Index Numbers of Wholesale Price in India (Base: 2004-05=100) Review, Wholesale Price in India

The official Wholesale Price Index for ‘All Commodities’ (Base: 2004-05=100) for the month of March, 2016 rose by 0.3 percent to 174.6 (provisional) from 174.0 (provisional) for the previous month.

INFLATION

The annual rate of inflation, based on monthly WPI, stood at -0.85% (provisional) for the month of March, 2016 (over March, 2015) as compared to -0.91% (provisional) for the previous month and -2.33% during the corresponding month of the previous year.  Build up inflation rate in the financial year so far was -0.85% compared to a build up rate of -2.33% in the corresponding period of the previous year.

Inflation for important commodities / commodity groups is indicated in Annex-1 and Annex-II.

The movement of the index for the various commodity groups is summarized below:-

PRIMARY ARTICLES (Weight 20.12%)

The index for this major group declined by 0.2 percent to 244.1 (provisional) from 244.7 (provisional) for the previous month.  The groups and items which showed variations during the month are as follows:-

The index for ‘Food Articles’ group declined by 0.2 percent to 258.6 (provisional) from 259.1 (provisional) for the previous month due to lower price of tea (7%), egg (6%), arhar and masur (4% each), condiments & spices (3%), gram, urad, moong and fish-inland (2% each) and barley and fruits & vegetables (1% each).  However, the price of poultry chicken   (9%), bajra (4%), fish-marine (3%) and maize, jowar, beef & buffalo meat, milk and pork (1% each) moved up.

The index for ‘Non-Food Articles’ group rose by 0.5 percent to 219.0 (provisional) from 217.9 (provisional) for the previous month due to higher price of raw rubber (17%), groundnut seed (8%), sugarcane (6%), raw jute, soyabean and linseed (2% each) and coir fibre, cotton seed, fodder and safflower (kardi seed) (1% each).  However, the price of flowers (17%), copra (coconut) (8%), rape & mustard seed (5%), raw silk, guar seed, raw cotton, gingelly seed and mesta (3% each) and castor seed and niger seed (2% each) declined.

The index for ‘Minerals’  group declined by 2.5 percent to 178.5 (provisional) from 183.0  (provisional) for the previous month due to lower price of crude petroleum (4%), iron ore (3%), magnesite (2%) and chromite (1%).  However, the price of zinc concentrate (4%) and sillimanite (1%) moved up.

FUEL & POWER (Weight 14.91%)

The index for this major group rose by 1.7 percent to 172.4 (provisional) from 169.6 (provisional) for the previous month due to higher price of aviation turbine fuel (14%), high speed diesel (6%), furnace oil (5%) and kerosene and bitumen (1% each).  However, the price of electricity and petrol (3% each) and LPG (1%) declined.

MANUFACTURED PRODUCTS (Weight 64.97%)

The index for this major group rose by 0.4 percent to 153.7 (provisional) from 153.1 (provisional) for the previous month. The groups and items for which the index showed variations during the month are as follows:-

The index for ‘Food Products’ group declined by 0.2 percent to 177.7 (provisional) from 178.1 (provisional) for the previous month due to lower price of tea leaf (unblended) (14%), tea leaf (blended) (4%), tea dust (unblended) (3%), mustard & rapeseed oil (2%) and gur (1%).  However, the price of gola (cattle feed) (5%), processed prawn, gingelly oil and tea dust (blended) (3% each), khandsari and canned fish (2% each) and powder milk, rice bran oil, palm oil, cotton seed oil and bakery products (1% each) moved up.

The index for ‘Beverages, Tobacco & Tobacco Products’ group rose by 1.4 percent to 210.2 (provisional) from 207.2 (provisional) for the previous month due to higher price of imfl-blended (11%), dried tobacco (7%), chewing tobacco (scented or not) (4%) and soft drinks & carbonated water and beer (1% each).  However, the price of zarda (3%) declined.

The index for ‘Textiles’ group rose by 0.1 percent to 139.8 (provisional) from 139.6 (provisional) for the previous month due to higher price of jute yarn (6%), jute sacking bag (3%), jute sacking cloth (2%) and man made fabric (1%).  However, the price of tyre cord fabric (2%) declined.

The index for ‘Wood & Wood Products’ group rose by 0.5 percent to 196.9 (provisional) from 195.9 (provisional) for the previous month due to higher price of processed wood (1%).

The index for ‘Paper & Paper Products’ group rose by 0.4 percent to 156.1 (provisional) from 155.5 (provisional) for the previous month due to higher price of corrugated sheet boxes (2%) and newspaper, kraft  paper & bags, cream  laid woven paper and paper rolls (1% each).

The index for ‘Leather & Leather Products’ group rose by 0.6 percent to 146.0 (provisional) from 145.2 (provisional) for the previous month due to higher price of leather footwear and leathers (1%).

The index for ‘Rubber & Plastic Products’ group rose by 0.4 percent to 145.6 (provisional) from 145.0 (provisional) for the previous month due to higher price of tubes (3%) and plastic products (1%).

The index for ‘Non-Metallic Mineral Products’ group rose by 0.3 percent to 178.3 (provisional) from 177.7 (provisional) for the previous month due to higher price of polished granite (2%) and grey cement (1%).  However, the price of railway sleeper (1%) declined.

The index for ‘Basic Metals, Alloys & Metal Products’ group rose by 1.8 percent to 153.1 (provisional) from 150.4 (provisional) for the previous month due to higher price of gp/gc sheets (7%), rounds (6%), plates and billets (5% each),     HRC, melting scrap, wire rods and angles (4% each), CRC, gold & gold ornaments, joist & beams and pencil  ingots (3% each), silver, sponge iron, nuts/bolts/screw/ washers and rebars (2% each) and pig iron (1%).  However, the price of steel rods (5%), lead (3%), sheets and steel: pipes & tubes (2% each) and pipes/tubes/rods/strips and steel castings (1% each) declined.

The index for ‘Machinery & Machine Tools’ group declined by 0.1 percent to 134.9 (provisional) from 135.1 (provisional) for the previous month due to lower price of fibre optic cable (9%), fluorescent tubes (3%), pvc insulated cable, electric motors and heat exchanger (2% each) and industrial  valves, engines, conductor and ball/roller bearing (1% each).  However, the price of machine tools (3%) and insulators (1%) moved up.

The index for ‘Transport, Equipment & Parts’ group rose by 0.6 percent to 139.0 (provisional) from 138.2 (provisional) for the previous month due to higher price of motor cycle / scooter / moped (4%).  However, the price of railway brake gear (2%) declined.

FINAL INDEX FOR THE MONTH OF JANUARY, 2016 (BASE YEAR: 2004-05=100)

For the month of January, 2016, the final Wholesale Price Index for ‘All Commodities’ (Base: 2004-05=100) stood at 175.4 as compared to 175.7 (provisional) and annual rate of inflation based on final index stood at -1.07 percent as compared to     -0.90 percent (provisional) respectively as reported on 15.02.2016.

 MERCHANDISE TRADE

  EXPORTS (including re-exports)

Exports during March, 2016 were valued at US$ 22718.69 million (Rs.152264.96 crore) which was 5.47 per cent lower in Dollar terms (1.45 per cent higher in Rupee terms) than the level of US$ 24032.55 million (Rs.150082.80 crore) during March, 2015. Cumulative value of exports for the period April-March 2015-16 was US$ 261136.80 million (Rs.1708841.43 crore) as against US$ 310338.47 million (Rs.1896348.40 crore) registering a negative growth of 15.85 per cent in Dollar terms and 9.89 per cent in Rupee terms over the same period last year.

Non-petroleum exports in March 2016 are valued at US$ 20639.78 million against US$ 21386.48 million in March 2015, a reduction of 3.49 per cent. Non-petroleum exports during April to March 2016 are valued at US$ 231952.95 million as compared to US$ 253544.33 million for the corresponding period in 2015, a reduction of 8.52 per cent.

The trend of falling exports is in tandem with other major world economies. The growth in exports have fallen for USA (10.81 per cent), European Union (7.40 per cent), China (11.37 per cent) and Japan (12.85 per cent) for January 2016 over the corresponding period previous year as per WTO statistics.

IMPORTS

            Imports during March, 2016 were valued at US$ 27789.56 million (Rs.186250.88 crore) which was 21.56 per cent lower in Dollar terms and 15.82 per cent lower in Rupee terms over the level of imports valued at US$ 35428.72 million (Rs.221251.65 crore) in March, 2015. Cumulative value of imports for the period April-March 2015-16 was US$ 379596.17 million (Rs.2481367.22 crore) as against US$ 448033.42 million (Rs.2737086.58 crore) registering a negative growth of 15.28 per cent in Dollar terms and 9.34 per cent in Rupee terms over the same period last year.

CRUDE OIL AND NON-OIL IMPORTS:           

Oil imports during March, 2016 were valued at US$ 4799.96 million which was 35.30 per cent lower than oil imports valued at US$ 7418.51 million in the corresponding period last year. Oil imports during April-March, 2015-16 were valued at US$ 82662.26 million which was 40.24 per cent lower than the oil imports of US$ 138325.50 million in the corresponding period last year.

Non-oil imports during March, 2016 were estimated at US$ 22989.60 million which was 17.92 per cent lower than non-oil imports of US$ 28010.21 million in March, 2015. Non-oil imports during April-March, 2015-16 were valued at US$ 296933.91 million which was 4.12 per cent lower than the level of such imports valued at US$ 309707.92 million in April-March, 2014-15.

II.TRADE IN SERVICES (for February, 2016, as per the RBI Press Release dated 18th April, 2016)

EXPORTS (Receipts)

Exports during February, 2016 were valued at US$ 12329.00 Million (Rs. 84130.26 crore).

During February, 2016, on month-on-month basis, growth in services export remained negative (with a growth of 1.94 per cent) as compared to negative growth (10.44 per cent) during January 2016 (as per RBI’s Press Release for the respective months).

IMPORTS (Payments)

Imports during February, 2016 were valued at US$ 7189.00 million (Rs. 49056.08 crore). 

III.TRADE BALANCE

MERCHANDISE: The trade deficit for April-March, 2015-16 was estimated at US$ 118459.37 million which was lower than the deficit of US$ 137694.95 million during April-March, 2014-15.

SERVICES: As per RBI’s Press Release dated 18th April 2016, the trade balance in Services (i.e. net export of Services) for February, 2016 was estimated at US$ 5140 million. The net export of services for April- February, 2015-16 was estimated at US$ 64600.21 million which is lower than net export of services of US$ 69136.42 million during April- February, 2014-15. (The data for April-February 2015-16 has been derived by adding April-December 2015-16 with month wise QE data of RBI Press Release dated 18th April 2016).

 

OVERALL TRADE BALANCE: Taking merchandise and services together, overall trade deficit for April-March, 2015-16 estimated at US$ 53859.16 million as compared to US$ 68558.53 million over same period last year has fallen by 21.44 per cent (Services data pertains to April- February as February 2016 is the latest data available as per RBI’s Press Release dated 18th April 2016).

