce them back into line while their appeals are pending. The media turned Judge Moro into a hero; he can do no wrong, and attempts to contest his sprawling powers are met with derision or worse. He is now the most powerful person in the Republic, above Dilma, Lula, the speakers of the Chamber of Deputies and the Senate (both sinking in corruption and other scandals), and the Ministers of the Supreme Court, which have either been silenced or quietly support Moro’s crusade.

Petrobras has been paralyzed by the scandal, bringing down the entire oil chain. Private investment has collapsed because of political uncertainty and an investment strike against Dilma’s government. Congress has turned against the government, and the Judiciary is overwhelmingly hostile. After years of sniping, the media has been delighted to see Lula fall under the Lavajato juggernaut, even if the allegations seem stretched: does he actually own a beach-side apartment which his family does not use, is that small farm really his, who paid for the lake and the mobile phone masts nearby, and how about those pedalos? No matter: Moro detained Lula for questioning on 4 March. He was taken to São Paulo airport and would have been flown to Curitiba, but the Judge’s plan was halted by fear of the political fallout. Lula was questioned at the airport, then released. He was livid.

In order to shore up her crumbling administration and protect Lula from prosecution, Dilma Rousseff appointed Lula her Chief of Staff (the President’s Chief of Staff has ministerial status and can be prosecuted only by the Supreme Court). The right-wing conspiracy went into overdrive. Moro (illegally) released the (illegal) recording of a conversation between President Dilma and Lula, pertaining to his investiture. Once suitably misinterpreted, their dialogue was presented as ‘proof’ of a conspiracy to protect Lula from Moro’s canine determination to jail him. Large right-wing upper middle class masses poured into the streets, furiously, on 13 March. Five days later, the left responded with large – but not quite as large – demonstrations of its own against the unfolding coup. In the meantime, Lula’s appointment was suspended by a judicial measure, then restored, then suspended again. The case is now in the Supreme Court. At the moment, he is not a Minister, and his head is well-positioned on the block. Moro can arrest him at short notice.

The Coup

Why is this a coup? Because despite aggressive scrutiny, no Presidential crime warranting an impeachment has emerged. Nevertheless, the political right has thrown the kitchen sink at Dilma Rousseff. They rejected the outcome of the 2014 elections and appealed against her alleged campaign finance violations, which would remove from power both Dilma and the Vice-President – now, chief conspirator – Michel Temer (strangely enough, his case has been parked). The right simultaneously started impeachment procedures in Congress. The media has attacked the government viciously for years, the neoliberal economists plead for a new administration to ‘restore market confidence’, and the right will resort to street violence if it becomes necessary. Finally, the judicial charade against the PT has broken all the rules of legality, yet it is cheered on by the media, the right and even by Supreme Court Justices.

Yet… the coup de grâce is taking a long time coming. In the olden days, the military would have already moved in. Today, the Brazilian military are defined more by their nationalism (a danger to the neoliberal onslaught) than by their right-wing faith and, anyway, the Soviet Union is no more. Under neoliberalism, coups d’état must follow legal niceties, as was shown in Honduras, in 2009, and in Paraguay, in 2012.

Brazil is likely to join their company, but not just now: large sections of capital want to restore the hegemony of neoliberalism; those who once supported the PT’s national development strategy have fallen into line; the media is howling so loudly it has become impossible to think clearly, and most of the upper middle class has descended into a fascist hatred for the PT, the left, the poor, and the black. Their disorderly hatred has become so intense that even PSDB politicians are booed in anti-government demonstrations. And, despite the relentless attack, the left remains reasonably strong, as was demonstrated on 18th March. The right and the elite are powerful and ruthless – but they are also afraid of the consequences of their own daring.

There is no simple resolution to the political, economic and social crises in Brazil. Dilma Rousseff has lost political support and the confidence of capital, and she is likely to be removed from office in the coming days. However, attempts to imprison Lula could have unpredictable implications and, even if Dilma and Lula are struck off the political map, a renewed neoliberal hegemony cannot automatically restore political stability or economic growth, or secure the social prominence that the upper middle class craves. Despite strong media support for the impending coup, the PT, other left parties and many radical social movements remain strong. Further escalation is inevitable. Watch this space. •

పెట్రోలు ధరల పెరుగుదల ఎక్కడ ఎలా ?

    ప్రపంచ చమురు మార్కెట్‌లో 2015 జూన్‌ నుంచి 2016 జనవరి మధ్యకాలంలో ముడిచమురు ధరలు 48శాతం తగ్గాయి. ఆమేరకు ఎన్ని దేశాలలో చమురు ధరలు తగ్గాయి ? సమాచారం అందుబాటులో వున్న 96 దేశాల వివరాల ప్రకారం ఆ మేరకు ఏ దేశంలోనూ ధరలు తగ్గలేదు. పది దేశాలలో ఒకటి నుంచి 14శాతం మేరకు ధరలు పెరిగాయి. ఏడు దేశాలలో ఎలాంటి మార్పు లేదు. డెబ్బయి తొమ్మిది దేశాలలో ఒకటి నుంచి 29శాతం వరకు మాత్రమే ధరలు తగ్గాయి. మన దేశంలో 12, చైనాలో 15శాతం మేరకు తగ్గాయి.

     ప్రపంచ మార్కెట్లో చమురు ధరలు ఒకే విధంగా వుంటాయి. అయితే ఆయా దేశాలలో విధించే పన్నులు, వాటి కరెన్సీల విలువ, ఇచ్చే రాయితీలను బట్టి వినిమయదారులకు వేర్వేరు ధరలు వుంటాయి.గతవారం మన ప్రభుత్వం పెట్రోలు, డీజిల్‌ ధరలను భారీగా పెంచింది. మరి ఇదే సమయంలో ఇతర దేశాల్లో పెరిగాయా? చూడండి. ధరగా పేర్కొన్న మొత్తాలు స్ధానిక కరెన్సీలో అని, స్థానిక పన్నులతో ప్రతి వారం ఒక నిర్ణీత కేంద్రంలో సేకరించిన వివరాలుగా గమనించాలి. మన దేశంలో వివిధ రాష్ట్రాలలో వివిధ పన్నుల రేటు కారణంగా ధరలలో మార్పు గురించి తెలిసినదే. పెట్రోలు ధర మార్పు శాతాలలో.

   తాము అధికారంలోకి రావటం అంటే మంచి రోజులు వచ్చినట్లే అని నరేంద్రమోడీ చెబుతారు, రాష్ట్రాన్ని సింగపూర్‌, మలేషియా మాదిరి మారుస్తానని చెప్పే ఆంధ్రప్రదేశ్‌ ముఖ్యమంత్రి, నరేంద్రమోడీ అడుగుజాడల్లో నడిచే చంద్రబాబు నాయుడు ఈ ధరల గురించి ఏం చెబుతారు? కనీసం పెట్రోలు,డీజిల్‌ విషయాల్లో ఎవరికి మంచి రోజులు వచ్చినట్లు ? మన దేశంలో ప్రపంచ మార్కెట్లకు అనుగుణ్యంగా ధరలు ఎందుకు తగ్గటం లేదు? కర్ణుడి చావుకు కారణాలు అనేక అన్నట్లు పెట్రోలు, డీజిల్‌పై కేంద్ర ప్రభుత్వం ఎక్సైజ్‌ డ్యూటీని గత 22నెలల కాలంలో రెట్టింపునకు పైగా పెంచింది. తెలుగు రాష్ట్రాలలో వ్యాట్‌ను పెంచాయి.. దీనికి తోడు రూపాయి విలువను నిలబెట్టటంలో మోడీ సర్కార్‌ విఫలమైంది.