      ప్రపంచ నేతలు, పేరు మోసిన ప్రముఖులను గడ గడలాడిస్తున్న  పత్రాలను కలిగి వున్న కంపెనీ మొసాక్‌ ఫోన్సెకా కథ, కమామిషు ఏమిటి ? అనగా అనగా ఒక భూ ప్రపంచం, దానిలో ఒక ఖండం పేరు దక్షిణ అమెరికా, దానికి ఇంకొక పేరు లాటిన్‌ అమెరికా.దీనిని వుత్తర అమెరికా (అమెరికా సంయుక్త రాష్ట్రాలు వున్న ఖండం) ఖండాన్ని కలుపుతూ మధ్యలో వున్న చిన్న దేశాలలో ఇదొకటి. అందుకని దీనిని మధ్య అమెరికా దేశం అని కూడా అంటారు గానీ ఖండాల వారీ చూస్తే దక్షిణ అమెరికాకే చెందుతుంది. పసిఫిక్‌-అట్లాంటిక్‌ సముద్రాలను కలుపుతూ ఒక కాలువను తవ్వారు అదే పనామా కాలువ.అంతకు ముందు ఐరోపా, ఆఫ్రికా ఖండాల నుంచి దూరప్రాచ్య దేశాలకు వెళ్లాలంటే దక్షిణ అమెరికాలోని చిలీలో వున్న కేప్‌ హారన్‌ను చుట్టి రావాల్సి వుండేది. అది ఖర్చు, సమయం వృధాతో పాటు ప్రమాదకర మార్గంగా వుండేది. దాంతో ఆఫ్రికా ఖండంపై ఆధిపత్యం సంపాదించిన ఫ్రెంచి పాలకులు పనామా కాలువకు రూప కల్పన చేశారు. ఈ కధ వేరే. అలాంటి పనామా తమ దేశంలో తవ్విన కాలువను జాతీయ చేసిన తరువాత ఆ కాలువ గుండా ప్రయాణించే ఓడల నుంచి టోలు వసూలు చేసుకోవటంతో పాటు సులభంగా డబ్బు సంపాదించేందుకు తమ దేశంలో కంపెనీలను ఏర్పాటు చేస్తే ఎలాంటి పన్నులు విధించబోమని ప్రకటించింది. పరిశ్రమలు పెడితే, వ్యాపారాలు నిర్వహించి తమ జనానికి వుపాధి కల్పిస్తే రాయితీలు ఇస్తామని ప్రకటించే దేశాల గురించి చాలా మందికి తెలుసు గానీ ఇలా కేవలం కంపెనీలను రిజిస్టర్‌ చేస్తే రాయితీలిచ్చే దేశాలు, ప్రాంతాలు ప్రపంచంలో చాలా తక్కువగా వున్నాయి.

    ఇంతకీ పనామా జనాభా ఎంత అనుకుంటున్నారు. నలభై లక్షల లోపు, వారిలో సగం మంది రాజధాని పనామా సిటీలోనే వుంటారు.కార్పొరేట్‌ కంపెనీలకు సేవలు అందించేందుకు 1977లో జర్మన్‌ లాయర్‌ జర్గన్‌ మొసాక్‌ తన పేరుతో ఒక కంపెనీ ఏర్పాటు చేశాడు. పది సంవత్సరాల తరువాత పనామాకు చెందిన లాయర్‌ రామొన్‌ ఫొన్సేకా దానిలో చేరటంతో అది మొసాక్‌ ఫొన్సేకా కంపెనీగా మారింది. తరువాత స్విడ్జర్లాండ్‌కు చెందిన మరో లాయర్‌ క్రిస్టోఫ్‌ జోలింగర్‌ వారితో భాగస్వామిగా చేరాడు. ఇంకేముంది ముగ్గురు లాయర్లు అరవై కక్షిదారులుగా వారి వ్యాపారం విస్తరించింది. వాణిజ్య , ట్రస్ట్‌ చట్టాలు, కంపెనీ రిజిస్ట్రేషన్లు,మదుపు, అంతర్జాతీయ వాణిజ్య వ్యవస్ధల గురించి సలహాలు అందించటంలో అది పేరు తెచ్చుకుంది.దానికి ప్రపంచంలో 40 కార్యాలయాలు వాటిలో 500 మంది సిబ్బంది వున్నారు. గుట్టుగా లావాదేవీలు నిర్వహించే ఈ సంస్ధలో 1977-2015 మధ్యకాలంలో దాని సేవలు పొందిన, పొందుతున్న ఖాతాదారుల వివరాల పత్రాలు వెల్లడి కావటంతో ప్రపంచ వ్యాపితంగా దాని పేరు తెలిసిపోయింది. పనామాలో ఇంకా ఇలాంటి సేవలు అందించే కంపెనీలు చాలా వున్నాయి.పనామాలో నమోదైన మొత్తం కంపెనీలలో సగం ఇలాంటి ఏడు పెద్ద సంస్ధల సేవలు పొందుతున్నాయి.

    ఎంత ఎదిగినా ఒదిగి వుండాలన్నట్లుగా అబ్బే మా కంపెనీ చాలా చిన్నదండీ ప్రపంచ ఆర్ధిక సేవల సలహాలలో కేవలం ఐదుశాతమే మా వాటా అని మొసాక్‌ ఫొన్సేకా చెప్పుకుంటుంది. కానీ పదిశాతం వరకు వుంటుందని ఒక అంచనా.కరీబియన్‌ ప్రాంతంలో బ్రిటీష్‌ వారి ఏలుబడిలో వున్న వర్జిన్‌ ఐలాండ్స్‌ అనే దీవిలో కూడా మొసాక్‌ ఫొన్సెకా కార్యకలాపాలు వున్నాయి. ఇక్కడ అది లక్షకు పైగా కంపెనీలను నమోదు చేసింది. ఇవి అక్కడి జనాభాకు నాలుగు రెట్లు ఎక్కువంటే ఆశ్చర్యపోవద్దు. వీటిని సూట్‌ కేస్‌ కంపెనీలని కూడా అంటారు. వాటికి కార్యాలయాలు వుండవు, సిబ్బంది వుండరు.పేరుకు అక్కడ ఆఫీసులు, ఇతర చోట్ల కార్యకలాపాలు, పన్నుల చెల్లింపు విషయానికి వస్తే అక్కడి చిరునామాను చూపి తప్పించుకుంటాయి. బినామీ, సూట్‌ కేసు కంపెనీల ఏర్పాటుకు సలహాలు ఇచ్చే మొసాక్‌ ఫోన్సెకా వంటి కంపెనీలు కూడా నకిలీలను ఏర్పాటు చేసుకుంటాయి. అర్జెంటీనా అక్రమాల విచారణలో ఇది ఎంఎఫ్‌ అనే మరో సూట్‌ కేసు కంపెనీ ఏర్పాటు చేసినట్లు బయటపడింది. బ్రెజిల్‌లో జరిగిన అక్రమాలలో కూడా ఇలాంటిదే బయట పడింది. అయితే అక్కడి కార్యాలయం తమ ఏజంట్‌ తప్ప తమ ప్రధాన కార్యాలయంనుంచి పనిచేయదని తప్పించుకుంది. ఈ కంపెనీ యజమానులలో ఒకరు పనామా సలహాదారుగా వుండి, ఈ కుంభకోణం బయటపడటంతో పదవికి రాజీనామా చేయాల్సి వచ్చింది.

   మనదేశ చరిత్రలో అనేక కుంభకోణాలు జరిగాయి. వాటన్నింటినీ ఇక్కడ పేర్కొనటం సాధ్యం కాదు. వాటిలో దేశ ప్రజలందరి దృష్టిని ఆకర్షించి అవినీతి మైలు రాళ్లుగా (ఇప్పుడు కిలోమీటర్‌ రాళ్లు అనుకోవాలి) చెప్పుకొనే కొన్నింటిని రేఖా మాత్రంగా ఇక్కడ చూద్దాం. నయా వుదారవాద విధానం లేదా నూతన ఆర్ధిక విధానాల పేరుతో 99శాతం ప్రజలకు చెందాల్సిన వనరులను ఒక శాతం కార్పొరేట్లకు కట్టపెట్టటం జరుగుతోంది.

    రాజ్యాంగ సంస్ధ అయిన కంప్ట్రోలర్‌ మరియు ఆడిటర్‌ (కాగ్‌) నివేదికల ప్రకారం మన దేశంలో అపారంగంగా వున్న బొగ్గు నిల్వలను వేలం పాట లేకుండా అడ్డదారుల్లో, అవినీతి మార్గాలలో ప్రయివేటు సంస్ధలకు కట్టపెట్టటం పెద్ద కుంభకోణం.దీనికి వాజ్‌పేయి నాయకత్వంలోని ఎన్‌డిఏ ప్రభుత్వం రూపకల్పన చేస్తే మన్మోహన్‌సింగ్‌ నాయకత్వంలోని యుపిఏ ప్రభుత్వం అమలు జరిపింది. పనిలో పనిగా విమర్శలను తప్పించుకొనేందుకు కొన్ని ప్రభుత్వ రంగ సంస్ధలకు కూడా ఇచ్చారు. దాని వలన నష్టం లేదు. వచ్చే లాభాలు తిరిగి ప్రభుత్వానికే చేరతాయి.ఈ కుంభకోణంలో ప్రభుత్వ ఖజానాకు లక్షా 86వేల కోట్ల రూపాయల నష్టమని కాగ్‌పేర్కొనగా మీడియా అంచనా పదిలక్షల కోట్లకు పైగానే వుంది. ఇదంతా 2004-09 మఢ్యనే జరిగింది. అదీ స్వయంగా ప్రధాని ఆధ్వర్యంలోనే అని తెలుసుకోవాలి.

    బాగా చర్చజరిగిన 2జి స్పెక్ట్రం కుంభకోణం కారణంగా ఖజానాకు లక్షా 76వేల కోట్ల రూపాయల నష్టం జరిగింది. పెరిగిన 2008 రేట్లు వున్నప్పటికీ నిబంధనలను పక్కదారి పట్టించి 2001 రేట్ల ప్రకారం కేటాయింపులు జరిపి ఈ అక్రమానికి తెరతీశారు.

   హవాలా కుంభకోణం. పన్ను ఎగవేసేందుకు, విదేశాల్లో డబ్బు దాచుకొనేందుకు అనుసరించిన విధానాన్ని హవాలా అంటారు. ఒక వ్యక్తి మన దేశం నుంచి అమెరికాకు డబ్బు పంపాలి. మరొకరు అక్కడి నుంచి మన దేశానికి పంపాలి. చట్ట బద్దమైన పద్దతులలో పంపితే లెక్కలు చూపాలి, పన్ను కట్టాలి.ఇవేమీ లేకుండానే కొంత కమిషన్‌ తీసుకొని అక్కడా ఇక్కడా డబ్బు సర్దుబాటు చేసే ఏజంట్లు వుంటారు.ఇందుకు గాను మన దేశంలో రాజకీయ నాయకులకు కోటీ ఎనభైలక్షల డాలర్ల మేర ముడుపులు ఇచ్చారని 1996లో వెల్లడయింది. దీనిలో అద్వానీ పేరు కూడా చోటు చేసుకుంది. తరువాత కాదని తేల్చారు. ఈ కుంభకోణం ఇప్పుడు కూడా నడుస్తున్నది.

    పెద్ద గీతను చిన్నదానిగా చేయాలంటే దాని పక్కనే మరింత పెద్దగీత గీయాలి. ఒకప్పుడు హర్షద్‌ మెహతా పెద్ద గీత ఇప్పుడు అంతకంటే ఎన్నో పెద్ద గీతలు.బ్యాంకులు, బోంబే స్టాక్‌ మార్కెట్‌ను మోసం చేసి దాదాపు నాలుగువేల కోట్ల రూపాయల కుంభకోణానికి పాల్పడిన హర్షద్‌ మెహతా బీమా కంపెనీలో ఒక చిన్న వుద్యోగి. ఆర్ధిక లావాదేవీలలో లొసుగులను కనిపెట్టి వాటిని వుపయోగించుకున్నాడు.మొత్తం 28 కేసులు నమోదు చేయగా నాలుగింటిలోనే శిక్ష పడింది. 47ఏళ్ల వయసులో జైల్లో మరణించాడు. ఆ కేసులు మాత్రం ఇంకా నడుస్తూనే వున్నాయి.

  రక్షణ రంగంలో ముడుపులు లేని లావాదేవీ వుండదంటే అతిశయోక్తి కాదు. అలాంటి వాటిని బహిర్గతం చేసింది బోఫోర్స్‌ కుంభకోణం. పెద్ద తుపాకుల కొనుగోలు కాంట్రాక్టులో 80 కోట్ల రూపాయల కమిషన్లు పొందిన వారిలో రాజీవ్‌ గాంధీ వున్నట్లు వెల్లడైంది. దీంతో పెద్ద సంచలనం. ఇప్పుడు జరుగుతున్న కుంభకోణాలతో పోలిస్తే ఇది మరీ చిన్నగీత.

   కాదేదీ కవిత కనర్హం అన్నట్లుగా చివరికి గడ్డిలో కూడా కోట్లు సంపాదించవచ్చుని బీహార్‌లో జరిగిన 900 కోట్ల రూపాయల ఈ కుంభకోణం నిరూపించింది. దీని పేరు చెబితే వెంటనే లాలూ ప్రసాద్‌ యూదవ్‌ గుర్తుకు రాక మానరు.. బ్యాంకింగ్‌ రంగంలో వున్న లొసుగులను వుపయోగించుకొని బ్యాంక్‌ ఆఫ్‌ ఇండియాను కేతన్‌ పరేఖ్‌ అనే పెద్ద ఒక విధంగా వందల కోట్ల రూపాయలకు ముంచాడు.

    దాదాపు పది సంవత్సరాల పాటు విదేశీ, స్వదేశీ జనాలు, కంపెనీలను దాదాపు 14వేల కోట్ల రూపాయలకు ముంచిన సత్యం కంప్యూటర్స్‌ గురించి పెద్దగా చెప్పుకోనవసరం లేద. బిల్‌గేట్స్‌,చంద్రబాబు నాయుడు వంటి వారు ఈ మోసగాడిని తమ పక్కన కూర్చో పెట్టుకొని అందలమెక్కించారు. నకిలీ స్టాంపుల ముద్రణతో 20వేల కోట్లకు పైగా ముంచిన తెల్గి, దాదాపు పదివేల కోట్ల రూపాయలను స్వాహా చేసిన కామన్‌ వెల్త్‌ గేమ్స్‌ కుంభకోణం వంటివి మన కళ్ల ముందే జరిగాయి. వీటిలో భాగస్వాములైన వారిని శిక్షిస్తారా ? పోయిన ప్రజల సొమ్మును తిరిగి రాబడతారా ? అప్పనంగా సొమ్మును అప్పగించటమే అవినీతి కాదు, అలా తేలిన సొమ్మును రాబట్టకపోవటం కూడా అవినీతిలో భాగమే అవుతుంది.

ముందుగా ఏ పార్టీ అధికారంలోకి వస్తుందో చూసుకొని దానిలో దూరిపో , లెక్క తప్పి అధికారానికి రాకపోయినా ఫరవాలేదు, తరువాత నియోజకవర్గ అభివృద్ధి పేరుతో సిగ్గూ ఎగ్గూ పక్కన పెట్టేసి అధికారానికి వచ్చిన పార్టీలో చేరిపో, మంచి పదవి కొనుక్కో , వెంటనే చూసుకో ఒక పన్ను స్వర్గం ! పెట్టుకో లేదా కొనుక్కో అక్కడో సూట్‌కేస్‌ కంపెనీ !! ఇక్కడ దండుకో అందినంత సొమ్ము !!! భారత మాతాకీ జై కొట్టు !!!!

   లైసన్సులు, పర్మిట్లు ఇప్పించినందుకు లంచాలు తీసుకోవటం, బల్లకింద చెయ్యి పెట్టటం నాటి పద్దతి ! ప్రభుత్వ కాంట్రాక్టులు, రాయితీలు, భూములు, రుణాలు ఇప్పించి నీకది-నాకిది, నీకింత -నాకింత అని పంచుకోవటం నేటి పద్దతి !! ఎవరి దగ్గరైనా లంచాలు తీసుకుంటుంటే అవినీతి నిరోధకశాఖ సిబ్బంది నాటకీయంగా వలపన్నటం లెక్కలేనన్ని సినిమాల్లో అందరూ చూసింది మోటు పద్దతి. ఇప్పుడు అంతా చట్టబద్దమే, బల్లమీది వ్యవహారమే.

    రాజకీయ నేత, పారిశ్రామికవేత్త, వ్యాపారి, సినిమా యాక్టర్‌ ఇలా ఎందరో మహాను భావులు , చిదిమితే దేశ భక్తి కారిపోతుంటుంది. ప్రతిదానినీ వ్యాపారం-లాభం లెక్కలలో చూసుకొనేవారు ఎవరైనా ఇదే పద్దతి. గజం పాతికవేల రూపాయల స్ధలాన్ని కంపెనీ పేరుతో పాతిక రూపాయలకే అప్పనంగా పొందవచ్చు. దీన్ని కేటాయించిన సదరు మంత్రి కుమారుడు, కుమార్తెల పేరుతో (ఎందుకంటే ఇప్పుడు బావమరుదులను కూడా నమ్మటం లేదు మరి) ముందుగానే ఏర్పాటు చేసిన సూట్‌ కేసు కంపెనీలలో పది రూపాయల వాటాను వెయ్యి రూపాయలకు కొనటం లేదా సదరు కంపెనీకి ఎలాంటి వడ్డీ లేకుండా వందల కోట్ల రుణం పేరుతో డబ్బు బదలాయించి చట్టబద్దంగానే లంచం చెల్లించటం నేటి పద్దతి.

     ఇక అలా సంపాదించిన దానిని స్నేహితులు, బంధువుల పేరుతోనో మరొక పేరుతోనో దాస్తే, ఎవరినీ నమ్మే రోజులు కావివి, తీరా గడ్డితిని సంపాదించిన దానిని వారు నొక్కేస్తే ? డబ్బూపోయె శనీ పట్టె అన్నట్లు ఎందుకొచ్చిన తిప్పలు ! విదేశాల్లో దాచుకుంటే ఏ గొడవా వుండదు. అందుకే ముందుగా ఏ పార్టీ అధికారంలోకి వస్తుందో చూసుకొని దానిలో దూరిపో , లెక్క తప్పి అధికారానికి రాకపోయినా ఫరవాలేదు, తరువాత నియోజకవర్గ అభివృద్ధి పేరుతో సిగ్గూ ఎగ్గూ పక్కన పెట్టేసి అధికారానికి వచ్చిన పార్టీలో చేరిపో, మంచి పదవి కొనుక్కో , వెంటనే చూసుకో ఒక పన్ను స్వర్గం ! పెట్టుకో లేదా కొనుక్కో అక్కడో సూట్‌కేస్‌ కంపెనీ !! ఇక్కడ దండుకో అందినంత సొమ్ము !!! భారత మాతాకీ జై కొట్టు !!!!

     మనకు బాగా తెలిసి పన్నుల స్వర్గం స్విడ్జర్లాండ్‌. అక్కడి బ్యాంకుల నిబంధనల ప్రకారం ఎవరైనా ఎంతైనా డబ్బు దాచుకోవచ్చు. అది ఎక్కడిది, అక్రమమా, సక్రమమా అని ఎవరూ అడగటానికి వీలు లేకుండా నిబంధనలు రూపొందించారు.అందుకని ఎవరైనా స్విడ్జర్లాండ్‌ వెళ్లారంటే అక్కడ లావాదేవీలు చూసుకొని రావటానికే అని అనుమానించటం సహజం. ఇపుడు స్విడ్జర్లాండ్‌ నిబంధనలు మార్చారు.ఎవరైనాఅడిగితే సమాచారాన్ని తెలియచేయాల్సి వుంటుంది. ఏ సమాచారమూ ఇవ్వనవసరం లేని పనామా వంటి దేశాలు, దీవులు ఇప్పుడు అందుబాటులోకి వచ్చాయి. డబ్బుంటే చాలు, దానిని ఎలా దాచుకోవాలో, ఎలా పన్నులు ఎగ్గొట్టాలో సలహాల సేవలు అందించే కంపెనీలు చాలా వున్నాయి. అదిగో అలాంటి వాటిలో పనామాలోని ఒక పెద్ద సంస్ధ మోసాక్‌ ఫొన్సెకా. దాని దగ్గర వున్న లక్షలాది లావాదేవీల పత్రాలు బయటికి వచ్చాయి. ఆ కంపెనీ పనామాలో వుంది కనుక వాటిని పనామా పత్రాలని పిలుస్తున్నారు.రెండులక్షలకు పైగా కంపెనీల వివరాలు ఇపుడు బయటకు వచ్చాయి. తమ కంప్యూటర్లను హాక్‌ చేశారని మొసాక్‌ ఫొన్సేకా ప్రకటించింది.

    ఏప్రిల్‌ మొదటివారంలో ఈ పత్రాలు వెలువడగానే దాదాపు అన్ని పత్రికలు ఆ వార్తను పతాక శీర్షికలతో పెట్టాయి. తరువాత వాటి గురించి దాదాపు మరిచి పోయాయి ? పెట్టుబడిదారుల పుత్రికలైన పత్రికలు కొనసాగింపు వార్తలను ఇస్తాయని ఎవరైనా ఆశిస్తే అది దురాశే.మన దేశానికి చెందిన పెద్దల పేర్లు కూడా పనామా పత్రాలలో వుండటంతో మన ప్రధాని నరేంద్రమోడీ వెంటనే తగు చర్యలు తీసుకోవాలని అధికార యంత్రాంగాన్ని ఆదేశించినట్లు వార్తలు వచ్చాయి. వాటి వెనుక కారణాలు ఏవున్నప్పటికీ ఆ మేరకు స్పందించినందుకు కొంత మంది సంతృప్తి వ్యక్తం చేస్తున్నారు. విదేశాల్లో దాచుకున్న నల్లధనాన్ని వెలికి తీసి ప్రతి ఒక్కరికి పదిహేను లక్షల రూపాయలు పంచుతామని ఎన్నికలకు ముందు చెప్పిన ప్రధాని రెండేళ్లు గడుస్తున్నా చేసిందేమీ లేదనే విమర్శలను తప్పించుకోవటానికే మొక్కుబడిగా ఆ ప్రకటన చేశారని ఎందరో భావిస్తున్నారు. అయితే ఇప్పటి వరకు వెల్లడైన సమాచారం చాలా పరిమితమే. రానున్న రోజుల్లో ఇండియన్‌ ఎక్స్‌ప్రెస్‌ మరింత సమాచారాన్ని వెల్లడించనుంది.అందువలన ఇది అంతంకాదు ఆరంభం మాత్రమే. వస్తున్న విశ్లేషణలు, నిబంధనలను పరిశీలిస్తే ఎవరెంత మన దేశంలో దోచుకున్నారో విదేశాల్లో దాచుకున్నారో వివరాలు కొంతమేరకు తెలుసుకోవచ్చేమో తప్ప సరిహద్దులు దాటిపోయిన ధనం ఏమేరకు తిరిగి వస్తుందన్నది అనుమానమే.