     ప్రపంచ వ్యాపితంగా ప్రతి రోజూ తరచూ వినిపిస్తున్న మాట ఇది. భూతల స్వర్గం అనుకున్న అమెరికాలో పేదల సంఖ్య పెరుగుతూ భూతాల స్వర్గంగా మారుతోందనే వార్తలు. సోషలిస్టు రాజ్య నిర్మాణ బాటలో వున్న చైనాలో దారిద్య్రం తగ్గటం ఒకవైపు అసమానత పెరగటం మరోవైపు సమస్యగా వుందనే సమాచారం. తాజాగా ప్రపంచ సంతోష సూచికలో ప్రధమ స్ధానంలో వున్న డెన్మార్క్‌ కూడా ఆదాయ అసమాత పెరుగుతున్న దేశాలలో ఒకటిగా వున్నట్లు విశ్లేషణలు. దీనికి కారణాలు ఏమిటి ?

    గడచిన మూడు దశాబ్దాల కాలంలో అర్ధిక సహకారం మరియు అభివృద్ధి సంస్థ(ఓయిసిడి)లోని 34సభ్య దేశాలలో ఇరవై రెండింటిపై విశ్లేషణ నివేదిక గతవారంలో వెలువడింది. వాటిలో 1985-2013 మధ్య సంభవించిన మార్పుల గురించి చర్చించారు. అమెరికా, కెనడా, బ్రిటన్‌, జర్మనీతో సహా 17 చోట్ల అసమానతలు బాగా పెరగటం, బెల్జియం, నెదర్లాండ్స్‌, ఫ్రాన్స్‌, గ్రీసులో స్వల్ప మార్పులు, ఒక్క టర్కీలోనే అసమానత తగ్గినట్లు తేలింది. పదిహేడు ధనిక దేశాలలో ఎగువన వున్న పదిశాతం మంది ప్రధానంగా లబ్ది పొందగా దిగువన వున్న 40శాతం నామమాత్రంగా అభివృద్ధి ఫలాలను అందుకున్నారని తేలింది.

   ఏదేశంలో అసమానతలు ఎలా వున్నాయనే విషయం వివరించే ముందు ఎక్కడైనా అసమానతలకు కారణాలేమిటన్నది ముఖ్యం. అభివృద్ధి చెందిన దేశాలకు చెందిన వారు చెబుతున్నదేమిటంటే అసమానతలకు మూలం సాంకేతిక పరిజ్ఞానమే. దాని కారణంగానే వద్దన్నా సంపదలు పోగు పడుతున్నాయి. ఇది వాస్తవాలను మరుగు పరిచే, లేదా అసలు కారణాలనుంచి దృష్టిని మళ్లించే వాదన అన్నది స్పష్టం.ఇదే కారణమైతే అన్ని ధనిక దేశాలకు సాంకేతిక పరిజ్ఞానం దాదాపు అందుబాటులో వుంది. అయినా అసమానతల్లో, సమయాల్లో తేడా వుంది.అందువలన ఏ దేశానికి ఆ దేశంలోని ప్రత్యేక కారణాలు కూడా అసమానతకు దోహదపడుతూ వుండి వుండాలి.వాటిపై విశ్లేషణ జరగాల్సి వుంది.

     అమెరికాలో ప్రస్తుతం అసమానతలు తీవ్ర స్ధాయిలో వున్నాయి. రెండవ ప్రపంచ యుద్ధం తరువాత   1951లో 26.8 శాతంగా గరిష్టంగా వున్న కార్పొరేట్ల లాభదాయకత 1982 నాటికి 9.4శాతానికి పడిపోయి తిరిగి 2011 నాటికి 13.2శాతానికి పెరిగింది.ఈ కాలంలో మనకు కనిపించే ప్రధాన లక్షణాలు ఏమంటే అంతర్జాతీయంగా కార్పొరేట్ల మధ్య పెరిగిన పోటీ లాభాల రేటు తగ్గటానికి, అదే సమయంలో లాభాలను నిలుపుకోవటానికి లేదా పెంచుకోవటానికి యాంత్రీకరణ, సిబ్బంది నియామకంలో నూతన వ్యవస్ధలు, ఇతర పద్దతులను పెట్టుబడిదారీ వర్గం ప్రవేశపెట్టింది. వాటిలో వేతనాల వాటాను గణనీయంగా తగ్గించటం ఒక ముఖ్యాంశం. ముందే చెప్పుకున్నట్లు యాంత్రీకరణ, కార్మిక సంఘాలను దెబ్బతీయటం,యూనియన్ల నుంచి కార్మికులను వేరు చేయటం, శిక్షణ(అప్రెంటిస్‌షిప్పు) పేరుతో ఎలాంటి చట్టాలు, రక్షణ వర్తించని నామమాత్ర వేతనాలతో సంవత్సరాల తరబడి పని చేయించుకోవటం, పర్మనెంటు వుద్యోగాలకు కూడా తక్కువ వేతనాలు చెల్లించటం, పొరుగు సేవలు, పొరుగుదేశాలలో వుత్పత్తి యూనిట్ల ఏర్పాటు, ఎక్కడ శ్రమశక్తి రేటు తక్కువగా వుంటే ఆక్కడ వుత్పత్తి వంటి అనేక నూతనాంశాలను తెరమీదకు తెచ్చారు. వీటన్నింటి పర్యవసానం ఏమంటే జిడిపిలో వేతన శాతాలు గణనీయంగా పడిపోవటం. ఆధునిక పరిజ్ఞానం వుత్పత్తి, వుత్పాదకతను గణనీయంగా పెంచటం, మార్కెట్‌ పోటీవలన లాభదాయకత తగ్గినా లాభాలు తగ్గలేదు. సంపద కేంద్రీకరణ పెరిగింది.అమెరికాలో 1970లో జిడిపిలో వేతనాల వాటా 59.9శాతం వుంటే 2011 నాటికి 50.7శాతానికి పడిపోయింది.

    ఇటీవలి కాలంలో పన్ను ఎగవేత, రాయితీల గురించి చర్చ ఎక్కువగా జరుగుతోంది. ఈ అంశాలు కూడా సంపదలు పోగు పడటంలో ఒక ప్రధాన పాత్ర వహిస్తున్నాయి. వడ్డించేవారు మనవారైతే కడబంతిలో వున్నా మనకు అన్నీ దక్కుతాయన్న సామెత తెలిసిందే. గతంలో నాకేమిస్తావ్‌ అనే పద్దతి స్ధానంలో నీకిది, నాకది అనే ముందస్తు ఒప్పందాలు వెల్లువెత్తుతున్నాయి. ఎక్కువ భాగం చట్టబద్దంగానే జరుగుతోంది. పిల్లలను పెద్దలను విపరీతంగా ఆకర్షించిన సినిమాలు, సీరియల్స్‌లో హారీ పోటర్‌ ఒకటి.ఈ సినిమాతో పాటు ఇతర మరికొన్ని సినిమాలకు పంపిణీ హక్కులను రాయల్‌ బ్యాంక్‌ ఆఫ్‌ స్కాట్లాండ్‌ పొందింది. 1998 నుంచి 2007 సంవత్సరాల మధ్య ఆ హక్కులను కొన్ని స్టూడియోలకు లీజుకు ఇచ్చింది. స్టూడియోల వద్ద పెట్టుబడులు లేకపోవటంతో వాటికి అదే బ్యాంకు అప్పులిచ్చింది. బ్రిటీష్‌ చిత్ర పరిశ్రమను సంరక్షించేందుకు రూపొందించిన పన్ను రాయితీలను పొందటం ద్వారా కేవలం స్టూడియోలకు రుణాలు ఇచ్చినందుకు కోటిన్నర పౌండ్ల పన్ను రాయితీ పొందింది.ఇలా రకరకాల పధకాల కింద మొత్తం 25 పంపిణీ కంపెనీలకు రుణాలు ఇచ్చి వంద కోట్ల పౌండ్ల మేరకు లబ్ది పొందింది. ఈ మార్గం గురించి తెలిసిన అనేక మంది ఈ సినిమా పధకాలలో పెట్టుబడులు పెట్టారు. ఇలా ప్రజల సొమ్ము లూటీ చేయటం గురించి బయట పడగానే సదరు బ్యాంకు 2007లో ఆ వ్యాపారం నుంచి బయటకు వచ్చింది.