     పనామా పత్రాలు ప్రపంచంలో అనేక మంది రాజకీయ నేతలకు దడ పుట్టిస్తున్నాయి. ఇప్పటికే ఐస్లాండ్‌ ప్రధాని రాజీనామా చేశాడు.నలభై లక్షల డాలర్ల అక్రమ బాండ్ల వివరాలు బయటకు రావటంతో తోకముడిచాడు. బ్రిటన్‌ ప్రధాని కామెరాన్‌ పన్నులకు సంబంధించి తప్పుడు సమాచారమిచ్చినట్లు బయటకు రావటంతో ఇబ్బందులలో పడ్డాడు. పాక్‌ ప్రధాని నవాజ్‌ షరీఫ్‌ రాజీనామాకు ప్రతిపక్షాలు డిమాండ్‌ చేశాయి.ఇలాంటి వారు 45 దేశాధినేతల పేర్లు ఈ పత్రాలలో ప్రస్తావనకు వచ్చాయి.న్యూస్‌ వీక్‌ పత్రిక సమాచారం ప్రకారం ప్రపంచంలోని పన్నుల స్వర్గాలలో 21నుంచి 32లక్షల కోట్ల డాలర్ల మేరకు ప్రపంచ సంపన్నులు, కార్పొరేట్లు అక్రమంగా దాచుకున్నారు. స్విడ్జర్లాండ్‌, హాంకాంగ్‌, అమెరికా, సింగపూర్‌, కేమాన్‌ దీవులు ప్రధమ స్ధానాలలో వుండగా పనామా 13,బ్రిటన్‌ 15వ స్ధానంలో వుంది.బ్రిటన్‌ వర్జిన్‌ ఐలాండ్‌లో పన్ను చెల్లించనవసరం లేకపోవటంతో ఎఫ్‌డిఐలు అక్కడికి లక్షా ఇరవైవేల కోట్ల పౌండ్ల మేరకు వచ్చాయి. అక్కడ 6,72,500 కంపెనీలు లేదా ఖాతాలు వున్నాయి. దారి జనాభా 30వేలకు లోపు. ఇలాంటి అక్రమలావాదేవీలకు ప్రధాన కేంద్రంగా బ్రిటన్‌ వుంది. పనామా పత్రాల తీవ్రత ‘పెట్టుబడిదారీ విధానాన్ని తీవ్ర సంక్షోభంలోకి నెట్టేదిగా వుందని’ టైమ్‌ పత్రిక వ్యాఖ్యానించింది.’21వ శతాబ్దపు పెట్టుబడిదారీ విధాన వాహనం అడ్డుగోడను ఢీకొట్టేందుకు శబ్దం చేస్తూ వెళ్లే దారిలో మొసాక్‌ ఫొన్సెకా వ్యవహారం ఒక మైలు రాయి అని ‘ జీన్‌ పెరీ లేమాన్‌ అనే పారిశ్రామికవేత్త వ్యాఖ్యానించాడు.

     ఆర్ధిక అసమానతలను పరిష్కరించని పక్షంలో మొత్తం పెట్టుబడిదారీ వ్యవస్ధకే ముప్పు వస్తుందని తీవ్ర హెచ్చరిక చేసిన ఫ్రెంచి ఆర్ధికవేత్త థామస్‌ పికెటీ పన్నుల స్వర్గాలను అదుపు చేయని పక్షంలో మొత్తం ప్రపంచ వ్యవస్తే కుప్పకూలి పోతుందని అది జరగక ముందే వాటిని తక్షణమే అదుపు చేయాలని,నిబంధనలు పాటించని దేశాలపై అవసరమైతే ఆర్ధిక ఆంక్షలు విధించాలని పనామా పత్రాల వెల్లడి గురించి వ్యాఖ్యానించారు. పన్నుల స్వర్గాలలో జరుగుతున్న అక్రమాల గురించి చాలా కాలంగా వార్తలు వస్తున్నాయని ప్రభుత్వాలు చేసే ప్రకటనలకు, ఆచరణకు నక్కకూ నాగలోకానికి వున్నంత దూరం వుందని పికెటీ పేర్కొన్నారు. 2014లో లక్సెంబర్గ్‌ లీక్స్‌ లేదా లక్స్‌లీక్స్‌ దర్యాప్తులో ఐరోపాలోని కార్పారేట్‌ కంపెనీలేవీ పన్నులు కట్టటం లేదని తేలింది. పనామా పత్రాల ప్రకారం ధనిక, పేద దేశాల ఆర్ధిక, రాజకీయ పెద్దలు తమ ఆస్థులను ఎలా దాచుకుంటున్నారో వెల్లడి అయింది. జర్నలిస్టులు తమ విధి నిర్వహిస్తున్నందుకు మనం సంతోషించాలి.సమస్య ఎక్కడంటే ప్రభుత్వాలే తమపని తాము చేయటం లేదు. వాస్తవం ఏమంటే 2008లో ప్రారంభమైన సంక్షోభం తరువాత అసలు చేసిందేమీ లేదు.మరో విధంగా చెప్పాలంటే పరిణామాలు మరింతగా దిగజారాయి.తమ ఆధీనంలోని వర్జిన్‌ దీవులు, ఇతర ప్రాంతాలలో కొల్లగొట్టే పనులు చేస్తూనే బ్రిటన్‌ తన పన్ను రేటును 17శాతానికి తగ్గించబోతున్నది. ఒక పెద్ద దేశం ఇలా చేయటాన్ని ఎక్కడా వినలేదు. దీని గురించి ఏమీ చేయకపోతే మనమందరం ఐర్లండ్‌ మాదిరి 12శాతం లేదా సున్నా లేకపోతే పెట్టుబడులు పెట్టిన వారికి గ్రాంట్లు ఇచ్చినా ఆశ్చర్యం లేదు. అని కూడా పికెటీ వ్యాఖ్యానించారు.

      పన్నుల స్వర్గాలలో ప్రయివేటు ఆస్ధులను దాచుకోవటంపై ఇప్పటికీ పూర్తి పారదర్శకత లేదు, 2008 నుంచి ఆర్ధిక వ్యవస్ధల కంటే ఆస్తులు వేగంగా పెరుగుతున్నాయి. ఎందుకంటే వారు ఇతరుల కంటే తక్కువ పన్ను చెల్లించటం ఒక కారణం.ప్రభుత్వం ఎలాగూ దర్యాప్తు చేయదనే భయంతో ప్రాన్స్‌లో ఒక జూనియర్‌ మంత్రి తనకు స్విడ్జర్లాండ్స్‌లో ఖాతాలు లేవని 2013లో మంత్రి తాపీగా చెప్పాడు. జర్నలిస్టులు వాస్తవాలను వెల్లడించారు. తమ దగ్గర వున్న సమాచారాన్ని వున్నది వున్నట్లు అధికారికంగా తెలియచేసేందుకు స్విడ్జర్లాండ్‌ అంగీకరించింది. పనామా ఇప్పటికీ తిరస్కరిస్తున్నది. సమాచారాన్ని వెల్లడి చేయటమంటే అదొక ప్రభావ వంతమైన సామాజిక నిరసన అనే సిద్ధాంతం గతంలో లేని విధంగా నేడు పరీక్షకు గురి అవుతోంది. అది పెట్టుబడిదారీ విధానం రానున్న రోజుల్లో మరింత తీవ్ర సంక్షోభంలో పడవేయటానికి తోడ్పడుతుందని పికెటీ హెచ్చరించారు.

మన జర్నలిస్టులూ భాగస్వాములే

      ఈ శతాబ్ది జర్నలిజం ప్రాజెక్టుగా పేరుతెచ్చుకున్న పనామా పత్రాలను బయట పెట్టిన జర్నలిస్టులలో మన దేశానికి చెందిన ఇండియన్‌ ఎక్స్‌ప్రెస్‌కు చెందిన వారు ముగ్గురు వున్నారు. పి వైద్యనాధన్‌, రితు శరీన్‌, జయ్‌ మజుందార్‌ దాదాపు ఎనిమిది నెలల పాటు పనామా పత్రాల పరిశీలనలో నిమగ్నమయ్యారు.యాజమాన్యం వారిని అందుకు అనుమతించింది. విలేకర్లు తెచ్చిన సమాచారాన్ని తీసుకొని డబ్బున్న, అక్రమాలకు పాల్పడిన వారిని బ్లాక్‌ మెయిల్‌ చేసి డబ్బు సంపాదించే మీడియా సంస్ధల యజమానులు విచ్చల విడిగా వున్న ఈ రోజుల్లో విశ్వసనీయత ముఖ్యమైనది. అందుకు గాను గతంలో వారి పరిశోధనలు, వెల్లడించిన సమాచారం, వ్యక్తిగత నిజాయితీల రికార్డు ఆధారంగా ఇంటర్నేషనల్‌ కన్సార్టియం ఆఫ్‌ ఇన్వెస్టిగేటివ్‌ జర్నలిస్ట్స్‌(ఐసిఐజె) తన బృందాన్ని ఎంపిక చేసుకుంటుంది. దీనిలో అలా రాటు దేలిన వారు 25 భాషలు, 70 దేశాలకు చెందిన 250 మంది జర్నలిస్టులు భాగస్వాములయ్యారు. వీరికి అందుబాటులోకి వచ్చిన సమాచారం గురించి వింటే పడిపోవాల్సిందే. 1977 నుంచి 2015 డిసెంబరు వరకు వున్న నలభై ఎనిమిది లక్షల ఇమెయిల్స్‌, 21లక్షల పిడిఎఫ్‌ పైల్స్‌ను వారు వడపోశారు.ఒక జర్మన్‌ పత్రిక సమాచారం ప్రకారం కోటీ 15లక్షల రహస్య పత్రాలు జర్నలిస్టులకు అందుబాటులోకి వచ్చాయి. తామేం చేస్తున్నామో, తాము పరిశీలిస్తున్న మొసాక్‌ ఫోన్సెకా పేరు కూడా తమ స్వంత సంస్ధలోని వారికి కూడా పత్రాలను బహిర్గతం చేసేవారికి కూడా తెలియదని రీతు శరీన్‌ చెప్పారు. ఆమె గత నలభై సంవత్సరాలుగా ఇలాంటి వార్తలను సేకరించటంలో నిమగ్నమయ్యారు.ఆమె అంతకు ముందు బ్రిటన్‌లోని పెద్ద బ్యాంకు అయిన హెచ్‌ఎస్‌బిసి-స్విస్‌ బ్యాంకు, వర్జిన్‌ ఐలాండ్‌లోని భారతీయుల ఖాతాల లోగుట్టును బయటపెట్టారు.ఇది ఐసిఐజెతో ఆమెకు మూడవ ప్రాజెక్టు. నీరారాడియా టేపులను బహిర్గతంలో చేయటంలో చేయితిరిగిన రీతు తన బృందంలో బ్యాంకింగ్‌, ఆర్ధిక రంగాలలో సమగ్రపరిజ్ఞానం వున్న వారిని ఎంపిక చేసుకున్నారు. వారికి మరో 22 మంది వివిధ రాష్ట్రాల రిపోర్టర్లు తోడ్పడ్డారు. అయితే వారంతా ఈ ముగ్గురు బృందం అడిగిన సమాచారం అంటే పనామా పత్రాలలో వున్న భారతీయుల చిరునామాలు, ఇతర సమాచారాన్ని ఇవ్వటం తప్ప తామెందుకు ఆ సమాచారం ఇస్తున్నారో కూడా వారికి తెలియదు. మన దేశానికి సంబంధించిన 36వేల పత్రాలను ఎక్స్‌ప్రెస్‌ బృందం పరిశీలించింది.ఎప్పటి కప్పుడు సమాచారం బయటకు పొక్కకుండా అనేక జాగ్రత్తలు తీసుకున్నారు. రీతు రెండు అంతర్జాతీయ రహస్యసమావేశాలకు వెళ్లి పత్రాల పరిశీలనలో శిక్షణ కూడా తీసుకున్నారు.