   గత పదిహేను సంవత్సరాలలో బ్రిటన్‌లో పోగుపడిన నూతన సంవదలో నాలుగో వంతు అక్కడి ఒకశాతం మంది దక్కించుకున్నట్లు ఆక్స్‌ఫామ్‌ సంస్థ వెల్లడించింది. స్విస్‌ బ్యాంక్‌ క్రెడిట్‌ సూసీ సమాచారం ప్రకారం గతపదిహేను సంవత్సరాలలో బ్రిటన్‌ సంపద 6 నుంచి 10లక్షల కోట్ల పౌండ్లకు పెరిగింది. ఈ మొత్తంలో జనాభాలో సగం మంది పేదలుగా వున్న మూడు కోట్ల మందికి ఏడు శాతం దక్కగా ఆరులక్షల మందిగా వున్న ఒక శాతం ధనికులకు 26శాతం చేరింది. మరో వైపు ఈ ధనికులు పన్ను చెల్లింపును తప్పించుకొనేందుకు ఏటా 170 బిలియన్‌ పౌండ్లను పన్నుల స్వర్గాలుగా పిలిచే ప్రాంతాలలో దాస్తున్నారు. దీని వలన ప్రభుత్వం ఐదు బిలియన్‌ పౌండ్లు నష్టపోతోంది.

    అసమానతల పెరుగుదల అన్ని దేశాలలో జరుగుతోంది కాబట్టి అన్నింటికీ మూల కారణం ఆర్ధిక విధానాలు అన్నది స్పష్టం.వుదాహరణకు మన దేశంలో మన్మోహన్‌ సింగ్‌ ప్రభుత్వ హయాంలో అమలు జరిపిన విధానాలకు మోడీ అమలు జరుపుతున్నవాటికీ తేడా లేదు. 1991 నుంచి ప్రభుత్వ రంగంలో పరిశ్రమల స్ధాపన అన్నది ఎత్తి వేశారు.తరువాత క్రమంగా విద్య, ఆరోగ్య రంగాలలో పెట్టుబడుల నిలిపివేత లేదా తగ్గింపు జరుగుతోంది. ఆదాయం పెరిగే కొద్దీ వుద్యోగులకు తప్ప కార్పొరేట్‌ కంపెనీలకు పన్ను పెంపుదల, అమలు లేదు. అనేక రాయితీలు ఇస్తున్నారు. ఇప్పుడు అలాంటి రాయితీల మొత్తం ఏడాదికి ఆరులక్షల కోట్ల వరకు వుంది. మరోవైపున కార్మిక చట్టాలను నీరు గార్చుతున్నారు. అటవీ భూములు, ఇతర వ్యవసాయ భూములను కార్పొరేట్లకు వుదారంగా కట్టబెడుతున్నారు.

   మన దేశంలో కార్మికులకు ఇచ్చే వేతనాలు పెరిగి పోయి వ్యయసాయం గిట్టుబాటు కావటం లేదనే మాట తరచూ వినిపిస్తుంటుంది. విలువ తగ్గిన రూపాయల మొత్తం పెరిగినట్లు కనిపించినా నిజవేతనాల పరిస్థితి అలా లేదు. మనకు స్వాతంత్య్రం వచ్చిన 30 సంవత్సరాల తరువాత సమాజంలో అగ్రస్థానంలో వున్న జనాభాలో 0.01శాతం మంది వేతనాలు ఏటా 11శాతం పెరుగుతున్నాయి. కానీ మిగతా వారిలో అది 1.5శాతమే వుంది. గ్రామీణ ప్రాంతాలలో 1980 దశకంలో నిజవేతనాల పెరుగుదల ఐదుశాతం వుంది. నూతన ఆర్ధిక విధానాలు అమలులోకి వచ్చిన తరువాత 1990 దశకంలో అది రెండు శాతానికి , 2000 దశకంలో సున్నా శాతానికి పడిపోయింది.

    గ్రామీణ ప్రాంతాలలో వ్యవసాయ రంగంలో పని లభ్యత తగ్గిపోతోంది. 1987-88లో గ్రామీణ ప్రాంతాలలో వ్యవసాయంలో పురుషులు 74.7శాతం మంది వుపాధి పొందితే అది 2009-10 నాటికి 62.5 శాతానికి పడిపోయింది. ఇదే కాలంలో మహిళలలో 82.6 నుంచి 78.8కి పడిపోయింది.

    పెట్టుబడిదారీ విధానాన్ని అనుసరిస్తున్న దేశాలలో అసమానతలు పెరగటానికి పైన చెప్పుకున్న కొన్ని కారణాలు సరే మరి చైనాలో ఎందుకు పెరుగుతున్నట్లు అన్న ప్రశ్న ముందుకు వస్తోంది. చైనాలో సంస్కరణలను ప్రారంభించే ముందు దానికి ఆద్యుడిగా వున్న డెంగ్‌సియావో పింగ్‌ మంచి గాలికోసం మనం కిటికీ తెరిస్తే గాలితో పాటు దోమలూ, ఈగలూ వస్తాయి. వాటిని ఎలా అదుపు చేయాలో మాకు తెలుసు అని చెప్పారు. అలాంటివాటిలో ఆదాయ అసమానత ఒకటా ? గత మూడు దశాబ్దాల కాలంలో ధనిక పెట్టుబడిదారీ దేశాలలో దారిద్య్రరేఖకు దిగువన వున్న వారి సంఖ్య పెరగటం ఇదే సమయంలో చైనాలో తగ్గటం అన్న అంశాన్ని అందరూ అంగీకరిస్తున్నారు. పెట్టుబడిదారీ దేశాలన్నీ ఒకటి రెండు శాతాల అభివృద్ధి రేట్లతో, సంక్షోభాలతో కొట్టుమిట్టాడుతుంటే చైనాలో గణనీయమైన అభివృద్ధి రేటు ఎలా సాధ్యమైంది? అక్కడ కూడా పెట్టుబడిదారీ విధానం అమలు జరిగితే ఇదెలా సాధ్యం ?

    చైనాలో పట్టణ పేదరికాన్ని దాదాపు నిర్మూలించారని గతేడాది ఆగస్టులో బ్రిటన్‌ పత్రిక గార్డియన్‌ రాసింది. ప్రభుత్వం ఇస్తున్న సబ్సిడీలతో పట్టణ పేదల ఆదాయం కనీసంగా 4,476 యువాన్లు లేదా 446 డాలర్లకు పెరిగింది.ఒక్కొక్క యువాన్‌ మన పది రూపాయలకు సమానం.ఇంతకంటే తక్కువ ఆదాయం వస్తున్న వారు పట్టణాలలో 2013లో కేవలం 1.6శాతమేనని తెలిపింది. తలసరి ఆదాయం చైనాలో 1990-2005 మధ్య ఐదు రెట్లు పెరిగింది. చైనాలో అసమానతలు పెరిగి 2008లో గినీ సూచిక 0.491 వుండగా 2013 నాటికి 0.473కు తగ్గిపోయింది. అయితే ఇది నామమాత్రమే అన్నది వేరే చెప్పనవసరం లేదు. చైనా సంస్కరణలు పెట్టుబడిదారులకు రాయితీలు ఇవ్వటంతో పాటు పెట్టుబడిదారీ దేశాలలో మాదిరి స్టాక్‌ మార్కెట్లను కూడా తెరిచింది. అంతే కాదు, హాంకాంగ్‌, మకావు దీవులను చైనాలో విలీనం చేసే సందర్భంగా అక్కడి పెట్టుబడిదారీ వ్యవస్ధలను 50 సంవత్సరాల పాటు యధాతధంగా కొనసాగిస్తామని 2000 సంవత్సరంలో చైనా ఒప్పందం చేసుకుంది. దీన్నే ఒకే దేశం రెండు వ్యవస్థలు అంటున్నారు. ప్రయివేటు పెట్టుబడులను కూడా అనుమతిస్తున్న కారణంగా వాటితో పాటు వచ్చే అసమానతలు చైనాలో ఆదాయ అంతరాలను, శతకోటీశ్వరులను కూడా పెంచాయి. తమదేశంలో కూడా వేతన శాతం తగ్గిందని ఆల్‌ చైనా ట్రేడ్‌యూనియన్స్‌ ఫెడరేషన్‌ పేర్కొన్నది. అయిత 2008 తరువాత తగ్గిన వేతనశాతంలో పెరుగుదల కనిపించింది. తమది ఇంకా పేద దేశమే అని, తమ పౌరుల అవసరాలకు ఇంకా గణనీయంగా వుత్పత్తులను పెంచాల్సి వుందని చైనా చెబుతున్నది. అందుకు గాను మిశ్రమ ఆర్ధిక విధానాలను అనుసరిస్తున్నది. ఇప్పటికీ సింహభాగం ప్రభుత్వరంగంలోనే ఆర్ధిక వ్యవస్ధ వున్నది. అందువలననే మిలీనియం లక్ష్యాలకు ముందుగానే అక్కడ పేదరికాన్ని తగ్గించగలుగుతున్నారన్నది స్పష్టం. అయితే అదే సమయంలో ఏం చెప్పినప్పటికీ ఒక సోషలిస్టు దేశంలో ఆదాయ అసమానతలు పెరగటాన్ని ప్రశ్నించేవారిని, వారు లేవనెత్తే అనేక సందేహాలను వెంటనే తీర్చటం సులభంగా సాధ్యం కాదు. ప్రపంచ పెట్టుబడి దారులకు నాయకురాలిగా వున్న అమెరికాలో బెర్నీ శాండర్స్‌ రూపంలో అసమానతలు, కనీస వేతనాల పెంపుదల అంశాన్ని తొలిసారిగా ఎన్నికల ఎజెండాలోకి చేర్చటంలో అక్కడి డెమోక్రాటిక్‌ పార్టీలోని అభ్యుదయవాదులు ప్రధమ విజయం సాధించారు. రానున్న రోజుల్లో అసమానతలకు కారణాలను విశ్లేషించటం, దానికి వ్యతిరేకంగా అసమానతకు గురైన వారు సమీకృతం కావటం అని వార్యం. వెనుకా ముందూ తప్ప అందుకు ఏ దేశమూ మినహాయింపు కాదు.

మామ తిట్టాడన్నదాని కంటే తోడల్లుడు తొంగి చూసినందుకు బాధగా వుందన్నట్లు మన ఇరుగు పొరుగు దేశాలైన చైనా, పాకిస్థాన్‌, బంగ్లాదేశ్‌లలోనే జనం మన కంటే ఎక్కువ సంతోషంగా వున్నారట.

    నిరోధం తప్ప చికిత్సలేని పరివార్‌ వైరస్‌ 2.014 బాధితులు వుపశమనం పొందేందుకు కూడా అవకాశం లేకుండా వరుసగా ప్రధాని నరేంద్రమోడీ వైఫల్యాలు వెల్లడవుతున్న కొద్దీ వారికి దిగులు పెరిగిపోతోంది. ఆ జాబితాలో తాజాగా ‘ ప్రపంచ సంతోష సూచిక 2016 ‘ చేరింది. అచ్చేదిన్‌ ఆయేగా అని సంతోష పడుతున్న వారిగా చచ్చే దిన్‌ అయా అన్న వార్త ఎలా వుంటుంది మరి.

     ఈనెల 20 ప్రపంచ సంతోష దినం. ఈ సందర్భంగా గురువారం నాడు ఐక్యరాజ్య సమితి ప్రపంచ సంతోష నివేదిక 2016 విడుదల అయింది. దానిలో వెల్లడించిన సూచిక ప్రకారం మన దేశం 156 దేశాలలో గతేడాది కంటే ఒకటి తగ్గి 118వ స్థానానికి పడిపోయింది. ఏడాది కాలంలో సంతోషం బాగా దిగజారిన పది దేశాలలో మనల్ని నిలపటం మోడీ సాధించిన ఘన విజయాలలో ఒకటి. మామ తిట్టాడన్నదాని కంటే తోడల్లుడు తొంగి చూసినందుకు బాధగా వుందన్నట్లు మన ఇరుగు పొరుగు దేశాలైన చైనా, పాకిస్థాన్‌, బంగ్లాదేశ్‌లలోనే జనం మన కంటే ఎక్కువ సంతోషంగా వున్నారట. ఐక్యరాజ్య సమితి కోసం పాలనీయ లేదా నిరంతర అభివృద్ధి పరిష్కారాల నెట్‌ వర్క్‌( సస్టెయినబుల్‌ డెవలప్‌మెంట్‌ సొల్యూషన్స్‌ నెట్‌ వర్క్‌ ) రూపొందించిన నివేదిక కనుక ఇదంతా తన ప్రభుత్వానికి వ్యతిరేకంగా జరుగుతున్న కుట్రలో భాగమని ఆరోపిస్తే కుదరదు. కమ్యూనిస్టుల పాలనలో జనానికి స్వేచ్ఛ లేక సుఖ సంతోషాలు వుండవు అని చెప్పేవారు అది 83వ స్ధానంలో వుందని, నిరంతరం అమెరికా , ఇతర దేశాలు అందచేసిన ఆయుధాలు, డబ్బుతో నిరంతరం ఇజ్రాయెల్‌ దాడులకు గురవుతూ ఏ రోజు కారోజు పొట్ట చేతబట్టుకు తిరిగే పాలస్తీనియన్లు కూడా మన కంటే మెరుగైన 108 స్ధానంలో పాకిస్ధాన్‌ 92, నేపాల్‌ 107, బంగ్లాదేశ్‌ 110, శ్రీలంక 117, మయన్మార్‌ 119వ స్థానంలో వున్నాయి.కరవుకు మారుపేరైన సోమాలియా కూడా 76వ స్థానంలో సంతోషంగా వుంది. అంతకంటే గమనించాల్సిన అంశం ఏమంటే 2013లో మన దేశం 111వ స్ధానంలో వుంది.