      నరేంద్రమోడీ సర్కార్‌ విదేశాల్లో వున్న నల్లధనం తెస్తానని రంకెలు వేయటం, అక్రమార్కులను సర్దుకోమని చెప్పటం తప్ప మరొకటి కాదని తేలిపోయింది. పనామా పత్రాల ప్రకారం గతేడాది కూడా అనేక మంది నల్లధన కుబేరులు పనామాలో ఖాతాలు తెరిచినట్లు బయట పడింది. మన చట్టాలు ఎంత లోప భూయిష్టంగా వున్నాయంటే పనామా వంటి పన్ను స్వర్గాలలో కంపెనీలు తెరవటానికి అనుమతించవు గానీ వాటిలో వాటాలు, ఏకంగా కంపెనీలనే కొనుగోలు చేయవచ్చు. అంటే చట్టబద్దంగానే నల్లధనాన్ని తెల్లధనంగా మార్చుకోవటం సులభమైంది కనుకనే అనేక మంది తాపీగా తమ లావాదేవీలన్నీ చట్టబద్దమే అని చెబుతున్నారు. దాదాపు ఐదు వందల మంది భారతీయులకు పనామాలో ఖాతాలున్నట్లు అంచనా. వారిలో పద్మభూషన్‌ కౌశల్‌ పాల్‌ సింగ్‌ నుంచి ప్రధాని నరేంద్రమోడీకి అత్యంత సన్నిహితుడైన గౌతమ్‌ అదానీ సోదరుడు వినోద్‌ అదానీ, కాంగ్రెస్‌కు సన్నిహితుడైన సమీర్‌ గెహ్లట్‌, బిగ్‌బి అమితాబ్‌,ఆయన కోడలు ఐశ్వర్యారాయ్‌ తదితరులు ఈ జాబితాలో వున్నారు. వాణిజ్య వేత్తలు తాము అధికారులకు అన్నింటినీ వెల్లడించామని, అంతా చట్టబద్దంగానే జరిగిందని చెబుతుండగా అమితాబ్‌ మాత్రం అస్సలు తమకేమీ తెలియదని ప్రకటించారు.మరికొందరు ప్రవాస భారతీయులు తమకు భారత చట్టాలు వర్తించవని తమ దేశభక్తిని ప్రకటించుకున్నారు.

  1. The summary of the Index of Eight Core Industries (base: 2004-05) is given at the Annexure.

2.         The Eight Core Industries comprise nearly 38% of the weight of items included in the Index of Industrial Production (IIP).The combined Index of Eight Core Industries stands at 172.2 in February, 2016, which was 5.7 %highercompared to the index of February, 2015. Its cumulative growth during April to February, 2015-16 was 2.3 %.

Coal

3.         Coal production (weight: 4.38%) increased by 3.9 % inFebruary, 2016over February, 2015. Its cumulative index during April to February, 2015-16 increased by 5.0% over corresponding period of previous year.

Crude Oil

4.         Crude Oil production (weight: 5.22%) increased by 0.8 % in February, 2016over February, 2015. Its cumulative index during April to February, 2015-16 decreased by 1.0 % over the corresponding period of previous year.

Natural Gas

5.         The Natural Gas production (weight: 1.71%) increased by 1.2 % in February, 2016 over February, 2015. Its cumulative index during April to February, 2015-16 declined by 3.6 % over the corresponding period of previous year.

 

Refinery Products (93% of Crude Throughput)

6.         Petroleum Refinery production (weight: 5.94%) increased by 8.1 % in February, 2016 over February, 2015. Its cumulative index during April to February, 2015-16 increased by 3.1 % over the corresponding period of previous year.

Fertilizers

7.         Fertilizer production (weight: 1.25%)increased by 16.3 % in February, 2016 over February, 2015. Its cumulative index during April to February, 2015-16 increased by 10.3 % over the corresponding period of previous year.

Steel (Alloy + Non-Alloy)

8.         Steel production (weight: 6.68%) declined by 0.5 % in February, 2016 over February, 2015. Its cumulative index during April to February, 2015-16 declined by 1.8 %over the corresponding period of previous year.

Cement

9.         Cement production (weight: 2.41%) increasedby 13.5 % in February, 2016 over February, 2015. Its cumulative index during April to February, 2015-16 increased by 3.9 % over the corresponding period of previous year.

Electricity

10.       Electricity generation (weight: 10.32%)increased by 9.2 % in February, 2016 over February, 2015. Its cumulative index during April to February, 2015-16 increased by 4.6 % over the corresponding period of previous year.

 Note 1:Data are provisional. Revision has been made based on revised data received for corresponding month of previous year in respect of Coal, Crude Oil, Natural Gas, Refinery Product, Steel, Cement and Electricity. Accordingly, indices for the month February, 2015 have been revised.

Note 2: Release of the index for March, 2016 will be on Monday, 2nd May, 2016.

India’s External Debt Data at End December 2015

Department of Economic Affairs, Ministry of Finance has been compiling and releasing quarterly statistics on India’s external debt for the quarters ending September and December every year.

At end-December 2015, India’s external debt stock stood at US$ 480.2 billion, recording an increase of US$ 4.9 billion (1.0 per cent) over the level at end-March 2015. The rise in external debt during the period was due to long-term external debt particularly commercial borrowings and NRI deposits. However, on a sequential basis, total external debt at end-December 2015 declined by US$ 1.2 billion from the end-September 2015 level.

Long-term debt at end-December 2015 was US$ 398.6 billion, showing an increase of US$ 8.8 billion (2.3 per cent) over the level at end-March 2015. Short-term external debt witnessed a decline of 4.6 per cent and stood at US$ 81.6 billion at end-December 2015.

At end-December 2015, long-term external debt accounted for 83.0 per cent of India’s total external debt, while the remaining (17 per cent) was short-term debt. Component-wise, the share of commercial borrowings stood highest at 38.2 per cent of total external debt, followed by NRI deposits (25.5 per cent) and multilateral debt (11.1 per cent).

Government (sovereign) external debt stood at US$ 90.7 billion at end-December 2015 while non-Government debt amounted to US$ 389.5 billion. The share of Government (Sovereign) and non-Government debt in the total external debt was 18.9 per cent and 81.1 per cent respectively, at end-December 2015.

The share of US dollar denominated debt continued to be the highest in external debt stock at 57.6 per cent at end-December 2015, followed by the Indian rupee (28.7 per cent), SDR (5.8 per cent), Japanese yen (4.1 per cent), and euro (2.3 per cent).

The ratio of concessional debt to total external debt was 8.7 per cent at end-December 2015 (8.8 per cent at end-March 2015).

India’s foreign exchange reserves provided a cover of 73.0 per cent to the total external debt stock at end-December 2015 vis-à-vis 67.5 per cent at end-March 2015.

The ratio of short term external debt to foreign exchange reserves was 23.3 per cent at end-December 2015 as against 26.7 per cent at end-March 2015.

The Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas has reviewed international prices of crude oil and petroleum products for the month of March 2016. In the case of PDS Kerosene, the under-recoveries for the month of April 2016 will be Rs 8.73 per litre (Rs 6.58 per litre in last month). The cash transfer to customer under DBTL will be Rs. 90.37, out of which Rs. 42.11 will be Cash Compensation on Domestic LPG by Govt. to consumers & Rs 48.26 will be the Cash compensation on Domestic LPG by OMCs towards ‘Uncompensated Costs’ to consumers.

    ప్రధాని గద్దె నెక్కిన తరువాత నరేంద్రమోడీ మాట్లాడటం ఆగిపోయి వుండవచ్చుగానీ కాలం ఆగలేదు. మరికొద్ది వారాలలో రెండవ వార్షికోత్సవం జరుపుకోవటానికి, వెంకయ్య నాయుడి వంటి వందిమాగధుల స్తోత్ర పారాయణాలు వినటానికి, విజయాల గురించి చెప్పుకోవటానికి సిద్ధం అవుతున్నారు.ఈరెండు సంవత్సరాల కాలంలో జనానికి దేశంలో అసలేం జరుగుతోంది అన్నది పూర్తిగా తెలియటం లేదు అనే అభిప్రాయం బలపడుతోంది. ఎంత వరకు నిజమో ఎవరికి వారు తమ అనుభవంతో తేల్చుకోవాలి. ఆవు,ఎద్దులు, గొడ్డు మాంస రాజకీయాలు, హత్యల మొదలు తాజాగా దేశభక్తులా కాదా అనటానికి భారతమాతాకి జై అన్నారా లేదా అన్న గీటురాయిని నిర్ణయించిన సంఘపరివార్‌ అజెండా ప్రధానంగా నడుస్తోంది. కమ్యూనిస్టులకు జనవాదం, మతశక్తులకు మనువాదం(మైనారిటీ మతశక్తులకు వాటి ఛాందసవాదాలు ఎలాగూ వుంటాయి) తప్ప మరొకటి పట్టదు. భారతీయ జనతా పార్టీ అన్న తరువాత ఈ రాజకీయాలు చేయకపోతే వారికి మనుగడ వుండదు కనుక కొత్తగా దాని గురించి చెప్పుకోవాల్సిన అవసరం లేదు. మొత్తం జనానికి సంబంధించి ముఖ్యంగా యువత గురించి, మిగతా విషయాల గురించి అధికార ఓడ ఎక్కక ముందు ఎన్‌డిఏ ఏం చెప్పింది,ఎక్కిన తరువాత ఏం చేస్తోంది?ఏం చెబుతోంది అన్నది ఎవరు అంగీకరించినా అంగీకరించకపోయినా చాలా తక్కువగా తెలుస్తోంది.

    ప్రధాని పదవిలో కూర్చున్న తరువాత నరేంద్రమోడీ వుపాధి కల్పన, నైపుణ్య అభివృద్ధికి పది అంశాలతో కూడిన ఒక పధకాన్ని ప్రకటించిన విషయం బిగ్గరగా వినిపిస్తున్న భారతమాతకు జై నినాదాల మధ్య జనానికి గుర్తు చేయటం అవసరం.ప్రధాని ఎక్కువ కాలం విదేశాల్లో ఎందుకు గడిపారంటే మేకిన్‌ ఇండియా కార్యక్రమానికి పెట్టుబడుల ఆకర్షణ కోసం తప్ప విహార యాత్రలు చేయటం లేదని బిజెపి పెద్దలు మండినపుడు జనం కామోసు అనుకున్నారు.

    ప్రధాన మంత్రిగా పది నెలలు అధికారంలో వున్న తరువాత తొలిసారిగా హిందుస్థాన్‌ టైమ్స్‌ అనే ఒక పత్రికతో నరేంద్రమోడీ నోరు విప్పారు.రాజకీయాలు, పాలన, ఆర్ధిక విషయాలలో ప్రపంచంలో భారత దేశ విస్వసనీయతను పునరుద్ధరించామని, ప్రపంచ రాడార్‌లో మన దేశం తిరిగి కనిపిస్తున్నదని చెప్పారు. నరేంద్రమోడీ ప్రభుత్వం తొలి ఆరునెలల్లో 2.75లక్షల వుద్యోగాలు సృష్టించింది అని ఫైనాన్సియల్‌ ఎక్స్‌ప్రెస్‌ పత్రిక ఒక వార్తను ప్రచురించింది. అంతకు ముందు సంవత్సరం అదే కాలంలో కేవలం లక్షా ఇరవై వేల వుద్యోగాలు మాత్రమే గత ప్రభుత్వం సృష్టించింది. అంటే మోడీ 118శాతం అదనంగా సృష్టించటానికి కారణం 25 రంగాలలో మేకిన్‌ ఇండియా కార్యక్రమ శుభ ప్రారంభమని దానిలో పేర్కొన్నారు.నైపుణ్య శిక్షణ గురించి ఆర్ధిక మంత్రిత్వశాఖ 2014-15 వార్షిక నివేదికలో 2022 నాటికి 50 కోట్ల మందికి నైపుణ్యం కలిగించటం అవసరమని పేర్కొన్నారు. ప్రయివేటు రంగ భాగస్వామ్యంతో 15 కోట్ల మందికి నైపుణ్య శిక్షణ ఇవ్వాలని జాతీయ నైపుణ్య శిక్షణ అభివృద్ధి కార్పొరేషన్‌ లక్ష్యంగా పెట్టుకోగా గతేడాది జూన్‌ నాటికి 51లక్షల మందికి శిక్షణ ఇచ్చారని, వారిలో 15లక్షల మందికి వుపాధి దొరికినట్లు ఆ వార్త వివరించింది.