    ప్రపంచ ఆర్ధిక వ్యవస్ధలో వచ్చిన సంక్షోభం చైనా కూడా పడిందని, దానిని అవకాశంగా తీసుకోవాలని ఇప్పటికే అభివృద్ధి రేటులో మెరుగ్గా వున్న మన దేశం చైనా స్ధానాన్ని వెనక్కు గొట్టి కొంత మంది చెబుతూ వుంటారు. సంతోష నివేదిక ప్రకారం సంతోషంలో వచ్చిన మార్పులు 2005-7 నుంచి 2013-15 వరకు భాగం ఒకటి పట్టిక 5 పేజీ(20) ప్రకారం సంతోషం తగ్గిన 126 దేశాలలో పందొమ్మిదవ స్థానంలో వున్న చైనాలో 0.525 సంతోషం తగ్గగా 120వ స్ధానంలో వున్న మన దేశంలో మైనస్‌ 0.750 తగ్గింది. మన తరువాత ఎమెన్‌, వెనెజులా,బోట్స్‌వానా, సౌదీ అరేబియా, ఈజిప్టు, గ్రీసు వున్నాయి.

    సంతోషంలో అగ్రభాగాన వున్న దేశాల విషయానికి వస్తే స్విడ్జర్లాండ్‌ను వెనక్కు నెట్టి డెన్మార్క్‌ ప్రధమ స్ధానంలో వుంది తరువాత స్విడ్జర్లాండ్‌, ఐస్‌లాండ్‌, నార్వే, ఫిన్లాండ్‌ వున్నాయి. సంతోష సూచికకు ఏ అంశాలను పరిగణనలోకి తీసుకున్నారంటే తలసరి జిడిపి,ఆయుర్ధాయం, సామాజిక(ప్రభుత్వ) మద్దతు, జీవన ఎంపికకు స్వేచ్ఛలను పరిగణనలోకి తీసుకున్నారు.

    అమెరికా 13వ స్థానంలో ఆస్ట్రేలియా 9, ఇజ్రాయెల్‌ 11 కాగా చివరి స్ధానాలలో ర్వాండా,బెనిన్‌, ఆఫ్ఘనిస్తాన్‌, టోగో, సిరియా,బురుండి వున్నాయి.మరింత సంతోషానికి ప్రభుత్వ విధానాల పట్ల మరింత శ్రద్ధ వుండాలన్న నూతన డిమాండ్‌ ప్రపంచ వ్యాపితంగా ముందుకు వచ్చిందని నివేదిక పేర్కొన్నది. అంటే దీనిని మరో విధంగా చెప్పాలంటే నయా వుదారవాద విధానాల పేరిట సామాజిక మద్దతును వుపసంహరించుకోవటం పెరిగిన కొద్దీ సంతోషం తగ్గిపోతూ వుంటుంది. ‘ఎక్కడైతే సంతోషంలో అసమానతలు తక్కువగా వున్నాయో అక్కడి సమాజాలలో జనం సంతోషంగా వున్నారని, 2005-2011తో పోల్చితే 2012-15 నాటికి సంతోష అసమానతలు గణనీయంగా పెరగటాన్ని కూడా కనుగొన్నామని, ఇది దాదాపు అన్ని ప్రాంతాలు, ప్రపంచ జనాభా మొత్తంలో ఇది కనిపించిదని’ నివేదిక పేర్కొన్నది.

Cost of Solar Power Generation

As per the tariff order notified by the Central Electricity Regulatory Commission (CERC) for the year 2015-16, the cost of solar power generated from solar power production units, which is the levellised tariff for 25 years, is Rs. 7.04 per unit for solar power plants based on solar photovoltaic technology and Rs. 12.05 per unit for solar power plants based on solar thermal technology. This was stated by Sh. Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. However, in the recent bidding for grid-connected solar PV power plants under National Solar Mission, in Bhadla Phase-II solar park in Rajasthan, lowest bid of Rs. 4.34/kWh has been received.

The Minister further stated that the land area required to set up solar power plants depends on the type of technology deployed and decreases with increase in the efficiency of the deployed technology. Current estimates are that to set up 1 GW of solar power, approximately 2,000 hectares of land will be required.

The “in-principle” approval of Ministry of New & Renewable Energy (MNRE) does not support setting up of solar power plants on fertile or agricultural land. Generally, barren / waste lands are preferred by the developers as the same can be acquired easily at a low cost. Further, MNRE has come up with a scheme on solar parks, wherein land and other infrastructure for setting up solar power plants is readily made available to the solar power developers and for this, the State Governments have been asked to prioritise the use of government waste / non-agricultural land.

అబ్బ దేశభక్త అరుణ్‌ జెట్లీ బలే చెప్పిండు కదా ! జనం సొమ్ము ప్రతి పైసాకు జవాబుదారీగా వుంటా, అవినీతి పరుల భరతం పడతా, చీల్చి చెండాడుతా అని వీర, శూర ప్రతిజ్ఞలు చేసిన నరేంద్రమోడీ గత రెండు సంవత్సరాలుగా తమ పాలనలో ఒక్కటంటే ఒక్కటైనా అవినీతిని చూపమని సవాలు చేస్తున్నారు. అవినీతి అంటే ఫలానా రూపు రేఖలు వుండేదే అని ఎక్కడా నిర్దిష్టంగా నిర్వచించలేదు. ప్రధాన మంత్రి ఇంకే మాత్రం తమది శుద్ధమైన పాలన అని చెప్పుకోవటానికి లేదు. ఇంతవరకు ఒక్క అవినీతి పరుడిని, నల్లధనం దాచుకున్న వారిని శిక్షించిన లేదా అందుకు తీవ్రంగా ప్రయత్నిస్తున్న దాఖలాలు లేవు.అన్నింటికీ మించి తొమ్మిదివేల కోట్ల రూపాయల సొమ్ము ఎగవేసిన విజయ మాల్యా విదేశాలకు పారిపోయేందుకు అవకాశం ఇవ్వటాన్ని అవినీతి అని గాక దేశభక్తి అని చెబుతారా ?

మాల్యా అంటే దేశద్రోహ నిందలు మోపి కేసులు బనాయించిన జవహర్‌లాల్‌ నెహ్రూ విశ్వవిద్యాలయ విద్యార్ధులు దేశం విడిచి తప్పించుకోకుండా కనిపిస్తే నిర్బంధించమని జారీ చేసిన నోటీసుల(అవుట్‌లుక్‌) విషయం గుర్తుకు వచ్చింది ! వారి కోసం పోలీసులు జెఎన్‌యు గేట్ల ముందు పడిగాపులు కాశారు. వేల కోట్ల రూపాయలు ఎగవేసిన విజయ మాల్యా అనే పైలా పచ్చీసు దేశం విడిచి వెళ్లే కేంద్రాలలో కనిపిస్తే నిర్బంధించండని తొలుత నోటీసులు జారీ చేసిన సిబిఐ కొద్ది రోజుల్లోనే ఎక్కడికి వెళ్లేది తెలియచేస్తే చాలని సవరించింది. ఇదంతా జరిగింది ఎప్పుడు ? 2015 అక్టోబరు 16, నవంబరు మాసాలలో, అదీ మోడీ పాలనలోనే ! దీని భావమేమి తిరుమలేశా !