    గతేడాది ఏప్రిల్‌ 17వ తేదీన ఇండియన్‌ ఎక్స్‌ప్రెస్‌ ప్రచురించిన వార్త ప్రకారం గత ఆర్ధిక సంవత్సరంలో ఎనిమిది కీలక రంగాలలో మూడవ త్రైమాసికంలో అంతకు ముందు మూడు త్రైమాసికాల కంటే వుద్యోగఅవకాశాలు గణనీయంగా తగ్గిపోయాయి. 2014 అక్టోబరు-డిసెంబరు మాసాలలో కేవలం 1.17లక్షల వుద్యోగాలు రాగా అంతకు ముందు సెప్టెంబరుతో ముగిసిన త్రైమాసికంలో 1.58, ఏప్రిల్‌-జూన్‌లో 1.82లక్షల వుద్యోగాలు వచ్చాయి. ఇలా అంకెలను పేర్కొంటూ పోతే ఆల్జీబ్రా మైండ్‌ గాబరా అని ఒకప్పుడు అనుకున్న విధంగా బుర్ర తిరిగి పోతుంది. అంకెలను ఎలా అయినా వినియోగించుకోవచ్చన్నది ఆరునెలల విజయ గాధ, రెండవది ఏడాది పాలన అసలు గాధ వెల్లడించింది. మా తాతలు నేతులు తాగారు కావాలంటే మా మూతులు వాసన చూడండి అని చెప్పుకుంటే కుదరదు. ఇప్పుడేంటి ? మాకేంటి అన్న ప్రశ్నలకు సమాధానాలు కావాలి? నరేంద్రమోడీ లేదా ఆయన భక్త బృందంగానీ ఏం చెబుతుందో తెలియదు.

     గురువారం నాడు(మార్చి 31) హిందూ పత్రిక ‘వుపాధి పెరుగుదల ఆరు సంవత్సరాల కనిష్టానికి పడిపోయింది’ అనే శీర్షికతో వార్తను ప్రచురించింది.దాని సారాంశం ఇలా వుంది. కేంద్ర ప్రభుత్వ కార్మికశాఖ కార్మికులు ఎక్కువగా అవసరం వుండే ఎనిమిది కీలక రంగాలలో సేకరించిన సమాచారం ప్రకారం 2015 తొలి తొమ్మిది మాసాలలో కేవలం 1.55లక్షల నూతన వుద్యోగాలు మాత్రమే నికరంగా వచ్చాయి. ఇది ఆరు సంవత్సరాలలో కనిష్టం. ఇదే సమయాలలో 2013,14 సంవత్సరాలలో మూడు లక్షలకు పైగా వుద్యోగాలు వచ్చినట్లు కార్మికశాఖ సమాచారం తెలిపింది. ఇది ఆరోగ్యకరమైన సూచిక కాదని విశ్లేషకులు పేర్కొన్నారు. ‘ మన పారిశ్రామిక అభివృద్ధి తక్కువగా వుంది,వుత్పత్తి పెరినపుడు మాత్రమే వుపాధి వుంటుంది.కార్పొరేట్‌ రంగంలో పెద్ద ఎత్తున సిబ్బందిని క్రమబద్దీకరిస్తున్నారు.ప్రభుత్వం రంగం కూడా కార్మికులను నియమించటం లేదు. అభివృద్ధి ప్రధాన ఆశయం వుద్యోగ కల్పన. అంతిమంగా మనం అన్ని స్ధాయిలలో వుద్యోగాలను సృష్టించాలి. అదే జరగటం లేదు.’ అని కేర్‌ రేటింగ్‌ సంస్ధ ప్రధాన ఆర్ధికవేత్త మదన్‌ సబ్నవిస్‌ చెప్పారు.

     కేంద్ర కార్మిక శాఖ వుద్యోగకల్పన గురించి 2009 నుంచి ప్రతి మూడు మాసాలకు ఒకసారి సర్వే నిర్వహిస్తున్నది. వస్త్ర, తోళ్ల,లోహ, ఆటోమొబైల్‌, ఆభరణాలు, రవాణా, చేనేత, ఐటి రంగాలలో ప్రపంచ ఆర్ధిక సంక్షోభ ప్రభావం ఎలా పడింది అనే అధ్యయనం కోసం ఈ సర్వే నిర్వహిస్తున్నారు. గత కొన్ని సంవత్సరాలలో ప్రతి ఏడాది జనవరి నుంచి సెప్టెంబరు వరకు వివరాలు ఇలా వున్నాయి. 2009లో నికరంగా 2.49లక్షల వుద్యోగాలు పెరిగాయి.(2009 జనవరి-మార్చిలో 1.17, ఏప్రిల్‌-జూన్‌లో 1.31లక్షలు తగ్గగా జూలై-సెప్టెంబరులో 4.97లక్షలు పెరిగాయి. ఈ కాలంలో నికర పెరుగుదల 2.49లక్షలు) ఇదే విధంగా 2011లో 7.04లక్షలు, 2013లో 3.36లక్షలు, 2015లో 1.55లక్షల వుద్యోగాలు నికరంగా పెరిగాయి. కేంద్ర ప్రభుత్వ కార్మిక శాఖ అధికారికంగా వెల్లడించిన ఈ సమాచారంపై కొంతమంది ఆశ్చర్యం వ్యక్తం చేస్తున్నారు. ఇండియన్‌ స్టాఫింగ్‌ ఫెడరేషన్‌ అధ్యక్షుడు రితుపర్ణ చక్రవర్తి దీని గురించి మాట్లాడుతూ ‘ స్టాఫింగ్‌ పరిశ్రమ ఆరోగ్యకరంగా 18-20శాతం పెరుగుతోంది.కార్మిక శాఖ విడుదల చేసిన సమాచారం వుద్యోగ పెరుగుదల గురించి సమగ్ర చిత్రాన్ని ఇవ్వటం లేదు.అనేక రంగాలను అది స్వీకరించలేదు’ అన్నారు. 2015లో కాంట్రాక్టు వుద్యోగుల నియామకం గణనీయంగా తగ్గినట్లు లేబర్‌ బ్యూరో పేర్కొన్నది. వుపాధి కల్పన లేదా కోల్పోయిన వుపాధి గురించి సమగ్ర సమాచారం సేకరించటం మన దేశంలో సాధ్యం కాదు.ఎందుకంటే అసలు అధికారికంగా నమోదు అన్నది సమగ్రం కాదు. ధోరణులు మాత్రమే మనకు తెలుస్తాయి. కేంద్ర కార్మిక శాఖ ప్రభుత్వ విభాగం కనుక వున్నంతలో దాని సమాచారాన్ని ప్రాతిపదికగా తీసుకోవటం తప్ప మరొక మార్గం లేదు

     వుపాధి కల్పన గురించి కొన్ని సందర్భాలలో ప్రధాని నరేంద్ర మోడీతో సహా ఇతరులు ఏం చెప్పారో చూడండి.’ కేవలం వాగ్దానాలు మాత్రమే అద్బుతాలను సృష్టించవు’ అని మోడీ పాలన ఇరవై నెలల తరువాత ఈ ఏడాది ఫిబ్రవరి నాలుగున బెంగలూరులో ప్రముఖ పారిశ్రామికవేత్త రతన్‌ టాటా చెప్పారు. విదేశీయలు మన సరిహద్దులు దాటి పెట్టుబడులు పెట్టేందుకు భారత్‌లో ప్రవేశించటం లేదన్నది టాటాతో సహా ప్రముఖ పారిశ్రామికవేత్తల అంతరంగం, బహిరంగం కూడా. ప్రపంచ పెట్టుబడిదారీ దేశాలలో ఆర్ధిక మాంద్యం 2008 నుంచి అనేక సమస్యలను ముందుకు తెస్తోంది. పెట్టుబడిదారులు తమకు ఎక్కడ అప్పనంగా లాభాలు వస్తాయో అక్కడికే పెట్టుబడులను తరలిస్తున్నారు. నరేంద్రమోడీ, చంద్రబాబు వంటి వారు జనం సొమ్ము ఖర్చు చేసి ఎన్ని విదేశీ పర్యటనలు చేసినా అయ్యగారి సంపాదన అమ్మగారి బుట్టలోలకులకు చాలటం లేదన్నట్లుగా పరిస్థితి తయారైంది.

    మన దేశంలో పెట్టుబడుల గురించి అధ్యయనం చేసే భారతీయ ఆర్ధిక పర్యవేక్షణ కేంద్రం( సెంటర్‌ ఫర్‌ మోనిటరింగ్‌ ఇండియన్‌ ఎకానమీ(సిఎంఐఇ) కూర్చిన సమాచారం ఇంతవరకు ఏ మాత్రం ఆశాజనకంగా లేదు. 2015 మూడవ త్రైమాసికంలో నూతన సామర్ధ్య కల్పనకు ప్రతిపాదనలు అంతకు ముందుతో పోల్చితే 74శాతం తగ్గిపోయాయి.కేవలం లక్ష కోట్లరూపాయల విలువగల 383 పధకాలు మాత్రమే ప్రకటించబడ్డాయి. ఇది అంతకు ముందు ఐదు త్రైమాసికాల కంటే కనిష్టం. అన్ని రంగాలలో తగ్గుదల కనిపిస్తోందని, కచ్చితంగా ఫలానా అంశాలు కారణమని అప్పుడే చెప్పలేమని సిఎంఐఇ పేర్కొన్నది.నిలిచిపోయిన పధకాల విలువ 10.8లక్షల కోట్ల రూపాయలు. నరేంద్రమోడీ విదేశీ పర్యటనలన్నీ విజయవంతమయ్యాయని అప్పుడు చెప్పారు. వాటి అర్ధమేమిటి ?

     ఐటి రంగంలో పెట్టుబడుల గురించి చంద్రబాబు నాయుడు, ఆయన ప్రచార మంత్రి పల్లె రఘునాధ రెడ్డి, ముఖ్యమంత్రి కుమారుడు లోకేష్‌ తమ పలుకుబడిని వుపయోగించి అనేక ఒప్పందాలు చేసుకున్నట్లు ప్రకటనల మీద ప్రకటనలు చేశారు. 2015-16లో 12-14శాతం అభివృద్ధి వుంటుందని భావిస్తే అది 2017లో 10-12 శాతంగా వుందని అంచనా.’ ప్రభుత్వం చేసిన ప్రకటనలు, మేము చూసిన ధోరణులను బట్టి ఒక వేగంతో దేశీయ విభాగం పెరుగుతుందని అంచనా వేశాము. అయితే వాటిలో ఎక్కువ భాగం ఆచరణలోకి రాలేదు. అవి ఎప్పుడు ఆచరణలోకి వస్తే అప్పుడు మనం పెద్ద ప్రభావాన్ని చూడవచ్చు ‘ అని నాస్కామ్‌ అధ్యక్షుడు చంద్రశేఖర్‌ వ్యాఖ్యానించారు. ప్రధాన మంత్రి విదేశీ పర్యటనల మోజు తగ్గిపోయినట్లుగా కనిపిస్తోంది. ఎందుకంటే విమాన ఖర్చులకు కూడా సరిపడా ప్రయోజనం లేకపోతే జనానికి చెప్పుకొనేదేమీ వుండదు. బహుశా ఈ కారణంగానే ఆయన మంత్రులు కొత్త పల్లవి అందుకున్నారు. తమ ప్రభుత్వ ఖాదీ పధకాల కారణంగా 2016-17లో 70-80లక్షల వుద్యోగాలు లభిస్తాయని చిన్న, సన్న, మధ్యతరగతి పరిశ్రమల మంత్రి గిరిరాజ్‌ సింగ్‌ చెబుతున్నారు. అంటే జనం చౌకగా దొరికే మిల్లు వస్త్రాల బదులు ఖరీదయిన ఖాదీ ధరిస్తారని అర్ధమా ? ఖాదీ వడికేందుకు సోలార్‌ రాట్నాలను ప్రవేశపెడితే ఖర్చు తగ్గుతుందని,లాభాలు వస్తాయని మంత్రిగారు చెబుతున్నారు. ‘ప్రధాని నరేంద్రమోడీ విజ్ఞాపనలో ఏదో మాజిక్‌ వుంది. ఖాదీ పెరుగుదల రేటును చూస్తే గణనీయంగా పెరిగిందని’ ఖాదీగ్రామీణ పరిశ్రమల సంస్ధ సిఇఓ అరుణ్‌ కుమార్‌ చెబుతున్నారు. అది పిట్ట కధలా లేదూ !

యాభై శాతం లాభం చేకూర్చటం సాధ్యం కాదని సరసమైన ధరలు వచ్చేట్లు చూడటం తప్ప రైతుల ఆదాయాల పెంపుదలకు కనీస మద్దతు ధరల విధానం వుద్ధేశించలేదని, అలా చేస్తే మార్కెట్‌ను వక్రమార్గం పట్టించినట్లు అవుతుందని, యాంత్రికంగా యాభై శాతం పెంపుదల చేస్తే కొన్ని సందర్భాలలో తిరోగామి పర్యవసానాలు వుంటాయంటూ అమలు జరిపేది లేదని నరేంద్రమోడీ సర్కార్‌ చెప్పేసింది

     2022 నాటికి రైతుల ఆదాయాలను రెట్టింపు చేయటానికి ఏడు సూత్రాల పధకాన్ని రూపకల్పన చేసినట్లు ప్రధాని నరేంద్రమోడీ ప్రకటించారు.గతంలో రైతుల ఆదాయాల గురించి కాకుండా వ్యవసాయ వుత్పత్తులు పెరగటానికి ప్రాధాన్యత ఇచ్చారు. నేను దీన్ని ఒక సవాలుగా తీసుకున్నాను, కేవలం సవాలే కాదు మంచి వ్యూహాన్ని కూడా రచించాను, పకడ్బందీగా రూపొందించిన కార్యక్రమాలు, తగినన్ని వనరులు, అమలులో సుపరిపాలన కారణంగా ఈ లక్ష్యాన్ని సాధించగలం అన్నారు. బ్లూమ్‌బెర్గ్‌ ఇండియా ఆర్ధిక

వేదిక కార్యక్రమంలో ప్రధాని ఈ విషయాలను చెప్పారు.ఆ ఏడు సూత్రాలు ఏవంటే

1. ఒక చుక్కనీటికి ఎంతో పంట లక్ష్యంగా సాగునీటి పధకాలకు భారీ బడ్జెట్‌

2. ఆహార ప్రక్రియ ద్వారా అదనపు విలువ చేకూర్చటం

3. 585 కేంద్రాలలో ఎలక్ట్రానిక్‌ ఫ్లాట్‌ ఫారాల ద్వారా ఒకే విధంగా వుండేట్లు చూడటం, జాతీయ వ్యవసాయ మార్కెట్‌ ఏర్పాటు

4. ప్రతి పొలం భూసారాన్ని బట్టి నాణ్యమైన విత్తనాలు, ఎరువులు

5. భారీ పెట్టుబడులతో గోదాములు, శీతల గిడ్డంగుల ఏర్పాటు ద్వారా పంట చేతికి వచ్చిన తరువాత నష్టాల తగ్గింపు

6.చెల్లించగలిగిన ధరలలో కొత్త పంటల బీమా పధకం

7. వ్యవసాయానికి అనుబంధంగా కోళ్లు, తేనెటీగలు, చేపల పెంపకాలకు ప్రోత్సాహం

    ఈ చర్యల ద్వారా రైతుల ఆదాయాలు రెట్టింపు అవుతాయని ఎంతో విశ్వాసంతో వున్నట్లు ప్రధాని చెప్పారు. తన ప్రభుత్వ విధానాలు రైతుల కేంద్రంగా, నూతన ఆదాయ మార్గాలుగా వున్నాయని సుప్రసిద్ధ వ్యవసాయ శాస్త్రవేత్త ఎంఎస్‌ స్వామినాధన్‌ స్వయంగా తనకు లేఖ రాసినట్లు ప్రధాని చెప్పారు.

     ప్రధాని త్వరలో అధికారానికి వచ్చిన రెండో వార్షికోత్సవం జరుపుకోబోతున్నారు. రెండు బడ్జెట్‌లు ప్రవేశపెట్టారు. నిజానికి ఒక చొక్కా విప్పి రెండో చొక్కా తగిలించుకున్నట్లుగా గుజరాత్‌ ముఖ్యమంత్రిగా వున్న మోడీ ఏకంగా ప్రధాని అయ్యారు. ఆందువలన ఆయనకు అనుభవం ప్రత్యేకంగా అవసరం వుందని ఆయనా అనుకోలేదు,జనం కూడా భావించలేదు. ఎన్నికలకు ముందు చేసిన వాగ్దానాలలో రైతులకు వుత్పత్తి ఖర్చులపై కనీసం 50శాతం లాభం వుండేట్లు చూస్తామని బిజెపి తన ఎన్నికల వాగ్దానంలో పేర్కొన్నది. అది అమలులోకి రావాలంటే కనీస మద్దతు ధరల పెంపుదల, ఆ మేరకు అవసరమైతే ప్రభుత్వ సంస్థలను రంగంలోకి దింపటం. రైతాంగానికి ఆ మేరకు ధరలు పెంచటానికి పార్లమెంటుతో పని లేదు, ప్రతిపక్షాల మద్దతు అంతకంటే అవసరం లేదు. అయినా నరేంద్రమోడీ సర్కార్‌ ఆ దిశగా యాభైశాతం ఒక్కసారిగా పెంచకపోయినా ఐదు సంవత్సరాలలో యాభై శాతం పెరిగేట్లుగా ఏటా పదిశాతం చొప్పున ఎందుకు పెంచలేదు. అంటే ప్రధాని మన్‌కి బాత్‌ వుపన్యాసం వినమని చెప్పటం తప్ప ఎదురు చూస్తున్న కిసానోంకి బాత్‌ గురించి చివరికి దేశానికి దిగివచ్చిన దేవదూత నరేంద్రమోడీ అని స్త్రోత్ర పారాయణం చేసిన మన వెంకయ్యనాయుడు కూడా ఎక్కడా సమాధానం చెప్పినట్లు మనకు తెలియదు.

     ప్రణాళికా సంఘం స్ధానంలో ఏర్పాటు చేసిన నీతి ఆయోగ్‌కు వ్యవసాయంపై సలహాదారుగా వున్న అశోక్‌ గులాటీ ‘దేశంలో వున్న పరిస్థితి తీవ్రతను ఎన్‌డిఏ ప్రభుత్వం పూర్తిగా గ్రహించినట్లు లేదు, కొన్ని రాష్ట్రాలలో 20శాతం వరకు ఆహార ధాన్యాల వుత్పత్తి పడిపోయింది. ప్రభుత్వం నిరంతరం రైతాంగాన్ని ఆదుకొనే వ్యవస్ధను ఏర్పాటు చేయనట్లయితే 1960 దశకంలో మాదిరి ఆహార కొరత ఏర్పడే అవకాశం వుంది’ అని కొద్ది నెలల క్రితం వ్యాఖ్యానించారు.ప్రభుత్వం సేకరించిన సమాచారం ప్రకారమే అనేక వ్యవసాయ వుత్పత్తులకు రైతులు తక్కువ ధరలను పొందారు. గతేడాది ప్రభుత్వం నిర్ణయించిన కనీస మద్దతు ధరలు వ్యవసాయ ఖర్చుల మరియు ధరల కమిషన్‌(సిఏసిపి) ప్రకారం ఏ ఒక్క వుత్పత్తి ధర యాభైశాతం కాదు కదా ఆ సమీపంలో కూడా లేదు. అనేక రాష్ట్రాలలో ఆ ధరలు అమలు కాని స్ధితి కూడా వుంది. అసలు ఖర్చుల లెక్కింపు విధానమే లోపభూయిష్టం. జిడిపి లెక్కింపు విధానం, దారిద్య్రరేఖ ఎంత వుండాలి వుండకూడదు అని తర్జభర్జనలతో మార్పు గురించి ఆసక్తి చూపిన కేంద్ర ప్రభుత్వం రైతులకు మేలు చేకూర్చే వ్యవసాయ ఖర్చుల లెక్కింపు విధానంలో ఎందుకు మీనమేషాలు లెక్కిస్తోంది? ప్రధాని తన మనసులోని మాటలో గానీ ఇతర చోట్లగానీ ఈ విషయంపై ఎందుకు నోరు మెదపరు ? తాజాగా ఆయన చెప్పిన ఏడు సూత్రాలలో కూడా ముఖ్యమైన ఈ అంశం చోటు చేసుకోలేదు. గతేడాది మన ప్రభుత్వం గోధుమలకు ఇచ్చిన ధర టన్నుకు 226 డాలర్లయితే ఇదే సమయంలో పాకిస్థాన్‌ చెల్లించిన ధర 320 డాలర్లు.

    రైతాంగానికి కనీస మద్దతు ధరలను పెంచకపోవటానికి కారణాలు ఏమిటి ? రైతులకు మద్దతు ధరలు పెంచితే వినియోగదారులకు ధరలు పెరిగి ద్రవ్యోల్బణం పెరుగుతుంది కనుక పెంచవద్దని ప్రభుత్వ ఆర్ధికవేత్తలైన అరవింద్‌ సుబ్రమణ్యం, పంగారియా వంటి వారు జారీచేసిన హెచ్చరికలకు లొంగిపోయింది మోడీ సర్కార్‌.పోనీ ద్రవ్యోల్బణం పెరగ కుండా స్ధిరంగా వుందా అంటే ఆరునెలలకు ఒకసారి వుద్యోగులకు పెంచుతున్న కరువు భత్యమే లేదనేందుకు పక్కా నిదర్శనం. పన్నెండవ పంచవర్ష ప్రణాళికలో 2012-13నుంచి 2017-18 మధ్య కాలంలో సగటున ఏడాదికి నాలుగు శాతం వ్యవసాయ రంగం అభివృద్ధి లక్ష్యంగా నిర్ణయించారు. కానీ ఇంతవరకు వాస్తవంలో రెండుశాతానికి మించలేదు. కొత్త బడ్జెట్‌లోగానీ, నరేంద్రమోడీ ఎన్నికల సభలు, రైతుల సభలలో గానీ ఎక్కడా తమ ఎన్నికల వాగ్దానం గురించి కనీస ప్రస్తావన కూడా చేయకుండా ఆరు సంవత్సరాలలో ఆదాయం రెట్టింపు గురించి చెబుతున్నారు. అసలు విషయం ఏమిటి ?

     గతేడాది ప్రభుత్వం నిర్ణయించిన కనీస మద్దతు ధరలు ప్రభుత్వం వాగ్దానం చేసిన వ్యవసాయ ఖర్చులపై 50శాతం లాభం చేకూర్చేవిగా లేవంటూ రైతు సంఘాల కూటమి గతేడాది సుప్రీంకోర్టులో పిటీషన్‌ దాఖలు చేసింది. దానికి వివరణ ఇస్తూ ప్రభుత్వం దాఖలు చేసిన అఫిడవిట్‌లో యాభై శాతం లాభం చేకూర్చటం సాధ్యం కాదని సరసమైన ధరలు వచ్చేట్లు చూడటం తప్ప రైతుల ఆదాయాల పెంపుదలకు కనీస మద్దతు ధరల విధానం వుద్ధేశించలేదని, అలా చేస్తే మార్కెట్‌ను వక్రమార్గం పట్టించినట్లు అవుతుందని, యాంత్రికంగా యాభై శాతం పెంపుదల చేస్తే కొన్ని సందర్భాలలో తిరోగామి పర్యవసానాలు వుంటాయంటూ అమలు జరిపేది లేదని నరేంద్రమోడీ సర్కార్‌ చెప్పేసింది. అందుకే వ్యవసాయంతో పాటు కోళ్లు,చేపలు, తేనెటీగలు పెంచుకోండని నరేంద్రమోడీ వుచిత సలహాలు ఇస్తున్నారు. ఆయన పుట్టక ముందునుంచే రైతాంగం ఆ పని చేస్తున్నది.