ప్రభుత్వాన్ని ఇరకాటం నుంచి తప్పించేందుకు విజయ్‌ మాల్య విదేశీ పర్యటన గురించి తమకు తెలుసునని, గతంలో కూడా వెళ్లాడని, తిరిగి రాకపోతే ఏం చేయాలో కూడా తెలుసునని సిబిఐ అనధికారికంగా మీడియాకు చెప్పింది. ఇక్కడే చిన్న తిరకాసు వుంది. లలిత్‌ మోడీ అనే పెద్ద మనిషి కూడా పారిపోతే ఏం చేశారో చెబితే బాగుండేది. పార్లమెంట్‌ సభ్యులెవరైనా పది రోజుల పాటు సమావేశాలకు హాజరు కాలేని పరిస్ధితులలో సభాధ్య్ష స్ధానం నుంచి అనుమతి తీసుకోవాలి. మాల్య మార్చి ఒకటవ తేదీన రాజ్యసభకు హాజరయ్యాడు.ఈనెల 16న సమావేశాలు వాయిదా పడతాయి. అంటే సరిగ్గా పదిరోజులు జరుగుతాయి. అయినా ఎలాంటి అనుమతి తీసుకోకుండా లండన్‌ వెళ్లాడు. అంతే కాదు ఎంపీలు ఎవరైనా విదేశీ పర్యటనలు జరపదలచుకుంటే ఆ విషయాన్ని విదేశాంగశాఖకు తెలియచేయాలని కూడా సలహా వుంది. ఇవేవీ పాటించలేదు, తాను విదేశాలకు వెళుతున్నట్లు అటు రాజ్యసభ అధ్యక్ష స్ధానానికి, విదేశాంగశాఖకు, నోటీసు జారీ చేసిన సిబిఐకి కూడా చెప్పలేదు. తీరా అది వివాదం అయిన తరువాత గతంలో చాలాసార్లు వెళ్లాడు, తిరిగి వచ్చాడు, పిలిచినపుడు వచ్చి మాకు సహకరించాడు, అతను వాణిజ్యవేత్త కనుక ప్రతి ఏడాది కనీసం 183 రోజులకు పైగా విదేశాలలో వుంటారు అనే కాకమ్మ కబుర్లు చెబుతోంది సిబిఐ.

మొత్తం మీద జరిగిన పరిణామాలన్నింటినీ చూస్తుంటే సదరు మాల్యా దేశం విడిచి పోవటానికి నవంబరులోనే మోడీ సర్కార్‌ దోవ చూపిందన్నమాట. తనకు రావాల్సిన బకాయి వసూలుకు గాను మాల్యాను దేశం విడిచి వెళ్లకుండా చూసేందుకు ఆయన పాస్‌పోర్టును స్వాధీనం చేసుకోవాలని బెంగలూరులో ఎస్‌బిఐ పిటీషన్‌ దాఖలు చేసిన రోజే , మార్చినెల రెండవ తేదీనే సరిగ్గా మాల్యా కూడా దేశం నుంచి తప్పించుకున్నాడు. అంటే ముందే వుప్పందకుండా అది ఎలా సాధ్యం? ఢిల్లీ విమానాశ్రయంలోని ఇమ్మిగ్రేషన్‌ బ్యూరో వారు మాల్యా విమానాశ్రయానికి రాగానే వెంటనే సిబిఐకి తెలియచేసినప్పటికీ అయితే ఓకే అన్నట్లుగా సిబిఐ అధికారులు వ్యవహరించారు. ఎప్పుడూ నలుగురైదుగురు రంగీలాలను వెంట వేసుకు తిరిగే మాల్యా లండన్‌ వెళుతూ తన వెంట ఒక యువతితో సహా ఏడు పెద్ద సూట్‌కేసులు తీసుకు వెళ్లాడని వెల్లడైంది. ఇది వాణిజ్యం కోసం వెళ్లినదిగా లేదని అనేక మంది చెబుతున్నారు.

ఈ విషయాలేవీ తెలియనట్లు, అపర దేశభక్తుడైన మన ఆర్ధిక మంత్రి అరుణ్‌జైట్లీ అరే మాల్యా దేశం విడిచి వెళ్లాడా? ఎప్పుడు ? అని ఆశ్చర్యం నటించి వెంటనే కాంగ్రెస్‌పై ఎదురుదాడికి దిగి మీ హయాంలో బోఫోర్సు కుంభకోణంలో నిందితుడు కత్రోచీ దేశం విడిచి తప్పించుకుపోయిన విషయాన్ని మర్చిపోవద్దు, అయినా మాల్యాకు కాంగ్రెస్‌ హయాంలోనే కదా రుణాలు ఇచ్చారు అని చెప్పటం ఆశ్చర్యం కలిగిస్తోంది.

ఆ పెద్దమనిషి రెండవ సారి రాజ్యసభకు స్వతంత్ర అభ్యర్ధిగా పోటీ చేసినపుడు బిజెపి ఓట్లతోనే విజయం సాధించాడు. ఏ బంధంతో బిజెపి ఓట్లు వేసింది. కింగ్‌ ఫిషర్‌ విమానాల కంపెనీ బండారం 2012లోనే బయట పడింది. మరుసటి ఏడాది మూత పడే సమయానికి దాని మొత్తం నష్టం 16వేల కోట్ల రూపాయలు దాటిందన్నది జగమెరిగిన సత్యం. అలాంటి కంపెనీకి అన్నివేల కోట్ల రూపాయల అప్పులిచ్చారు? ఎలా వసూలు చేస్తారని ప్రతిపక్షంగా బిజెపి ఇతర అనేక సందర్బాలలో చీటికి మాటికి ఆందోళన చేసిన పార్టీ ఎప్పుడైనా పార్లమెంట్‌ను స్ధంభింప చేసిందా? ఎందుకు చేయలేదు?మాల్యా తమకు సాయం చేసే దేశభక్తుడనా ? బోఫోర్సు కుంభకోణంలో లబ్దిదారులు కాంగ్రెస్‌ వారు కనుక విదేశీ కత్రోచీని స్వదేశానికి పంపినదానికి బదులు తీర్చుకొనేందుకు మీరు స్వదేశీ మాల్యాను విదేశాలకు పంపినట్లా ? కాంగ్రెస్‌ హయాంలో ఇచ్చిన రుణాలను వసూలు చేసే బాధ్యత ప్రభుత్వానికి లేదా ?

కేంద్ర దర్యాప్తు సంస్ధ సిబిఐ మాల్య కనిపిస్తే నిలిపివేయండని తొలుత ఇచ్చిన నోటీసును ఎక్కడికి వెళ్లేది తెలియచేస్తే చాలని ఎందుకు సవరించినట్లు ? సవరించింది పో, మార్చి రెండవ తేదీన మాల్యా లండన్‌ వెళ్లే విమానం ఎక్కినట్లు ఇమ్మిగ్రేషన్‌ అధికారులు తెలియ చేసిన తరువాత మాల్యా విదేశాలకు పారిపోయినట్లు వార్తలు వచ్చిన వెంటనే ఆ విషయం తమకు తెలుసని సిబిఐ ఎందుకు ప్రకటించలేదు. పార్లమెంట్‌ సమావేశాలు జరుగుతుండగా ఇంత ముఖ్యవిషయం మంత్రులకు కూడా వెంటనే తెలపలేదా ? లేక తెలిసి కూడా కావాలనే దాచి పెట్టారా ? పార్లమెంట్‌లో ఈ విషయాలను ఎందుకు ప్రకటించలేదు? వీటన్నింటికీ ప్రభుత్వం సమాధానం చెప్పకుండా ఎదురుదాడికి దిగితే కుదరదు.

పరారీ గురించి దేశంలో, పార్లమెంటులో గగ్గోలు చెలరేగిన తరువాత శుక్రవారం నాడు తాను దేశం విడిచి పారిపోలేదని మాల్య ట్విటర్‌ ద్వారా తెలిపాడు, ఎక్కడున్నదీ వెల్లడించలేదు. మీడియా తనను వేధిస్తున్నదని, తన నుంచి సాయం పొందిన ఛానల్స్‌ యజమానులు దానిని మరిచిపోవద్దని, ఛానల్స్‌ రేటింగ్‌ను పెంచుకొనేందుకు అవాస్తవాలు చెబుతున్నారని, వారికేం చేసిందీ తన దగ్గర రికార్డులు వున్నాయని మాల్యా పేర్కొన్నాడు. తనకు రుణాలు ఇచ్చిన బ్యాంకులపై కూడా ధ్వజమెత్తాడు.

మాల్యా తనపై వచ్చిన వార్తలను వక్రీకరణలని ఆరోపించటమే కాదు, తాను పారిపోవటం లేదని ఇంతకు ముందు కూడా వివరణ ఇచ్చాడు. రాబోయే రోజుల్లో తాను లండన్‌లో తన పిల్లల దగ్గర ఎక్కువ సమయం గడిపేందుకు వెళుతున్నానని చెప్పినదానిని లండన్‌లో స్ధిరపడేందుకు అన్నట్లుగా రాశారని, క్రమంగా వ్యాపారాన్ని తగ్గించుకోవటం తన వుద్ధేశ్యమన్నాడు.డియాజియో సంస్ధకు తన లిక్కర్‌ కంపెనీని పూర్తిగా అమ్మివేసి తనకు రావాల్సిన సొమ్మును కూడా తీసుకున్నాడు.

బ్యాంకులు తన ఆస్తులను వెల్లడించమని కోరుతున్నాయని, తనకేమి వున్నాయో తెలియకుండా వున్నాయా అంటూ తనకున్న ఆస్తులేమిటో తాను రాజ్యసభకు రెండు సార్లు ఇచ్చానని కావాలంటే చూసుకోవచ్చని చెప్పాడు. వాటి ప్రకారం మాల్యాకు ఆస్తులు, అప్పులు లేవు. అంటే స్వాధీనం చేసుకొనేందుకూ కూడా ఏమీ లేకుండా ముందే జాగ్రత్త పడినట్లే.

మరోవైపు మాల్యా తీసుకున్న అప్పుల కంటే ఎక్కువ ఆస్తులున్నాయని అటార్నీ జనరల్‌ ముకుల్‌ రోహతగి సుప్రీం కోర్టుకు తెలిపారు. పాస్‌పోర్టుతో సహా దేశానికి తిరిగి రావాలని నోటీసు జారీ చేయాలని సోమవారం నాడు సుప్రీ ం కోర్టు వుత్తరువు జారీ చేసింది.అయితే ఆ నోటీసు ఎప్పుడిస్తారో తెలియదు. మొత్తం మీద సరళీకరణ విధానాలతో ప్రభుత్వ బ్యాంకులను ఎలా వాడు కోవచ్చో, కొల్లగొట్టవచ్చో విజయమాల్య వుదంతం వెల్లడించింది. ఇవే కాదు, నిరర్ధక ఆస్తుల పేరుతో బ్యాంకులు చెబుతున్న లక్షల కోట్ల పారుబకాయిలన్నీ ఇలా ముంచినవే. ఒకవైపు ఆర్ధిక వ్యవస్థ బ్రహ్మాండంగా వుందంటారు. మరోవైపు బ్యాంకులను ముంచని, ప్రజల ఆస్తులను కొల్లగొట్టని బడా ప్రయివేటు సంస్ధ ఒక్కదానిని కూడా మనం చూడలేము.

Free LPG connections to Women from BPL Households

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved Pradhan Mantri Ujjwala Yojana – Scheme for Providing Free LPG connections to Women from BPL Households. Under the scheme, Rs 8000 crore has been earmarked for providing five crore LPG connections to BPL households. The Scheme provides a financial support of Rs 1600 for each LPG connection to the BPL households. The identification of eligible BPL families will be made in consultation with the State Governments and the Union Territories. This Scheme would be implemented over three years, namely, the FY 2016-17, 2017-18 and 2018-19.

This is the first time in the history of the country that the Ministry of Petroleum and Natural Gas would implement a welfare scheme benefitting crores of women belonging to the poorest households.

In our country, the poor have limited access to cooking gas (LPG). The spread of LPG cylinders has been predominantly in the urban and semi-urban areas with the coverage mostly in middle class and affluent households. But there are serious health hazards associated with cooking based on fossil fuels. According to WHO estimates, about 5 lakh deaths in India alone due to unclean cooking fuels. Most of these premature deaths were due to non-communicable diseases such as heart disease, stroke, chronic obstructive pulmonary disease and lung cancer. Indoor air pollution is also responsible for a significant number of acute respiratory illnesses in young children. According to experts, having an open fire in the kitchen is like burning 400 cigarettes an hour.

Providing LPG connections to BPL households will ensure universal coverage of cooking gas in the country. This measure will empower women and protect their health. It will reduce drudgery and the time spent on cooking. It will also provide employment for rural youth in the supply chain of cooking gas.

In this direction, Finance Minister in Budget speech on 29.2.2016 had announced a budgetary provision of Rs. 2000 crore for 2016-17 to provide deposit free LPG connections to 1.5 crore women belonging to the Below Poverty Line (BPL) families. Further, the Budget announced that the Scheme will be continued for two more years to cover 5 crore households.

India Going Slow on Future Liberalisation Commitments Under WTO

The outcomes in the area of agriculture in the Nairobi MinisterialConference are results of the demands of developing countries including India. Among these, the Decision on Public Stockholding for Food Security Purposes and a Special Safeguard Mechanism for the developing countries acknowledge the special requirements of the developing countries to protect the livelihood and food security of their farmers. India was at the forefront of negotiating these outcomes in Nairobi. In trade negotiations, including multilateral trade negotiations in the World Trade Organization (WTO), India has always taken a consistent stand to protect the interest of the country and its farmers.

The mandate of the Doha round of trade negotiations in the WTO envisaged the reductions of, with a view to phasing out, all forms of export subsidies. The Uruguay Round WTO Agreement on Agriculture (AOA) permits use of export subsidies to the Members that used them during the base year 1986-88. Mostly developed countries like the US, EU, Norway, Australia, Canada, New Zealand, Switzerland, Liechtenstein and some developing countries like Brazil, Columbia etc. are entitled to provide export subsidies as per Agreement on Agriculture (AoA). India could use only a special and differential provision of AoA that allows developing countries to use subsidies aimed at reducing the cost of marketing including internal and external transport as well as handling and processing costs provided that these are not applied in a manner that would circumvent export subsidy reduction commitments. As per the Ministerial Decision adopted in Nairobi, developed countries will immediately remove export subsidies, except for a few agriculture products, and developing countries will do so by 2018, with a longer time-frame in some limited cases. Developing countries will retain the flexibility of covering marketing and transport costs for agriculture exports until the end of 2023, while the poorest and food-importing developing countries will enjoy additional time to cut export subsidies. This Decision ensures that countries will not resort to trade-distorting export subsidies.