    రోడ్లు వేసేందుకు విదేశాల నుంచి తెచ్చుకున్న అప్పులు చెల్లించేందుకు లేదా ఆ కంపెనీలు నిర్వహిస్తున్న టోల్‌ టాక్సును ద్రవ్యోల్బణం ప్రాతిపదికన నిర్ణయిస్తున్నారు. విదేశీ అప్పులను మన రూపాయల్లో కాకుండా డాలర్లలో చెల్లిస్తున్నారు. వుద్యోగులకు ఆరునెలలకు ఒకసారి ద్రవ్యోల్బణం ప్రాతిపదికన కరువు భత్యం చెల్లిస్తున్నారు. అదే విధంగా అమలు జరిపినా లేకపోయినా పారిశ్రామిక కార్మికులు, ఇతరులకు కూడా ద్రవ్యోల్బణ ప్రాతిపదికన కరువు భత్యం నిర్ణయిస్తున్నారు. రూపాయి విలువ పతనమైతే రైతాంగం కొనే డీజిల్‌, పెట్రోలు, ఎరువులు, పురుగుమందులు ధరలు ఎప్పటికపుడు పెరుగుతాయి. విద్యుత్‌, బొగ్గు, వుక్కు వంటి సంస్ధల వుత్పత్తులకు కనీస లాభాలను నిర్ణయించే విధానం వుంది. కానీ రైతాంగం విషయానికి వచ్చే సరికి అడ్డగోలు వ్యవహారం తప్ప ఒక నిర్ణీత విధానం, ప్రాతిపదిక లేదు. ప్రతి పదిహేనురోజులకు ఒకసారి పెట్రోలు,డీజిల్‌ ధరలను సవరిస్తున్న కేంద్రం రైతాంగ వుత్పత్తులకు కొన్నింటికి అసలు మద్దతు ధరల నిర్ణయ విధానమే లేదు. వున్నవాటికి కూడా ఏడాదికి ఒకసారి నిర్ణయిస్తారు. అవి అమలు జరగనపుడు అమలు జరిపే యంత్రాంగం లేదు.ఎందుకీ పరిస్థితి?

    2015లో వార్షిక ఇంక్రిమెంట్లు గాక వుద్యోగులకు 13శాతం కరువు భత్యం పెరిగింది.అదే ధాన్యం కనీస మద్దతు ధర 3.25శాతం, గోధుమలకు 5.2శాతం పెరిగింది. విజయ మాల్య, కేంద్ర మంత్రి సుజనా చౌదరి వంటి వారి కంపెనీలు బకాయిలు చెల్లించకుండా వున్నపుడు ఒన్‌టైమ్‌ సెటిల్‌మెంట్‌ అనో పరిశ్రమలను ఆదుకొనే పాకేజి పేరుతోనో కేంద్ర, రాష్ట్ర ప్రభుత్వాలు, బ్యాంకులు ఆదుకుంటున్నాయి. మరి వరుసగా కరువుల పాలవుతున్న రైతులకు ఇలాంటి పాకేజీలు ఎందుకు వుండవు?

    పప్పు ధాన్యాల ధరలు పెరిగాయని జనం గగ్గోలు పెడుతుంటే కేంద్ర ప్రభుత్వం వాటిని దిగుమతి చేసుకొనేందుకు 16వేల కోట్ల రూపాయలు ఖర్చు చేసింది. దీన్నే అప్పు చేసి పప్పుకూడు అంటారు. అదే మన రైతాంగానికి చెల్లిస్తే కావలసినన్ని పప్పులు పండించరా ? విలువైన మన విదేశీమారక ద్రవ్యం మిగులు తుంది, మనరైతుల జేబుల్లో నాలుగు డబ్బులు వుంటాయి. వాటిని ఇతర వస్తువుల కొనుగోలుకు వుపయోగిస్తారు కనుక, పరిశ్రమలు, వాణిజ్యాలు కూడా పచ్చగా వుంటాయా లేదా ? ఆ పని ఎందుకు చేయరు?

   పన్నెండవ ప్రణాళికలో వ్యవసాయ రంగానికి లక్షా యాభైవేల కోట్ల రూపాయలు కేటాయించినట్లు గొప్పగా చెప్పుకుంటారు. న్యూఢిల్లీ విమానాశ్రయ లావాదేవీలలో లక్షా 62వేల కోట్ల కుంభకోణం జరిగిందని కాగ్‌ పేర్కొన్నది . అరవై కోట్ల మంది రైతుల కుటుంబాల కంటే కొన్ని లక్షల మంది ప్రయాణించే విమానాశ్రయానికి ప్రాధాన్యత ఎక్కువ వున్నట్లు స్పష్టం కావటం లేదూ ? గత ప్రభుత్వ విధానాలతో పోల్చితే నరేంద్రమోడీ సర్కార్‌ వాటిని మార్చిందేమీ లేదు. గత ఐదు సంవత్సరాలలో సగటున రోజుకు 42 మంది రైతులు ఆత్మహత్య చేసుకున్నారని గణాంకాలు తెలుపుతుండగా గతేడాది ఆ సగటు 52కు పెరిగింది. మరి తాజాగా నరేంద్రమోడీ ప్రకటించిన ఏడు సూత్రాలు ఈ సంఖ్యను తగ్గిస్తాయా?పెంచుతాయా? తగ్గించాలనే కోరుకుందాం .

Brazil’s Summer of Discontent

Brazil’s modernist plazas have been filled with protesters over the course of the past week. They have come to ask for the resignation of the President — Dilma Rousseff of the Workers’ Party (PT). Crowds on Avenue Paulista in São Paulo held aloft a massive sign that read, “Impeachment já!” It is the slogan of this protest — if President Rousseff does not resign, then she should be impeached.

Why do these thousands of people want Ms. Rousseff to leave office? An eruption of corruption scandals that implicate the entire political elite comes at a time of Brazil’s economic stagnation. Brazil currently suffers its worst recession in half a century, with economic growth shrinking. Low commodity prices and slack demand from China are the main authors of this downturn. No relief is on the horizon, since China is not likely to expand its purchases. Nor, therefore, will commodity prices rise higher. Reliant upon both, an exit for Brazil’s crisis in that direction is closed. The PT, in power from 2002, had not been able to diversify the economy and so was vulnerable to commodity prices. Economist Alfredo Saad-Filho calls this a “confluence of dissatisfactions,” drawing in those with immediate worries — rising bus fares— and those with much greater anxieties — the loss of power of the dominant classes.

Angering the elite

What is striking about the protests against the Rousseff government is that these are not coming mainly from the slums — the favelas — of Brazil or from the industrial working class. In March last year, Brazil’s college educated, upper middle class went out onto the streets for a series of marches against the government. Luiz Carlos Bresser-Pereira, a former Finance Minister from the 1980s, characterised these protests as “collective hatred on the part of the elites, of the rich, against a party and a president.” What motivated the demonstrators, he said, was not worry, but “hatred.” What do the Brazilian elite hate about the government of the PT?

The PT has pushed a broad agenda to give capitalism a human face. Wretched poverty in parts of Brazil had to be ameliorated by a social welfare programme known as Bolsa Família. The World Bank said that this programme has “changed the lives of millions in Brazil.” For cash payments, Brazil’s impoverished families pledge to keep their children in school and take them for regular medical check-ups. The government argued that Bolsa Família would enhance the immediate lives of the poor — with the cash payments — and would break the cycle of intergenerational poverty — through education and health care.

Almost 50 million Brazilians — a quarter of the population — have benefited from Bolsa Família. Last year, the Brazilian Institute of Geography and Statistics announced that extreme poverty has been eradicated in the country. But, at that announcement, the institute pointed out that the budgetary cuts to the programme would reverse the trend. A third of the funds allocated to Bolsa Família had been removed from the 2016 budget. This is an indicator of the financial trials of the government.

What the elite hated was the rise in minimum wages, the expansion of rights to workers and the privileges now given to the working class for entry into public universities. Benefits to the working class in Brazil open up the social question of racial inequality. Brazil, a former slave state, has never really come to terms with the legacies of slavery and racism. Under the PT, issues of racial discrimination and the costs of racism on the workers became part of the national conversation. This was anathema to the elite.

Habits of coups

Over the course of the past century, at regular intervals, populist political movements have come to the fore in Brazil to challenge the iron grip of the elite. Each time, the people rally behind these leaders, the elite — with the assistance of the military and the United States — has undermined the revolt of the favelas and the countryside. Presidents Getúlio Vargas and João Goulart became standard-bearers of this popular frustration, but both had to be removed — Vargas by suicide in 1954 and Goulart by military coup in 1964. In both cases, the combination of the established dominant classes, the military and the U.S. created a crisis that overwhelmed the country and dispatched the populist leaders. Fear that this is part of the equation in Brazil today is not unfounded. It is etched into Brazil’s history.

Coups need not come from the barracks any longer. The media is sufficient. In Brazil, the Globo network — 50 years old — now controls more than half of the media — television networks and influential newspapers — including O Globo. “There is no other means of communication with similar influence in the country,” Professor Beatriz Bissio of the Universidade Federal do Rio de Janeiro tells me. The owner of the network, Dr. Roberto Marinho, has a very close alliance with the military regime. His channels have been fulminating against the Rousseff government, urging on the protests in the service not of anti-corruption but against the PT.

Issue of corruption

In Brazil, a familiar refrain is “the system is not corrupt; corruption is the system.” Systematic corruption has eaten into wide swathes of Brazil’s politicians, not only from among the prominent leaders of the PT but also of its opposition, including Aécio Neves who ran for president against Ms. Rousseff in 2014. Vast profits in the major government utilities, Eletrobras and Petrobras, provided opportunities to politicians for bribes. Politicians from PT did not resist the temptation. But they are not alone.

The media went after the PT as if it was the only one which was complicit in the corruption scandals. They ignored the corruption scandals of the right-wing opposition. Datafolha has done regular surveys of dissatisfaction in Brazil. Over a third of the population finds that corruption is their major grouse, although the rest of those surveyed complained about a lack of access to health care and education as well as jobs. The media is not interested in these complaints. They come to the heart of the PT programme. Much easier to poke a finger at “corruption,” an idea with an emotional appeal to people whose livelihood weakens as they see the elite becoming immune from the crisis.

The Lula factor

Ms. Rousseff, unlike Mr. Lula, did not cultivate a close link with the people. Compelled to make budgetary changes, she did not reach out to the public to explain the problems. Attacked by the media, Ms. Rousseff isolated herself from her supporters. Confusion led to disillusionment. Mr. Lula, from the factory, and Ms. Rousseff, from the prison, developed a party — the PT — that grew from Brazil’s powerful social movements, such as the Landless Workers’ Movement (Movimento dos Trabalhadores Rurais Sem Terra, or MST). Ms. Rousseff reached out to Mr. Lula to revive connections to the social movements. He is temperamentally of the trade unions, a salty man with popularity among the working class and peasantry.

But Mr. Lula had been under investigation as part of the Petrolão (Car Wash) scandal — money laundering around Petrobras. His role here is small scale compared to the other outrages. The detention of Mr. Lula and the release of taped phone conversations between him and Ms. Rousseff suggest a wider conspiracy at work here. It is in the habit of Brazil’s elite to foment such discord to prevent any threat to its stability. Mr. Lula’s return in a time of economic crisis might have signalled a sharp left turn from the PT. It had no other choice but to move in that direction. It would be suicidal for the PT to become the party of austerity. Mr. Lula’s brief was to help Ms. Rousseff change course. This is what the elite found abominable. Ms. Rousseff’s offer of a cabinet post to Mr. Lula would have immunised him from prosecution. A judge has now blocked the appointment.

On Friday, a million people joined the Popular Front of Brazil to repeat Mr. Lula’s call — não vai ter golpe, there’ll be no coup. The people, as the MST put it, went to the streets to defend democracy. This protest stands against the coup. Whether the emergence of these popular protests will change the ugly dynamic in Brazil is to be seen. Much is at stake in this important South American country.