India remains committed to the Doha Development Agenda, which has development at its core. If it is concluded as per its mandate, it will result in better integration of developing countries in the global trading system.

The investment commitments, through Foreign Direct Investment (FDI) equity inflows after launch of ‘Make in India’ Initiative in September, 2014 has been worked out as USD 45,682 million for the period between October 2014 – December 2015 (15 months after Make in India initiative launch).

The Government is taking various measures for bringing investments to the country like opening up Foreign Direct Investment in many sectors; carrying out FDI related reforms and liberalization and improving ease of doing business in the country. Some of the recent initiatives are as below:

  1. 100% FDI under the automatic route has been allowed in the specified rail infrastructure projects.
  2. Investment made by NRIs, PIOs and OCIs under Schedule 4 of FEMA (Transfer or Issue of Security by Persons Resident Outside India) Regulations on non-repatriation basis is now deemed to be domestic investment at par with the investment made by residents.
  3. The special dispensation of NRIs has also been extended to companies, trusts and partnership firms, which are incorporated outside India and are owned and controlled by NRIs.
  4. 100% FDI under automatic route for manufacturing of medical devices has been permitted.
  5. FDI Policy on Insurance sector reviewed to increase the sectoral cap of foreign investment from 26% to 49% with foreign investment up to 26% to be under automatic route. Similar changes have also been brought in the FDI Policy on Pension Sector.
  6. In order to provide simplicity to the FDI policy and bring clarity on application of conditionalities and approval requirements across various sectors, different kinds of foreign investments have been made fungible under one composite cap.
  7. FDI up to 100% through automatic route has been allowed in White Label ATM Operations.
  8. Reforms in FDI Policy on Constructions Development sector include:
  9. a) Removal of conditions of area restriction of floor area of 20,000 sq. mtrs in construction development projects and minimum capitalization of US $ 5 million to be brought in within the period of six months of the commencement of business.
  10. b) Exit and repatriation of foreign investment is now permitted after a lock-in-period of three years. Transfer of stake from one non-resident to another non-resident, without repatriation of investment is also neither to be subjected to any lock-in period nor to any government approval.
  11. c) Exit is permitted at any time if project or trunk infrastructure is completed before the lock-in period.
  12. d) 100% FDI under automatic route is permitted in completed projects for operation and management of townships, malls/ shopping complexes and business centres.
  1. Foreign investment up to 49% in defence sector has been permitted under automatic route along with specified conditions. Further portfolio investment and investment by FVCIs has been allowed up to permitted automatic route level of 49%. The foreign investment in access of 49% has been allowed on case to case basis with Government approval in case of access to modern and ‘state-of-art’ technology related manufacturing.

  1. Government has decided to introduce full fungibility of foreign investment in Banking-Private sector. Accordingly, FIIs/FPIs/QFIs, following due procedure, can now invest up to sectoral limit of 74%, provided that there is no change of control and management of the investee company.
  2. Government has opened certain plantation activities namely; coffee, rubber, cardamom, palm oil tree and olive oil tree plantations for 100% foreign investment under automatic route.
  3. It has been decided that a manufacturer will be permitted to sell its product through wholesale and/or retail, including through e-commerce under automatic route.
  4. Government has reviewed single brand retail trading (SBRT) FDI policy to provide that sourcing of 30% of the value of goods purchased would be reckoned from the opening of first store. In case of ‘state-of-art’ and ‘cutting-edge technology’ sourcing norms can be relaxed subject to Government approval. Further, an entity operating SBRT through brick and mortar stores has been permitted to undertake e-commerce activities as well.
  5. Indian brands are equally eligible for FDI to undertake SBRT. In this regard, it has been decided that certain conditions of the FDI policy on the sector namely; products to be sold under the same brand internationally and investment by non-resident entity/ entities as the brand owner or under legally tenable agreement with the brand owner, will not be made applicable in case of FDI in Indian brands.
  6. 100% FDI is now permitted under automatic route in Duty Free Shops located and operated in the Customs bonded areas.
  7. FDI policy on wholesale cash & carry activities has been reviewed to provide that a single entity will be permitted to undertake both the activities of SBRT and wholesale.
  8. 100% FDI is now permitted under the automatic route in Limited Liability Partnerships (LLP) operating in sectors/activities where 100% FDI is allowed, through the automatic route and there are no FDI-linked performance conditions. Further, the terms ‘ownership and ‘control’ with reference to LLPs have also been defined.
  9. Regional Air Transport Service (RSOP) has been opened for foreign investment up to 49% under automatic route. Further, foreign equity cap of activities of Non-Scheduled Air Transport Service, Ground Handling Services have been increased from 74% to 100% under the automatic route.
  10. Foreign investment cap on Satellites- establishment and operation has now been raised from 74% to 100% under thegovernment route.
  11. Foreign investment cap on Credit Information Companies has now been increased from 74% to 100% under the automatic route.
  12. Government has decided that for infusion of foreign investment into an Indian company which does not have any operations and also does not have any downstream investments, Government approval would not be required, for undertaking activities which are under automatic route and without FDI-linked performance conditions.
  13. FDI policy on establishment and ownership or control of the Indian company in sectors/activities with caps requiring Government approval has been reviewed to provide that approval of the Government will be required if the company concerned is operating in sectors/ activities which are under Government approval route rather than capped sectors. Further no approval of the Government is required for investment in automatic route sectors by way of swap of shares.
  14. Certain conditions of FDI policy on Agriculture and Animal Husbandry, and Mining and mineral separation of titanium bearing minerals and ores, its value addition and integrated activities have been simplified.
  15. In order to achieve faster approvals on most of the proposals, the Government has decided to raise threshold limit for approval by FIPB to Rs 5000 crore.
  16. Further, Finance Minister in its Budget Speech on 29.2.2016 has announced that 100% FDI will be allowed through FIPB route in marketing of food           products produced and manufactured in India. This will benefit farmers, give impetus to food processing industry and create vast employment opportunities.

As per present guidelines of Reserve Bank of India (RBI), from November 1, 2014, banks are mandated to offer minimum five free transactions per month in own bank ATMs and three in other bank ATMs in six metro centres (Mumbai, New Delhi, Chennai, Kolkata, Bengaluru and Hyderabad). In non-metro centres, minimum five free transactions per month in own bank ATMs and five in other bank ATMs are mandated. Banks are free to offer free transactions above the mandated limit specified by RBI.

As on 24th February, 2016, Department of Posts (DoP) has installed 550 ATMs out of a target of 1000 ATMs in various parts of the country.

As on 31.12.2015, Scheduled Commercial Banks (SCBs) have 193434 ATMs across the country, out of which 33249 ATMs are in Rural Centres and 51925 in semi-urban centres. In order to expand the reach of ATMs in Tier III centres (population between 20,000 to 49,999) to Tier VI centre (population less than 5000), RBI has permitted non-bank entities incorporated in India. Three different schemes are available to such While Label ATM operators for setting of While Label ATMs (WLAs), which incentivize setting up of WLAs in Tier III to Tier VI centres, details of which are available in RBI Circular No. DPSS.CO.PD.No. 2298. 10.002.2011-2012 dated 20.6.2012 available on RBI’s website (https://rbi.org.in). as on 31.2.2015, 11706 WLAs have been set up
